Salltros, 3625 North Hamllne Avenue, was the spokesman. Those pres~nt were Mrs. Pau I Milton, and Messrs.Gordon Abel and Richard Alban. Mr. Sa II tros informed the Caunc! I that he contacted the State Highway Department, Ramsey County and the Village of Arden Hills and no~e would accept the responsibility for main- tenance, plowing and sanding of this portion of H;mllne, but the State does take care of that portion of Hamline Avenue ~~~ of the Soo Line tracks. He also showed evidence that on May 24. 1966, he had to take out a permit from the State to have his driveway access onto Hamline Avenue. Mr. Salitros also requested street I ightlng at "rhe IntersectIon of County Road E and Hamllne Avenue, a sign desIgnating thIs road as a dead-end road, and also a guard ra! I to County Road E as a safety precautIon. He also informed the Counc II that the County piles the snow from County Road E In such a way as to obstruct the view of traffic. He suggested that this snow be dumped over the embankment. Attorney Courtney stated that he does not understand why the State refuses to plow this road. Engineer Lund informed the Council that he has also talked with the State and County and was told the State does not Intend to plow Hamline and the County gave the same answer, so apparently It I 5 up to the Village; 'rhe S'j"ate differs on Its polley relating to the portions of Haml Ine dIvided by the 500 LI~e tracks because the north section accesses onto a s.~ai-6 road, but the south section accesses onto a county road. He believes the state eQuid control a II of Hamllne Avenue but would not plow or sand It. The stste feels that only Vii lage residents benefit from the section off County Roed E. Tnlstee Olmsn stated that he felt the Village could do this plow- ing and sanding, b u"i- does not have equipment l<Jrge enough to do a one sweep job as the p I o\~s have only one way blades. This would mean that the'plow would have to back up the length 0';- the road and return. Mayor Nethercut re~ommended that the Vi Ilage do the best \1e can and further contact the County . .nd the State. ~lr . Sa I i '~ros Informed the Council that the probl~m of undue traffIc still exists and large trucks are damagIng the guard rails when turning around at the dead end road. Clerk Lorraine Stromquist stated that defInite plans are being discussed between the County and the State and hope to ta~e some action by the first of the year. ' S'iHlsr ,Rates The St. Paul Ordinance IncreasIng sewer rates was discussed. Attorney Courtney informed the Council that he wll I consIder the matter and will advise by letter. Mayor Nethercut felt that St. Paul wi I I have a new contract under considera- tion shortly and recommended waiting until the next meeting for a decision. Attorney Courtney fait the residents should be notified at tha next billing that the billing may not be a final rate, Matter tabled until next Council meeting. Subdivision ReQulatlons Attorney Courtney stated that he has no definite opinion at this time re- garding the subdivision regulations under the Municipal Planning Act. - Liquor License Applications Attorney Courtney reported that the three of the four liquor license appli- cationS are now In order; Llndey's Prime Steak House application will halle to be redone. Attor~ey Courtney wIll contact theIr attorney on the Incom- plete Information and have the application returned to him. Trustee crepeau moved the approval of the following liquor licenses subject .~D an Inspection by the police ar.d fire departments and also subject to the prollel of the Village Attorney: Big Ten Supper Club - On and Off Sale Liquor License ~lndey's PrIme Steak House " McGuire's Supper Club " Flaherty's Arden Bowl - On Sale only. seconded by Trustee Olmen; motion carried. Public Hearing - Proposed Zoning Ordinance and Map As recommended by the Planning Commission, Trustee BJorndahl moved the .tol lowIng changes on the proposed zoning map be approved: . I. The tract of land south of Highway 96, west of Round Lake, east of Highway 35W and north of the New Brighton boundary line changed from G-B to L-I. 2. The small tract of land south of County Road E between two pieces of property zoned R-B be changed from R-I to R-B to make It compatible to adjoining property. 3. The tract of land north of Highway 96 between Highway 35W and Hlghtiay 10 be changed from R-I to R-2. Mr. Lambros stated that Plan 62 would accomplish nothing for the future problems and was In disagreement with the above table; he '~e I t the State Highway Department should be contacted for its proportionate share, and the Ramsey County figure was much too lowo He and Trustee Crepeau had attended the Ramsey County Board meeting and according to Ramsey .ounty, Plan Noo 3 appeared to be the only satisfactory solutlon(Plan tl3 ails for 175 fto of pipe, with an estimated ~Dsf of $8,499). Engineer Lund was requesteu l~ submit revised figures at the next meeting. Lambros would pay his share of the alternate plan which would benefit his prop- erty; seconded by Trustee BJorndahl; motion carrledo Sewer Improvement No. 4 Extension Engineer Lund informed the Council that lots 6 and 7, Block 2, Shorewood Hi lis, were not provided for sewer service under Sewer Improve- ment #4; they have been assessed for their portion of tha Roseville co~nectlon which would leave a balance o'f $6090 par fonrt foot plus the $50000 stub charge to be assessed. Mr. Buetow has been a member of the Commission for the past several yea rs ; the Counc I I ac- ~knOWledged that he has dene an outstanding job on the Commission. Trustee Hoffmann reported ,that Carl Dale, Vi I iage Planner, has suggested that the Village obtain a deed Immediately from the American 01 I Co. to provide for a service road along the south side of County Road E, Bast of the freeway. Matter referred to Clerk to request Attorney Courtney to initiate action. The Council agreed That -the I ndus'i"r I a I Park does need municipal ~later as soon as possible and hope to be able to service them next year. The Counei I approved Mayor Nethercut's recommendation or the following appoint- ments to a Water Study Committee: Robert McNiesh, Chairman; members: James KempGr, Worth Read, Eugene Colestock, and John Rysgaard. Mayor Nethercut felt that more members could be added a-t a later da';"s. If the County Engin- eer feels he can better explain the subject by personal appearance, the clerk was asked to schedule his appearance at a future Council Meeting. New Village Emplovee Clerk Lorraine Stromquist received an application for employment from Steve Lonien, 1796 North Chats worth Avenue, Fred Nixon, maintenance man, informed the Council that two of the part-time maintenance men were not always avaIlable. As recommended by Mr. Nixon and Trustees BJorndahl and Olmen, Trustee Olmen moved, seconded by Trustee BJorndahl, that Steve Lonien be employed on a Seasonal part time basis for maintenance work at $3.00 per hour and rink attendant at $2.00 per hour, effective December 4, 1966; motion carried. Data Processin~ Canter Clark Lorraine Stromquist informed the Council of a letter, dated December 5, 1966, from Ramsey County Data Processing Department stating several governmental agencies are cooperating on settling up a central data processing system and request Arden Kills' cooperation. This system wi II probably be avaIlable In time for additional work and Ramsey County 15 interested in knowing of any possIble use our Village could make of this service and our interest In cooperating. 4It?ferk Informed the Counc! Our auditor feels we are not ready for Data processing yet, but this might be desirable in the future for sewar billing. depending upon the cost etc of the service from the County. Apportionment of Assessments - Sewer Impr. No. 4 Trustee Olman introduced a resolution snd moved Its adoption relating to the apportionment of assessments relating to Sanitary Sewer Improvement No.4, 85 attached; motion carried. Pedestrian Trail Clerk reported the Mounds View School District. In their letter of November 29, 1966. gave Informal approval of the use of the pedestrian tre! I across their property; the 500 Line Railroad is requesting further information. Trustee Crepeau will contact Northern States Power Company for their approval. -5- . .
