Roll Call: Present - Acting Mayor Crepeau, Trustees Dlmen, Nethercut and Bjorndahl. . '. Absent - None Also Present - Village Attorney Vincent P. Courtney, Tres. Worth G. Read, AdmInIstrative Clerk Lorraine E. Stromquist and Deputy Clerk Florence Honan. Attorney Courtney admInistered the oath of office to Robert E. Nethercut as Mayor: Dr. Robert Bjorndahl and Stanley A~ Dlman as Trustees and Douglas Barthany as Justice of the Peace. Mayor Nethercut continued the meeting and requested nomInatIons for the fourth trustee. Trustee Crepeau nominated Richard Hoffmann, 1549 water Avenue, stating that he felt Mr. Hoffmann was well qualified because of his Interest In Village affairs and that he has been a member of the Finance Committee for several yearB. Trustee Crepeau moved, seconded by Trustee Bjorndahl, that Richard Hoffmann be appointed Trustee for the calendar year 1966: motion ca rr I ect'. Attorney Courtney then administered the oath of office to Richard Hoffmann. Trustee Crepeau moved, seconded by Trustee Bjorndahl and motion carrIed, that the following appointments be approved for 1966: Acting Mayor Henry J. Crepeau, Jr. Village Attorney oVlncent P. Read Village Consulting Engineer Official Depositories Banister Engineering Cpo First State Bank of New Brighton First National Bank of St. Paul Deputy Clerk Florence M. Honan Civil Defense Director Victor Weber Health Officer Dr. John V. Farkas Weed Inspector Fred Nixon Assistant Director of Public Safe~y Victor Weber Assistant Ramsey County Assessor Hans V. Prechtel Publicity Coordinator Elaine Campbell . Mayor Nethercut Informed the trustee that they would act as liaison to the specific committees for the year as follo~s: Robert Bjorndahl Parks and Recreation Committee Stanley Olmen Public Works Committee Henry J. Crepeau, Jr. Public Safety Richard Hoffmann Planning and Zoning Commission Clerk Lorraine Stromquist was advised that she would act as liaison between the Council and the FInanCe Committee. Mayor Nethercut requested the Clerk to open the two Informal bids submitted for consIderation regarding the officIal Vllla~e newspaper. Cleer!, Lorr~i;;, S':T0:nqW!st opened and read bids submJ-j-ted by the New Brighton SuI !~tin and the North Suburban Newspapers, Inc. Trustee Crep2BU move~, seconded by Trustee Olmen, thet the New -1- ~ Brighton Bulletin be appointed as the official legal Village newspaper for the year 1966; motion carried. . Jrustee Crepeau stated that the Public Safety Committee recommended the following men be appointed as Village pOllce,offlcers: Melban Fish James LaValle James D. LIttle Arthur J. Schmaedeke James P. Sexton Mayor Nethercut requested dlscu~slon and the following comments were made: . ,Roger Moberg, 1315 Till er Lane stated that he Is opposed to Sexton because of the type of conviction he was Involved In and believes he should seek employment In another area regardless of the fact that he dl~an o~tstandlng Job as an officer In the past. Dick Jones, 1863 Glenpaul Road stated his Interest In the matter and stated that he did not find anything In the books which would prohibit the rehiring of Mr. Sexton. Mr. Jones stated that Mr. Sexton vOluntarily visIted psychlctrlst Martin ,W. Orbeck, and Mr. Jones stated that he personally talked wlot~Orbeck and the psychiatrist could see no problem In rehlrlng'1lJm. Mr. Jones refe,rred to a letter from Rev. Beltz, Trinity Lutheran Church, who stated his opinion as a citizen of Arden Hills and stated that he personally has no objection but rather recommends Mr. je.e>ton's rehiring. Mr. Jones also stated that,he has a character affidavit from Repres~ntatlve Robert O. Ashbach. Mr. Jones 1nlormed the public that he had met with the Public Safety Committee which recommends the rehiring and he believes that Pat will be the best pollee officer any village ever will have. John Rysgaard, 3947 Roiling Hills Road, stated that he dowsn't feel that It's for a group of people here to sit In Judgement of a man without knowing all the facts. l.l.c..,~ ~ ~. H. w. McCleod, 1110 Carlton Drive, stated that the matter shoul~ be seriously considered from the standpoint of th~~penBgers as the children are well aware of the conviction through publicity; he does not believe Pat will have respect from them. He stated his belief that Pat should have a chance, but not In this area of employment. Mr. McCleod also presented a note from his son who Is President of the Sophomore class at Mounds View High School which stated his lack of respect for Mr. Sexton. Victor Weber, 3623 Pascal Avenue, Assistant Director of Public Safety, stated that he Is positive that Mr. Sexton's offense had nothing to ' do wIth his being a pollee offlcer'and the Public Safety Committee recommends unanimously that he bEl re-aPPolnted. He stated t.hat he had talked with many of the young people In Arden Hills and theIr concern I s ~Ihen I s Pat com I ng back and not whether he Is; most residents Mr. Weber talked with believe Pat should have another chance. Bill McGUire, 3116 Hamllne Avenue, stated that he Is the father of four chi Idren and believes Pat has paid hls,d,ebt to society and would trust his children with him anytime. . , . Arnold Wicklund, 1458 Skiles Lane, stated that he has misgivings about rehiring. He believes the Council has taken on a great responsibility. Jim ~ohmaedeke~ 1954 Edgewater, parf time police officer, stated that he has worked wIth Pat before this happened-~nd~has been asked repeat- edly by the children when Pat will be coming back., Rod Schumacher, 3140 North Hamllne Avenue, recommended rehiring Mr. Sexton. Roger Moberg stated that he believes In forgiving, but ~oes not believe Pat whould be placed In a posItion of temptation, believes the Public should have been Informed of the consideration. Ronald Herrick, 1860 Lake Lane, recommended rehirIng Mr. Sexton. VIctor Pomerenke, Village Justice of the Peace, stated that he made his own survey whIch Included families with about 40 children Involved and they all stated they would be glad to see him back on the police force. -2- - . . . Jim Schmaedeke, part tIme polIce offIcer, stated his belIef that Pat has sufficient respect from fellow offIcers. Mel FIsh, part tIme pollcer, stated that he would be proud to be an offIcer along with Pat. D. A. Charles, 1920 Jerrold Avenue. steted that he Is In favor of re-appolntlng Pat. Douglas aarthany. JustIce of the Peace, stated that he Is In favor of workIng wIth Pat.',:., Roger Moerke, '1556 Arden Place, stated hIs belief that rehirIng Pat Is not In the best Interest of the resIdents and mentIoned the matter of probatIon. Trustee Crepeau stated that the Publl~ Safety CommIttee has dIs- cussed the matter wIth the Chiefs of Police of New BrIghton, Mounds VIew and Rosevllla an~ they al I hoped to have him back. Mayor Nethercut asked for any further comments. Trustee Crepeau moved, seconded by Trustee Olmen, and unanimously carrIed. that the following men be appoInted as police offIcers: Melban Fish James LaValle James D. Little Arthur J. Schmaedeke James P. Sexton Roger Moberg Informed the CouncIl that Mr. Sexton wil I have,the support of those opposed to his appointment. Clerk Lorraine StromquIst read the recommendatIons for VIllage Inspectors appointments. Trustee Crepeau moved. seconded by Trustee Bjorndahl, and motion carried, that the followIng Inspectors be appoInted for the year 1966: Building Inspector Clay Kelley Electrical Inspector Ed Salverda Plumbing. Sewer and Well'lnspector Winfield West Heating Inspector VIrgil Keller Trustee Crepeau moved, seconded by Trustee Hoffmann that the attached Ils't of Committee ChaIrmen and members be approved; motion carrIed. Trustee BJorndahl mOy'ed. ~econded by Trustee Olmen, that the Board of Appeals contlnue'as a separate committee and not a part of the Planning CommissIon. Attorney Courtney concurred with Mayor Nethercut that t~ls Is a proper legal procedure. MotIon carrIed. Kennedy Resolution TrUSTee Crepeau moved the 'adoption of a ..ResolutIon honoring former Mayor D. F. Kennedy, which was presented and read by Attorney Courtney and Is attached; seconded by Trustee Olmen, motion carrIed. -3- " . ,~ --- . Squad Car Bid Attorney Courtney Informed the Council that the bids from Ron Saxon F9rd, Company and Midway Ford Company both deviated from-the specl- "catlons: Ron Saxon Ford Co. In material and Midway FQrdCo. In the time specified; however the Council decided that the time element 'was less ser I ous. Trustee Crepeau moved, seconded by Trustee Hoffmann that the bid for the new squad car be awarded to the Midway Ford Coo MotIon CarrIed. Peifer Easement Attorney Courtney requested that sInce the Coun_cll had already, authorized the Peifer easement transaction; he would like check for $250.00 at the next Council meeting; matter referred to the Clerk. . Emplovees' Salary Revle~ Discussion and recommendations were made regarding salaries for the AdministratIve staff, pollee offiCers and also public works employees, but action was delayed untIl the next Council meeting to allow Trustee Olmen and hIs CommIttee additIonal tl'me to discuss a recom- mendation for a wage rate for Fred Nixon. Mayor Nethercut requested that study results b.'glveR sufficient time In advance for Council consideration before the next Council meeting. County Road E Area Deslqn This matter was delaye~ until the next CouncIl meeting. ChrIstmas Tree Pick UD The CouncIl decIded Fred Nixon will be requested to pick up the Christmas Trees for dlsposltlon on January 8th. Matter referred to Clerk to cause Its publicatIon In the New Brighton Bulletin and request the residents to place the trees by the mall boxes. Equipment ComDlalnt Clerk Informed the CouncIl that eight complaints had been received regarding the equIpment a'nd materials a't the skating rink at County ROad E and Hamllne Avenue. Matter referred to Trustee Olmen, and Trustee Bjorndahl. Committee Letters . Mayor Nethercut requested the Clerk to sen~ le'tters to new and ,pre- vious members of the committees as has been done In the pas't. Claims and Transfer of Funds Trus'tee Crepeau moved, seconded by Trustee Bjorndahl, that $80,000.00 be transferred from the FIrst State Bank of New Brighton to the First National Bank of St. Paul, and the claims as presented be approved for payment; motIon carrIed. . Kennedy has served as a Trustee of the Village of Arden H111~ from 1959 until 1962, and subsequently as the third May?r ~f the Village of Arden Hills In 1963, 1964 and 1965 and WHEREAS after these years of Village servIce Mr. Kennedy has decided_to retire from the Council, and WHEREAS during his years on the Council, with hIS cooperation as Trustee and u'nder his leadership as Mayor, Arden Hills has sub- stantially completed Its sewer program In the southern portion of the Village and has now undertaken further studIes with reference to a sewer pr!>gram I n the northern portion of the VIllage, and WHEREAS the 101 Plann'ng Program has been substantIally com- pleted and consIderable progress has been made In the field of comprehensive lon~-range planhlng for Arden HIlls, and WHEREAS during Mr. Kennedy's term of service as Mayor the Control Data plant was established In Arden-Hills, and WHEREAS durIng his entire servIce as Trustee and Mayor of Arden HIli sO. Kennedy and express Its appreciation to him for the substantial services which he has rendered to thIs Village as Trustee and Mayor.
