MONDAY, FEBRUARY 12, 1990, 6:30 P.Ol. - CITY HALL CALL TO ORDER Pursuant to due call and notice thereof, Mayor Sather called the meeting to order at 6:30 p.m. . ROLL CALL The roll being called the following members were present: Mayor Thomas Sather, Councilmembers Nancy Hansen, Paul Malone, and Thomas Mahowald. Absent: Councilmember JoAnn Growe. Also present: Planner John Bergly, Engineer Terry Maurer, Public Works Supervisor Dan Winkel, Park Director John Buckley, Clerk Administrator Gary Berger and Deputy Clerk Catherine Iago. PERFORM. APPRAISAL; Council conducted the annual performance appraisal for PARK DIRECTOR Park Director John Buckley between 6:30 and 7:30 p.m. ADOPT Hansen moved, seconded by Malone, to adopt the February AGENDA 12 Council Agenda as submitted. Motion carried unanimously. (4-0) APPROVE NINUTES Mahowald moved, seconded by Malone, to approve the minutes of the 1-22-90 Council Worksession and the 1-29-90 Regular Council Meeting as submitted. Motion carried unanimously. (4-0) CONSENT CALENDAR Mahowald moved, seconded by Malone, to adopt the Consent Calendar for the February 12, 1990 meeting and authorize execution of all necessary documents contained therein: a. Approval of Request to Attend Minnesota Park & Recreation Directors Annual Conference. b. Approval of Charitable Gambling License Renewal for City of Lakes Sweet . Adelines. c. Approval of Retail Sales License for Blue Bell Ice Cream. d. Approval of Resolution No. 90-07, Final Payment, Oak Avenue Improvement Proj ect. e, Approval of List of Claims and Payroll. t iI\\!.,\.l (4-0) PUBLIC COMMENTS None. UPDATE; METROPOLITAN Council was referred to a memorandum from Planner Bergly COUNCIL CONCERNS; dated 2-12-90, regarding the Metropolitan Council staff RE: GB DISTRICT concerns relating to the proposed GB District, as outlined in their letter dated 2-2-90. The Planner explained that some of the concerns expressed by the Metropolitan Council were resolved at a meeting between City representatives and Met Council staff. Planner Bergly reviewed the four concerns discussed in the Metropolitan Council letter and staff recommendations for inclusion in the Ordinance and Comprehensive Plan Amendment. He summarized the Met Council recommendations: 1. That a traffic impact study be done for the entire district, rather than on a project-by-project basis. Investigate potential peak traffic problems created by development of different types and intensities as related to: . a. West Round Lake Road and Highway ~h:, intersection b. I-3SW and Highway 96 interchange c. Mainline I-3SW d. Other site access (bridges over 1-3SW and/or Highway 10) ". Minutes of the Arden Hills Regular Council Meeting, 2-12-90 . Page 2 y-,- GB DIST (Cont'd) Bergly advised that the Engineering Firm of SEH had completed d traffic analysis which showed there would be a severe impact on the I-35W/Highway 96 interchange. The Metropolitan Council cannot accept plan amendments that would knowingly create adverse impacts. . 2. That the City also look at the 1988 system statement and determine if comprehensive plan amendments are necessary. Bergly stated staff and a Planning Commission subcommittee are reviewing this item. 3. That the City establish further development limitations and peak trip limitations in the GB District. (Further reducing the floor area ratio was suggested, along with trip reduction methods, such as ride sharing, bus service additions, etc.) Bergly explained the FAR reduction would require a change in the GB District ordinance, and an additional policy in the Planning Study Report could address the trip reduction methods. He noted the FAR currently allowed in the district is .5 and the scenario used for developing the trip generation was .3 FAR. The Planner cited some examples of various FARTs for other projects in the City. He noted a typical development such as the Minnetonka Corporate Center is developed at a .23 FAR, with some 4-story buildings and quite a few one or two story buildings. Bergly suggested a few sites in the Round Leke Area could be reserved for the higher density and the rest of the sites would accommodate lesser density developmen t. . There was discussion relative to development in surrounding communities, such as Mounds View contributing to the traffic concerns and whether or not the Met Council will limit Arden Hills development due to this fact. Bergly recommended he and the City Engineer conduct a traffic analysis for the site. Councilmember Mahowald questioned if the Met Council is being a bit hard on Arden Hills and what the Met Council enforceloent potential would be if the City does not comply. He stated if the City is subject to compliance with restrictions of Met Council it would be appropriate for the City to pursue creative traffic alternatives to make the site more accessible rather than limiting the type of development which will occur on the site. The Planner explained there would be the potential to lose funding from the Met Council; if the City does not receive funding at this time there would be no affect from noncompliance. He state~ that a number of metropolitan communities have rigorously attempted to control traffic and the Met Council has seen this can be accomplished. Bergly also noted that developers may view a site with traffic problems less favorably. He explained the City can accomplish traffic control during peak hours with creative planning; staggered ehifts, van pooling, bus access and ride sharing. He stated the Met Council Hould be satisfied if the City developed a . policy in the report which encourages the developers to discuss these alternatives; agreed with Councilmember Mahowald that these alternatives should be discussed. . .. M~nutes of the Arden Hills Regular Council Meeting, 2-12-90 - - Page 3 GB DrST (Cont'd) Planner Bergly stated the last item discussed was site access improvements, such as roadways, signalization, . interchange modifications, bridges, etc., be built and funded by Developers or the City. He advised this would not preclude TrF methods of funding. The Planner explained this could be stated as a policy in the Planning Study Report. Council briefly reviewed the items mentioned in the Metropolitan Council letter which were not discussed in the Planner's report with the Planner and Engineer. Planner Bergly stated the City will have to allow some flexibility for development of this area and create some type of traffic monitoring system which allows for modification. REQ. PURCHASE Council was referred to a memorandum from Public Works TWO TRUCKS Supervisor Winkel dated 2-8-90, requesting Council approval to purchase two vehicles for Public Works. Winkel advised specification for the two pickup trucks were sent to five area truck dealers and three quotes were received. He explained both vehicles were approved in the 1990 budget; a total amount of $27,000.00 was budgeted toward purchase of the trucks. The Public Works Supervisor explained the quotes received from Midway Ford and Minar Ford did not meet the minimum specifications for either vehicle, therefore, he recommends the vehicles be purchased from Rosedale Chevrolet at a total cost of $24,032.00. Winkel noted the quotes received did not include tax and ] j.cense . co:=.ts. Councilmember Malone questioned if it is necessary for the City to advertise for bids on the vehicles since the total amount is over $15,000.00. Winkel stated it is his understanding only quotes are necessary since the separate costs for the vehicles are under $15,000.00. Malone moved, seconded by Mahowald, to authorize the purchase of a 1990 one-half ton full size pickup truck and a 1991 compact pickup truck, with an extended cab, from Rosedale Chevrolet at the prices quoted in the Public Works Supervisor's report dated 2-8-90, subject to confirmation from the City Attorney that receiving quotes on purchase of the vehicles is an appropriate procedure. Motion carried unanimously. (4-0) REQUEST TO LEASE Council was referred to memorandums from the Clerk COMPUTER EQUIPMENT Administrator and Deputy Clerk dated 2-9-90, requesting authorization to lease computer equipment for the City Offices. Clerk Administrator Berger advised he concurs with recommendation of the Deputy Clerk to lease the computer equipment. Deputy Clerk Iago eXplained the price quotes from Ameridata are based on the government purchasing contract and are lower than the two other quotes received; . the computer equipment currently used in the City offices was purchased from Ameridata. She stated her recommendation to lease the equipment was based on the fact that technology changes so rapidly and the City computer needs may change over the next four years. raga noted the fact that leasing the equipment will cost the City approximately $3,000.00 over the four year span, which was not budgeted and the installation costs of approximately $800.00 were not included in the 1990 budgeted amount. . Page 4 COMPUTERS (Cont'd) ~alone moved, seconded by Hansen, to authorize the Clerk Administrator to contract with Ameridata for the lease of computer equipment as listed in their quote, at the monthly rate of $276.00 for . 48 months and authorize the expenditure of $800.00 for installation of the equipment. Motion carried unanimously. (4-0) COUNCIL COMMENTS RECYCLING INFO Councilmember Hansen requested staff provide information on recycling in the City prior to the Public Safety/Works Committee meeting held on Thursday, February 15. SCHEDULE CLOSED Clerk Administrator Berger advised he has received MTG; LABOR NEG. a response from the union and recommended Council schedule a closed meeting to discuss this matter. Malone moved, seconded by Mahowald, to schedule a Closed Meeting on Tuesday, February 20, 6:30 p.m., at the City Hall, for purpose of discussing labor negotiations. Motion carried unanimously. The interview panel consisted of Mark Petersen, Plymouth Park Supervisor, Kelly Schultz, New Brighton Program Supervisor and myself. Seven women and three men were interviewed. Two men scheduled for interviews withdrew because they were successful in securing other recreation positions. All candidates received a 40 question oral interview and a 45 minute written exercise. The oral intervie~v questions and written exercise are attached. The interview panel individually rated each applicant. After all interviews were completed, the panel members selected their top five applicants. Rating results are attached. . The top candidate was Ms. Teri Chapman and the runner-up candidate was Ms. Cynthia Severtson. Ms. Severtson's application and resume are attached. , Salary Survey . The salary range for metropolitan program supervisors is $10 to $14 per hour. The salary schedule for the Arden Hills position is $10 to $12: (80% = $10, 85% = $10.50, 90% = $11, 95% = $11.50, 100% = $12/hour) $20,800 $21,840 $22,880 $23,920 $24,960 This salary sohedule is below the median salaries for full-time metropolitan program supervisors. The top candidate, Ms. Chapman, is presently working as the Recreation Program Coordinator for Unisys Corporation. She is currently earning $30,000 per year. When discussing salary, she stated she needed a mlnlmum of $25,000 to make a job change. This is out of our agreed salary range. The runner'.up candidate, Cindy Severtson, is a very talented, capable person with strong program experience. I feel very comfortable in her ability to do an outstanding job for the City of Arden Hills. RECOMMENDATION: Cindy Severtson be hired at the starting salary of $20,800 with a proposed salary increase after a satisfactory 6 month evaluation. The starting date should be March 12. . .' '. Because Bethel College and Seminary appears to be the exclusive user of this road, it seems that the city's best interests are not met by the need to maintain the road for a single user. As of December 31, 1989, the City's construction fund balance was $195,228. The 1990 allotment . will be $187,400, of which $183,545 are construction funds and $3,855 are mainteDance funds. Therefore, the City's construction fund has a balance of $378,773 available in 1990. The State Aid system has a provision whereby cities are penalized with an allotment reduction if they do not use their construction funds. The City of Arden Hills will be affected by this rule if they do not have a MSA project bid and the contract awarded by mid 1991. The City should keep this deadline in mind as they discuss the pavement management program, the assessment policy, and plan for upcoming projects. The City is allowed to designate a total of 6.23 miles of MSA routes. Currently, including Red Fox Road, the City has 5.18 miles de~ignated. This includes 3.18 miles of imDroved roads and 2.00 miles of non-existing roads. lhe non-existing portion ~s the extension ot Hamline Avenue between TH 96 and County Road I. The City currently has 1.05 miles of undesignated mileage. We should consider designating additional routes to utilize this mileage, which will also keep the City's annual allotment at its maximum level. One potential route designation would be Round Lake Road from TH 96 through the Gateway Business District over TH 10 and up old Snelling Avenue to TH 96. This potentially could accomplish getting Snelling on the MSA system and address some of the Metropo 1 i tan Counci I 's concerns about addi t i ona 1 access poi nts as development in the Gateway Business District occurs.
