COurtney, Engineer Donald Lund and . Building Inspector Clay Kelley. , Approva I of Mi mites The minutes of the regular council meeting of October II, 1965, were approved as amended. The minutes of the special meeting of October 18, 1965 were approved as submitted. Control Data COrporation - Request for Boller Plant) Plans and specifications for a boiler plant addition to Control Data Corporation were presented.to Council for approval. Building Inspector Clay Kelley had prevl.ously Inspected these plans and stated they are In order subject to a registered archi- tect's stamp, as required by ordinance. Nethercut moved the plans be approved and the building Inspector be authorized to Issue the permit. Seconded by Olmen. Carried. Two sets of plans and specifications were retained by the administrative clerk. Don Wilsey - Request for variance to Well Ordinance : Mr. Don W II sey requested a poss I b I e we I I depth 0.' 60' to 65 I rather than the 100' , mlrnlmum depth he was told our ordinance prescribed. Councl I informed Mr. Wilsey that the ordinance was for the protection of the well owner and dId not require a minimum depth except to provide a sufficient supply of water. Mr. WI isey was re- quested to comply with the ordinance and was given a copy of the \"ell or<lJlnance, which he will return to the clerk after copying. RePORT OF ATTORNEY COURTNEY Proposed Dedication of Fernwood Avenue Attorney Courtney advised that the drainage requirements for the completion of Fernwood Avenue, according to Village specifications, have not been completed. He stated that Control Data Indicated their willingness to complete these draina9'3 requirements, and he recommended that the Village defer further action to accept dedication of the road until the road Is completed. Mr. Courtney will obtain the abstract and hold It until he Is notified by either the engineer or council that the work Is completed, before examining it. The work should be completed by the end of November If dedication Is to be accomplished this year. Red Fox Road Improvement Mr. Courtney advised he had not determined whether the petition for improvement of Red Fox Road, f~om Lexington Avenue to Hamllne Ave., Included the necessary . 35% of owners' signatures. He has ordered an ownership repori-, but has not received . It as yet. Courtney suggested he hold the resolution until thIs report is re- ceived from the abstract company, before submitting It for Council approval. Land Acquisition for Recreational Purposes - Husby Property Attorney Courtney prepared an earnest money contract. submitting 2 copies to . Dr. BJorndahl and I copy to admInIstratIve clerk Stromquist. He advised counel i that the 8llIO!Jnt of Interest to be paId should be determined, what assessments wit J be assumed by the Village, and what taxes the VIllage will be obligated to pay. Council authorized Dr. BJorndahl to procede wIth the acqulsltlon. -1- . . . . Liquor Licensing Ordinance f-',,;'orney Courtney submitted a rough draft of the ordinance licensing and regulating tll'~ sale and consumption of Intoxicating liquors. This ordinance was read In Its ~ntlrety by Attorney Courtney who explained various points as he read. This was ~'he second reading. Mayor Kennedy submitted an adjusted schedule of feas vbl~ was considered to be preferable. It was moved by Trustee Nethercut to Include this new -cee schedule in the nnal draa of the ordinance to be prepared by Attorney Courtney end ready for council adop'j'lon at the November B, 1965 meeting. Storm Sewer Proposal - New Brighton Mr. Lund reported on a letter received from Milner W. Carley regarding a storm sewer proposal effecting Arden Hills. It was recommended by Don Lund that council ;;'jprove the construction of the sworm sewer by the Village of New Brighton, which ',!'c'''c!d drain through Arden Hills underThom Drive In the area bounded by New Brighton !)c;:d on the east, to Cleveland Avenue on the west and from Sto~le Avenue on the c;c ,o':h b the 300 LI ne Ra II road tracks on the north. B.E. Ellefson Mr. Ellefson requested a side lot varIance of 8 feet. He had formerly asked for 6 feet which was not recommended by the Board of Appeals. For convenience In . placement of drIveway, Council approved the 8 foot side yard variance upon motion by Nethercut, Second by Bjorndahl. Motion carrIed. Gene Brodowy, lot 6, Lake Lane Council granted approval of the variance request for a 30' setback for a garage as recommended by the Board of Appeals. Building Inspector was authorized to grant a building permit. REPORT OF TRlISTEE BJORNDAHL Storm Sewer at Playground - County Road F and Old Highway 10 Dr. Bjorndahl recommended Immediate construction of the storm sewer at the play- ground on County Road F and Old Highway 10 with completion as soon as possible and moved the bid be awarded to Rosetown Sanitation Service. Seconded by Crepeau. MotIon carried. Engineer Lund to prepare the contract. Ice Scraper Dr. Bjorndahl advised that Shorevlew has requested to use our ice scraper, and recommended that this be allowed. Council approved, subject to Shorevlew agreeing to share the cost of blade sharpening and repairs. Hockey Rinks The vi Ilage till I maintain two hockey rinks '(hls winter, one at Lake Johanna and one at County Road E and Hamllne Avenue. REPORT OF TRUSTEE OLMEN Mr. Olmen reported that the Public Works Committee had held a meeting at which fUTure space requirements for the Public Works Department was discussed. Th~lr recommenda- tions will be sent to the Civic Center Committee for study. REPORT OF TRUSTEE CREI?EAU County Road 0 and Lexington Avenue Rezoning Matter- Rosevllle Mr. Crepeau advised that the County opposes the purchase of thIs land because of the high asking price of $54,000.00. Crepeau moved that the admlnlstratl~e clerk write a letter to Rasevllle requesting that they do not re-zone the area. Seconded by Bjorndah I. Motion carried. . REPORT OF MAYOR KENNEDY Civil Defense Mayor Kennedy reported on a letter he received from the Department of Civil De- fense, Informing the village that our Civil Defense Director has met the standards of the state, reflecting credit on him and the community. Mayor Kennedy asked the administrative clerk to write a letter of congratulations to Mr. Eugene Gluesslng, Arden Hills Civil Defense Director. Sewer Rates - St. Paul Mayor Kennedy referred to a letter from the City of St. Paul to Mtorney Courtney pertaining to the matter of sewerage rates which St. Paul charges Arden Hills. The letter pointed out that this matter Is under study and conclusions wIll be pre- sented shortly. - Mr. Nethercut was appointed by the Council to represent the Village of Arden Hills at the .:r.w-lofl-.Gf~./.le:t-r~-I.:t_~-S&I.QJI." elected officials of the MetropolItan Revue CommIttee of the Metropolitan Planning Commission. Congressman Karth Is bringing five experrs from various federal agencies. to speak on new federal programs as they effect local government. REPORT OF ADMINISTRATIVE CLERK STRQI/<QUIST . Council and Planning Commission Combined Meeting Mrs. StromquIst advised the Council that November 11th at 8:00 P.M. has been set for the combined meeting of the Council and the PlannIng Commission to continue the Zoning Ordinance study with Mr. Carl Dale. Lake Region Hockey Association Mrs. Stromquist reported on a letter she received from the Lake Region Hockey Association requesting permission to use the Village hockey rinks. The matter was referred to Dr. BJorndahl for his recommendatIons. Claims Trustee Crepeau moved, seconded by Nethercut. that the claims as presented and at;11<lched. be paid. Motion carried.
