Stapl:' 3265 North Snelling Avenue Miss Starr and Miss Elbner requested InformatIon from the Council on sewer service for proposed lots on their property. This request was also Included In a 'etter from them, dated 11/2/66. Trustee Olmen moved that Banister Engineering prepare a feasibIlIty study for sewer service to the lots In questIon, seconded by Trustee Crepeau, ca.rled. The pro- posed lot plan was submitted to Mr. lelbenow. . Gerald McCauley, 1925 Jerrold Avenue in reply to Mr. McCaul~~'~.req~est, Trustee Hoffmann moved that Mr. McCauley be ~ranted a temporary permit to sail Christmas trees In his back yard from about December 12 to December 25, 1966, seconded by Trustee Crepeau, carrIed. Mr. McCauley stated that most of the trees are for schools etc. and wIll be stored In his yard until delivery Is requested, but he will have a fe~ to accomodate neighbors. I REPORT OF ENGINEER LIEBENOW Red Fo~ Road Costs Engineer Liebenow reviewed the Banister Engineering Company letter of November 9, 1966, outlining possIble apportioning of costs for the con- struction of Red Fox Road. As outlined, Ramsey County would pay for the center twenty four (24' feet of roadway plus 50% of the storm sewer costs. Sanitary sewer costs were elIminated from the project. "'AMERICAM OIL COMPANY STATION - CSSG No. 66-3 Mr. Jim McDonald of American Oil Company reviewed an alternate plan for locetlon of the proposed ranch-style station on County Road E. The Plan- nIng Commission recommended a mInimum set-back of 150 feet from the center ot County Road E to the front of the building. Trustee Hoftmann complI- mented American 011 on their cooperation and patience. The Council advised Mr. McDonald to meet with consultant Carl Dale and EngIneer Lund for their recommendations to this alternate plan prior ~o the next Planning CommIs- sIon meeting. . NORTHERN STATES POWER COMPANY HIGH liNE - Case No. 66-32 Mr. Gary Welk discussed the revised plans for the Northern states Power high line. Trustee Hoffmann moved that the revised plan be approved, as recommend8d by the Planntng Commission, and ~hat the aerial map showing the routing be retained tn the Village files; seconded by Trustee Crepeau; carried. ~ -j.- . . Attorney Courtney and A-ao,nay Sallal,;j advise that Building Inspector Clay Kelley send a registered letter to Garoge Railing giving his 48 hours to commence demolition. The prop3rty should also be posted to preclude rental and use of the buildings. Trustee Crepeau moved that Inspector Kel ley and Attorney Courtney proceed .lIth the matter as outlined; seconded by Tf"!.lstee Olmen; can"led. -Lambros Drainage Attorney Courtney reported that on November 7 the County Board of Com- missioners had referred ~hls mB~ter to the County Engineer and County Attorney to consult with Attorney Courtney. He further stai-ed that ho has met ~Ith Englneor Lund and representatives of the County Attorney and County Engineer. A draInage mep prepared by Banister EngineerIng was dis- cussed. Attorney Courtney advised that ~e would proceed under the Joint Powers Act (471.59) and that Arden Hills would logically Initiate proceedings. Costs and other problems of future maintenance were discussed. Trustee Crepeau moved that the Village ask Rosevlile, Shoreview and Ramsay County to participate with Arden Hills and Mr. Lambros In a program to s.olve i-his drainage problem and that Banister Engineering prepares feasIbility report with cost estimates, cost sharing basis, snd future maintenance problems and costs; seconded by Trustee Olman; carried. . REPORT OF TRUSTEE CREPEAU ASDhalt Plant Trustee Crepeau dlscusaed the County's plans concerning this plant with the County Engineer. Plans to Improve the plant ware discussed as well as the possibility 0' "Phasing out" the plant over a period of years. The County Engineer's office will advIse the Village shortly on this matter. REPORT OF MAYOR NETHERCUT Mayor Nethercut announced that the St. Paul Area Chamber of Commerce ~III hold Its lOth Annual Industrial Development Clinic on November 17 and 18. Referred to Trustee Hoffmann. as neither Mayor Nethercut nor Trustee Crepeau can attend. Trustee Crepeau ~III contact Mr. Hayne of Bethel College and advise him of the Village Ordinance which prohibits such dumping. Mrs. I~onan reportad that sewer service was available on the site. but a time Q~tenslon for sewer hook-up was granted by the Council due to hardship. The Clerk wes requested to check on details of tha time e~tenslon for sewer hook-up and report to the Council.
