The minutes of the Regular Meeting of May 23, 1966 and the SpeclDi

NORTHERN STATES POWER HIGH LINE
Acting Mayor Crepeau Introduced Mr. Gary ~elk and Mr. tll3he9m,
representatives from the Northern States Power Company. He eXp~ained
they were presen~ to Inform the residents of a proposed high line,
a portion of ~hlch wilD be Installed ~hrough Arden Hllis. Mr. WeJk
showed slides and ~old the hls~ory of the company and the necessity
of Increased power and the economlcaU feasl~lilty of high lines. He
s~atad that the Northern Sta~es Power Company Is a memb~r of tho Mid
Continent Area Power Planners (MAPP). which coordinates utilities
of ten mid-continent states and Manitoba, C~neda. MAP? also has a
liaison ~Ith the Bureau of Reclamation.
This par~lcuiar high line will originate from the Allen S. King p!~nt
on the St. Croix and operate through Washington. Ramsey County to tee
station at Coon Rapids. This planning was done In 1963 and Mr. Weik
displayed a map showing the routing; he then requested Inquiries from
the residents. .

The following Information was given In response to some of the In-
quiries: advanced engineering has been completed, right of ~8V agents
are no~ negotiating In Washington County and they do hav~ a very crltlcsl
time schedule. It Is necessary tor the right of way to be 130' ~"d0
and cannot be a common right of way with either the Highway Dept, O~
the railroad company, and must be back tar enough to avoid mass high-
way Interchanges. He believes the high line ~I~I have no et~ect on
the construction of a service station at County Road E2 and 35W.
Mr. Wilhelm stated that the structures are placed about 1200 teet
apart or about 4 to 5 to a mile, with a height of trom 120 - 140 feet.
The legs at the base are spaced between 25 - 30 feet apart. The
high line will cause no Interference with either radio or television
reception.
Discussion continued until 8:10 p.m. Trustee Hoffmann moved, as
recommended by Acting Mayor Crepeau, that 'the matter be referred TO
the Planning COmmission to arrange a meeting with Northern States
Power Company representatives: seconded by Trustee BJorndahl;, motion
carried.

and explained that this subject building was leased to Satchell CarUson,
and each thought the other had applied for the building permit 10

As recommended by Attorney Courtney, the Council referred the Or-
dInance to the respective Village Inspectors for their consideration.
DumplnQ Ordinance
Trustee BJorndahl Introduced by title and gave the first reading of
an Ordln~nce regulating the dIsposal and dumping of garbage, refuse
and other trash; provIdIng a licensing system for the dumpIng and
for sanitary land fIll; providing penaltIes for violation, and re-
pealing Ordl9~nce No.3; seconded by Trustee Hoffmann; motion carried.

Attorney Courtney reported that there Is no report on this mattor at
this time and the persons Involved are aware of this d0lay.
Sign Ordinance V!olatlons
The Council au?horlzed Attorney Courtney and Administrative Cier'~
Lorraine Stromquist to Initiate prosecuting violators of the Sig~
Ordinance since other means of attempting to get them '~o comply hBVS
not been successful. Attorney Courtney Informed the CouncIl that
some of the violatIons Involve a question of o~nershlp and some of
the businesses being advertised are no ionger operating.

Clerk read a letter, dated 13 June 1966. from Engineer Lund regarding
this agreement ~hereby the State would be responsible for resurfacing

Engl~eer Lund verbally informed the Council that th!1 frontage road
serves the rendering plant In New Brighton and nothing In Arden H~!8s;
tl19 ~ould receive no state aid for the road from the Stote regardl0ss
at population because of Insufficient necessary maintenance. He in-
formed the Council that the State Intended the Village to sign thio
maintenance agreement before Highway construction began.
Fred Nixon, maintenance man. Informed the Council that this partlcuRar
road would b<a the most difficult In Arden Hills -~o plotl because o'f tho
drifting. and he does not have the proper equipment for this typ~ of
mo~ing. The Council agreed not to enter into this malntenanca ~gr~e-
rnent at this time with the State Highway Department end requested Clerk
torralneStromqulst to so In10rm the Highway Department.
Proposed Improvement of Old Snelllnq Avenue
Engineer Lund Informed the Council that the County has tentative p~ans
to widen Old Snelling Avenue to 44 feet snd requests the Vlllage'~ opin-
ion ~hether or not this would be beneficial. Acting Mayor Crepeau
stated that he had discussed the matter with Mayor Netharcut and they
both 1011' the traffic load does not warrant this Improvement, but
would recommend that the Lexington Avenue improvement be considered
first, because 01 the Control Data and Twin City Arsenal traffic Invol-
vad..
Clerk Lorraine Stromquist Informed the Council that Mr. Snvker, Ramsey
County Highway Department had assured har that the Le~!ngton PloJect
!s already pl8nne~ for this season. Acting Mavor requested the Clerk
to obtain specific dates for the Lexington Avenue improvement. 80th
Trustees BJorndahl and Olmen believe that Hamllne Avenue from T.H. 96
to the Freeway should be considered for Improvement esp~cla!ly si~ce-
the reactivation of the Ordinance Plent. end requested the Clerk to
suggest this to the County.

Trustee Hoffmann moved approval of 9 shop addition to the Proto
Sheet Metal Shop at 3628 North Connelly Street, 8S recommended by
the Planning Commission. subject to a favorable easement Interprota-
tlon by Village Attorney Courtney; seconded bV Trustee Olmen; motion
carried. Mr. Clough, representing Arden Properties. Inc., assured the
Council that a permanent access end egress eesement ~IIU be legalized.

The CouncIl granted Trustee Hoffmann's request, as recommended by the
Planning Commission. that this motter be tabled until the next Council

Trustoe Hoffmann Informed the Council that the Planrting Commission
recommends the Council continue to lforlt ",1i'1I the RaV1SGV COllllty
Library Board to attempt to have a library located In Arden Hi! Is;
several meetings have already been held with Mrs. Palmer.
MunlclDal Water Matter
Trustee Hoffmann reported that the Planning Commission believes
~hat wai'er In the Village Is & very necessary Improvement and re-
quesTs ~urther consideration. Roger Short. Bmnlster EnglneerTIng
Company, will be at the June 27th Council meeting to discuss waTsr
according to thevritten report submitted by Mayor Netnercut.
REPORT OF TRUSTEE BJORNOAHL
Pedestrian T.all
Trustee BJo.ndahl Informed the Council that he had met ~ITh Mr.
Knutson end another member of tbe Pedestrian Trail Committee and
reported that the Boy Scouts are Interested In making a project 01
making signs for the trail; they Intend to hold a conteST ~Ith the
winning sign presented to the Council for consideration. The
Committee requested the Council to consider posting signs restricting
motorized traffic; they ~ould like layout maps on a type of ~o~rd
posted along the trail. They also stated thet they have a verbal
agreement from N. S. P. Co. to use a portion of their right of ~ay.

Trustee BJorndehl Informed the Council that purchasing sw~mp i~nd with
the Intention of Improving the property for playgrounds Is too a~-
pa,nsive, such as this County Road F site. Mora fill has been hauled
to the site and will be graded; the fence will then be Installed

Trustee Olman reported that he. Mayor Nethercut and Mr. Boss met
wIth representatives from Bethel College regarding ~cqulsltlon 01
property from Bethel for a library site; the fact was mentioned that
t~e Village has 8 sm~11 piece of land Bethel Collegs would be Interested
Un and perhaps a trade Is In order. The represenYetlve stated that
hs would mantlon the matter to the Board of ,Regents meeting and shouid
have an answer by July I.
H.l reported that they have also met Mrs. Palmer and the property Is
baing appralsad along with other property~ Mrs. Palmer stated that
R~msey County would like at least 3 acres for a library site.

Northern States Power Company inquiries
Mayor Nethercut's written report Included several questions con-
cerning the proposed high line; Clerk Lorraine Stromquist was re-
quested to make copies of this report for distribution fo the Council
and Planning Commission.
REPORT OF ADMONISTRATIVE CLERK LORRAiNE STROMQUIST
Variance Reguest - Glegylew Avenue
Mr. and Mrs. Canlff were present and explained that their property
on Glenvle~ Avenue and Glenvlew Court is wedge shaped and the fur-
ther he builds back on the property the smal'er the house tll18 have
to be to conform to the side lot requirements and therefore they
are requesting a front set back variance of 30 feet ~ould solve the
problem and also save a valuable tree in the back yard.
The Board of Appeals recommended that a variance be granted for 36Ft.
Intead of the 30 feet requested aDong Gienvlew Court and 40 feeteOong
Glenvlew Avenue to coincide with existing homes. Mr. Caniff Informed
the Council that the 6 ft. difference would cause considerable In-
convenience. leaving no back yard or room for a garage.
To avoid a delay. this varIance request had not been considered by
the Planning Commission; Trustee Hoffmann moved. seconded by Trustee
Olmen, that the matter be referred to the PlannIng Commission for
consideration at their special meeting to be heUd June U7; motion
carried.
Non-Conformlna Slans
The Boerd of Appeals recommended the removal of two "For Saie" s,yns
on the Bethel property along Highway 10 north of the Soo Line tracks.
Clerk LorraIne Stromquist distributed copies of a letter from the
Rees-Thomson- Scroggins, Inc. realtors for the property, which ~as
written to Attorney Courtney regarding these sIgns.
Mr. Horty, Chairman of the Board of Appeals, believes the Ordinance Is
not too realistic. but the decision was based on our Ordinance. Clerk
Lorraine Stromquist reported that this matter ~as consIdered by the
Planning Commission who gave the same recommendation.
The Council decided to table the matter for further consIderation for
a period of one month.

Clerk Lorraine Stromquist Informed the Council that their request
for e meeting with Mr~ Welhaven, Ramsey County Assessor, had been
arranged for Wednesday, June 22, et 1:00 p.m. at Mr. Welheven's
office to discuss the tax base, ete. Clerk requested to send notices
to the Council and Treasurer Worth R0ad.
