May 9, 1966 - 8:00 p.m. Meeting aas called to order by Mayor Nethercut at 8:00 p.m. Roll.Cali: Present - Mayor Nethercut, Trustees Crepeau, Olmen, Bjorndahi, Hoffmann (arrived at !0:50 p.m. ,Absent - Nons. .. Also Present - Village Attorney Vincent P. Courtney, Engineer Donald lund, Administrative Clerk Lorraine Stromquist and Charlotte McNlesh. Approval of Minutes The minutes of the Regular Council Meeting of April 25, 1966, were approved as amended. MarkJey Laboratories. Inc. Max C. Markley and Michael Lyons discussed the conditional use permit for Markley Laboratories, Inc. Trustee Crepeau moved consurrence with the Planning Commission recommendation approving the conditional use permit for Markley Laboratories, Inc. to operate a tostlng labora- tory at 4606 Old Highway 68, subject to the following conditions: I. Developm~nt shall be according to slte plan submitted 3/22/66. 2. Odor, noise and smoke shall not be unreasonablv offensive. 3. Employees shall not exceed 6 In number (Including Mr. Markley and son. . 4. Live load limit shall not be exceeded, 5. Any sign must be set back 5 feat from the front property Iln~. 6. All refuse must be kept Indoors. 7. Garage must be kept locked when not attended. 8. This conditional use shall be subject to annual review. 9. The residential character of the building shal' not be changed while the Wlnklers remain fee owners of the property. Motion seconded by Trustee Bjorndahl; motion carried. Twin City Trailer Court Mrs. James Adams, representing her husband, co-owner of the Twin City Trailer Court, requested that Council grant permission to proceed with the deveDopment of the Trailer Court. Trustee Crepeau moved that the conditional use permit be granted subject to the following conditions: I. Separate building permits will be r~quJred for the proposod auxiliary structures. 2. This conditional use permit shall be subject to annual ravlsw. Seconded by Trustee Olmen; carried. . ATTORNEY COURTNEY'S REPORT MetropolItan Transit CommissIon Attorney Courtney advised the CouncIl that he had-examined the agreement establIshing this Commission and has determined that Arden Hills can enter Into the agreement and can appropriate funds for this purpose. He estimated that Arden Hlnls' fee ~ould be approximately $200 per year; the first year would probably bo less thar! t of this amount. Hazardous Building Attorney Courtney reported on the ownership of the Edgawater Motel, stat- Ing that this property Is under foreclosure proceedings. In vle~ of the hazardous condition of the building, Trustee Crepeau moved that con- demnation proceedIngs be commenced as per attached resolution; seconded by Trustee Olmen; carried. . tummlnQs Lane Attorney Courtney stated that review of the contract for the CummIngs Lane Street Improvement Indicated that ,two minor corrections were neces- sary. (Insurance certificate for Insufficient amount and omission of notary commIssIon). Clerk StromquIst was requested to e~ecute the nec6s5~ry copIes end to attach the formal resolution to ths April 25, minutes. Status of PendlnQ Codes and Ordlnances Copies of the Building Code wIll be sent to CouncIl members this week, and be ready for the fInal readIng at the May 23, 1966 regular meeting. The LlcenslnQ Ordinance vIII be completed before June 30, 1966. A draft of the ZoninQ Ordinance wIll be prepared for the Rext Council meeting. Mr. Brom, speaking ,also for Mr. Laundervllle, voiced strenuous objections to the proposed development prImarily because. buildings .were too large for sIte, driveways too close, too many stores, stores open 7 days a week until mIdnIght, and possible IncineratIng problems. Mayor Nethereut e~pressed his concern over the problem of constructIon ~Ithout required permits. Clerk Stromquist was requested to write all Village Inspectors advIsing them of their rGsponsl~lllty for constant checking of ne~ construction as well es remodelling atc. TO be sure all necessary permits are obtained. Trustee Crepeau offered the ser- vices of the pollee department for a dally check of specified problem sites. REPORT OF TRUSTEE CREPEAU Village Improvement Committee Trustee Crepeau Introduced Melban Fish who reported that al meeting had been held for this new Village Committee. Gode has accepted chaIrmanship of the committee. Mr. Gode outlined plans for publicity snd action on the forthcoming "Clean-up CF.ll1lpaign". An Informational letter \1111 be SfH1'~ to all residents and business places In the Village. At the conclusion of the campaign, the police department and fire department nlll make a final InspectIon snd report to the Council. an organ!zatlon- ~1r. Danai d Trustee BJorndahl moved that the MaIntenance Department be authorized to pick up debris from vacant lots, seconded by Trustee O~men; carrIed. Dumplnq Complaint Mr. Larry McGough reported that dumping contlnuGs at the Sportsmans' Club site and at the Ramsey County Picnic area. Mayor Nethercut re- quested Trustee Crepeau to check with the County and Sportsman's Club to determine their schedule for completIon of filling this low land. SpecIal Merit Award Mayor Nethercut Informed the CouncIl that the Vliiago of Arden HIlls w'" receive a Special Merit Award for Traffic Enforcement to be pre- sented by the Mlilnesota Safety Council on May 19. Trustee CrepealJ . will receive the award for the Village; Deputy Commission Victor Weber and several police officers ~III also attend this meeting. REPORT OF TRUSTEE BJORNDAHl County Road F Playqround Trustee BJorndahl reported that at a recent meeting with the County Traffic EngIneer, the locatIon of a driveway entrance to the playground was established. It will be located approximately 60 teat west of Snelling Avenue. The County has agreed to lower the manhole and construct the entrance; the VIllage to pay only tor culvert InstallatIon, astlmated at $200.00. REPORT OF MAYOR NETHERCUT T~lnC'ty Arsenal Tour May~r Nethercut reported that the Council had raeBntly spant a mDS~ !ntarestlng afternoon an _ conducted tour of the Tw!n CIty Arsenal. Clerk Stromquist ass requested to write the officials thanking them for "the tour. Ramsey County Library Board Mayor Nethorcut requested Trustees Olmen and BJorndahl to attend a meeting with hIm on May 16 with the Ramsay County Library 80ard. Purpose of the meeting Is to discuss future possible library sites In this araa. Elected OfficIals Review Committee Report Mayor Nethercut offered to lend his copy of this report to B~Y Interest- ed residents. He stated It ~as an excellent revie~ of the Metropolitan Planning Program and Its effect on planning and taxation. Telephone Lists Mayor Nethercut thanked Trustee Crepeau for his donation of printed telephone lists. These will be distributed to all resIdents ~Ith the Uoperatlon clean-up" notice. REPORT OF ADMINiSTRATIVE CLERK STROMQUIST Apportionment of Assessment . Trustee Olmen moved approval of the Apportionment of Ass0ssment - Str0et Improvement 02. as attached. Seconded by Trustee Crepeau; carried. Heating Inspector Appointment Clerk Stromquist reported that 3 applications had been recelvad for tha Heating Inspector vacancy. The Clerk recommended appointment of Eugene Pakoy, 1758 Crystal Avenue, who appears to be best qualified. He holds Master Heating and Master Ventilating Lleenses In St. Paul and Minnea- polis. Is currently an Inspector In Shorevleti. Is an employee of Royalton Heating Company. and a Village resident. Trustee Bjorndahl moved Eugene Pekoy be appointed Village Heating inspector to be paid on a fee basis of 60% of permit fee collected; seconded bV Trustee C~epeau; card ad. Extract of Minutes of Meeting of the Vi llage Counc il Village of Arden Hills County of Ramsey State of Minnesota Pursuant to due call and notice thereof, a regular meeting ~ of the Village Council of the Village of Arden Hills, Ramsey County, Minnesota, was duly held at the Village Hall St. Paul, Minnesota, on Monday, the 9th at 1450 West Highway 96, day of May 1966, at 8:00 o'clock P.M. The following members were present: Trustees Crepeau. Olmenand BJorndahl Mayor Nethercut, and the following were absent: Trustee Hoffmann Tr~~t~~ OlmQA introduced the following resolution and moved its adoption: RESOLUTION RELATING TO APPORTIONMENT OF ASSESSMENTS RELATING TO StREET IMPROVEMENT NO.2 (6n-2) BE IT RESOLVED by the Village Council of the Village of Arden Hills, Minnesota. as follows: WHEREAS the assessment roll for Street Improvement No. 2 (60-2) as last finally amended and adopted on October 10, 1960, was filed and certified to the County Auditor of Ramsey County on December 12, 1960 for the purpose of including installments thereof to be collected along with real estate taxes commencing in 1961. and WHEREAS parcels of property as contained in the original assessment roll as certified, have since been divided and conveyed . by property owners, and ~~EAS the County Auditor of Ramsey County requires that apportionment of original assessment against each original tract where it has later been divided, sold or conveyed be made by the Village Counc il of the Vi llage of Arden Hi lIs in order that the , . proper assessment can be extended by the County Auditor against each parcel of property thereafter, after the same has been conveyed and divided, to commence with the assessment to be collected in the year 1961 and thereafter.
