Ao'aing Mayor Cl'epeau called the meeting to order at; 8300 p.m.
Roll Call: Present ~ Acting b~yo:r Crepeau, Trustees Nethercut and Lang

Also Present = Administrative Clerk Lorraine Stromquist and
Engr. Donald Lund.
The minutes of the Regular Council Meeting of May 10, 1965. and also
of the Special Meeting of May 17, 1965. were approved as submitted.
REPORT OF ATTY. VINCENT P. COURTNEY
(submitted by letter and read by Clerk Lorraine Stromquist)
Gray Fox Road
Atty. Courtney reported that the State will release its rights to Gray
Fox Road and it can then be dedioated as a village road. Dunlap St. is
also ready for dedioation to the Village. As recoli~ended by Atty.
Courtney. the Council decided to delay the dedications of these 'owo
streets until official papers are received from the State.
Sewer Rate Ordinance Amendment
Atty. Courtney submitted a redraft of this Ordinance for Council study.
Clerk Lorraine Stromquist informed the Council that she had checked with
surrounding villages concerning penalty charges on delinquent sewe~
accounts and was informed that Shoreview. Roseville and New Brighton
cllarge a flat rate beginning with ~~1.60 to $1.50 and accumulating as
the delinquency continues.
Fi~e A~ms Ordinance
Acting Mayor Crepeau introduced by title and gave the first reading to
an Ordinance relating to the discharge of weapons and the use of other
dangerous devices, regulating the use thereof. providing for special
permits in specified cases, and providing penalties for violations;
seconded by Trustee Nethercut; motion carried.

Pile ~ Possible Health Hazard
to Atty. Cour ne report. was a carbon copy. of a letter to
Health Officer. Dr. Farkas, regarding the matter of a compost
pile on the Henry Brun's property, 3926 Glenview Avenue. Atty. Cou~tnay
informed the Council 'that in his opinion the compost pile is in viola=
tion of Ordinance NO...43. the Garbage Ordinance.
Mr. Bruns was present at the Counoil meeting and stated that many avid
gardeners do have compost piles and they are not considered objectionable
He further stated that the composition is suCh that he does not believe
that it is in violation of the Garbage Ordinance. Mr. Bruls informed
the Council that all material from the compoet pile BeS been used in his
garden. Mr. Bruns stated his objection !bo the manner in which Dr. Farkas
conducted his inspection of the Bruns property and misrepresented the
facts. Acting Mayor Crepeau stated that he will sugges'a to Dr. F/,t' kas
that he revisit M%o. .Bruns to discuss the matter.
Rezoning Matter ~ Johnson Properti
Atty. Courtney stated that he wou d like to look at the property
located on the east side of Hamline Avenue and south of Floral Drive
and to check in some detail the oomments of Mr. Dale before giving an
opinion regarding the rezoning of this property from Industrial to
Resident ial.
Trustee Nethercut stated that the Land Use Plan recot:Jlnends this rezoning.
Clerk Lorraine Stromquist informed the Council that ~~. Johnson expects
to apply for. a building permit shortly to construct an industrial
building at this site.

REPORT OF ENGINEER DONALD LUND
Playground Drainage Problem
Engr. Donald Lund informed the Council that two problems a~e causing
the drainage situation at the playg~und at County Road F and Snelling
Avenue c l} the infield needs regrading and Wilbur Liebenow has io=
structed Ryan Landscaping Co. to regrade this area. 2} storm sewer
water is not running as planned.
Fred Nixon stated that there has been too much water run off for the
small culvert to handle and there is not enough pitch to the County
ditch. ~ngr. Lund agreed that the culvert is not adequate and that the
low spots holding the water are on priVate property. Matter referred
to Engineer for further study.
Trustee Nethercut suggested that Bngr. Lund confer with the County to
try to work out a solution at the same time as they are reconstructing
the intersection of Snelling Avenue and County Road F.
Cummings Lane Road Improvement
~ngr. Lund showed two sketches of possible turn a~unds to solve the
traffic problem on Cummings Lane: l} a eul de sac designed according tc
the Ordinance and using private property, and 2} a driveway 30 ft. wide
by 50 ft. long using the available property. Acting Mayor Crepeau
suggested that Engr. Lund stake out Plan No. 2 for visual study and
confer with the property owners and also suggest Plan No.1 to them.
Oak Avenue Road Problams
Council authorized ~ngr. Lund to notify the sewer contractor to take
dare of the street settlings on Oak Avenue within two weeks and any
money due them to be withheld until the street is in satisfactory
condition. The Council agreed with Trustee Lang1s suggsDtion that the
Contr~ctor should place barricades with flashers at hazardous areas.
Sewer Matter - Greforich Propert~
The Council reques eel the Ulerk 'Go inform John Gl:'egorich, 1609 Lalre
Johanna Blvd., that as soon as the water level drops at Lake JOhanna,
the sewer line will be conetructed across Johanna Blvd. to enable his
house to be connected to the sanitary sewer system.
N.S.P. Gas Installation
The Council requested Engr. Lund to notify the N.S.P. Co. to clean the
roads after completing the gas installation on Siama Court.
REPORT OF TRUSTEE NETHJ!:RCUT
Rezoning Petition
Trustee Nethercut moved, seconded by Trustee Lang, that the rezoning
petition requested by Continental 011 Co. to have property rezoned
at 35W and Highway 96 from residential to eOllllllel'cial be ~;eferred to
'the Planning COllllllission; motion carried.
District Planning Meeting
Trustee ~ethercut reported that the first District Planning MeetingD
which was held at the Village Hall in Arden HillsD was well attended
and a second meeting has been soheduled far June 17 at the Arden Hills
Village Hall.
701 Plan
Trustee Nethercut informed the Council that he had conferred with
Carl Dale on the double printing of the proposed zoning maps and stated
that this could not be done under the 701 Plan; if the maps are not
printed. the money could be used tor some other purpose. Acting Mayor
CrepeaU suggested that the nimimum number of maps be ordered.
Trustee Nethercut stated that the Planning Oommission would like to
meet with the Council to stUdy the major items in Planning Report Noo 40
The Council agreed, subject to the apprOVal of Mayor KennedYe that a
meeting be scheduled for Monday, June 21. Clerk requested to send
notices of this meetingo

Parks and Recreation Committee Appointment
Trustee Lang moved, seoonded by Trustee Nethercut. that Larry W, Kuehn~
3199 N. Lexington Avenue. be appointed to the Parks and Recreation
Committee; motion oarried. Clerk requested to 80 inform M~. Kuehn.
Proposed Park Property
Trustee Lang displayed a small section map which designated propel'ty
located in New Brighton which the Committee is oonsidering for recrcationa~
areB. The Committee proposes the Villaf.8 negotiate with New Brighton
for trade. The property is on the east &ide of 35Wp borders Round Lake
and consists of possibly 10 acres. The Council suggested the Committee
wait for the opinion of Atty. Courtney.
Trustee Lang suggested that the Village again contact the Federal Gov1t
snd request it release the shoreline around Round Lake. Clerk Lorraine
stromqUist suggested that if the Gov't releases this property, the
property owners on Round Lake be given the opportunity of purchasing
the property between them and the lake.

Haul Roads Desi~nated
Clerk Lorraine . romqulst read a routine notice from the ste,te Highway
Dept. which designated certain roads in the Village as haul roads
during this construction season.

Sign Matters
Clerk informed the Council that a complaint had been received from Mrs.
Harmon, who said she spoke for several Shorewood Hills residents, ob~
jecting to the temporary sign advertising a turkey dinner on June 6 at
St. John's Church. Mrs. rlarmon stated that temporary signs are often
placed at this location by the Church. The Council requested the Clerk
to ask the Church to remove the sign immediately after the dinner.
Clerk requested to inform the owner of a "Lots for Sale" sign f~' Oak
Avenue that the sign is in violation to the Sign Ordinance; it is
possibly on Villa!~e property and is also larger than allowed.
Trustee Nethercut moved. seconded by Trustee Lang. that a sign advertis=
ing "Property for Sale", loca~ed at Highway 10. south of County Road E=2
and one located on Cleveland and County ROAd E=2, and owned by Rees=
Thomson=Scroggins, Inc., be allowed to remain during 1965; motion

Pursuant to due call and notice thereof, a regular meeting
of the Village Council of the Village of Arden Hills, Ramsey
.
coUnty, Minnesota, was duly held in the Village Hall at 1450
West Highway 96, St. Paul, Minnesota, on Monday, the 24
day of May, 1965, at 8:00 o'clock P.M.
The following members were present: Crepeau. Netherout
and Lang
and the following were absent: KennEla;r and Olman
Trustee Nethereut introduced the following resolution
and moved its adoption:
RESOLUTION RELATING TO APPORTIONMENT
OF ASSESSMENTS RELATING TO SANITARY
SEWER IMPROVEMENT NO.6
BE IT RESOLVED by the Village Council of the Village of
Arden Bills, Minnesota, as follows:
WHEREAS the assessment roll for Sanitary Sewer Improvement
No. 6 as last finally adopted on November l, 1963, was filed
and certified to the County Auditor of Ramsey County on December
3. 1963 for the purpose of including installments thereof to
be collected along with real estate taxes commencing in 1964, and
WHEREAS since that date a number of parcels of property
contained within said assessment roll have been divided and
. conveyed by previous property owners and
WHEREAS, the County Auditor of aamsey County requires that
apportionment of the original assessment against each original
tract where it has later been divided, sold or conveyed, be
made by the Village Council of the Village of Arden Hills in
order that the proper assessment can be extended by the County
.'
Auditor against each parcel of property thereafter, commencing
with an assessment to be collected in the year 1964 and thereafter,
WHEREAS, by resolution adopted by the Village Council on
July 13, 1964 the follOwing apportion of original assessments
as contained in said assessment roll of November 1, 1963 was

The Village Clerk of the Village of Arden Bills is hereby
