MINUTES OF THE ARDEN HIt ~ SPECIAL COUNCIL MEETING
Wedneaday, April 29, 1987, 7:00 a.m. - Village Hall
CALL TO ORDER
Pursuant to due call and notice thereof, Mayor Woodburn
called the meeting to order at 7:00 p.m.
ROLL CALL

The roll being called the following members were
present: Mayor Robert Woodburn. Councilmembers Nancy
Hansen, Gary Peck, Thomas Sather and Jeanne Winiecki.
PARK DEDICATION;
KEITHSON ADDITION
Councilman Sather advised he had discussed the park
dedication for Keithson Addition with Mr.Eibensteiner
and had received an offer of $10,000.00 (10%) for park
dedication.
Moved by Hansen, seconded by Peck, that Council
approve the park dedication of $10,000.00 (10 percent of land value) for the
Keithson Addition; payable in the amount of $769.23 per lot (based on 13 lots)
or by July I, 1987, whichever comes first. Motion carried unanimously. (5-0)

Councilmember Hansen reviewed reasons favoring Arden
Hills remaining in the Joint Powers Agreement with the
City of Shoreview for Fire Station #4:
- Cooperative working with neighboring cities is important.
- Maintain unity in the Lake Johanna Volunteer Fire Department.
- Cost sharing may be cost effective.

Mayor Woodburn reviewed reasons opposing continuance with the Joint Powers
Agreement for Station 04:
-Cooperation for cooperations sake may not necessarily be to Arden
Hills advantage.
-Lake Johanna Fire Department may stay unified; independent system, in
the long run may be more beneficial.
-Costs are high and will continue to increase with additional equipment;
may not be a savings.
-Arden Hills receives little coverage with the Island Lake Site; maybe some
manpower.
Counci1member Peck commented:
-Cooperation is important.
-Joint venture somtimes has a losing side.
-Money is an issue.
-Are we ready?
There was general discussion on land choice, reservations, recruitment of
firefighters, types of equipment and mutual aid pact.

Moved by Hansen, seconded by Peck, that Council
reconsider the motion from the Regular Council meeting of April 27, 1987,
relative to withdrawal from the Joint Powers Agreement with the City of
Shoreview for Fire Station #4. Motion carried. (Hansen, Peck, Woodburn,
Winiecki voting in favor; Sather opposed) (4-1 I.
Moved by Hansen, seconded by Peck, that the Arden Hills
Village Council hereby formally withdraws from the Joint Powers Agreement,
dated October 13, 1986, with the City of Shoreview, for the construction of
Fire Station #4, located at the Island Lake Site. Motion carried. (Hansen,
Peck, Woodburn, Winiecki voting in favor; Sather opposed) (4-1)
JOINT MTG. DATE
WITH NORTH OAKS
suggested Thursday,
Council discussed tentative dates for a joint Council
meeting with the City of North Oaks, as per their
request dated April 9, 1987. After discussion, Council
May 7, 19871 at 7:00 p.m., as a tentative date.
Peck moved, seconded by Sather, that the meeting be
adjourned at 7:30 a.m. Motion carried unanimously.
