Lund on the revised plans for the station on County Road E.
Trustee HoHllIlilnn reviewed the raasons causing the delay In granting
oj-his perml"i". He further reported on the letter and sketch of Nov. 25
from the Plann~r Carl Dale ~hlch outllnad,the following recommenda-
~lon5 for the proposed station:
l. Addl'j"lonal building setback to accomodate future service

2. Sei'vlce road should be started ImmedIately east of the

3. Entrance to service lane should be east of proposed

4. Access drive near the HIghway 51 ramp could be utilized

Trustee Hoffmann moved that a buIldIng permit be Issued for the
Standard 0 II Station as per plan of November 7 and revIsions of
November 25, and recommendations of Planner Carl Dale and Engrbneer
Donald Lund (outllnad In Mro Dale's letter of November 25), subject
. to providing landscapa plans (to be approved by Planning Commission)

Lambros Drainage
Following a telephone conversation, Atty. Courtney wrote Mr. Lamb ros
on November 18 outlining Mr. Lambros' participation In -,-he proposed
solution of this drainage problem. A reply from 14r. Lambros'
attorney, 110 L. Ulvln, dated November 23, 1966, Indicated Mr. Lambros
had verbally agreed to contribute In earl fer meetings ~tth the V II I flge
flnd County representatives. After considerable discussion, the
Counc II concurr~d that Mr. Lambros pay the d I Herence In alternates
#2 and 03 as detailed In the Banister Engineering cost estimate of
October 10 add le-tter of Oct. 28, 1966.
Trustee Crepeau moved that the Village of Arden Hills negotiate with
the State of Minnesota. Ramsey County, Rosevll Ie and Shorevlew on
the Lambros drainage matter with Mr. Lambros paying the difference
between alternates 62 and 93 of the Bsnlster Feflslblllty Report;
seconded by Trustee Hoffmann; carried.
Lake levels
Trustee Crepeau reported that ex-Mayor Kennedy and ot~.r citizens
were concerned about the present low level of Lake Johanna. County
Engineer Define Anklan Informed Trustee Crepeau that the County could
maintain a level of 6 Inches under or over the norm 01 377.50 ft.
above sea level (current read I ng Is 875ft.). He also reported that
the County does not plan on pumping Into Lake Johanna until the
Lambros drainage matter Is settled. Maintenance man Fred Nixon
reported that the County had recently removed sElvElral trucldoads of
rock and debris from th,e 24 Inch outlet pipe under Johanna Blvd. and
hence "outfloa" should be Increased.
Mayor Nethercut suggested It might be advisable to InvIte County
Engineer Deane Anklan to the Council meeting of December 12, 1966
to discuss the questIon of maintaining lake levels.

negotiations with Bethel College along the lines deh.lled In Atty.
Cotin'ney's letter of November 21, 1966. The proposals In this
. letter were also referred to the Planning Commission fer recommendations
at their next meeting.
REPORT OF ENGINEER LUND
Sewer Feaslbllltv Report for Starr-Elbner ProAsrty
Engineer Lund reviewed the Banister report of November 28, 1966,
concerning Municipal sewer accomodatlons and the proposed roadway
for the subdIvision of this parcel of land. Costs would be high
for either a gravity system or one Involving a Ilh' s"i"<ri-Ion. It
would be economically more feasible If abutting properties aere
Included In a seNer system for the area.
Administrative Clerk STromquist was requested to send copies of
Banister's reDort to Miss Starr and Miss Elbner.
Plans for the proposed subdivision of the Starr-Elbner property ~ere
referred to the Planning Commission.

Engineer Lund reported that the contractor has not completed repairs
to curbs, etc. as of this date. Trustee Hoffmann moved that 10%
of the tota I Cummings lane Street Improvement contract be withheld
pending completion of the specified Items. Seconded by Trustee Olmen;
carried. Engineer Lund .111 prepare an estimate to accomodate the
motion. AdmlnlstretlveClerk Stromquist stated that Check 01591
to Ray Sine C-ntractlng Co. will be voided, a new check to be Issued
on receipt of Engineer Lund's estimate.
Abatement of Assessment - Sanltarv Se~er 04
Trustee Olmen moved ado~tlon of the resolution relating to abatement
of assessments relating to sanitary sewer no. 4, as attached; seconded
by Trustee 8Jorndahl. motion carried.
REPORT Of BUlkDING INSPECTOR KELLEY

. Inspector Kel~cay reported that Atty. Courtney suggested photogr6phlng
buildings on tha Circle S Ranch from all sides and also suggested
that the placing of condemnation tags at entrances be photographed.
Atty. Courtney will Inform Inspector Kelley when to proceed with
placement of red tags.

Dum~I~~ Com~lalnt on South SIde of County Road E2
Trustee Crepeau reported that the Pollee Department had Informed
Mr. G. Hayne, Grounds Superintendent of Bethel College, that recent
dumping of debris In this area was contrary to Village Ordinance
No. 97. Mr. Hayne stated he wll I have debris removed and that there
will be no further dumping.

the property owner of this tract had posted a sign "Clean fill wanted".
Apparently 'i'he dumping of debris has continued although the sign has
been removed. Administrative Clerk Stromquist was requested to contact
the property owner to In'form him of the dumping regulations contained
In Ordinance No. 91 .

. Lake ReQion Hockey LeaQue
In reply to a request for use of Arden Hills hockey rInks by the League,
Trustee Bjorndahl noted th"t the Village has only one official hockey
r! nl< located at County Road E. The Parks and Recreation Committee
established the followIng sr.hedule and conditions for use of this rink:
Monday & Thursday 6:30 - 7:30 p.m.
Sa'rurday 1:00 - 3:00 p.m.
The League ~1111 be requested to clean the Ice after use with a stiff
bristled broom.
Request for Additional Hockey Rinks
Trustee BJorndahl reported that the Committee had received requests for
additional rinks In Arden Hills. The costs for bringing water to
additional 51';-es Is too hIgh to accomodate more rinks. The possIbility
of locating a hockey rink at Valentine Park Is further compl!cated by
Hie "fl i I" recently placed on this sIte.

The Public Works Committee recommends that In view of COlnty participa-

Pursuant to due call and notice thereof, a regular meeting
of the Village Council of the Village of Arden Hills, Ramsey
. County, Minnesota, was duly held in the Village Hall at 1450
West Highway 96, St. Paul, Minnesota, on Monday the
28 day of November , 1966, at 8:00 o'clock p.m.
The following members were present: Mayor Nethercut,
Trustees Hoffmann, Crepeau, Olmen and Bjorndahl
and the following were absent: None
TrusTee Olmen introduced the following resolution
and moved its adoption:
RESOLUTION RELATING TO ABATEMENT
OF ASSESSMENTS RELATING TO SANITARY
SEWER IMPROVEMENT NO. 4
BE IT RESOLVED by the Village Council of the Village of
Arden Hills, Minnesota, as follows:
WHEREAS the assessment roll for Sanitary Sewer Improvement
No.4 as last finally amended and adopted on October 12, 1961, was
filed and certified to the County Auditor of Ramsey County on
November 17, 1961 for the purpose of including installments
thereof to be collected along with real estate taxes commencing
in 1962, and
WHEREAS a hearing on supplemental assessments, reassessments
and apportionment of previous assessments in respect to Sanitary
Sewer Improvement No. 4 was held on July 16, 1962 at which time
. assessments for Sanitary Sewer Improvement No.4 were amended as
provided by said resolution of said date and certified and filed
in the office of the County Auditor of Ramsey County on October
3, 1962;
. NOW THEREFORE, the Village Council of the Village of Arden
Hills does hereby make the following abatement of original
assessments as contained in said assessment roll of October 12,
