Extract of ~1inutes of Meeting of City Council City of Arden Hills Ramsey County, Minnesota March 9, 1981 Pursuant to due call and notice thereof, the City Council of the City of Arden Hils met in regular session at the City Hall on Monday, the 9th day of March, 1981, at,7:~0 ~'c~QCk p.m. The following membeJ's" were pre~ent: Mayor Charlie Crich ton. Councilmen Maurice Johnson and Janet Hol1enhorst and the following were absent: Counei1men Robert Woodburn and Diane MeA1lister Councilman Johnson introduced the following resolution and moved its adoption: Resolution No. 81-17 RESOLUTION RECEIVING REPORT AND PROVIDING FOR PUBLIC HEARING ON IMPROVEt-1ENT NO. ST-81-2 BE IT RESOLVED by the Council of the City of Arden Hills as follows : . 1. By resolution adopted February 23, 1981, the Council has directed the City consulting engineer to prepare a prelimi- nary report as to the feasibility of a proposed improvement including that portion of the City of Arden Hills bounded by Lexington Avenue on the east, County Road E on the south, S.T.H. 51 and Hamline Avenue on the west, and westerly extension of Victoria Avenue on the north by the installation of storm drainage facilities including reinforced concrete pipe ranging in size from 18 inches through 72 inches in diameterl construc- tion of detention basins, outlet structures and miscellaneous appurtenances 1 and procurement of dJ'ainage easements. The consulting engineer was also directed to include in the report the estimated cost of the proposed improvement and as to whether such improvement should best be made as proposed or in connection with some other improvement. The preliminary report and cost estimate have been submitted and considered by the Council and are hereby approved and directed to be placed on file in the office of the City Clerk Administrator. The notice shall be in substanUally the following form: . . ... NOTICE OF HEARING ON IMPROVEMENT NO. ST-81-2 CITY OF ARDEN HILLS, MINNESOTA . NOTICE IS HEREBY GIVEN that the Council of the City of Arden Hills, Minnesota, will meet at the City Hall, 1450 West Highway 96, in said City, on the 30th day of March, 1981, at 7:30 o'clock p.m., to hold a public hearing pursuant to Minne- sota Statutes, Chapter 429, as amended, on proposed Improvement No. ST-8l-2 including that portion of the City of Arden Hills bounded by Lexington Avenue on the east, County Road E on the south,S.T.H. 51 and Hamline Avenue on the ~~st, and westerly extension of Victoria Avenue on the north by the installation of storm drainage facilities including reinforced concrete pipe ranging in size from 18 inches through 72 inches in diameter, construction of detention basins, ouUet structures and miscellaneous appurtenances, and procurement of drainage easements. The foregoing is all substantially in accordance with a preliminarv engineering report which is now on file and open to public inspection in the office of the City Clerk Administrator. The total cost of the improvement to be completed in con- junction with the City of Shoreview and Ramsey County is presenUy estimated at $1,533,782.00. Of that amount, the City of Arden Hills' share is estimated at $945,527.00. The area proposed to be assessed for the improvement shall be the following: The SE 1/4 of Sec. 22, T. 30, R. 23 except the W 1/2 of the NW 1/4 thereof, and the E 1/2 of Sec. 27, T. 30, R. 23 in Arden Hills, Ramsey County, Minnesota. All persons desiring to be heard with reference to the improvement and the area proposed to be assessed therefor may appear and be heard by the City COuncil at the time and place stated above. The general nature, estimated cost and area proposed to be assessed for Improvement No. ST-8l-2 are determined to be as stated in the foregoing notice, as fully as though the same were separately set forth and resolved herein.
