The minutes of the regular Council Meeting of June 25, 1965, were
approved as amended..

At 8:05 P.M. Mayor Kennedy opened the Public Hearing on Proposed Re-
Zoning from Industrial to Residential (R-l) of property south of
Floral Drive, north of Highway 494 and west of Hemline Avenue.
Mayor Kennedy, Clerk Stromquist, and Robert Jenal commented on the
background and revi et11ed reasons f or the pr~po sed re zoning as su.bmi t-
ted by the Planning Commission. Planning Report submitted by Carl
Dale, Midwest Planning & Research Inc. was read by the Clerk. ~~
E. Johnson of Route 3, Box 22A, Grand Rapids, Minn., owner of
approximately g acres, stated that he has an industrial buyer for
4 acres of his property and also stated that he felt rezoning to
residential might cause him financial loss.
Loren E. Swanson. 19 North Oaks Road, stated that he was the potential
'buyer 0'1' the I.J. acres, planned to locate the plan'" and o1'f1ces of
Central Engineering Company on the site, and would do extensive land-
scaping and screening.
Hugo W. Hagstrom, 1371 Floral Drive, spoke in favor of the rezoning
to residential, but stated that he had no objection to Central
Engineering Company being located on the described 4 acres.
Mayor Kennedy declared the Public Hearing closed at 8:40 P.M. Council
decision on the proposed rezoning was deferred until the July 26, 1965
Regular Council Meeting at 8:00 P.M.
R. L. Gould & Co. Building Permit
Robert Jenal, Chairman or the Planning Commission, reviewed the
Commission's recowmendations relative to the proposed Gould building.
James Johnston, attorney, introduced Orrin Eidsmo and Roger Bro=
strum of the Gould Company who presented a rendering of the proposed
. building and agreed to accept the ~ modifications recommended by the
._ Planning Commission..
Trus'Gee Olmen moved. seconded by Trustee Lang, that the appllca=
tion for a building permit be granted subject to the 4 modifications
. detailed by the Planning Commission in letter to Council dated July g,
1965.
Road Repair
Carl Stampfle, 2005 Thom Drive, requested that chuck holes on
Thom Drive be repaired promptly and that dirt across the street from
his residence be moved. Referred to Fred Nixon.
Sno111 Removal
Mr. Hagstrom, Floral Drive, complimented the Village on excellent
snow removal this past season.

Report of Attorney Vincent Courtney
Cummings Lane Sewer ~
Plans and specifications for the Cummings Lane Sewer, prepared
by Banister Engineering, were discussed by the Coun9il. Attorney
Courtney and Engineer Lund.
Mayor Kennedy read the Resolution Ordering Public Hearing On
Sewer Improvement for Cummings Lane, Being Sewer Improvement No. g
and Street Improvement No.7, Approving Plans and Specifications for
said Sewer Improvement No. g, and Ordering Advertisement for Bids in
Said S@wer Improvement No.8.
Trustee Dang moved adoption of shld resolution, as attached,
seconded by Trustee Olmen, Motion carried.
REPORT OF CLAY KELLEY
Thorn Drive -
- Mr. Kalley reported that investigation of a possible side yard
violation of the building code could not be resolved since no stakes
defining the common property line, could be found, The Council in=
formed Mrs, Gerald Danger and Mr, Carl Sample that surveying and
staking were the responsibility of the private property ow~ers,
Vesse~ Garage
r, A. O. Vessey presented plans for his propo~ed garage,
Trustee Lang moved, seconded by Trustee Olmen, that application fo~
the garage permit, as detailed on plans, dated July 14, 1965, be
granted. Motion carried, A copy of the plan was filed with Clerk.
REPORT OF ENGINEER LUND
The Neamy drainage matter was deterred until the July 26,
meeting,
REPORT OF TRUSTEE LANG
Trustee Lang reported that the new backstop at the County Road F
playground has been completed and requested Fred Nixon to remove
salvagable pipes etc. He also reported on land cost investigations
of possible park and playground sites,
REPORT OF TRUSTEE OLMEN
Trustee Olmen reported that he will check into the e8tim~ted cost
of sc~rifying and oiling Amble Road and possible Thorn Drive,

Prest~terian Homes requested the Village to install drainage pipe
prom~tly since theyare ready to proceed with landscaping, neferred

Weed Cutting Request in vicinity of 1~63 Lake Lane was referred to
Fred Nixon,
Mayor Kennedy requesteithat Clay Kelley check on whether building
permits have been issued for several sites,
Request for Water
Mayor Kennedy reported that he's had several calls inquiring into the
possibility of municipal water, Recent calls have been from the area
west of New Brighton Road and County Road D.
5Q~70 Club
The Mayor read a letter inviting the Council to a 50-70 Club function
to be held July 29 at 2000 White Bear Ave,

Heating Inspection Fees
Tl~stee Lang moved, seconded by Olmen, thAt a ~3,OO fee be estab-
lished for the heating inspector's minor investigations, such as reported
gas leaks. Motion carried.
Ramsey County League of Municipalities Surface and Storm Water Drainage
Study Committee
Trustee Olmen moved, seconded by Trustee Lang that Roger Short I'ep=
resent the Village on this Committee. Motion carried. The Council
reauested that Yr. Short keep them informed of storm drainage programs
in neighboring villages which would affect Arden Hills.
Assessment AP8ortlonment
Trustee lmen moved, seconded by Trustee Lang, that the attached
apportionment of Assessment on Sewer Improvement #2 be approved. ~otion
carried.
Uniform Bld~. Code.
Olerk tromouist read a letter from Thomas Horty regarding adop'Gion
of the Uniforn BUilding Code. Matter referred to Attorney Courtney
to study and prepare legal lnstrum.ants,"neo&5'sary for adoption of the
code.
Codifioation of Ordinances
The Council requested that Attorney Courtney prooeed with the
codification of Ordinances at his earliest oonvenience,

RESOLUTION ORDERING PUBLIC REARING ON
SEWER IMPROVEMENT FOR CUMMINGS LANE. BEING
SEWER IMPROVEMENT NO.8 AND STREET
IMPROVEMENT NO" 7, APPROVING pLANS AND
SPECIFICATIONS FOR sAID SEWER IMPROVEMENT
NO.8, AND ORDERING ADVERTISEMENT FOR BIDS
IN SAID SEWER IMPROVEMENT NO; 8.
WHEREAs, pursuant to resolution adopted by this Council on June 28, 1965,
Banister Engineering Company has prepared and submitted to the Council plans
and specifications for installing a sanitary sewer to serve Cummings Lane and
certain adjacent property from its intersection with Snelling Avenue to the
easterly termination of said Cummings Lane, and
WllEREAS, Banister Engineering company has heretofore submitted to the
Council its feasibility report dated May 6, 1965, advising that the said
proposed sanitary sewer improvement and the restoration and improvement of
the said street surface of Cummings Lane subsequent to the construction of
said sanitary sewer was also feasible, and advising as to the proposed cost
thereof,
NOW THEREFORE, BE IT RESOLVED by the Village Council of Arden Hills as
follows:
(1) The plans and specificstions of Banister Engineering Company for the
aforesaid sewer fmprovement to serve Cummings Lane and adjacent property as
hereinbefore referred to, which plans and specifications are on file with the

! (2) The improvement of Cummings Lane as hereinbefore described by
installation therein of a sanitary sewer and by installation thereon of a
, bituminous-surfaced roadway at an estimated total cost of Seventeen Thousand
One Hundred Seventy Five Dollars Eighty Three Cents ($17,175.83) for the
sewer improvement and Six Thousand Eight Hundred Seven Dollars Sixty Cents
($6,807.60) for the street fmprovement, and the assessment of the abutting
property and benefited adjacent property for all or a portion of said cost, all

pursuant to Sections 429.011 to 429.11 of the Minnesota Statutes, shall be
considered by the Council in accordance with such provisions.
(3) A public hearing for said purpose shall be held on both of said
improvements, by separate hearings thereon, on the 26th day of July, 1965, in th
.
Village Hall at 1450 West Highway No. 96, Arden Hills, at 8 o'clock p.m.,
and the Council shall give mailed and published notice of such hearings as
required by law.
(4) The Clerk shall prepare and cause to be inserted in the New Brighton
llulletin, the official Village paper, and in the Construction Bulletin, an
advertisement for bids upon the making of said sanitary sewer improvement
No. 8 pursuant to said approved plans and specifications therefor. Said
advertisement shall be published twice in the New 8righton 8ulletin, with at
least ten days elapsing between the first publication thereon and the opening
of bids. Publication in the Construction llul1etin shall be made at least once.
(5) The advertisement for bids shall specify the work to be done and shall
state that bids shall be opened and considered by the Council at.Jl; fH)
o'clock p.m. on Monday, July 26, 1965 in the Village Hall, and that no bid
will be considered unless sealed and filed with the Clerk and accompauied by
a cash deposit, cashier's check, bid bond or certified check payable to the
Clerk for 10% of the amount of such bid.
(6) The Village Clerk and a representative of 8anister Engineering
Company, Village Engineers, are hereby designated as representatives of the
Council for the purpose of opening and tabulating the aforesaid bids at the
stated time of 1 :tn
p.m. on July 26, 1965, and the bids will then be
considered at the Council meeting on July 26, 1965 at 8 p.m.

No.2 as last finally amended and adopted on October 12, 1961, was
filed and certif:l.ed to the CO\1Dty Auc11tor of Ramsey CO\1Dty on
November 8, 1961, for the purpose of including iDstallments thereof
to be collected along with real estate taxes commencing in 1962, and
WHEREAS, a heariDg on supplemental asseSSJllents, reassessments
and appoZ1::I.omnent of previous assessments iD respect to Sanitary
. Sewer Improvement No. 2 was held on Jl1ly 16, 1962, at which time
assessments for Sanitary Sewer Improvement No. 2 were amended as
