The Minutes of the Regular Cour~il Meeting of February 8. 1965. were
approved a~ amended.
Publio Hearing = hezoning
Mayor Kennedy explained that this hearing Was rescheduled because the
new owneTS of the property were inadvertently not notified of the
previous hearing. Mayor explained that this he8l:'ing is held to con=
sider the rezoning of the northwest corner of County Road E and 8nell=
ing Avenue from Commercial to Residential. He informed the Council
tha'i; neither the Husby's. the new owners. nor their a'G'torney could be
present at this meeting; therefore.this ~teg will be continued to
April 12. 1905. to enable the owners to be present. Mayor Kennedy
declared the ~86~iAg open.

Mayor Kennedy then inquired if anyone else would like to voice his
opinion = no response; Mayor Kennedy then adjourned the Hearing until
April 12. 1905. at 8:00 p.m.

This Hearing held for the oonsideration of the Vacation of described
property as petitioned by Arnold L. Lindberg and l~ry A. Lindberg"
3530 Siems Court. This property. an easement. is located edjace[](;
to the cul=de=sac off Ridgewood Court.

Mayot' Kennedy read a letter, dated Feb. 17. 1965, from Robert Jenel,
Chairman of the Flanning Commission. which recon@ended thEt no action
be taken until fut'tller study 'GO enable 'Ghe ViLlage Plannel' to wOl'k
on a long range solution.

Hesring On the Paterson vacation Hearing;
Ml'S. Tissol submitted a petition signed by eleven pl'operty owners
opposing the vacation. Mrs. Tissol gave a detailed history of hidL~-
wood Court and the cul-de-sac. dating back to 1920. She stated thet
this is the only access to their homes. that the children must tres=
pass on private property to meet the school bus an~elivcry trucks
use private driveways for turning around rather ,than using the cul=de~
sac as the cu~~;sao is too small to negotiate without backing up
once or twice. the ~ concern being emergency vehicles. Mrs.
Tissol stated that lending agencies have stated that Vacation of the
easement will devaluate their property. '
Mayor Kennedy read the petition which requested rejection of any
ohange and requested further study. He also read the names of the
signerwo

Mr. Lindberg informed the Cour;cl1 that the owners hJ:llediately adjac'3n'b
to the turn around were not signers of this petition. There was SO~6
discussion between Mrs, Tissol and Atty. Courtney. Atty. Courtney
stated that these same matters were discussed and studied at the
meetings in 1959 and 1903. '
Mayor Kennedy informed the residents that the matter to be considered
as this time is if the easement is usable; that the Village has 81=
ready spent hundreds of dollars on study so far; the Engineer's
report has remained the same ~ the easement is not needed for Village
street purposes 0
Robert Kerr spoke as a private citizen and as a member of the Planning
CommiSsion and stated that he became involved beoause of his interest
in ~ood Village planningo He stated that there is no offioial road
as 'Ridgewood CourtDj the addresses are on Siems Court and Ridgewood
Road.
Much discussion at the Council table between all involved.
Atty. Courtney informed the Council that the question to be determined
is whether the proposed vaoated area will be Used in the publio
interest in the futureo

Trustee Lang abstaining from voting.

REPORT OF TRUSTEE OLMEN
County Road F and Snelling Ave.
Clerk Lorraine Stromquist presented preliminary plans as submitted
by Ramsey County to remove the curve on County Road F for easier
access onto Snelling Avenue; this to be constructed this spring.
Matter referred to Banister Engineering Company.

Personnel Ordinance
Trustee Crepeaumo ed that Ordinance No. 83, an ordinance establishing
a 'S;{B-tem .of personnel administra'tlkon for Village employees, be giV611
its third and final reading, and authorized the Clerk to cause its
publication; seconded by Trustee Nethercut; motion carried.
Election Date Ordinance
Trustee Crepeau moved that the rules be waived and Ordinance No. 84,
an ordinance fixing the time for holding Village election. be given
the second and final reading, and authorized the Clerk to cause its
pUblication; seoonded by Trustee Lang; motion carried.
Building Code Amendment
Atty. Courtney submitted a second rough draft of an ordinance which
would amend the Building Code to set specifications and fees for the
installation of air conditioning and refrigeration; draft referred to
Heating Inspector Virgil Keller for study and recommendations.
Mounds View Athletic Asa'n.
Atty. Courtney informed the Council that he had attended the meeting
of the M.V.A.A. and had talked with Wm. Hite. Village insurance agent,
concerning the Villege carrying Workmen's Compensation for the employees
of the Ass'n., and stated that the cost would be based on the contract
price. Atty. courtney infor.med the Council that the final contract will
be submitted at the March 8 Council meeting.

Ramsey County League of Municipalities
Trustee Crepeau moved that Banister Engineering Co. be authorized to
represent Arden Hills on a Committee ss set up by the League to study
storm drainage; seconded by Trustee Nethercu.t; motion car:L'ied.
The Council appointed Trustee Olmen to serve on a Committee as set
up'by the Lsague to study waste disposal.
Senate Districts Resolution
Mayor Kennedy moved the adoption of a resolution, as atteched. advJslng
legislature of preference in redistricting for electi~n of State
Senators; seconded by Trustee Crep~au; motion carried.
REPORT OF ADMINISTHATIVE CLERK LORRAINE STROMQUIST
19b4 Financial Statement
Trustee Nethercut moved the approval of the 1964 Village Financial
Statement RS submitted by Clerk Lorraine Stromquist. and attached, and
authorized the Clerk to cause its publication; seconded by Trustee
Lang; motion carried.
Trustee Lang moved that the Villare Treasurer be authorized to invest
surplus funds in 30 ~ 90 day treasury bills during the calandar year
1965 and to sell same when needed; seconded by T~ustea Nethercut;
motion ca!'ried.
Re~ Apportionment of Assessments
Trustee Crepeau moved the adoption of resolutions? as attached, relating
to the apportionment of assessments relating to Sanitary Sewer J~prove~

ment Nos. 1, 2 and 3 and street Improvements Nos. 5 and 6; seconded by
by Trustee Nethercut; motion carried.
League of Minn. Municipalities Conference
Trus'tee Crepeau moved that Clerk Lcrraine Stromquist be al1'Ghorized to
attend B conference for municipal officials and clerks to be held at
the University of Minnesota on March 22 and 23; seconded by Truste0
Lang; motion carried.
Planning Commission Meeting
Clerk Lorraine Stromquist informed the Council of a letter from
Robt. Jenel, Chairman of the Planning Corrmissione inviting the Council
to attend its meeting on February 23, at which time area meetings will
be discussed. Clerk Lorraine Stromquist to attend to represent the
Council.
Claims
Trustee Crepeau moved, seconded by Trustee Lang, approval and payment
of the claims as presented and attached; motion carried.

RESOLUTION RELATING TO APPORTIONMENT
OF ASSESSMENTS RELATING TO SANITARY
SEWER IMPROVEMENT NO. 1
BE IT RESOLVED by the Village Council of the Village of
Arden Hills" Minnesota, as follows:
WHEREAS the assessment roll for Sanitary Sewer Improvement
No. 1 as last finally amended and adopted on September 9, 1960,
was filed and certified to the County Auditor of Ramsey County
on October 26, 1960 for the purpose of including installments
thereof to be collected along with real estate taxes commencing
in 1961, and
WHEREAS, a hearing on supplemental assessments, reassessments,
and apportionment of previous assessments in respect to Sanitary
~ Sewer Improvement No. 1 was held on August 3, 1961 at which time
asse&!!Im&nts for Sanitary Sewer Improvement No. 1 were amended as
provided by said resolution of said date and certified and filed
in the office of the County Auditor of Ramsey County on September

by the Village Council of the Village of Arden Hills in order that
the proper assessment can be extended by the County Auditor against
each parcel of property thereafter, commencing with an assessment
