of Village Council
Village of Arden Bills
Ramsey County, Minnesota
Pursuant to due call and notice thereof, a regular meeting
of the Village Council of the Village of Arden Hills, Minnesota,
,
was duly held in theCouncil chambers in the Village Hall in
said village on Monday, the 12th day of September, 1966, at
8:00 o'clock p.m.
The following members were present: Mayor Nethercut,
Trustees Hoffmann, Crepeau, Olmen and BJorndahl.
and the following were absent:
none
Member Trustee Olmen
introduced the following resolu-
tion and moved its adoption:
RESOLUTION RELATING TO STREET IMPROVEMENT
NO. 7 DECLARING COST TO BE ASSESSED AND
ORDERING PREPARATION OF PROPOSED ASSESSMENT
WHEREAS, contracts have been let for Street Improvement No.7
of the Village of Arden Hills, in the area described in the
legal notice thereof and the resolution thereto, and the contract
price for such improvement is $ 0; ?0;7 An and the other
expenses incurred or to be incurr"ed in the making of said
improvement amount to $ Z. 29"9.04 so that the total cost
of the improvement will be $ 7.,556.84 and of this cost
the village will pay $ 2,267.05 as its share of the cost
from levies or other sources,
NOW THEREFORE, be it resolved by the Village council of the
Village of Arden Hills, Minnesota, as followsl
1. The cost of such improvement to be specially assessed is
hereby declared to be $ 5,2,89.79 .
2. The Village Clerk, together with the assistance of the
village consulting engineer shall forthwith calculate the proper
amount to be specially assessed for such improvement against every
assessable lot, piece or parcel of land within the district
affected, without regard to cash valuation, as provided by law,
and she shall file a copy of such proposed assessment in her
office for public inspection. The Village Clerk may arrange for
the assistance of the Machine Accounting Division of the County of
Ramsey in the preparation of the proposed asse&sment roll.

3. The Village Clerk, upon completion of such proposed
assessment shall notify the Council thereof for their further
action and for their setting of an assessment hearing therefor.
The motion for the adoption of the foregoing resolution was
duly seconded by Trustee BJorndahl
and upon vote being taken
thereon, the following voted in favor thereof:

Mayor Nethercut e~plalned that the regularly scheduled m00trng 01 August 29,
was cancelled due to lack ~f a quorum.
SCHOOL BUS SHELTER
Mrs. Irena Tschida, 1445 West Floral Drive, was presQnt to request per-
mission for construction of a shelter for the schaal children cBI~lng
for the bus. She explained that presantly the children ara taking refuge
under the overhang of a private residence, whIch she thinks Is an im-
position to the home owner. Mrs. Tschida Informed the Co~ncl I thet
Minnesota Federal will Install the shelter free for their advertising
and also provide $3,000 Insurance coverage. She submitted a plcturo of
the proposed shelter.
Mayor Nethercut stated that he believes there Is a need for these shelters
in several locations In tbe Village. Matter referred to Public Safety
Commissioner Crepeau.
DRAINAGE PROBLEM
Mr. Jotln Lambros, 3213 Rldge~lood Road - sou"i"h shore of lG1-;e Johanna,
submitted pictures showIng damage to his property caused by the OV8rY~ON
of water from the County ditch between Lakes Josephina ond Johanna. He
stated that about 100 'eet of his property has completely eroded and has
also caused loss of some of his blacktopped ~oad; hB claims that technically
this Is not a water-shed. but Is In reality. He objected to the constant
flooding and requested assistance from the Council for corrective action,
Mr. Lambros stated that the water shed has been depleted because 01 the
construction of the freeways.

was Informed by County Engineer Deane Anklan that this is a VlllagB prob-
lem; by Mr. McNlesh. chairman of the Public ,Works Comml';'1"€HiI, that I';' Is
a County problem and by the County Agent that this 15 a State problem.
Trustee Olmen stated that pressure should b. placed on the proper agency.
Mayor Nethercut Informed them that a comml,ttae I1lthln the League o'f
Minnesota Municipalities Is working on this matter.

County and attempt to have an answer by the next Council meeting.
TWIN CITV INDUSTRIAL PARK
John Daubnay, representing Roberts ConstructJon Company, spoke on soveral
matters concerning the Industrial Park. Heln,formed the Council that a
building permit had not been taken out for the eddltlon to the buildIng
leased by Satchell Carlson because each companY ~ssumed that the other
had taken out the permit.
Trustee Crepeau moved, seconded by T.ustee BJorndahl, as recommended by
the Planning Commission, that the Building I~spector be authorized to

REPORT OF ATTORNEY VINCENT P. COURTNEY
DumplnQ Ordinance
Attorney Courtney read the changes In the dumping ordinance as suggested
by the Council and explained again the purpose of this Ordinance. Trus-
tee Olmen moved approval of the third and final readIng of an Ordinance
regulating the disposal and dumping of garbage, refuse and other tr35h;
providing a permit system for dumping and for sanitary land fill; pro-
viding penalties for violation, and repealing Ordinance No.3, and
authorized the Clerk to ceuse Its publication; seconded by Crepeau; mQtj~n
carried.

Attorney Courtney Informed the Council that h. has examined the ownership
report and survey and has prepared the motion fo~-rezoning the property
at County Road E2 and 35W 'rom R-I to Commercial. He sugg0sted th6t the
Planning Commission reconsider the matter as theIr vote on the matter
at their June 7 meeting resulted in a tie, and the Planning Commission

Attorney Courtney Informed the Council that he had receIved a lettar
from the attorney r~presentlng Lindberg and Mulcahey requesting the
Village to sign and Assent to Registration. Attorney Courtney explaIned
this would require examination of papers to be sure that the Village Is
protecte~ on Its rites In the property, On his recommendation, Trustse

EQuipment Purchase
Trustes BJorndahl informed the Council that a smail moger had baen
purchased for $119.00 for trimming certain areas owned by the Village.

Trustee BJorndshl Informed the Council that he had a request from a local
garden club for permission to baautlfy the triangle form.~ by Ingerson
Roed and Ingerson Court whIch Is partly County and partly Village prop-
erty, The club would like to stsrt the project n~nt year. Matter re-
ferred to Clerk to check tllth the County.
REPORT OF TRUSTEE OLMEN
Road Rapa I rs - MCHlild Avenue
Trustee Olmen reported that the Public Works Committee felt that a specific
polley should be set by the Council concerning the Ye8s1blllty of co~tln-
ually repairing certain streets In Arden Hills st the axpe~se of the tax-
payers or should a street improvement project be made and the cost assessed
against the benefitted, property owners.
Telemeterlnq Service
The Public Works Cumml~tee recommended that facilitIes for future statIon
needs be considered If feasible according to the engineer. Admlnls)"ro-
tlve Clerk Lorraine Stromquist Informed the Coun cli that the cost would
be about $9,000.00 and suggested that the tax be levied to rebuild the
Public Works Reserve Fund If the cost of the telemeterlng servIce fs
taken from It this year. Trustee Olmen moved, seconded by Trustee Hoff-
menn. that the Village Engineer be authorized to prepare specIfications
for the telemeterlng service; motion carried.
VlliaQG Hall Par~lnq Lot
ThePublle Works Committee felt that the costs submitted for Improvement
of the parking lot were too high; the Committee felt any amount more
than $2,000.00 should not be considered In view of the prospect of a new
civic center.
Mr. Brodie stated that possibly the cost could bG lowered by straight
blacktopping and a minimum of planting. Matter referred to Engineer Lund
for cost on the plan as revised by the Planning CommIssion using Plan B
as their basis.
Drainage Problems
Yrustaa Olmen reported that the Committee would like to study drainage
matters further. Trustee Hoffmann Informed the COlJncl I that the resi-
dents would like an answer to the open dlteh problem In Arden Hills 3;
the residents are .llling to donate labor for ditchIng and also the sodding.
REPORT OF MAYOR NETHERCUT
League of Minnesota, Municipalities

league Is now In existence; thirty three munIcipalIties have already for-
mally Joined. He Informed the Council the dues ,to Join ~Iould probsbly

KSTP Television Tower
Mayor Nethercut and Trustee Hoffmann met with representatives of KSTP
regarding the 2,000 ft. tower suggested for the area south 0' the Village
Hall. Mayor Nethereut thought that since Metropolitan Airports Commis-
sions has disapproved this request, the Issue may be dead. M.A.,C. ~ould
approve 1400 ft. only. KSTP-TV Is not Interested In less than 2,000 ft.

REPORT Of ADMINISTRATIVE CLERK LORRAINE STROMQUIST
Finance Committee AppoIntment
The Council agreed with the recommendation of Mayor Hath.rcut to appoint
Vernon Smith, 1115 Edgewater Avenue, to the Finance Committee to replace
William Feyerelsen, who resigned because of a ,temporary move from the
Village.
Auditor's Recommendations - 1965 Accounts
Administrative Clerk Lorraine Stromquist Informed the Council that she
had reviewed the recommendations from the George Hansen Company with Mayor
Nethsrcut and some of them .Ith Treasurer Read. The auditor recommended
that temporary loans paid by Village funds should be collecting Intarest.
Trustee Crepeau concurred with the recommend.tlon and recommended that
5% Interest be charged on these funds, effective as of this date, 5Jconded
by Trustee Olman; motion carried.
The auditor recommended that the Civil Defen~e and PERA funds be S~pBrate,
and recommended the payment of the invoIce the follo.lng year; Clerk to
check with the Public Examiner.
Auditor recommended that outstanding checkssho~ld be listed when account
Is raconc II ad; Clerk recommended that th Is b,e done quarter I y rather than

BE IT RESOLVED by the Village Council of the Village of Arden
Bills, Minnesota, as follows:
WHEREAS, the assessment roll for Sanitary Sewer Improvement
No.1 as last finally amended and adopted on September 9, 196-,
was filed and certified to the County Auditor of Ramsey County on
October 26, 1960, for the purpose of including installments thereof
to be collected along with real estate taxes commencing in 19611

WHEREAS, a hearing on supplemental assessments, reassessmsnts,
and apportionment of previous assessments in respect to Sanitary
Sewer Improvement No. 1 was held on August 3, 1961, at which time
assessments for Sanitary Sewer Improvement No.1 were amended as
provided by said resolution of said date and certified and filed
in the office of the County Auditor of Ramsey county on September B,

VIllAGE OF ARDEN HILLS
RESOLUTION ADOPTING COMPREEENSIVE DEVELOPMENT PIAN
WHEREAS, the Arden Hills Planning Commission, after a public hearing
held thereon by published notice as required by law, has passed a
resolution recommending to the Council of Arden Hills the adoption of a
Comprehensive Development Plan for Arden Hills, and
WHEREAS, said Comprehensive Plan consists of a Comprehensive
Development Plan Map and five volumes, being planning reports nos. 1, 2,
3, 4, and 5, and
WHEREAS, said Comprehensive Plan sets forth an outline of the goals
which the Village of Arden Hills should set for itself within the foreseeable
future and
WHEREAS, the Council recognizes the need for a plan which will
serve as a guide for the Planning Commission and the departments in
making recommendations and conducting more specific studies, will provide
a framework within which to develop policy for zoning, subdivision
regulation, and renewal, and will provide a source of information and
a statement of public policy that will aid the Council and citizens of
Arden Hills :!-nmaking decisions regarding the proper development of the
Village, and
WHEREAS, the Council has carefully considered this general plan and
finds that it constitutes a suitable, logical, and timely plan which
will advance the Village towards the achievement of its goals for develop-
ment, and
WHEREAS, the Council welcomes the assistance of the Planning Commission
in matters of policy relating to the development of the community;
NOW THEREFORE. BE IT RESOLVED, that said Comprehensive Development
Plan is hereby adopted by the Council as providing a general outline for
the future development of the Village of Arden Hills, with its various
component parts to be given further consideration and study preparatory

to possible adoption of portions thereof as ordinances of the Village of
Arden Hills.
BE IT FU:R:rBER RESOLVED that in order that the Comprehensive :plan shall
at all times be current with the needs of the Village of Arden Rills and

shall represent the best thinking of the Council and the Planning Commission,
the Planning Commission is hereby requested to annually review the :Plan
and recommend extensions, changes, or additions to the plan which the
Commission considers necessary. TO! the greatest extent possible this
report on the Comprehensive Plan and any proposed amendments thereto
should be reported to the Council for its consideration along with the
regular annual report of the Planning Commission.
