Meeting was cal led to order by Meyor Kennedy' at 8:05 p.m.
Roll Call: Prosent - Mayor Kennedy, Trustees Crepeau, Nethercut and Olmen.

e. Storm Sewer Bids
Deputy Clerk Florence Honan Informed the Council that '~IO bids had been recoIved
for the construction of a storm sewer at the County Road F playground. The bIds
received were as follows:
Rosetown Sanitation Co. $3,377.60
Sonny's Sewer Service 4,193.75
The Deputy Clerk Informed the Council that she noted that the Sonny;s Sewer Ser-
vice bid was not accompanied with the required bond or cert/Hed check.
Bids referred to Engr. Lund, who' checked the bids and Informed the Counci I "("a",'
they appea red to be in order. Mr. Lagerstrom, Cha I rman of the Pa rks and Recr'38-
tlon Dommlttee, stated that the bids appeared high. Engr. Lund informed the
Councl I that th~ tost of the material only at $2,000.00, bui" Fred Nixon does not
have the equlpmant to do the project. He also ststed that the specifications call
for a complete, Job -'grading, etc.
Mayor Kepnedy stated that he would like to withhold action until the next Councl I
meetlng'to give Trustee BJorndahl an opportunity to check the bids and also to
have time to obtain approval from the private property owners whose property is
Involved in the project.
Engr. Lund stated that completion date specified In the contract Is Nov. 12, bu','
we do have 30 days In which to accept or reject the bids. The Council agreed
that withholding action until the next Council meeting would stIlI give the
contractor adequate time to complete this small project by the Nov. 12 comple";"lan
date.
Matter referred to Atty- Courtney to obtain approval for trespassing on prIvata
property and to the Clerk to Inform Trustee BJorndahl of the proceedings.
Water Franchise Matter
Mr. George RelJlng requested the Council to consider the granting to his company
a franchise to fmr.nlsh water to an area south and west of Control Data on land
owned by Steve Krannack and south of Red Fox Road on land owned by John Daubney
and Don Roberts and Mr. De Coster,
Mr. ReIlIng explained that his company could build water facilities cheaper than
the Village with no cost to the village residents. He also stated that he Is
considering contacting 'Control Cata to negotiate buying their water facilities as
. a start, but believed negotiations should start with the Village before approaching
Control Data.

Mayor Kennedy stated that, In his opinion, he believes each plant puttIng In I"~s
own system Is at a disadvantage. He requested Mr. ReIling to submit his contrdct
Including the area Involved to Atty. Courtney for study.
In response to Inquiries from Trustee Crepeau, Mr. ReI~JnQ Informed the Council
that he would consider supplying water southsrl1 to the'taacks only and not to
County Road E. Mr. Reiling stated that his company could supply almost any area
with water, especially undeveloped project areas, but It would not be feasible to
go Into private developed residential areeas where Individual wells are biiq,fii~ "used
as the facility would only come Into use as the IndivIdual wells would go dry.
Mr. Glennon from McGulre,'s stated that If they were Included In a serviced area,
they would be happy to connect as they do have electrical failures with their
' present system.

Proposed Liquor Ordinance
Richard Meyers, Atty. for McGuire's Supper Club, was present with Mr. GleAnon
from McGuulre's. Mr. Mayers stated hIs opinions as expressed In hIs letter to ","ee
Council, dated October 5, 1965; copies of whIch were given to -rhe Council members.
He requested the Council to reconsider Its proposed ordinance and to consider a
'system whIch would set a fixed fee whiCh would offset admInistrative expense only
and not be considered as revenue. Mr. Meyers Informed the Council that McGuire's
staying In business may depend on the method of licensing determined by the
Council.
. Mayor Kennedy stated that he belIeves a flat fee basIs would not be equitable;
smal I operators could not afford to stay in &uslness. He stated that action wi II
have to be taken by the end of the month, that It Is not the Village's Intent to
drIve business out of the Village. He also stated that consideratIon has been
given to the possibility of municipal liquor In Arden Hills, but no decision has
been made as yet.
Mr. Glennon stated that McGuire's has plans for another dining room and a motel,
but will have to forget It If the fee Is to be based on square footage; he feels
the additional taxes would more than compensate for the difference In the liquor
II cense.

Mayor Kennedy suggested and the Council agreed that a mee"r/ng be held on Monday,
October 18, at 8:00 p.m. at the Village Hall between the Council, representation
from McGuire's and Atty. Courtney.
Stephenson Buildln Matter - 1658 Johanna Blvd.
Lawrence McGough and A be , ne gh ors 0 e Stephenson house, were present.
Mr. McGough stated that four months have passed since the issuance of the building
permIt for this house and It Is stili Incomplete, altbough the Stephensons are
living In this house. He stated that nothing has been done for the last 6 _ 8
\qeeks. He doesn't know what Is being burned, but sparks are frying out of the
chmlney and could cause another fire. He also Informed the Council that the
well Is located InsIde the house and not 3 ft. from the house as required by
Ordinance. Mr. MdGough also stated that ~Iaste Is being pumped into the lake from
this house and asked whether this house has been connected to the sewer. He also
stated that he does not believe the electrical and heating work has be~n done
accocdlng to the Code.
Trustee crepeau~o~ the Council that the exterIor of the east sIde of the
Stephenson hous n shed; thIs Is the only side he sees from his home.

Mayor Kennedy stated that the CouncIl felt that the old well at this site shOUld
not have to be abondoned; -(-fierefore, Mr. Stephenson was permitted to use It as
placed. He stated that the exterior should certainly be finished.
Matter referred to 'the Clerk to request Clay Kelley, the Building Inspector, to
check the exterior finishing' and that heating and electrical inspections had been
. made and that the work was done by separate contractors; also to check that the
house Is connected to the sanitary sewer system.
Carroll Furniture Co. Sign
Mr. Bredenberg from Universal Sign Co. was present and requested permission to
construct a sign for Carroll Furniture Co. which had' been submitted to the Board
of Appeals. Deputy ClerK Florence Honan distributed copies of the letter of
recommendations from the Board of Apf)eals, dated Oct. II, 1965, concerning this
matter. Mr. Bredenberg showed the Council a scaled drawing of the proposed sign.
Trustee Nethercut moved,' seconded by Trustee Crepeau, that a varIance be granted,
as recommended by the Board of Appeals, to permit the Universal SIgn Co. to con-
struct a sign larger than al'owed by OrdInance because of'the locatIon on County
Road E; motion carried.
County ,Road E Hockey Rink ,
Fred Nixon Informed the Council that the Parks adn Recreation Commltte'e' has
requested him to flood this' rink; he Informed the CouncH that he ca-n<if afford 1'0
buy a tank truck which would be used so short a time; he Informed the Counc! I tha"i-
he could buy one If It could be used for sewer flushlngs the balance of oj-he year.
Mr. Nixon Informed the Council that he would charge $6.00 per hour rental for the
truck.

REPORT OF TREAS. WORTH G. READ
Proposed Liquor Ordinance
Mr. Read repor1"ed that the Finance Committee believes tha-i- the square foot basi s
should be cOB!i;ldered for establishing liquor licenses with the figures submlt-~ed
by the establishments and verified by the Councl I and consideration given to
areas used only occasionally.
. 1966 Proposed Budget
Mr. Read explained some of the Items In the proposed 1966 budget. Mayor Kennedy
suggested and the Council agreed that action on the acceptance of the budget be
withheld until the next Council meeting. Matter referred to Atty. Courtney to
contact the County Assessor's office for an extenslo- of time on accepting the
budget.
REPORT OF AllY. COURTNEY
Vessey-ThompSOA Matter
Atty. Courtney submitted a letter, dated Oct. II, 1965, which Informed the Councl I
that the necessary easements have been prepared and the deeds have been approved
by the attorneys f~r the Thompsons and the Vesseys. Atty. Atty. Courtney read a
portion of the resolution and summarized the balance because of the length of the
legal desclptlons Involved.
Deputy Clerk Florence Honan In-Formed "tha Council that a checl< for $100.00 had been
received from the Thompsons.
Trus"tee Crepeau moved, seconded by Trustee Nethercut, that a resolu-rlon be adopted,
as per attached, approving the sale of certain portions of Village owned lot 19 -ro
Allen Vessey and David Thompson for a total of $500.00 and the granting of ease-
ments -ro "the Village; motion carried.
Land Acquisition
In reply to an Inq~lry from Mayor Ke-nedy regarding the recommendation from the
Parks and Recreation Committee to purchase land for recreational purposes, Atty.
Courtney Informed the Council that he had written a letter to Trustee Bjrondahl,
with carbon copies to Clerk Lorraine StromquIst and Mr. Lagerstrom. Sa i d 1 e-r-ter
explained that under the State Statute the Village could purchase property with
a five year contract to pay; this Statute provides that If the Vi Ilage defaults In
payment, the property reverts back to the seller with no compensation to the
Vi llage.
Trustee Nethercut stated that Mr. Husby has already agreed to this arrangement;
Trustee Nethercut moved, seconded by Trustee Crepeau, to authorize Atty. Courtney
"to draw up an earnest money contract for the Husby property under the 5 year
contract; motion carried. Atty. Courtney will contact Trustee Sjorndahl on this
matter.
There was CouncIl discussion concerning the purchase of the Perry property, bocause
of the house .located on the property. Ma~r Kennedy and Trustee Crepeau both felt
that the house Is nice but poorly located, and, therefore, would attract very few
buyers. Mayor Kennedy believes the Village should consider buying the property
. without the house If possible; he Is opposed to gambling on the house. Mayor
Kennedy requested Mr. Lagerstrqm to sO Il1form Trustee Bjorndah I .
REPORT OF ENGR. LLND
Oak Avenue Street Matter
Engr. Lund reported that Oak Avenue has settlings due to the sewer Improvement add
Is In need of repairs; he will contact the contractor about corredlve work. Mayoe
Kennedy felt that we cennot -expect the property owners to pay for such a street
, Improvement. He requested Engr. Lund to submit cost figures for eorrectjve work
and also to determine which contractor Is responsible for this condition. Mayor
Kennedy stated that this should be taken care of before winter. Engr. Lund Informed
the Council that he will have "the answers at the October 25 Council meeting.
Storm Sewer Matter
Village received a letter, dated Sept. 27, 1965, from Milner W. Carley & Assoc.
which requested permission from Arden HIlls to replace a culvert on Thom Drive as

part of a New Brighton storm sewer project to eliminate a future problem. A
. copy of the plans for this project had been sent to Engr. Lund. Ma-;-,'er referred

REPORT OF TRUSTEE NETHERCUT
Coun-ry Road D and lexington Avenue ZonIng Matter
Trustee Nethercut reported that Ramsey County has turned down the property on the
southwest corner of County Road 0 and Lexington Avenue for park use and Rosevil Ie
Is again considering the site for multiple dwellings. Trustee Nei-hercut Informed
the Council that the Planning Commission feels that this area Is not suitable
. for -~he proposed multiple dwellings being considered and ~louJd serve much be-l--k,;
as a park site; Robt. Kerr was to attend the Rosevllle Planning Commission meet-
Ing to relate the feelings of the Arden HII Is Planning Commission. Trustee
Nethercut requested suggestions from the Council.
Trustee Nethercut moved, seconded by Trustee Olmen, that Arden Hills send a
le)~er to Ramsey County with a carbon copy to Rosevl lie regarding the feeling
of the Planning Comm-sslon on this matter of rezoning and to urge the County to
reconsider the area for park purposes; motion carried. Matter referred to Clerk
Lorraine Stromquist.
North Suburban Y.M.C.A.
Trustee Nethercut stated that he belIeves that a good location for the proposed
Y.M.C.A. would be near the proposed Civic Center site. He Infor~~d the Councl I
that the Y would like to consider a site by early next year. Trustee Nethercut
suggested that the Civic Center Committee be formed and become active immediately.
He Informed the Council that he wi II work closely with the Y to urge them to build
In Arden HI I Is. He stated that a list of possible sites for the Y had been mal led
to the members of the Council from the Planning Commission.
Councl I Appointments - Civic Center Committee
The Council appointed Larry Brodie from the Planning Commission, Betty Klaas
from the Parks and Recreation Committee and Trustee Nethercut from the CouncIl to
serve on the Civic Center Committee.
Planning Commission-Parks & Recreation Committee Appointment
As recommended by the Planning Commission, the Councl I appointed Ruth Cadwell as
liaison between the PlannIng Commission and the Parks and Recreation Committee.
Malntemince Facilities
Mayor Kennedy requested Trustee Olmen to submit the requirements for the maintenance
department and storage facilities for the public works dept. Trustee Olmen In-
formed the Council that he has a meeting scheduled for this week.
Mayor Kennedy suggested that these facilities should be located In an Industrial
area, but could be near the Civic Center with proper screening.
Proposed Boundary Rezoning - New Brighton
Mayor Kennedy stated that he noticed In the Planning Commission minutes of Oct. 7,
that the Commission ~lId requested Carl Dale to prepare a letter to the Village of
New Brighton concerning the consideration be~ng given by New Brighton on the, re-
zoning of the Cleveland 'Avenue and County Road 0 area for multiple dwel ling use.
Mayor Kennedy stated that he believes It Is fine to have mutual understandings,
. but feels strongly That any such Jetter to the Village of New Brighton should come
from the Arden Hills Council; he requested that this letter not be sent, If It has
not already been mailed.
Trustee Nethercut Informed the Council that the letter was Intended to be sent to
the New Brighton Planning Commission.
Mayor Kennedy then stated that this throws a different light on the matter, but
firmly believes that If Is Important for all Committees to. keep In mind that such
matters should be.cleared through the Council.

PublJ~Safety Committee
Trustee Crepeau Informed the Council that he has no rec-mmendatlons from the
PUbilc Safety Committee, but requested that the Council meet with the Public
Safety Committee after the scheduled meeting for next Monday night; the Council
"agreed to this request.

Mr. Hvidsten Is agreeable to having a retaining wall constructed to remedy the
situation.

Approval of Maintenance Employee
Trustee Olman moved, seconded by Trustee Crepeau, tha~~~~~ Wisneski be
approved for empl&yment In the Maintenance Dapt. on a er ncy basis at a rate
of $3.00 per hour, effective as of-September 23, 1965, motion carried.
There was some discussion as to the qualifications of Mr. Wisneski; Trustee Olmen
Informed the Council that he did not know him personal Iy- but Fred Nixon had
vouched for him.
REPORT OF MAYOR KENNEDY
American Edu-atlon Week'
As requested by the Mounds View Education Assn., Mayor Kennedy read a proposed
resolution and declared the week of November 7 through November 13, 1965, as
American Education Week, as per the attached resolution. Matter referred to Clerk.
P.E.R.A. Mil'rter
Mayor Kennedy read a notlee from the P.E.R.A. Committee regarding bll Is Introduced
In the house and senate during the 1965 Legislative Session to coordinate P.E.R.A.
and Social Security. Matter referred to Clerk Lorraine Stromquist for study and
report.
Uniform Building Code
Mayor Kennedy stated that he believes the Uniform Building Code needs further
study and requested Clerk LorraIne Stromquist to study ~he portion concerning fees.

Variance Request - 1931 Stowe Avenue
Deputy 'Clerk Florence Honan tead the recommendation from the Board of Appeals,
dated Oct. II, 1965, concerning the request of M. R. Osterberg, 1931 Stowe Ave.
Trustee Nethercut moved, seconded by Trustee Crepeau, tha~ Mr. Osterberg be per-
mitted to build a garage which will extend 4 feet In front of his home and
6 inches from the side lot line - the adjoining lot Is the properi.y of N.S.P. Co.
and will not be built on; motion carried.
The Council determined that It would not be necessary for Mr. Osterberg'to obtain a -.
written statement from the N.S.P. Co.
. Joint Council and PlannIng Commission Meeting'
Deputy C'erk Florence Honan Informed the Council that the Joint meeting originally
scheduled for Thursday, October 14, has been changed to Thursday, October 21, If
this Is agreeable with the Council, as Mr. Dale would be unable to a-rtend the meet-
Ing of the 14th. The Council agreed to the change.
De 'I nquent Sewer Accounts
Trustee Nethercut moved, seconded by Trustee Crepeau. that a resolution be adopted.
as attached, requesting the County Assessor to place on the tax roll for 1966
collection the attached list of delinquent sewer accounts; motion carried.
Sewer Rates for Warehouses
Sewer rates for the Roberts Construction Co. warehouses were referred to the Clerk
for study.

United Nations' Day Observance
Deputy Clerk read a letter from Mrs. Robt. Jenal, U.N. Dinner Chall-man for the
Arden Hills League of Women Voters, which Invited the Council to a Polynesian
Luau to be aeld at McGuire's on October 26 at 6:30 p.m. In observance of U.N.
Day and also the 20th anniversary of -the United Nations. Councl I members were
given a copy of the letter.
Joint Sewer Line Approval
Deputy Clerk Florence Honan read a letter, dated Sept. 25, 1965, from John Blaclqnore,
1680 Johanna Blvd., which gave approval of a Joint sewer line with 1680 Johanna
. Blvd., the otto Petsch residence, for as long as the Petsches reside In this house.
Trustee Olman moved that this Joint sewer line be approved, seconded by Trustee
Crepeau; motion carried.
Reapportionment of Assessments
Trustee Netsercut moved, seconded by Trustee Olmen, that resolutions be adopted,
as per attached, relating to the apportionment of assessments relatlng to Sanitary
Sewer Improvements No. I, 3 and 6; motion carried.
Budget Reports
Budget Reports through the month of September were distributed to the Councl I.

Mid Decade Census
Deputy Clerk Informed the Council that the figure Is In from the Bureau of the
Census. The report stated that the population as of Sept. 27, 1965, Is 4,414;
the previous census figure, taken In 1960 was 3.930.
ADD I TI ONAL REPORT OF TRUSTEE NElHERCUT
Commercial Buildings
The Council requested Clerk Lorraine Stromquist to write to the Roberts Construction
Co. and the R.L. Gould Co. and ask them to submit complete site plans for their
buildings under construction In the Twin City Industrial Park. Said plans to be
submitted In trlp'leate.
Building Permits Procedure
Trustee Nethercut recommended and the Council agreed that the administrative
procedure portIon of Comprehensive Planning Report No.5 be Instituted. He
Informed the Council that Clerk Lorraine Stromquist Is familiar wIth the system.

WBERBAS, the assessment roll for Sanitary Sewer Improvement
No.6 as last finally adopted on November 1, 1963, was filed and
certified to the county Auditor of Ramsey County on DeC'em.....r 3,
1963, for the purpose of including installments thereof to be

SEWER IMPROVEMEN'l NO.3
BE IT RESOLVED by the Village Council of the Village of Arden
Hills, Minnesota, as follows:
WBEREAS, the assessment roll for Sanitary Sewer Improvement
No. 3 as last flnally amended and adopted on October 12, 1961, was
filed and certified to the County Auditor of Ramsey County on
Nov~hA,. 17, 1961, for the prupose of including installments there-
of to be collected along with real estate taxes C~1'tcing in 1962,
and
WHEREAS, a hearing on supplemental assessments, reassessments,
. and apportionment of previous assessments in respect to Sanitary
Sewer Improvement No.3 was held on July 16, 1962, at which time
assessments for Sanitary Sewer Improvement No. 3 were amended as
provided by said resolution of said date and certified and filed in
the office _ _ the County Auditor of Ramsey county on October 3,
1962, and
wHEREAs, since that date a n""'....er of parcels of propert3r con-
tained within said assessment roll as amended, have been divided
and conveyed by previous property owners, and
WHEREAS, the County Auditor of Ramsey county requires that
apportionment of the original assessment against each original
tract where it has later been divided, sold or conveyed, be made by
the Village Council of the Village of Arden Hills, in order that
. the proper assessment can be extended by the County Auaitor against
each parcel of property thereafter, commencing with an assessment
