Extract of Minutes of Meeting of City Council City of Arden Hills Ramsey County, Minnesota October 26, 1981 Pursuant to due call and notice thereof, the City Council of the City of Arden Hills met in regular session at the City Hall on Monday, the 26th day of October, 1981, at 7.30 o'clock p.m. The following members were present: Mayor Woodburn and Councilmen Johnson, McAllister and Hollenhorst, and the follow- ing was absent: Councilman t'1ingert. Councilman McAllister introduced the following resolution and moved its adoption: Resolution No. 81-76 RESOLUTION RECEIVING REPORT AND PROVIDING FOR PUBLIC HEARING ON D4PROVEMENT NO. P-8l-4 BE IT RESOLVED by the Council of the City of Arden Hills as follows: . 1. By resolution adopted October 13, 1981, the Council has directed the City Consulting Engineer to prepare a prelimi- nary report as to the feasibility of a proposed improvement including all that property abutting and west of Lexington Avenue between County Road E and Victoria Street by the install- ation of concrete curb and gutter, being done in conjunction with Ramsey County's improvement of Lexington Avenue. The con- sulting Engineer was also directed to include in the report the estimated cost of the proposed improvement and as to whether such improvement should best be made as proposed or in connec- tion with some other improvement. The preliminary report and cost estimate have been submitted and considered by the Council and are hereby approved and directed to be placed on file in the office of the City Clerk Administrator. The improvement proposed to be made in the general manner set forth in the report is designated as Improvement No. P-8l-4. 2. The Council shall meet at the City Hall, 1450 West Highway 96, in said City, on November 30, 1981, at 7:30 o'clock p.m. for the purpose of holding a public hearing on the pro- posed improvement under and pursuant to the provisions of Minne- sota Statutes, Chapter 429, and the Clerk Administrator is hereby authorized and directed to cause notice of the time, place and purpose of that meeting to be published twice in the official newspaper, New Brighton Bulletin, which publications . shall be a week apart, and the second publioation shall be not less than three days before the date of the hearing. 3. The notioe shall be in substantially the fOllowing form: . NOTICE OF HEARING ON IMPROVE~mNT NO. P-81-4 CITY OF ARDEN HILLS, MINNESOTA . NOTICE IS HERE~Y GIVEN that the Council of the City of Arden Hills, Minnesota, will meet at the City Hall, 1450 West Highway 96, in said City, on the 30th day of ~ovember, 1981, at 7;30 o'clock p.m., to hold a public hearing pursuant to Minnesota Statutes, Chapter 429, as amended, on proposed Improvement No. P-81-4 including all that property abutting and west of Lexington Avenue between County Road E and Victoria Street by the installation of concrete curb and gutter, being done in conjunction with Ramsey County's improvement of Lexing- ton Avenue. The foregoing is all substantially in accordance with a preliminary engineering report which is now on file and open to public inspection in the office of the City Clerk Administrator. The cost of the improvement is presently estimated at $23,900.00. The area proposed to be assessed for the improve- ment shall be the fOllowing; The E 1/4 of the SE 1/4 of Sec. 22 and the E 1/4 of the E 1/4 of Sec. 27, all in T. 30; R. 23; in Arden Hills, Ramsey County, Minnesota. All persons desiring to be heard with reference to the improvement and the area proposed to be assessed therefor may appear and be heard by the City Council at the time and place stated above. The general nature, estimated dost and area proposed to be assessed for Improvement No. P-8l-4 are determined to be as stated in the foregoing notice, as fully as though the same were separately set forth and resolved herein. The motion for the adoption of the foregoing resolution was duly seconded by Councilman Hollenhorst, and upon vote being taken thereon, the following voted in favor thereof: All: and the fOllowing voted against the same: None: whereupon said resolution was declared duly passed and adopted.
