"for the deve I ,""men O"C a comprehensive plan for the Village, which was completed I n 196~. TheComprehensive Plan was accepted by the Council last fall. Mayor Nathercut then introduced m@~ers of the Planning Commission. Those present were ChairD~n Larrv Brodie Mrs. Ruty Cadl1ell, Bert Schutta, Ward H<lnson, Rod Schur:;:,cher and Larry :~<Gough. Attornev Courtney: The sitE> plans did noi" tit this particular piece of property. John Daubney, Attorney for Roberts Development Co. - recognized the fad' that much thought has been given this plan. He requested the de'(ini"tion of "Automobi Ie Service" on Page 2 under E. Perm I t...ed Uses, and the difference under the definition of service sta1'lons on page 8. He also stated that he believes there Is no potential for the classification G-B In an area west of McGuire's ~hlch does not abut County Road E therefore Its access Is from a private road off County Road E. He believes this should be zoned L- i. (this Is the area where Ferrey Printing and Weber Cabinet Shop are located). He also stated his belief that there s~ould not be a blanket pro- hibition of drive-ins as the proposed ordinance deflne~ "Drive-Ins". Mr. Dale: Regarding service stations, there does appear to be a split I n definitions, possibly needs changing. Mrs. James Adams, T~ln City Trailer Park: lihat Is classification of tra II er park? Mayor Nethercut: Residential. Mobl Ie homes would be prohibited In Arden Hills except by special use. Do not want to encourage trml ler homes. If this trailer park would cease to exist, the property would rever"( back to residential; however, the plans recently approved would stili be okay. Howard Schultz: 3180 New Brighton Road, owner of the vacant lot north of the Pure 011 Statlon:This site is commercial and proposed to be chang to residential. He stated that he called before he purchased the property and was told by the Village that the property was zoned Commercial; therefore, he bought it for commercial use. He could possibly divide this property Into t~o lots. Euqene Colestock, Dynacast, Inc. represented himself, Rysgaard Contracting Company and McGuire's Supper Club, objected to Section IV-A Visual Standards - (Aesthetics); he took IssUe that some buildings must be designed by an architect, registered in Minnesota. Mr, Brodie: This Is according to State La\1. . Mr. Colestock: had plans for a bu II d-I ng turned down in 1964 because of concrete block construction. Mr. Daubney: questions the mention of aesthetics - believes Illegal to reject concrete block type buildings -' considered only If pleasing - standards are not sufficiently defined. Mayor Methercut - proposed ordinance does permit concrete block structure I f reasonably designed. Attorney Courtney: Aesthetics features have been considered and believes the standard is sufficient; the materials referred to are not ab- solutely banned. 14r. Mr. Dale: '~our commercial areas remain as non-conforming use; would be impossible to tear down and rebuild - not good place for service s,"'ation. Attorney Courtney: the problem is you have to make an overall change for the bEltter. This particular corner really no'l suitable for a station. Richard Kiene, 1516 Arden Place - why Reiling station area rezoned ar.d consideration being given to another service station at County Road E and Highway 51? ~1ayor Nethercut: Station has been approved for con~truction - there Is only one residence In thl~ particular area. Mr. Kiene: believes this is a mistake - is tired of looking at gas stations Mr. Rell! nil: this station will affect more than one ~ouse with area to the south zoned residential. Carl Dale: Houses \1111 not be adjoining G~B zoning. Robert Brom, 1847 County Road 0, objects to any type 01 Commercial structure at the corner of County Road 0 and New Brighton Road; tris corner should be residential. The Planning Commission must make judgement and the decision was made on future uses. . ~k. Mayor Nethercut: reason for public hearing Is to hear the resld~nts' views. Attorney Courtney: This particular piece could be zoned commercl~I, but this ~ould be spot zoning; Planning Consultants are very muc. opposed to spot zoning. 141" . Mayor Nethercut: many good points have been brought out; no action will be taken tonight, but will be acted upon later after consideration of some o'f the po I nts discussed. Extract of Minutes of Meeting of the Village Council Village of Arden Hills County of Ramsey State of Minnesota Pursuant to due call and notice thereof, a regular meeting . of the Village Council of the Village of Arden Hills, Ramsey County, Minnesota, was dUly held in the Village Hall at 1450 West Highway 96, St. Paul, Minnes0ta, on Monday the '13th day of December, 1966, at 8:00 o'clock P.M. The following members were present: Mayor Nethercut, Trustees Olmen, Crepeau, Hoffmamn and BJorndahl. and the following were absent: None Trustee Olmen introduced the following resolution and moved its adoption: RESOLUTION RELATING TO ..WORTIONMENT OF ASSESSMENTS RELATING TO SANITARY SEWER IMPROVEMENT NO. 4 BE IT RESOLVED by the Village Council of the Village of Arden Hills, Minnesota, as follows: WHEREAS the assessment roll for Sanitary Sewer Improvement No. 4 as last finally amended and adopted on October 12, 1961, was filed and certified to the County Auditor of Ramsey County on November 17, 1961 for the purpose of including installments thereof to be collected along with real estate taxes commencing in 1962, and WHEREAS a hearing on supplemental assessments, reassessments, and apportionment of previous assessments in respect to Sanitary .
