Minutes of Special Joint Council Meeting of Arden Hills, Shoreview, North Oaks
Thursday, May 7, 1987

Present:

Mayor Woodburn opened the meeting for discussion.
Jim Burak presented a Fire Service Proposal, which allocated costs for fire
protection generally on service calls, plus other variables, resulting in the
following proposal:
1.
The Lake Johanna Volunteer Fire Department shall establish a budget
for Stations #1 and #2 to be approved by the three cities. The cost
for these two stations will then be allocated to each of the three
cities based upon the average percentage of fire runs to each city for
the past two years.

2. The cities that do not own Stations #3 and #4 will provide financial
support for Stations #3 and #4 in an amount equal to one half (1/2) of
the percentage they contribute for Stations #1 and #2. For example,
if North Oaks provides 12% of the total costs for Stations #1 and #2,
they would provide 6% of the operating cost of Station #3 and #4. The
city Or cities that own Stations #3 and #4 would provide the remainder
of the costs.
Under the proposal, two cost comparisons were submitted as follows:

Mr. Burak and Mayor Woodburn discussed the criteria for the costing
formula. Mayor Wedell expressed concern with a formula based on fire
runs; stated Shoreview is paying for their own runs and buying own
stations, and is not interested in contracting out services, as they are
not a supplier, and that it was North Oaks', not Shoreview's problem.
Councilmember Yakel discussed concerns of North Oaks relating to the
variances in desired degree of fire protection for each community; stated
that North Oaks was being forced to share in level of service being
dictated by Shoreview, and North Oaks' desire to continue working together
with the other two cities.
Mayor Wedell stated fire costs are treated in Shoreview as a budgeted
departmental function.
Mayor Woodburn reminded those present that Shoreview had said they would
pay for 50% of Station #2, which left 1-1/2 stations, costs of which would
be covered by Arden Hills and North Oaks. He also cautioned that North
Oaks should be aware that costs are doubling and that all will need to pay
their reasonable share; that if Station #2 is dropped, Arden Hills would
need to move ahead with their own plans.

He also advised, contrary to news media releases, there had been no delay
with Station #4 due to Arden Hills; that Arden Hills had saved Shoreview
money, that the legislation needed would have taken this period of time
irregardless of Arden Hill's action.
Discussion ensued as to coverage per station, response time and
firefighters availability. Chief Winkel advised the northeast corner of
Shoreview is covered by Station #2. Mr McGraw stated when Station 83 is
up and running, Station #2 will not be needed. Mr. Winkel advised Station
#3 already has 18 firefighters.
Mr. McGraw advised Shoreview was meeting with Station #4 architects on
Saturday, and that they should be able to advise Arden Hills and North
Oaks of outcome and decisions made by May 14. Mr. Burak asked for a
longer range commitment from Shoreview for Station #2 than was being
suggested by Mayor Wedell.
