CALL TO ORDER
1. PUBLIC INQUIRIES/INFORMATIONAL
Members of the public are invited to remotely monitor the City Council meeting via
Zoom using the below link. Members are also welcome to provide public comments
during this section of the agenda via Zoom. Members wishing to provide public
comment must use the "raise hand" feature in Zoom to identify themselves as wanting
to make a public comment and will be called upon to provide their public comment
during this portion of the agenda. Those that speak must state their name and address
for the record.

This is an opportunity for citizens to respectfully bring to the Council's attention any
items which are relevant to the City. In addressing the Council, you must first state
your name and address for the record. Comments shall be limited to three (3) minutes
or less. Written documents may be distributed to the Council prior to the start of the
meeting to allow a more timely presentation. Council will generally not respond at the
same meeting where an issue is initially raised by a member of the public but the
Council may refer the issue to staff for further research and possible report or action at
a future Council meeting.

Council Should Consider
Council should consider discussing the proposed Lake Johanna Boulevard (LJB) Trail project
corridor with Ramsey County.
Background
In 2021, Ramsey County initiated a preliminary design development study for the LJB Trail
corridor. The report that was completed September 27, 2022 and can be reviewed on the City's
website here: https://www.cityofardenhills.org/208/Trails under the Lake Johanna Blvd Trail
Study section.
On May 8, 2023 the City Council adopted Resolution 2023-023 relating to Local Match
Commitment for Lake Johanna Boulevard Trail Project: 2024 Met Council Regional Solicitation
(Attachment B).
Ramsey County has begun the application process for the Metropolitan Council Regional
Solicitation Grant program.
Discussion
Ramsey County representatives have requested the discussion tonight with Arden Hills City
Council and City Staff. Ramsey County has a presentation prepared for this item (Attachment Q.

Budget Impact
The Arden Hills CIP detail sheet related to the LJB Trail project can be seen in Attachment A.
The City currently has $2,000,000 programmed per the latest project estimate. Since LJB is a
County State Aid Highway (CSAH), Arden Hills is able to apply Municipal State Aid (MSA)
funds towards construction costs and right-of-way acquisition costs as funds are available. As of
today, this project is contingent on award of the Met Council Regional Solicitation grant.

RESOLUTION NO.2023-023
A Resolution Relating to Local Match Commitment for
Lake Johanna Boulevard Trail Project:
2024 Met Council Regional Solicitation
WHEREAS; Ramsey County and the City of Arden Hills have recently completed a
planning process in 2022 to evaluate the feasibility of constructing a separated multimodal trail
improvement along Lake Johanna Boulevard extending from County Road D to Old Snelling
Avenue in the City of Arden Hills, and
WHEREAS; public input and technical analysis from this planning process led to
identification of two feasible trail design concepts along the north and south sides of Lake Johanna
Boulevard, and
WHEREAS; to defer estimated costs associated with construction of this project, Ramsey
County is planning to submit a $5.5 million grant request to Metropolitan Council for 2028/2029
federal Regional Solicitation funding for the Lake Johanna Boulevard Trail project, and
WHEREAS; based on a preliminary planning level estimate remaining local project costs
for the Lake Johanna Boulevard Trail project above the $5.5 million federal grant request are
estimated at $4 million; and
WHEREAS; Ramsey County's cost participation policy requires the City of Arden Hills
and Ramsey County to share equally in the $4 million of local estimated costs.
NOW, THEREFORE, BE IT RESOLVED, that the Arden Hills City Council does
hereby commit to its 50 percent share, or $2 million, of these local estimated project costs as part
of Ramsey County's 2024 Regional Solicitation federal grant application for the Lake Johanna
Trail project.
NOW, THERFORE, BE IT ALSO RESOLVED, that the Arden Hills City Council does
hereby also acknowledge that this $2 million local match commitment is an estimate based on a
preliminary planning level cost estimate of total project costs that will be updated during the final
design process if a federal grant from Met Council is secured.
