This Ordinance would change the Village Election date to the 'First Tuesday after the first Monday in November to coincide wi'ch the General Election. Propqsed Ordinance. Reo Air ConditioninQ and Ref:dqeration Trustee Olmen moved approval and give the First Reading of an O.dinance, amending Ordinance Noo 16. known as the Arden Hills Building Code, to provide permits for air conditioning and refrigeration systems and fees for such~e~mJ:C:;1 seconded by Trustee Crepeau, motion carried. Building Insp. Clay Kelley informed the Council that there is notl}ing 1n the Uniform Building Code conceL n1n9 ail' conditioning or i'efrigeration as the code is pdf;2:rily concerned with stZ'Uc-tural rna.&terSo Some discussion of the proposed Ordinance by the Council, Heating Insp. Virgil Keller and Atty. Courtney. Mayor Kennedy recommended .that plug-in units, such as refi'ige ators, humidifierso dehumidifiersc air conditione s. etc., be exempt from this Lrdinance. Matter referred to Atty. Courtney and Virgil Keller to work out the details. Presbyterian Homes Air Conditioning Clerk Lorraine stromquist informed the Council that there :is some concern about the Presbyta!'ian Homes air-conditioning installation as they plan to run the l'/a'~er from the sys.tam into Lake Johanna. Mayor Kennedy stated that he does not believe the Village should become involved as it is public water; he believes they should get permission for this from the Conservation Dept. rather than the VillageQ . Ordinance - Roseville Sewer Rate Reduction Trustee crepeau roo ed the rules be suspended and the second and. final reading be given to an c.rdinance accepting the provisions, terms and conditions contained in Ordinance No. 4l)2 passed by the Village of Roseville on Jnnuary 11. 1965, and particularly Section 111 thereof. All relating to the connection by the Village of Arden Hills to the public sanitary sewer"system of the Village of Roseville; seconded by Trustee Lang; motion carried. Personnel ordinance Mayor Kennedy read the proposed Ordinance' ~"rl additions, deletions and clarifica- tions were recommended. Ordinance referred to Atty. Courtney for redraft. Trustee Nethercut inquired if a similar contract will be dra.vn up for the Little Lakes Little League; Trustee Lang informed him that he has not heard from them. REPORT l.F ENGINEER OONAlD LUND Perry Plat Clerk Lorraine Stromquist informed the Council that Dick Jones informed her that he still does not have the paid tax receipt from the Perrys. . Mayor Kennedy advised Engr. Lund that the apportionment of assessments should not be sta:r-i:ed untilll we receive this receipt.-u.",.. ~ (A.. ~ (,U..U.A ~ REPVRT OF TRUSTEE NETHERCUT Planning Commission Trustee Nethercut reported that the Planning Commission is moving along rapidly and is planning to divide the Village to hold separate meetings to acquaint the residents of the Plan. Ridgewooa Court Vacation Trustee Nethercut informed the.C0uncil that the Planning Commission recommende not vacating until further study. Roberts Construction Co. Trustee Nethercut requested the Clerk to write to Roberts Construction Co, and request the plan for the development of the area. REPORT CF TRUSTEE CREPEAU Civil Defense Trustee Crepeau informed the Council that the New Brighton and Shoreview Civil Defense Units have agreed to assist Arden Hills Civil Defense at the Mounds View High School functions. Requost for Election Dates As requested by the liquor licensees, Trustee Crepeau requested the Clerk to inform them.of the election dates after the passage of the proposed Ordinance. Junked Cars Conference Mayor Kennedy read a letter from the Auto Salvage Industry which informed the Council of a Conference to be held in Minneapolis on March 25 regarding the problem of wrecked cars and the related businesses. and requested the names of those planning to attend be submitted by March 10. Matter referred to Trustee Nethercut for the Planning Commission with authority for one or two members to attend. A resident inquired if there are any restrictions on trucks related to resident's business parked in residential areas. Mayor Kennedy stated that it is not prohibited, but the matter has been studied. Comprehensive Develocment Plan Mayor Kennedy recommended that the Council study the Comprehensive Development Plan as submitted by Carl Da~e and the Planning Commission and report any possible changes before the final form is printed.
