RESOLUTION NO. 82-37
RESOLUTION ADOPTING POLICY STATEMENT
FOR THE NEWSLETTER COMMITTEE
POLICY STATEMENT
WHEREAS. tbe Arden Hills City Council bas. by Resolution 79-19
and Resolution 82-6. establisbed a Newsletter Committee to. tbrougb
its Editor, bave tbe sole responsibility, witbin publisbing a news-
letter and for its content,
NOW, THEREFORE, this Policy Statement is adopted by the City
of Arden Hilla for the Newsletter Committee in furtherance of its
responsibili ty:

DEFINITIONS
1. "Newsletter" shsll mean one or more printed publications
designed specifically for tbe citizens of Arden Hills.
2. "Governmental Person" shsll mean a person who is associated
with ~h~ City of Arden Hills in any of the following ways.
and sball include a member of tbe immediate family of a
person so associated:
a) a City Council member;
b) an announced candidate for City Council;
c) a person elected or appointed to the City
Council, but not yet sworn in as a member; and
d) an employee of the City.
3. "Committee" sball meen tbe Newsletter Committee of the
City of Arden Hills as it may from time to time be
constituted.
4. "Ci ty" shall mean the City of Arden Hills.
5. "Publication" shall mean the dissemination of printed
information to tbe citizens of the City of Arden Hills.

PURPOSE
The purpose of the Committee shall be to inform tbe citizens
of tbe City with information as to past, present and future bappen-
ings in tbe City to generate greater community participation in
government, instill greater community identification and build a
more informed citizenry.

INDEPENDENCE
1. The Committee shall be editorially independent from any
governmental policies of the City.
2. No member of the Committee or its Editor may be a govern-
mental person, except that the Editor may be compensated
by the City in a manner determined by the Committee.
3. Tbe Committee may accept funding from the City and m.y
utilize City owned or City provided equipment, supplies,
materials and publication assistance which i8 not editorial

or censorial in nature. Requests for such funding and
assistance shall be solely st the Committee's discretion.
IV
CONTENT
1. The Committee shall engage sn Editor, with the approval of
the City Council, who shall solely be responsible for the
content of the newsletter.
2. Guest articles mey be included at the discretion of the
Editor.

3. The Committee shall consult with, advise and assist the
Editor in the performance of his duties.
4. It is recognized and encouraged that each Editor has a
unique style and format which distinguishes the newsletter.
The Committee may, from time to time, make recommendations
as to style and format.

COMMERCIALIZATION
1. It is the policy of the Committee not to permit; commer-
cialization of the newsletter by either business, political
y or individually oriented pressures.
2. No advertising of any kind and no want sds shall bs permitted.
3. It is the general policy not to promote sny Governmental
Person by the excessive or suggestive use of that person's
na.., position or other reasonable identification.
4. It is the policy that, in general, Council members' namss
may, at the discretion of the Editor, be utilized in connec-
tion with specific City activities and, more particularly,
with City Council proposals and voting.

PUBLICATION
The Committee shall, from time to time, determine the proper
format for publication, frequency of publication, size of publi-
cation, and facility for financing such publication.
VII
EDITOR
1. The Committee shall establish a written job description
for the position of Editor.
2. The Committee shall designate the Editor in a manner in
which it may, from time to time, determine.
