CITY HALL COUNCIL CHAMBERS, 1245 WEST HIGHWAY 96 CALL TO ORDER Mayor Probst called the meeting to order at 4:50 p.m. Present: Council Members Beverly Aplikowski, David Grant, Gregg Larson, and Lois Rern. Also present: Administrator, Joe Lynch; Director of Operations and Maintenance, Tom Moore; Director of Community Services, Aaron PalTish; Planner, Peter Hellegers; Engineer Greg BroW11; and Deputy Clerk, Cynthia Young. 2.A Community Services - 1-35 Build-Out Study Mayor Probst introduced Bob Benke, 1-35W Corridor Coalition and Carol Swenson, University of Minnesota Design Center for American Urban Landscape. Mr. Benke reviewed and discussed the conception and goals of the I-35W Corridor Coalition as it relates to Arden Hills and the entire seven-city area. Ms. Swenson introduced the 2000-2020 Subregional Growth Study which includes the cities of Blaine, Circle Pines, Mounds View, Arden Hills, New Brighton, Shoreview and Roseville. She explained the Coalition Operating Structure, and discussed growth pattems and how to balance development as found in the study. Planning Commissioner Brad Lemberg asked where the data was found, and how it was developed. ARDEN HILLS CITY COUNCIL WORK SESSION MINUTES SEPTEMBER 16, 2002 2 . Mr. Benke said the data came from analysis of nationwide tr-affic models and said the results were not saying everyone will want to live in a mixed community, but the mixed use center concept offers more choices for the work force. Mayor Probst mentioned this was a very high level analysis. He said there may be a high percentage of people in the workforce who may want to stay within the coalition boundaries. Planning Commissioner Clayton Zimmerman said every city wants to development a fiscally productive city center. He said cities could provide incentives for people to work in the city they live. Council Member Rem asked what kind of jobs and the number of jobs that might be available within the coalition boundary area. She said higher paying jobs may not be found within the city. She said more choices for shopping and other services seemed feasible, but Arden Hills currently has a population that is traveling out of the city to work at higher-end jobs. . Mr. Benke said that was certainly a policy question which the City Council must address. He suggested high-end jobs, and dual working households may provide more balance. Mayor Probst said Arden Hills had a model in Guidant which provides many jobs at higher earning levels. He suggested the policy makers think globally, and attract businesses where the CEO's might live within five miles oftheir corporation. Mr. Benke suggested the City consider several scenarios for growth, such as senior housing and younger family homes, which are a good customer base for local businesses. Mayor Probst reminded the panel that the coalition area population was aging, and that issue had huge implications to the City and other communities as a whole. He applauded the wealth of data available to help make the decisions with special issues, noting Arden Hills is noticeably in the center of the coalition area. . Commissioner Lemberg said, being one of the aging population group, he'd suggest the City consider approving development of townhouses in more desirable ARDEN HILLS CITY COUNCIL WORK SESSION MINUTES SEPTEMBER 16, 2002 3 . areas of the City, rather than approve that kind of development as buffers in areas which may not be as pleasing. Council Member Larson stated he had not been a supporter of the Highway] 0/1- 694 area as the solution to the traffic problems, and suggested the City follow the City of Mounds View lead to make it more of a boulevard, rather than a shortcut. Mr. Benke encouraged participation at the Coalition Summit for an opportunity to share thoughts with neighborhood communities. Council Member Aplikowski asked if funding for this issue was going to stem from Cities. Mr. Benke answered that if the Coalition could not manage the outcomes, they would need to scale back on the solutions. 2.B Design Center Final Community Dialogue Presentation -POSTPONED . 2.C TCAAP Master Planning Advisory Panel Director of Community Services Parrish presented an overview of the TCAAP Master Planning Advisory Panel. Mr. John Shardlow said the Advisory Panel does not supercede the Planning Commission, and they were planning on conducting seven meetings. He suggested the Council, as it approached the appointments, think about it as an opportunity to grow in community leadership, and stress the vital educational factor. He noted the process was designed to support the City Council's ideas. Administrator Lynch stated two groups which could be ineluded in the choices for panel participants were representatives from Northwestern College and Bethel College. He also suggested a representative from the public safety agencies may be appointed, as well. . The Council Members suggested appointing representatives from the Arden Hills small business owner community, Audubon Society, Guidant (not an Arden Hills resident) Chamber of Commerce, and Commissioner Bennett. ARDEN HILLS CITY COUNCIL WORK SESSION MINUTES SEPTEMBER 16, 2002 4 . 3.A Operations and Maintenance - Maintenance Facility Task Force Presentation Director Moore said the Maintenance Facility Task Force (MFTF) had met several times during the past 6 months, with Council Member Grant as the Council Liaison, Clayton Zimmerman is the Chairn1an. He noted their task was to look at the facility and come up with some recommendations to City Council. Commissioner Zimmerman thanked the City Council for the opportunity to chair the task force. He noted there had been good representation and good input with some additional dialogue toward the integration of a stand alone facility with a joint facility. He explained that the committee was successful in reducing the size of the facility to 25,000 square feet of space, which also reduced the cost from 3.6 million to 1.9 million without incurring any site improvements. He stated a coneem was whether the City Council wanted the Arden Hills space to be separate from the rest of the facility. He asked what was expected of the task force at this time. . Council Member Aplikowski asked if staff had any concerns regarding the reduced space. Mayor Probst thanked the Task Force members for their effort, and said he hoped the task force would be willing to do some periodic review of the design and help the City Council with any other review issues. Director Moore reviewed the phased timeline for the project, stating the National Guard has moved all its equipment and Ramsey County had laid down a road into the facility site. Mayor Probst suggested the City elevatc the Arden Hills presence to the County Board regarding the Maintenance Facility Task Force by having a staff member and a City Council member attend the meetings. Council Member Larson said it was important to maintain enough flexibility to accommodate a future consideration. . Administrator Lynch said Ramsey County will not proceed until they knew the building and site plan were approved by the City. ARDEN HILLS CITY COUNCIL WORK SESSION MINUTES SEPTEMBER 16,2002 5 . 3.B Maintenance Facility - Agreement with Ramsey County It was agreed that Administrator Lynch bring a revised draft agreement to the City Council at its September 30, 2002 meeting. 3.C 2003 PMP Update Engineer Brown explained that at the second neighborhood meeting, the intent was to revisit previous comments. He noted that after the meetings, at the next City Council meeting he would recommend the Council authorize the feasibility report, and proceed to the more formal design and development ofthe project. 3.D Karth Lake Update Director Moore said staff was directed to get URS on the job, and Engineer Brown had pursued the site elevations. . Engineer Brown said the [DNR] pennit cost would be four hundred dollars and would take 45-60 days to process. He said he would request they [the DNR] move things along in that regard, if possible, due to the circumstances. He noted that the Watershed District had no issues with this process. Mayor Probst said the City needed to get back to neighborhood residents within the next ten days regarding the issue. He requested a cost estimate for the project be presented at the September 30th, 2002 Council Meeting. The City Council directed staff to notify just those residents whose property is directly affected. Engineer Brown said there would be long-term and pennanent solution by utilizing a small submergible pump that would be invisible, if installed for this project, at an operating cost ofless than twenty dollars a year, per resident. ADMINISTRATION REPORT: . . . . ARDEN HILLS CITY COUNCIL WORK SESSION MINUTES SEPTEMBER 16, 2002 6 Administrator Lynch said the landscape architect would redo the city hall landscape plan. He explained, regarding the interior roof problems, he would be meeting with Rochon. He said, regarding TCAAP, he had received a call from Representative McCollum, who requested a meeting on September 23, 2002, with GSA, DNR, and the Department ofthe Army, to discuss the excess land issues. CITY COUNCIL REPORTS: A. Council Member Grant: Council Member Grant said the Maintenance Facility Task Force did a good job. He asked if the City actually planted alfalfa on the City Hall site. Administrator Lynch said that is one of the reasons the landscaping issue at City Hall would be revisited. B. Council Member Larson - NONE C. Council Member Aplikowski: Council Member Aplikowski called attention to the Metropolitan Council 2030 Blueprint changing the timeline for Comprehensive Plans, stating this action puts a real "crunch" on cities. She said another concern was the change of the focus of the MUSA line, and the idea that cities must proactively address affordable housing. D. Council Member Rem: Council Member Rem asked that the TCAAP Advisory Panel appointment procedure be posted on the City website. E. Mayor Probst: Mayor Probst complimented staff regarding the repair of a water main break. He said he was concerned that the recent Nelson Planned Unit Development had been addressed three times. He stated he would be meeting with Administrator Lynch and The National Guard regarding TCAAP, to further build that partnership. Mayor Probst adjourned the Work Session at 8:40 p.1l1. . . .
