SUBJECT: Term Sheet Discussion
Throughout 2023, the JDA has discussed aspects about the Rice Creek Commons project that will inform
a term sheet with Alatus, the developer of the site known as the California parcel. A term sheet is a non-
binding document that outlines terms for a future Development Agreement and identifies items that still
need to be negotiated. It can be useful as a tool to move discussions forward. Staff is working with
project partners to draft a term sheet for review in December.
Core areas to inform a term sheet may include:
• Housing unit count / density
• Housing affordability
• Housing type (number of for-sale vs rental homes)
• Green energy goal and infrastructure
• Infrastructure financing: City and County facilities
• Public financing: City and County tools
• Maintenance and operating costs and responsibilities: City and County
• Construction standards
• Conveyance of property
• Timeline

Themes
•Develop housing to attract families, even the
apartments by having less studios and 1-2
bedroom units.
•Sustainability is very important. Not sure what is
should “look” like, except that there are options
for residents to be “green” in their use of
resources.
•I think the majority of the development should
be denser than Arden Hills is currently. A lot of
young people and downsizing Boomers don’t
require or even want large lots and houses to
maintain. They want convenient and walkability
and amenities. I would include lots of duplexes,
triplexes, twin homes, cottage courts,
townhouses, and small apartment buildings.
•Social infrastructure is important for community
and resiliency. Find mixed-use development
and public spaces. Perhaps a library, clinic,
fitness center, community rooms, nice
streetscapes and gathering places, plantings,
good lighting, seating, public places.

Feedback
•This meeting on November 1 was a total waste
of everyone’s time. All decisions have been
made. No one cares what the residents want.
The decision raising housing from 1460 to 1960
is horrible. And commercial is sacrificed – what
is happening to the jobs that were promised.
•Too much residential – too dense. I do like the
proposal of the open space in the Town Center.
•For those of us who currently live close to this
development plan – huge concern is TRAFFIC,
density of housing, noise and light pollution,
lack of green space and “fake” waterways.
•The concern that no additional schools have
been planned. The answer was the current
schools are able to maintain the increase in
population.
•Too much traffic will be created. Those who live
near 96 now will be greatly impacts. The value
of their homes will decrease.
