WHEREAS. On June 25, 1979, by Pasoh.tlon No. 79-28. the

No. SS-W-P-ST 78-6 to C. W. Houle. inc. subject to confirma-
tion from affected land owners who petltloned the Improvement,
and
WHEREAS, by letter dated July 6. 1919, the City received

WHEREAS, by letter dated June 28, 1979, the lo~ bidder,
C. W. Houle. Inc., extended his bid to July 9, 1979,
