Call to Order
The meeting was called to order at 11:00 a.m. by Mayor Woodburn.
Roll Call
Present: Mayor Robert Woodburn, Councilmembers Nancy Hansen, Tom Sather
Lake Johanna Volunteer Fire Department Board of Directors:
Dan Winkel, Dave Christiansen, Roger Luehrs, Mark Schifsky, Dick
Teele, Mark Germain, Ed Fischer
Also Present: Steve Nelson, 3475 Siems Court
Chief Dan Winkel introduced the members of the LJVFD Board. He advised the
operating budgets for the three existing stations and Station H4 were being
worked ant and distributed the 1986 operating budget for Station H1.
Councilmember Hansen suggested an evaluation criteria of how much it would cost
to maintain a certain level of service (as opposed to a percentage of overall
budget) . She asked the Chief if the Department would be interested in the
Cities' purchasing equipment and buildings; the Chief said they would not be
interested.
Mayor Woodburn stated the overall structure of the contract was consequential
to him; that this would influence relationships and, further, that general
. relationships need to be discussed.
Steve Nelson, 3475 Siems Court, advised he was concerned with the proposed
Island Lake site due to traffic problems, possible hold-ups due to train
traffic, and stated he felt the further away the station was from Arden Hills,
the less beneficial to the community. He also stated he represented Dick
Schoonover, and advised the Council the figures released by Shoreview for
reclamation of the site were inflated. He also asked about consideration of
the Bethel site. Councilmember Hansen advised if Bethel site were used it
would need to be 100% Arden Hills, as Shoreview did not like the site.
Chief Winkel stated he did not feel a four-bay station was needed; that Station
3 with two trucks and equipment, was over $1,000.000: that two trucks were
$150,000 each and that a ladder truck would be between $400,000 and $500,000.
He suggested possible construction of two bays, elimination of training room
and that some other areas could be eliminated at this time and constructed
later, if needed.
Mayor Woodburn asked the Chief what he felt the long term future of the LJVFD
was and if they could survive. considering current conditions and Shoreview's
owning Station H3 and equipment. Chief Winkel advised Shoreview has
guaranteed, through the Station H3 contract, that LJVFD will be their fire
department until 1998.
Woodburn asked if the dollar figure was settled on the contract for Station H3;
the Chief advised they were still negotiating the set-up charge, and that as of
. July 1, Shoreview would be no better off than anyone else, The Mayor asked if
Shoreview could staff Station H3 with part volunteers and partly with someone
else; the Chief said no, unless there is loophole in contract, and that
Shoreview had stated if they have a full time fire department, the LJVFD
firefighters would have first priority.
Chief Winkel also indicated the need for a full time Fire Marshal responsible
to the Fire Department.
Councilmember Hansen suggested it might be advisable for Arden Hills to plan
for their own station in the future even if we remained with Shoreview in
construction of Station #4.
Councilmembers were advised that Station H2 has primary responsibility for
Arden Hills north of 694.

. The Chief stated he felt the Arden Hills' fire rating could be reduced from 6
to 4 with a decrease in homeowner's insurance of 5% to 10%, He also advised
the Council that it would be advantageous for the Fire Department to have Arden
Hills join Shoreview for Station #4. He added that it appeared there would be
four budgets within an overlay contract.
Recruitment of fire fighters was discussed.
Discussion ensued as to alternatives available to Arden Hills. Chief Winkel
advised that Shoreview may be constructing another station next to their
maintenance land. Mayor WOOdburn stated he felt Arden Hills should be
self-sufficient, and he didn't feel like proceeding with Station #4 just to
help Shoreview.
Winkel asked if Arden Hills and Shoreview councils were going to meet; Mayor
Woodburn advised Shoreview did not see the need for a meeting yet.
Councilmember Hansen asked the Chief to submit costs of trucks which were
demonstrated on March 21.
The meeting was adjourned at 12:45 p.m.

As requested, we have investigated the storm sewers near the
intersection of Glenview Avenue and Glenview Court as shown on
the attached drawing. This action was initiated by the Council
at the request of the Caniffs, whose property is located in the
northeast portion of this intersection. According to the
CaniffS, water ponds in the street during heavy rains.
Apparently water ponds in the intersection to an elevation that
. results in overflows and drainage across their property.
The Glenview Avenue storm sewer was constructed around 1961.
Except the 18" c;:orrugated metal pipe (CMP) outlet in Valentine
Park, the storm sewers draining Glenview Avenue are reinforced
concrete pipe (RCP) . The 24" RCP pipe along the east side of
Glenview Avenue from the lowest point on Glenview (about the
middle of the Caniff's property) was connected to an 18" CMP that
drains east along Caniff's north property line. Pipe bends were
apparently installed at this connection instead of a manhole
structure. Therefore direct access to this connection point for
inspection cannot be made.
The Glenview Avenue storm sewer system was designed for runoff
flows from a 5 year storm event.
In a June 6, 1979 report it was recognized that some relief of
the drainage problem could be achieved by replacing the 18" CMP
outlet with a larger capacity concrete pipe and by installing
high capacity catch baSins at the low point on Glenview Avenue
and the two catch basins southwest of Glenview Court. Additional
protection from flooding could be provided by constructing a
bermed drainage swale behind the curb. The bermed drainage swale
would extend from the low point to the property line then east
along the north property line to Valentine Park. The bermed
swale could be constructed during the storm sewer construction.
A small berm should also be constructed as shown on the attached
. drawing. This berm would reduce the potential for water from
jumping curb and draining across the Caniff's property.

The estimated cost of the recommended storm sewer system
including engineering, legal and administrative costs is $23.000.
In order to further reduce drainage problems, city crews should
continue to keep catch basin grates clean so that the maximum
amount of flow in the street gutters can be collected into the
storm sewers.

Pursuant to your request we have investigated the storm sewer
on Glenview Avenue, particularly in the vicinity of the inter-
section of Glenview Avenue and Glenview Court. This investigation
was initiated by the Council at the request of the Caniffs, whose
property is located in the northeast portion of the above refer-
enced intersection.
. The storm sewer system we investigated is illustrated on the
attached sketch. The Glenview Avenue storm sewer was constructed
in the early 1960s under a street improvement program. with
the exception of the 18" corrugated metal pipe at the outlet
in Valentine Park, the remaining portions of the storm sewer
system consist of reinforced concrete pipe.
Generally, the storm sewer has the capacity to carry runoff
from a storm with a 5 year average frequency. The capacity of
the 18" corrugated metal pipe (CMP) may be deficient and
cannot be determined because its connection point with the 24"
pipe is buried.
Apparently the capacity of subject storm sewer was exceeded
during the heavy rains of last summer. Since these rains may
have been greater than the 5 year average frequency storm,
the capacity of the storm sewers was probably exceeded and
excessive drainage ponded in the low point on Glenview Avenue.
The low point is on Glenview Avenue just north of Glenview
Court. The ponded water apparently reached an elevation that
caused the surface drainage to flow easterly across the Caniff
property.
Some relief of the drainage problem may be achieved by replacing
the 18" CMP with a pipe that has the capacity equal to the
. adjoining 24" concrete pipe. However, this replacement will

not provide sufficient capacity for runoff from a storm exceed-
ing a 5 year average frequency.
A more conservative solution to the drainage problem is to
install additional storm sewer capacity from the low point
in Glenview Avenue to Valentine Park. This system would consist
of two high capacity catch basins located in the low point
on Glenview Avenue plus additional storm sewer with capacity
to convey drainage from a 100 year average frequency storm.
Even with additional capacity through an enlarged system as
described, absolute protection would not be provided against
flooding of the Can iff property if a storm greater than 100
year average frequency were to occur.
Since the low point on Glenview Avenue is drained by storm
sewer with limited capacity and excess drainage flows across .
the Caniff property, we recommend additional protection be
provided through an enlarged storm sewer system as described
above. The estimated cost of the recommended system is $10,000.
We will be available to answer any further questions the Council
may have regarding this matter.

Mrs. Doris Caniff, 3946 Glenview Avenue, described a continuing drainage
problem on her property which she stated is caused because of under' sized,
~ inadequate culverts. Mrs. Can iff said she has requested, for many years, that
~ r Council look at the situation in order to see first hand the quantity of water
4IIt which rushes from the street through her yard, along both sides of her house,
, to the park area east of her lot; reported the water is pouring into her
basement - has soaked walls and carpeting whenever we experience heavy rains.
Council concurred to authorize the City Engineer to look into this drainage
problem and to prepare preliminary cost estimatea for a solution, as soon aa
possible.

Glenview Avenue Storm Sewer
Christoffersen reported that he has reviewed his previous (June 6, 1979)
proposal with Public Works Supervisor Raddatz; reported that there has not been
much ~hange since his investigation at that time.
Christoffersen suggested construction of a berm from driveway to north side of
Caniff home: noted some erosion caused by drainage; noted that a pipe
installation would cause destruction of existing tree growth: noted that the
'::.c~ house is sited very low on the lot. Christoffersen said cost estimate was
$10,000 in 1979; guessed it would probably cost $15,000 to $20,000 at today's
prices for the proposed solution to this drainage problem.
In discussion, Christoffersen said, because of the steep grade, he recommends a
catch basin and a pipe; noted that the house is lower than the curb, as sited.
Concern was expressed relative to Valentine Park; would like to see the water
directed around the park. Christoffersen explained that a flatter grade
requires a wider pipe; this will not solve the problem of water coming back
into the park from the lake, without raising the elevation of the park.
It was suggested that the street seems to be the problem; flash type rains in
major storms overflow the catch basin, and the distance between the houses is
narrow, and the grade is steep. It was suggested that perhaps two large catch
basins, plus a larger pipe, may be needed.
. After discussion, Hicks moved, seconded by Hansen, that Council authorize an
engineering study including elevations across the park. Motion carried
unanimously. (5-0)
Council referred the matter of possibly raising the elevation of the park to
Parks Director Buckley and the Parks and Recreation Committee.

on February 8, 1982, to fill the unexpired team of James Wingert, was
elected to the Council on November 2, 1986, and re-elected on November 4,

WHEREAS, Dale Hicks has resigned his Council position since
he will be working with a project in Morocco for the University of
Minnesota for two years, and;

WHEREAS, on February 9, 1987, the City Council accepted
Councilman Dale Hick's resignation effective April 1, 1987 and declared
that a vacancy exists on the Council until a successor is elected and
qualified at the Special Election to be held on November 8, 1988; and
WHEREAS, the Council accepted applications for appointment
as Councilmember until 4:30 p,m., March 3, 1987, and four applications
were received.
NOW, THEREFORE, BE IT RESOLVED, that the City Council hereby
appoints Councilmember until the Special Election on
November 8, 1988.

Dear Mrs. Morrison:
It was with great regret that I learned of the decision of Dale
Hicks to resign his position on our council. I hope that upon his
return to Minnesota he will once again become involved in our
government. He has been a great asset to us during his tenure on the
council, and I'm sure his future involvement would be welcomed by our
residents.
The vacancy created by Dale's departure will be difficult to fill,
but I am sure there are many well qualified candidates available for
consideration. I would like to submit myself as one of those
. candidates. My resume is enclosed.
It was in early 1983 that my family and I made the decision to
reside in Arden Hills, after having been transferred to Minnesota by my
employer, Deluxe Check Printers. Prior to coming here we spent two
years in Exton, Pennsylvania, but we are originally from Cranford, NJ.
You might wonder why I am interested in becoming more involved in the
government of Arden Hills, since we've only been here a short time, and
having been transferred here probably raises the question as to whether
our stay here will be short. The answer is that my current position,
and any further advancement I might enjoy at Deluxe, requires that I
remain at our corporate headquarters - which is here - for the balance
of my career. It was our knowledge of this long term commitment that
caused my family and I to carefully consider where we were to locate in
Minnesota, and is why we chose Arden Hills as our home.
Prior to having come here, my involvement in government has been
one of an active observer, following the activities of the state, county
and municipal governments closely, and participating much as I have
here, that is, testifying at hearings, meetings, providing written
commentary on various issues, and working in support of various
candidates. Here, I've taken the opportunity to become more formally
involved, and have found it to be very rewarding.
The first issue that I became involved with here was that of the
request to increase the height of the radio tower located south of Round
Lake. When that was pending, I dug into background and provided the
results of my research to the planning commission during several
presentations. As the conclusion neared, it was heartening to have
. heard from one of the commission members that he'd never seen such a
thorough job on an issue by a citizen.

. As tower issue unfolded, I had the chance to meet and work with
many of those who are involved in serving the city, and became more
fully aware of the many other issues facing us. The mayor and other
council members urged me to seek appointment to one of the citizen
committeest so in 1985 I asked to be considered as a candidate for the
Public Safety/Works Committee. Appointed in 1986, I became involved in
as many issues as possible. The issue of streetlights has received much
of my attention, but I've also worked on many other questions, most
recently including solid waste management, and the fire department.
You've probably also seen the monthly report I created to help review
the activities of Sheriff in the city. I hope the work I've done on
these and other issues demonstrates my interest and ability to deal with
complex problems.
Now, I'm asking that I might be considered for a more formal role
in serving the citizens of Arden Hills. You are justified in asking why
I think my service to the city would be serve the best interests of its
residents. The answer to this question is difficult because it doesn't
depend upon quantifiable factors. Those who best perform the management
role inherent in a position such a council member must be judged on
their ability to deal with complex issues, to find and understand the
facts, separate them from fiction, and consistently make those
judgements that promote the best interests of the city, while ensuring
that all are treated justly. I believe I possess these abilities, and
it is on this basis that I ask to be considered for appointment to the
council.
. The judgement qualities called for from a council member are those
that I have had to call upon for the entirety of my career, and in
particular in my present position as Manager of Marketing Research and
Product Development for Deluxe. Marketing, marketing management, and
sales - the area in which I worked previously - are not exact sciences.
Rather, what is called for is the ability to deal with great numbers of
complex issues and consistently make the most reasonable judgement.
Seldom can you prove that your solution is the only one that will work,
and many times it is almost impossible to quantify your reasoning. What
is needed is the ability to to understand each issue and the confidence
to act upon your feelings. Success is measured based upon how often you
make the right choices.
I am entrusted with making the correct decisions, by Deluxe, for
all of our products sold through financial institutions, and for my
employees. I report directly to the Vice President of Marketing
Operations, and working directly for me are the Manager of Marketing
Research and the Manager of Product Development and Design. Reporting
to the Manager of Marketing Research are four Directors of Marketing
Research, two Research Analysts, and a Research Assistant. Reporting to
the Manager of Product Development and Design are four Directors of
Product Development, and our Art Director. The Art Director employs six
Project, Graphic, and Prototype Designers and an assistant. Virtually
all these employees are professionals. Our group handles all product
research and development for Deluxe's check products. We are directly
responsible for the success of the company's product marketing efforts.
I think that the knowledge and background attained in the performance of
. my duties at Deluxe qualifies me for the responsibilities expected from
a council member.

Dear Mayor and Councilmembers:
This letter is my request to be considered for
appointment to the vacancy on the City Council occasioned by
Dale Hicks' resignation. First, let me say that I, like so
many others in the City, greatly appreciate Dale's
contributions to local government and am very sorry to see
him leave. I wish him and Claudia well, and look forward to
their safe return from Morocco.
I have lived in Arden Hills for over 21 years and
have been active in City affairs for 10 years. My service
to Arden Hills began in 1977 when Mayor Crepeau appointed me
to the Finance Committee. I served five years on the
. Finance Committee, three as chairperson. This service
provided very valuable experience with the budget and fiscal
affairs of the City. Mayor Crighton appointed me to the
Planning Commission where I gained additional valuable
experience. My contributions, while serving on these
committees, were to preserve and enhance the fiscal
stability of our community and to open and make more
understandable the process by which citizens approach their
government.
In 1982 I was appointed, then elected, to the City
Council. Considering the background of my committee
service, my efforts were concentrated in keeping Arden Hills
a sound, conservatively financed governmental unit. l-1y
interests were also broadened. Mayor Woodburn appointed me
to be liaison to the Parks and Recreation Committee. I came
to appreciate even more the beautiful community in which we
live, and I became interested in making it even more
attractive. I believe that my most significant achievement,
attained with the support of the Parks Committee, the
Planning commission and the City Council, was the enactment
of a Parkways Plan as part of our City Code.

. In 1984 I decided not to run for reelection. I
felt that good candidates had filed and a respite from local
politics would be beneficial. However, I continued my
interest in City committee service, and was appointed to
serve on the Parks Committee in 1985, 1986 and again this
year.
As you know, I sought reelection to the Council
last November and lost by 101 votes. Only Dale and Nancy,
the incumbents, showed equal interest in serving the people
of Arden Hills as a Councilmember. I think that is
significant. One should run for office if one wishes to
represent the people. An election is a mind-bending
experience, as it should be. We don't come to this calling
knowing all there is to know. After a contested election, I
think all the candidates are better for the experience.
As I ask to be appointed to this vacancy, I assure
you that I do not want to change the results of the
election, or to advance a personal program. I ask to be
appointed because I believe that I am the most experienced,
qualified candidate. I have mentioned some of these factors
in this letter; you know that I have more than 30 years of
legal experience and significant other civic and business
experience to bring to the Council.
. My objective is to work with all the members of
the Council for the good of Arden Hills. I think that's
what everyone wants and expects. I will emphasize things
that I think are important, as will others, and I believe we
can work together while doing so. With regard to decisions
that have been made, I respect those decisions. The
important thing is to go forward and give the people of
Arden Hills the best government we possibly can.
I am a candidate for appointment to the Council
and I submit my qualifications to you with the pledge that
we can work together for the good of Arden Hills.

. Trails Subcommittee Report
This subcommittee was formed to review all Arden Hills' trails, and make
recommendations for additions and improvements. The particular focus was to
determine if blacktopping of portions of the trails was feasible and desirable.
The committee walked all of the existing and proposed trails. A proposed
schedule for blacktopping was devised, should the committee decide they would
like this. A list of the trails and this schedule is attached to these
minutes.
Peterson stated that asphalt trails should be eight feet wide (to be put in
most economically - trucks laying asphalt are equipped to spread it at that
width) . Estimated cost is $7.50 per running foot, which includes 4" base and
2" blacktop. The subcommittee is recommending two areas be blacktopped in 1987
_. short trail leading down hill from Chatham area to Valentine Hills School.
and trail access to Floral Park from Norma Avenue (605 feet total).
$7,500 is budgeted in 1987 for trail improvement. This amount would cover this
blacktopping, and grading and identification of the trail leading from the
Village Hall, to Colleen Avenue, and hence to North Snelling Park. Buckley
feels with the development of the Keithson Addition, it is essential that this
trail be laid out and identified this year.
Committee asked that the developer of Keithson be asked if he would consider
grading the trail in conjunction with his own grading.
. Committee comments regarding blacktopping of trails included:

- Concern was expressed about abuse of the trails by motorized vehicles if
they were blacktopped. The subcommittee maintained that unimproved trails
are more attractive to these than are blacktopped trails, and abuse would
probably be less.
Enrooth, noting that the results of the recent Parks survey indicated a
high interest in trails by residents, stated that past efforts have been
concentrated on development of the parks themselves; efforts should now
properly be directed to providing a means to get to the parks and from park
to park.
Alan Montgomery felt that for safety reasons, further trail development
should be pursued; wanted youngsters to be able to go to their neighborhood
parks on marked trails.
Jim Otto suggested Buckley contact neighboring villages who have
blacktopped trails to ask their experience in maintenance time and costs.
Sand felt strongly that emphasis should be placed on beautification of
trails as well, and that benches and trash receptacles should be added
along the trails.
Buckley stated that trails are obviously important to the residents of the
city; if they are accessible and easy to use, they are going to be used
. more.
He recommended budgeting an amount each year for trail improvement.
1987 Park Improvement Proposal - Trail Development
Motion was made by Peterson, seconded by Enrooth, that Committee recommend to
Council approval of the 1987 Park Development Proposal as outlined by Buckley,
and further recommends that the $7,500 designated for trail development be
utilized for asphalt on trails as outlined by the subcommittee. Motion carried
unanimously.
Publicity for Parks and Trails
Committee discussed means to further publicize the location of the trails and
parks in the city. Suggested were:
- Walking tours of the trails, either as a group or with each park
member leading a group from his neighborhood, were enthusiastically
recommended.
- Cable and Town Crier publicity of the blacktopping project and location
of the trails, with request for donations, i.e. "buy a foot of
blacktopping for $7.50".
- Committee also proposed a "Fall Color Tour" of the parks.
- Signs in the parks, identifying various wild flowers and foliage, and
. mileage markers.

Miscellaneous/New Business
- Arden Hills has received "Tree City USA" designation. Arbor Day will be
celebrated with tree plantings again this year on April 25. The award will be
presented to the Hayor at that time; citizens will all be encouraged to
participate.
LexinRton and HiRhway 96 Gateway
Committee concurred to take steps to find out if HnDOT would be willing to
release enough of their easement on the southwest corner of Highway 96 and
Lexington to allow plantings, berming, and identification as outlined in the
Parkway Study Plan.
Mulcahy will represent the Parks Committee at a meeting at Shoreview Village
Hall, called to discuss beautification possibilities for the Highway 96
corridor.

Council Report
Mayor Woodburn and Councilmember Sather reported on Council activities of
interest to this committee. Agreement for park dedication on the Keithson
Addition has not been reached as yet.
Report of Meetin~ re Up~radin~ of Hi~hwav 96 Corridor
Tom Mulcahy reported that Shoreview had hosted this meeting. MnDOT
representatives present explained that the Highway Department plans eventual
. upgrading of this highway. Representatives from each of the cities through
which it runs were present (North Oaks, Vadnais Heights, White Bear, New
Brighton, Shoreview and Arden Hills). Mulcahy, the only Parks Department
representative present from any city, felt MnDOT was more interested in
discussing planning issues (i.e. how widening or changing course would affect
the cities) than beautification issues. While emphasizing that the Highway
Department has no definite plans and no timetable as yet, Mulcahy suggested he
continue to attend any meetings held to monitor the program. Additionally, the
Planning Commission has been invited to appoint a representative to the group.
Shoreview volunteered to host future bi-monthly meetings of city
representatives on this subject.
Committee requested Mulcahy attend the meetings and discuss their content with
this committee.
Charitable Gamblin~
Donations received from charitable gambling profits are being received monthly
from organizations operating at the Blue Fox and Big Ten. Buckley stated that
these groups prefer the monies go towards something tangible such as an actual
structure with which they can be identified. Accordingly, he will prepare a
list of anticipated park improvements which seem suited to this so the groups
can pick the area to which they wish to contribute. Sather anticipates the
proposed bingo hall will begin operation within a month; donations from this
operation will be given to the Park Fund also.

Petersen noted that one of the houses abutting the proposed trail from the
Karth Lake cuI de sac to Nursery Hill Lane is now for sale; it would seem a
good time to mark and grade this trail so new owners are aware that the
easement for a trail exists. Committee concurred with this, and asked that
Buckley arrange for this to be done.
It was noted that a dog kennel extends onto the park easement along Norma
Avenue trail, and that the owner of a home abutting Crepeau Park has been using
park land for refuse dumping and wood storage. Committee recommends a letter
be sent to any individuals building structures or in any other way encroaching
on park easements notifying them of Village regulations and asking their
cooperation in respecting these easements. Peterson and Shirley will prepare
such a letter.
Parks Publicity
Committee suggested Buckley improve the present parks map, Buckley will check

Arbor Day will be celebrated in Arden Hills on April 25, 9:30 a.m. at all area
parks. All parks will be cleaned up, some will have trees planted in them, and
. park committee members will conduct trail walks from those where persons are
interested in such a walk. Park Department maintenance employees will supply
the trees for planting at each park, disposal bags, and equipment for planting.
Cub Scouts and Girl Scouts will be involved also.
Leading the clean-up efforts at the various parks will be:
Hazelnut - Arden Trail Walk - Dave Sand. Trees will be planted. Girl Scouts
will also plant seedlings.
Sampson - Arden Trail Walk - Tom Suedbeck. Clean up and trail walk.

Arbor Day will be celebrated in various Arden Hills parks on

some tree planting with us,
Trees will be planted along the Chatham trail by area Cub Scouts,
in Hazelnut Park by area Girl Scouts, and in Cummings Park. The Park

Volunteers can provide the muscles and "tender loving care" in planting
the trees.

Re: Results of 1987 Diseased Tree Removal Bids

Advertisement for Diseased Tree Removal bids were published in the New
BriKhton Bulletin on March 11 and 18. Specifications were also mailed to
15 contractors to help stimulate bidding.
Sealed bids were received from Bluemel Tree, Hudson, WI, Gorecki Trees,
Anoka, MN, and Precision Landscape and Tree, Inc., Little Canada, MN.
Results of the bidding are attached. (See Exhibit A).
Bids were tabulated by applying each bid quotation to the trees identified
as diseased or nuisance in 1986. (See Exhibit A).
Gorecki Trees is the low bidder for 1987. Gorecki Trees has not worked
with us in the past; therefore, I requested and received work references
from the City of Edina (Richard Anderson, 927-8861), the City of
Richfield, (Randy Hughes, 869-7521), and the City of Robbinsdale (John
Stiegler, 537-4534).

All references gave the Gorecki Tree Company good recommendations. I
recommend that Gorecki and Company be awarded the Arden Hills' Tree and
Stump Removal Contract for 1987.
When comparing Woodchuck's 1986 bid proposal with Gorecki's 1987 bid
proposal, it appears tree removal cost could decrease by approximately
3.2%. That should be good news for our residents.

trucks, for purchase of the one ton truck budgeted in 1987 for the Parks
Department. John and I concur this type of vehicle would best suit both
Parks and Public Works' department needs.
The Public Works Department will be using this truck during the snow
plowing season.
The bid includes a new truck, box, hoist, and snow plow, 1987 model.
In the past we have sold the truck being replaced independently. lam
recommending that this time we use the present truck as a trade-in to see
if this method is more economical.
. If the truck is ordered at this time, it should be on line for next
winter's snow plowing. I am recommending Advertisement for Bids for this
truck he placed as soon as possible.

Re: Purchase of Jetter Truck

Funds for replacement of the jetter truck were included in the 1986
budget. As you know, the Council elected to defer this purchase.
The jetter was again budgeted for in 1987, with $33,000 of the total
purchase price to be paid in 1987, and $30,000 in 1988.
Even though the jetter truck is in good shape, it is 17 years old. It is
a much needed piece of equipment, and must be reliable since it is often
used in an emergency when time is most important.
The Council has directed development of a Five Year Capital Improvement
Program to ensure an even distribution over the years of large capital
outlay expenditures.
. I am recommending at this time that we follow this Five Year Capital
Improvement Plan and advertise for bids on a new jetter truck at this
time. We would be looking at a delivery time of sometime early in 1988.
Specifications will be the same as those prepared for last year's proposed
purchase.

Re: Leveling of Curbs

This is a s\.bject we have discussed often before. I have been working
with Short-Elliott-Hendrickson on how best to correct the problem of
sunken curbs, and have also had a contractor demonstrate the process of
leveling curb sections by mudjacking. This process involves forcing
concrete under the curb, thus raising the curb to level...when the
concrete hardens, it appears as a level curb line. It works out very well
with a minimum of work.
A survey shows we would have about 1,000 feet of curb to repair in the
Karth Lake area, and less extensive amounts in other area. I am proposing
that we begin raising some of the curb sections this spring. I would like
to do about 300 to 400 feet each year, and allow the process to take a few
years.
. The cost of mudjacking is $3.75 per foot of curb and gutter. (Replacement
would cost approximately $15.00 per foot). Funds for this were not
included in the 1987 budget. I am proposing that since very little sand
or salt was used this year, the budgeted amount for this be used to cover
the cost of mudjacking as proposed. In following years, I would recommend
budgeting funds to repair 300 to 400 feet of curb until the process is
completed.

Last year we discussed replacement of the garage doors in the Public Works
Building. The two main doors were replaced in 1986 with steel insulated
doors. These have worked out very well.
The long range plan calls for replacement of a couple of doors each year
for three years. Since two were replaced last year, we have five doors
left to replace. r am recommending that we replace the three smaller
doors this year, and the larger and one smaller door next year. Funds
were included in the budget for this.
r am recommending that we stay with the steel insulated doors, since they

handling of refuse in future years. Those plans call for our city to
reduce the quantity of refuse generated by our residents, institute
curbside pickup of recyclables from residences, and perhaps installing a
system of organized refuse hauling.
As a licensed refuse hauler for Arden Hills, we are looking for your
ideas as to how you can help us comply with the requirements of the
county's plans. To begin, we would be interested in hearing your
reactions to the following questions:

The undersigned, the Clerk-Administrator of the City of
Arden Hills--acting pursuant to action taken by the Arden Hills
City Council at its meeting on February 9, 1987, based upon the
results of a survey, neighborhood response and the recommendation
of the Zoning Administrator--does hereby amend the Special Use
Permit wi th respect to the Arden-Shoreview Animal Hospi tal (Case
. No. 84-5) which was issued on April 23, 1984, by striking the
term . five (5)" at the end of the first sentence of the third
paragraph of said Special Use Permit and substituting there for
the term "six (6) ". The thrust of this First Amendment is to
allow the hospital to have a maximum staff of "six (6) " employees
hereafter.
Except as modif ied above, the Special Use Permit issued on
April 23, 1984 in connection with Case No. 84-5 shall remain the
same and in full force and effect.
A certified copy of this First Amendment to Special Use
permi t shall be furnished to the City Attorney for recordation in
the office of the Ramsey County Recorder or Registrar of Titles.

I have requested a chance to do that as the Personal Represen-
ta ti ve of the Es ta te of John Bradford. John died in Februa ry,
1986 and left his property loca ted on Lake Josephine to an orga-
nization called Little Bro the rs/Fr iends of the Elderly. It is in
connection with use of the real esta te outlined in John's will by
. the Little Brothers that I have asked to a ppea r before the coun-
cil.
Prior to wri ting to you, I have discussed the ma tter wi th Orlan
Miller, and it was his suggestion that we schedule a meeting
before the council to get some direction from it. The use of the
property directed by John and in accord with the programs of
Little Brothers does not fi t wi thin any present zoning ca tegory
of your zoning laws. We are hopeful that you can suggest how we
might accommodate the use to obta in a specia 1 use permi t or to
otherwise fit within the requirements of the zoning code.
I will be appearing before you on Ma rch 30th with the loca 1
director of Little Bro thers who can outline for you the program
use to be made by Little Bro thers of the property.
I do want to thank you in advance for giving us a chance to
appear before you and to have the benefit of your suggestions.

Subject: MOIDmSVIEW HIGH SCHOOL STUDENT PARKING
Ladies and Gentlemen:
For our own benefit, as we 11 as the benefit of our concerned
neighbors, we would like to see something done to prevent our
suburban residential neighborhood from being turned into a
parking lot. Students from Moundsview High School are trying
to do just that. They wish to park their cars in front of
. our homes and walk through our yards to school. Since its a
quite a walk, we can't understand why they want to do this, but
they do.
Janet Court, directly across from the school, has cars parked
bumper to bumper on both sides of the street. This is extremely
dangerous to children on the street and could be a disaster in
case of an emergency. If this were to continue, snow plowing
would be another consideration.
We, on the north end of Fairview Avenue, south of County Road F,
are beginning to find the problem showing up. This adds the
burden of more than usual trespassers cutting paths through
our lawns, more pop and beer cans and litter of all kinds.
It also gives the students the opportunity to pilfer from the
yards. The hood ornament was recently stolen from our car
and one time someone even stole our commemorative flag from
our flagpole. We don't want them going through our yard.
Moundsview High School has deteriorated as a neighbor in recent
years. The students and faculty are neither considerate nor
concerned. We need some protection and help. We li ve wi th a
number of problems that the school cannot (or is unwilling to)
contro I, including bright lights, speeding and reckless
driving, etc. Now there is the parking problem.
. Perhaps an enforced two hour parking limit, residential parking
only, or something of that nature would cure the problem.

Call to Order
The meeting was called to order at 7:34 p.m. by Chairman Schultek.
Roll Call
Present: Dick Schultek, Rob Carley, Duane Long, Paul Malone, David
McClung, Bud Steglich, Jerry Timm, Ed Trolander
Absent: Roy Ambli, Bill Gillies, Don Zehm
Also Present: Councilmember Nancy Hansen, Mayor Robert Woodburn, Public Works
Director Robert Raddatz, Clerk Administrator Charlotte McNiesh
Approval of Minutes
It was moved by Malone, seconded by Steglich, that the minutes of February 19
be approved as submitted. Motion carried unanimously.
Mounds View Parkin~ Problems
Present to discuss this problem with the committee were: Philip Vogel, 1817
Janet Court, Mike Murlowski, 1803 Janet, Chuck Morgan, 1791 Janet, and Bob
Rudolph, assistant principal of Mounds View High School.
Concerns expressed by residents included blocking of mail boxes by vehicles,
litter, accessibility of entry by emergency vehicles, disruption of parking for
residents, and general safety factors.
. Discussion ensued as to various methods to address the problem, i.e., limited
parking, resident parking only, permit parking, etc. Frank Herbst, Ramsey
County Deputy Sheriff, discussed the methods being used around St. Thomas
College ($10.00 charge per resident for permit). He also advised other streets
(Gramsie and Fairview) may have to be posted.)
Mr. Rudolph discussed what the School District is attempting with permit
parking for the limited on-site parking spaces. He advised there are a total
of 424 spaces in school parking area; of those spaces, 150 are for employees,
with permits being issued to students for the balance (majority for students
with special needs to drive). He also advised the School District had asked
parents to have students leave their cars and ride the buses.
Carley suggested the School District explore parking south of existing lot
and/or northeast of the football field; Mr. Rudolph stated there may be a
drainage problem in these areas. Malone suggested the Village work with the
School District, if they desired, in looking at additional available land and
stated he felt parking should be by permit only.
It was moved by Malone, seconded by McClung, that Committee recommend to
Council that entire length of Janet Court be posted as a no parking area
(except by permit only) and that the Ramsey County Sheriff's Department
selectively check the area for compliance. Motion carried unanimously.
. Committee recommended that costs for signs and permit be determined. (Raddatz
advised approximate cost per sign and post would be $20.00).

Police/Fire Department Reports
Deputy Herbst reported on the March 17 event at McGuires; reported 3,800 people
were present; all went well; there were three unfounded noise complaints; and
there were few areas which needed improvement.
Fire Chief Winkel reported on the month's events; discussed events of Tornado
Awareness Week, suggested the Village may wish to review its civil defense
plan.
REPORT OF PUBLIC WORKS SUPERVISOR ROBERT RADDATZ
Street SweepinR
Request for bids will be sent to four organizations. Since the Village sweeps
only once a year, Raddatz recommends having it done at an appropriate time.
Parks Truck Purchase
Specifications have been written; are the same as those for the 1985 Public
Works truck; cost is estimated to be $19,000 with trade-in. Committee
recommends that Council authorize advertisement for bids for a one ton truck,
as per specifications, for the Parks Department.
GaraRe Doors
Raddatz stated that five doors need to be replaced; he stated it would be more
cost effective to replace with steel insulated doors. He recommends
. replacement of the three smaller doors this year with steel insulated doors,
and the remaining large and small door next year.
It was moved by Timm, seconded by Steglich, that Committee recommend to Council
replacement of three garage doors with steel insulated doors, as per the
recommendation of the Public Works Supervisor. Motion carried unanimously.
Tractors
Committee was advised $40,000 was budgeted in 1987, and $17,000 in 1988, to
replace two tractors. Raddatz recommended replacement of both tractors this
year to make the purchase more cost-effective, with $40,000 payable in 1987 and
the balance in 1988. Raddatz advised he would be going to the Council with
specifications in April. Consensus was to proceed with Raddatz'
recommendation.
Summer Employment
The Committee was informed that three temporary employees will work 500 hours
this summer.
Storm Sewer, Townhouses
The Townhouse Villages, North and South, will need to have storm sewers dug out
and sand, at 2' level, placed under the pipes. Raddatz advised he will get
costs for doing this work and report to this committee and Council.
Alarm System

moved from the Village Hall to the Maintenance Garage. This was included in
the 1987 budget. Mr. Dick Ward, who has done most of the Village's electrical
work in the past, will probably do the work more reasonably than other firms.
Curb Correction
Raddatz advised approximately 1000' feet of curbing in the Karth Lake area, as
well as in some other areas in the Village, will need to be mudjacked to bring
it back to level again. He recommended a three to five year program be
instituted for this work, completing 300 to 400 feet per year at a cost of
approximately $1,500 per year. He further advised this work had not been
budgeted.
It was moved by Timm, seconded by Steglich, that Committee recommend to Council
institution of a three year program for curb correction, commencing with those
curbs in the worst condition. Motion carried unanimously.
Jetter Truck
Raddatz stated he would be requested Council to authorize bids for purchase of
the jetter truck; $33,000 has been budgeted in 1987, and $30,000 will be
budgeted in 1988, with an expected $10,000 trade-in.
Motion was made by Steglich, seconded by Timm, that Committee recommend to
Council purchase of the jetter truck. Motion carried unanimously.
. Sand/Salt Stora~e Area
Raddatz informed the Committee he had a structure design for enclosure of the
sand/salt mixture, and advised the salt now is leaching into the soil. He
further stated he would have this mat the matter be tabled until fall of 1987.
Council Vacancy
The Committee recommended support of the appointment of Paul Malone to Council
to fill the position vacated by Dale Hicks.

He summarized programs of other communities, funding available, annual costs
for Arden Hills, and outlined recommended options. Mr. Malone recommended the

Special Use Permit -- Case No. 85-15
The undersigned, Clerk-Administrator of the City of Arden
Hills, does hereby certify that this Special Use Permit is
granted pursuant to the provisions of Appendix A of the Arden
Hills Code, being the Zoning Ordinance (Ordinance No. 213) of the
City oJ Arden Hills, and Chapter 8 of the Arden Hills Code,
regulating the excavation and filling of properties in the City,
in accordance with a public hearing duly held by the Planning
Commission thereof on October 2, 1985 and subsequent approval by
the Arden Hills City Council on September 8, 1986 at its Council
meeting held on that date.
Permission is accordingly given the applicants, DAVID CMIEL
and DIANE CMIEL, husband and wife and THOMAS HELLER and DOROTHY
HELLER, husband and wife, who respectively reside at 478 North
McCarrons Boulevard, Roseville, Minnesota, 55113 and 1118 Juliet
Avenue, St. Paul, Minnesota, 55105, and their successors and
. assigns, hereinafter collectively referred to as "Permittee", to
maintain and keep in good repair the property hereinafter
described, all in strict accordance with the plans,
speCifications, drawings, sketches, transparencies and other
documentation submitted to and filed with the City in connection
wi th the above-re ferenced Planning Commission case number, and
the Erosion Control Agreement executed by Permittee and the
Regional Director of the US Fish and Wildlife of Service of the
United States of America on December 18, 1986. By this Permit,
the City of Arden Hills, hereby approves the grading and seeding
of the subject property as it now exists. This Permit shall not
be construed, however, to allow Permittee to add more fill to the
sub ject property. Permi t tee is hereby requi red to keep the
subject property properly maintained, mowed, and in good repair.
The tract of land which is the subject of this Special Use
permi t is located on the east side of Round Lake, southerly of
State Trunk Highway 96 and westerly of Old Highway 10. It is
apparently owned of record by Permittee. Its legal description
is as follows, to-wit:
Lots 6, 7 and 8, Block 2, Lakeshore Homesites according
to the plat thereof on file and of record in the office
of the County Recorder in and for Ramsey County,
Minnesota.

This Special Use Permit is issued not only subject to
. Permittee's compliance with the general conditions and documents
described hereinabove but also subject to all of the appli cable
requirements of Ordinance No. 213, Chapter 8 of the Arden Hi 11 s
Code of Ordinances, and all other applicable provisions of the
Arden Hills Code.
Any violation by Permittee of the provisions of this Permit
shall be deemed a violation of the Arden Hills Code entitling the
City to various remedies prescribed therein.
A certified copy of this Special Use Permit may be filed by
the Clerk-Administrator, in her discretion, with the Ramsey
County recorder or Registrar of Titles. In the event the
property is torrens, Permittee shall provide the City with the
Owner's Duplicate Certificate of Title to the tract of land
hereinbefore described in order to allow the City to file a
certified copy of this Permit.
The invalidity of any condition, limitation, provision,
paragraph, sentence or clause in this Permit shall not impair or
affect in any manner the validity, en forceabil i ty or effect of
the rest of this Permit.
