Proposed Rezoninq Matte~
Arthur Jurgenson stated his opposition to th~ proposed zoning 0'1 R-I
to the area south of the proposed G-B zoni~g south of County Road E;
he would prefer that i"j- would be rezoned L-B which would make a
difference 0'1 the unit 5 I ze 0'1 apartments which he contemplates
for this area. He also objected to the regulatIon under visual
standards \1h i cll requires the design be approved by a state licensed
architect; he \10uld I I ke th I s to state "and/or engineer".
~1ayor Nethe rcut Informed him that multiple dwellings ~Iould be allowed
only under special use permits and non-conformance with the proposed
ordinance would require a variance. Mayor Nethercut requested him
to present his plans to the Planning Commission,

Attyo Courtney Informed the Council that Mr. Zappa has given up, on
the demolition of the "sha~k" behind the two buildings located on
this property: he has conferred with Minneapolis Federa I and they
assumed that the probl,m had been solved, Trustee Bjorndahl stated
the bu rid I ng, on the premises which has been boarded up Is 0'1 concern
to the residents as transients are using It; he was under the Im-
pression that this building was to be moved.
Atty. Courtney will check with Minneapolis Feden" I on both of these
matters. Trustee Crepeau Informed the Council that Fire Chief E hie rs
should be notified I f any burning Is to be done.
~'. Subdivision Re~ulatlons Matter
Attyo Courtney Informed the Council that he and Carl Da I e were ,not

completely in agreem6ut on this matter and further discussion will
be necessary. AHy, stated that present Ordinance 659 should be
, brought up'to date ~Ith the proposed ordinance'and then recorded with
, the County Regisyer of Doileds. He suggested any questions concerning
, subdivisions be referred to him because of the complexity of the

At the request of the attorneys for Messrs. Llndberq and Mulcahy, the
Mayor and Clerk signed and sealed the assent for the vacation of I

the legal descriptions of same. Trustee Crepeau moved, seconded by
Trustee Bjorndahl, the adoption of a Resolution, as attached, accept-
ing the dedication of property from Control Data Corp. for Fern.ood
Avenue; motion carried~

property adjacent to Fernwood Avenue, if the purchaser so desires.
Red Fox Road
Attyo Courtney informed the Counci I that al I easements have bean
obtained for Red Fox Road with the exception of the 7 fto from
Kenneth Boss, who refuses to give this additional 7 x 200 ft. Atty.
Courtney stated that the Vi I lage could condemn to get the property
but he feels this is not necessary.
Engr. Lund informed th~ Council that he ha0 talked with the County
and they would accept the road wIthout this 7 ft. easement, but
would like this easement If and when the Boss's sel I the property;
he also stated that the request for County acceptance has already
been sent to the County.
Clerk Lorraine Stromquist confirmed Engr. Lund's statement that the
letter had been sent stating that the Vi Ilage has agreed to the
County's requestso

Recreation Property
Trustee BJorn,dah I reported that the Parks and Recreai'ion Committee
recommends the purchase of the Hyman property by Contract tOF Deed
and Intended the payment be taken from their 1966 budgeto This
property Is approximately 5 acres at a cost of llO,090000o Atty.
Courtney informed the Council that there Is a problem with the
title on this peopertyand also the seller would like a larger down
payment than offered and requested the Village assume the 1967
taxes; there Is also a mortgage on this property, which the sell~r

Trustee Bjorndahl expressed his concern about the unused amount In
the Parks and Recreatl6n Committee 1966 budget and would like this

Clerk Lorraine Stromquist informed the Councl I that Ramsey County
AudItor Informed her that the $1,500 budgeted for Civil Defense is
excessive as the amount is based on a per capita basis; therefore,
the budget wil I have to be amended to show a lesser figure.
Lambros Draina~e Matter
Atty. Courtney informed the Council that he has received no response
from Shoreview or Roseyllle concerning their financial assIstance
toward solving this drainage problem. He stated he had received a
letter from the State 'Highway Dept. stating they cannot @@nti=!buta
due to lack of direct benefit to them.

REPORT OF ENGINEER LUNu
County Road L Sewer Extension
Engr. Lund reported that only one bid had been rece i ved for the
construction of the extension of the se~Je r line on County Road F to
enab I e tl-iO lots to be serviced. but another bid was expected. Rose-
town Sanitation was the bid submitted for a cost of $1,601.00
excluding the sodding; Banister's estlmata including sodding was
$2,200.00, therefore. Engr. Lund believed this to be a very good bid.
Trustee Hoffmann moved, seconded by Trustee Olmen that Rosetown
Sanitation be awarded the contract for this project with a completion
date o.f January II, 1967; motion carried.
County Drainage Ditches ~atter
Engr. Lund informed the Council that Roger Short had attended the
Ramsey County meeting held December 19, regarding the drainage
ditches numbered 3. 2 and 5 ; the hearing was held over to January 23,
1967. He s'Ugm I i'te,d hJO cop I es of the r~port on the meeting - one
to Mayor Neth~rcut and the other to Trustee Olmen. He stated that
the only portion of Ard3n Hi I Is which could possibly be affected
by the drainage would be the southwest corner, particularly ~rhe
C. G. Rein Plat.

Trustee BJorndahl informed the Council that he had authorized the
purchase of a Jacobsen tractor with snow blower and mower attachments
f rom the R. Lo Gould Co. at a cOST of $1,100.00. A tilt type trailer
was also purchased.

Mayor Nethercut reminded the Council that This Is the last official
meeTing with Trustee Hoffmann as a member of the Counci I; he expressed
his appreciatlol' for his contribution to the Village and that he
wi II ~erTainly be missed. He hoped that possibly the Planning
Commission uould have The benefit of his advise next year, This
view \:lias reiterated by the entire Council,

association and It has been a very enriching experIence.
Ramsey County Lea"ue
Mayor Nethercut received. a I ette r f rom the Research Assistant for
the Ramsey County League Informing him of a meeting to be held at
the Northernalre tomorrow noon regarding the meTropolitan sewer
matter and reques"ted representation. The Council hoped Senator
Ashbach would be In attendance,

Apportionment of Assessments
. Trustee Crepeau presented and moved the adoption of a Resolution,
as attached, relating ~o apportionment of assessments relating to
Sanitary Sewer Improvement No. 6; seconded by Trustee Olmen, motion
carried.
License Approval
Trustee Crepeau moved, seconded by frustee BJorndahl, that the
restaurant license be approved to the Canteen Corporation, operating
at 1900 West County Road I- motion carried,

As recommended by Heating Insp. Eugene Pakoy, Trustee Olmen moved,
seconded by Trustee Crepeau, that the Building I n spector .C I ay Kelley
be deputized to act as Heating Inspector during the month of January

State of Minnesota
Pursuant to due call and notice thereof, a regular meeting
of the Villagp Council of the Village of Arden Hills, Ramsey
. County, Minnesota, was duly held in the Village Hall at 1450
Tuesday
West Highway 96, St. Paul, Minnesota, on-Meftel8''fi the 27
day of December , 196~, at 8:00 o'clock p.m.
The following members were present: Mayor Nethercut,
Trustees. RIchard Hoffmann. Henry J. Crepeau, Jr., Stanley
Olmen and Dr. RobT. BJorndahl
and the following were absent: None
Trustee Crepeau introduced the following
resolution and moved its adoption:
RESOLUTION RELATING TO APEORTIONMENT
OF ASSESSMENTS RELATING TO SANITARY
SEWER IMPROVEMENT NO. 6
BE IT RESOLVED by the Village Council of the Village of
Arden Hills, Minnesota, as follows:
WHEREAS, the assessment roll for Sanitary Sewer Improvement
No.6 as last finally adopted on November 1, 1963, was filed
and certified to the County Auditor of Ramsey County on
December 3, 1963, for the purpose of including installments
thereof to be collected along with real estate taxes commencing
in 1964: and
WHEREAS, since that date a number of parcels of property
contained within said assessment roll have been divided and
conveyed by previous property owners; and
. WHEREAS, the County Auditor of Ramsey County requires that
apportionment of the original assessment against each original
tract where it has later been divided, sold or conveyed, be
made by the Village Council of the Village of Arden Hills in
order that the proper assessment can be extended by the County
.

Auditor against each parcel of property thereafter, commencing
with an assessment tc be collected in the year 1964 and
thereafter.
NOW THEREFORE, the Village Council of the Village of Arden
Hills does hereby make the following apportionment of original
. assessments as contained in said assessment roll of November 1,

RESOLUTION
RESOLVED, that Control Data Corporation has conveyed to
the Village of Arden Hills by Warranty Deed dated November
7, 1966, the following described property, to-wit:
The Southerly 2012 feet of the Easterly 33 feet
of the West Half of the Southeast Quarter of Section
Twenty Two (22), Township Thirty (30) North, Range
. Twenty Three (23) West.
That said Control Data Corporation has further granted an
easement to the Village of Arden Hills over and across the
following described property, to-wit:
The Southerly 2012 feet of the Westerly 40 feet
of the East One Half of the Southeast Quarter of
Section ~venty Two (22), Township Thirty (30)
North, Range ~venty Three West (23W);
That both parcels of land are in the County of Ramsey,
State of Minnesota and that the Easement heretofore described
is for the construction, maintenance and operation and repair
of a public highway and ingress and egress thereon and that
there have been constructed thereon a public highway known as
~ Fernwood Avenue.
NOW TBEREFORE, BE IT RESOLVED, that the above described
property be accepted from Control Data Corporation and
dedicated as Fernwood Avenue for use as a public highway
and for ingress and egress thereon and for such other public
purposes and uses as the Village of Arden Hills shall deem
proper.
