Mr. Schlfsky presented plans drawn to scale and also. showe~ a plot plan. Attorney Murray expressed his gratitude for the opportunity of the public hearing and he was present at this time to show the Council the Interest o'tha residents. He also stated that the resld~nts do have an alternative recommendation for the developmen+ of the area. REPORT OF ENGINEER OQNALO LUND Industrial Park Roads Mayor Nethercut requested the status of Dunlap Street and Gray Fox Road. :lerk Lorraine Stromquist Informed the Council that Rob~rt~ Develop[~ent Company Is anxious to have both roads dedicated to the Village, but to date has not submitted verl~lcatlon that the roads meet Village standBrds. Engineer Lund recommended that a report from a testing laboratory be submitted by Roberts. Matter referred to Clerk lorralne Stromquist to inform Mr. Roberts of thls.requlrement. Se~er Rates - St. Paul Mayor Nethercut requested Engineer Lund to check with Roger Short on the St. Paul sewer rate progress. REPORT OF TRUSTEE HOFFMANN . Joint Maetln!! Trustee Hoffmann reported on the Joint meetIng held by the Planning Commission, the Board of Appeals and fhe Parks and Recreation Committee. He Informed the Council that the Planning Commission feels responsible for official village plans, and recommended that the Board of Appeals report to the Planning Commission for theIr recommendations before re- porting to the Council. ~ayor Nethercut read a -letter, dated March 14, 1166, from Thomas Horty, Chairman of the Board of Appeals. which recommended abolishing the Board of Appeals and future variance matters be referred directly to the Planning Commission. Trustee Hoffmann Informed the Council the l' the Planning Commls~lon does not recommend thlS; their reason for recommendIng the above mentioned proce- dure was for knowledge only and If the Council feels It is feasible to abolish the Board of Appeals, then possIbly the same people would serv.e In the same cupaclty as a sub~commltta6 of the Planning Cc.:mlsslon. CUMMINGS LANE WHEREAS, pursuant to a Resolution passed by the Council on January 10, 1966 Banister Engineering Co. has prepared plans and specifications for the improvement of Cummings Lane between its intersection with Snelling Avenue and the easterly termination of said Cummings Lane by constructing thereon a bituminous-surfaced roadway to the width of twenty-eight (28) feet throughout, and said plans and specifications have now been submitted to the Council for approval, NOW TlIEBEFORE, BE IT RESOLVED by the Council of the Village of Arden Rills that said plans and specifications, a copy of which are attached hereto and placed on file herein, are hereby approved. BE IT FllRXBER RESOLVED, that the Administrative Clerk shall prepare and cause to be inserted in the official Village newspaper an advertisement for bids upon the making of such improvement under such approved plans and specifications. Said advertisement shall be published once, not later than April 8, 1966, shall specify the work to be done, shall state that bids will be received and opened by an authorized representative of the Council at 10 0' clock A.Me, central standard time, Monday, April 25, 1966 in the Village Hall, and that no bids will be considered unless sealed and filed with the Clerk before 10 o'clock A.M., central standard time, Monday, April 25, 1966, and bids must be accompanied by a cash deposit, bid bond, ~. or certified check payable to the Village of Arden Rills in an amount of at least five percent (5%) of the amount of the bid.
