Mayor Kennedy opened the Public Hearing raga rd I ng a CondItional US8 permit for property at Lot 5, Block 4, Rose Lang's Addition. . . Administrative Clerk stromquist read a letter from Mr. and Mrs. L. Dempsey, adjacent property owners, stating that although they IVould prefer a single dwelling, they had no objection to the proposed double bungalow. I-Iayor Kennedy read e letter from Trustee Nethercut stating that un 1655 'there was objedlon from property owners, he favored folloi~lng the rBcom~end~tlons of the Planning Commission to grant the conditional use permIt subject to construction according to plans submitted December 7 and to constructIon of a .r- I rewa II. Trustee Crepeau moved that the conditIonal use permit be granted Incorporating the Planning Commission's recommenda'j'lons as to December 7 plans and tI rewa II . Seconded by Trustee Bjorndahl. Card-led. Administrative Clerk Stromquist stated that there was a $25.00 fee for th~ conditional use permit. Attorney Courtney W3S re- , quested to prepere the necessary permit. The Public Heqring -., was closed by Mayor Kenneoy at 8:13 P.M. Petition lor Street Vacation .John.-J. Kirby, attorney representing Warren R. Hansen~ appeared 'to request that the Village vacate a street adjacent to property at 3191 Lexington Avenu~. Attorney Courtney's Report continued Liquor License Applications Attorney Courtney read a letter of December 13,1965 detailing several mInor corrections to be made on the appl ications and bonds. Administrative Clerk StromquIst requested Council dIrection on the policy to be follm/ed regarding datIng and cashing of checks accompanying applications. The Council advised that startc . ing next year checks be dated and cashed when applications are received. No post-dated checks wll I be accepted. Drainage Easement on Peifer Propertv EngIneer Lund reported that Mr. John Peifer was amenable to grantIng an easement to the Village for construction of drainage facilities over his property, providing that'thls was accomplished via' a dirt covered pipe. Trustee Crepeau moved that the Village proceed with the project; pipe and cover to be provided as requested. Seconded by Trustee Bjorndah I. Carried. Attorney Courtney was requested to secure the necessary easement from Mr. Peifer. Su~mons Regarding Drainage Problems i., Attorney Courtney discussed a summons served December 3rd by the Village of St. Anthony enjoining neIghborIng cities and villages I~cltidlng Arden Hills. Trustee Crepeau moved that Attorney Courtnay and Engineer Lund report December 27, 1965 and prepare necessary documents to protect Village Interests regarding the use of the d,1 tches Involved. Seconded by Trustee Bjorndahl. Carried. Squad Car Specifications i Trustee Crepeau moved approval of the specIfications and authoriza- tion of publication of advertising of bids for,a 1966 squad car. Trustee Bjorndahl seconded ~he motion. Hvldsten Property Repair Engineer Lund reported that he had not received a reply to his letter to Mr. Hvldsten concerning proposed removel of trees on his property, and that he will contact Mr. Hvlds'l"en again. -2- .... . " . Page three REPORT OF TRUSTEE NETHERCUT Mayor Kennedy read Trustee Nethercut's report of December 12, and reviewed the Planning Commission letter of December 7. The Council took the following action: Skel Iv Service Station The question of commerclet use of property zoned Industrial was referred to Attorney Courtney for an opinion. . Industrial Park Site Plans Trustee Crepeau requested that Attorney Courtney write Don Roberts concerning the requested site plan for the third and fourth buildings of,the Twin City Industrial Park. Plannlnq Study on County Road E Trustee Crepeau moved that Carl Dale be authorized to make a stuO{ I n 1966 concerning future development of the area generally north and south of County Road E and from Lexington to Hamllne. Cost of this study not to exceed $500.00. Seconded by Trustee BJorndahl. Carried. Pedestrian Trail Committee Mayor Kennedy appointed the following Pedestrian Trail Committee to serve the balance of 1965; Robert E. Knudsen, Chairman Gerald McCauley Fred Bal ley The purpose of this committee Is to Investigate specific routlngs, problems of development and acquisition, and to report findings to the Parks and ~ecreatlon Committee. Clerk Stromquist was re= quested to notify these men of their appointments. Gould Site Plan Administrative Clerk Stromquist was requested to write the Gould Co. concerning their site plan. RCLM Meetlnq Trustee Nethercut requested that someone from Public Works represent Arden Hills at the December 15 meeting to be held at North Oaks Recreation Center. TRUSTEE CREPEAU'S REPORT NSP ~ate Hearlnq Trustee Crepeau reported on gas and electric rate differentials I between cities and suburbs. Several copies of the report are on file at the Village Hall. Administrative Clerk Stromquist distributed 'copies of the November 30 letter from NSP advising of a forthcoming gas rate reduction. Ramsey County Board Trusfee Crepeau reported on the Ramsey County Board meeting of December 13, and stated that he had expressed Arden HIlls' desire for Lake Josephine County Park expansion at Lexington and County Rd. D. RepresentatIves from Rosevllle and Shorevlew concurred In the request for Park expansion. The County Board referred the matter to the RecreatIon Committee. -3- - , ~ .. . . Page 'j'our , TRUSTEE BJORNDAHL'S REPORT Trustee Bjorndahl reported that he had received several requests from organized recreation groups for use of the Village skating areas. The Recreation Committee will coordinate these requests; Trustee Bjorndahl \1111 notify the groups concerning scheduled available time. Trustee Bjorndahl also requested that pay phones be Installed at both skating sites. . MAYOR KENNEDY'S REPORT Annual Assessment Meetln~ Mayor Kennedy requested Administrative Clerk Stromquist to attend the Assessment Meeting, Friday, December 17, at the County Court House. District PlanninQ May~rKennedy stated that volunteer meetings with contiguous vii lages were desirable for the purpose of coordinated planning, especially for border areas. The Mayor also suggested that the Village of Arden Hills concentrate Its efforts In district planning through the Ramsey County League of Municipalities which Is doing a good job and seems the best vehicle for district planning problems. ADMINISTRATIVE CLERK STROMQUIST'S REPORT Clerk Stromquist Informed the Council that Ramsey County had accepted part of old Highway 610 from the Village of Arden HII Is as detailed in the attached Resolution. Auditor for 1965 Accounts Administrative Clerk Stromquls7 recommended that the George M. Hansen Company be appointed as auditor. Trustee Bjorndahl moved that the George M. Hansen Co. be appointed to do the 1965 audit, Including a balance sheet, at a cost not to exceed $1,000.00. Seconded by Trustee Crepeau. Carried. The Counc i I also recommended that Clerk Stromquist fol low those procedures suggested In Mr. Hansen's letter of August 31, 1965, which are applicable to Arden Hills. Metropolitan Plannlnq Seminar Copies of the report from Elaine Campbell who attended this seminar were distributed to Council members. Budqet Reports Budget reports through November 30, were distributed to the Council. I Christmas Plant The clerk was requested to send a note of thanks to the First State Bank of New Brighton for the lovely poinsettia plant. Appolntmentment of Seasonal Employee On recommendation of Fred Nixon, Trustee Crepeau moved that Arthur Erickson of 1935 Grant Road be appointed as a seasonal employee at $3.00 per hour effective December 13, 1965.
