Mayor Kennedy called the Special Meeting to orde~ at 8:00 p.roo
Roll Call:. Present = Mal\for.Kennedy. Trustlees Nethercut, Crepeau and
Lang
Absent ='Olmen .
Also Present ~ Atty. Vincent P. Courtney, Justice of the
Peace =. Victor O. Pomerenke, Treas, Worth G. Read.

Newly Elected Officers
Atty. Courtney administered the oath of office to np.wly elected Trustee
James Lang, and to re~elected Trustee Robert Nethercut and Justice of
.~he Peace Victor O. Pomerenke.
Atty. Fees
Discussion by the Council regarding attorney fees with figures furnished
from surveys of other municipalities and submitted by Clsr-k Lorraine
Stromquist and Atty. Courtney. Atty. Courtney has been charging less
than the minimum hourly bar fee of $25.00 hourly. He stated his request
would probtlbly increase the annual challge to the Village about ~~500000.
but this figure will fluctuate aocording to prosecutions. etco
Mayor Kennedy moved, seconded by Trustee Crepeau, that Atty. vourtney be
paid $35.00 for each Council meeting and an hourly fee of ~20.00 for
other services; motion carried, (JA .~ ~ ~'l .~
Uniform Building Code
MayOl' Kennedy read an excerpt from "Federal Aid in !"inenc:lng\\ concerning
the National Association of Home Builders recamnlendation of a uniform
building code. Matter referred to Atty. Courtney.
Village Employee Benefits
The matter of village employee benefits was discussed by the Council.
Clerk Lorraine ~ubmitted a breakdown of surrounding villages concerning
vacation pay, holiday pay and sick leave, and the proposed Arden Hills
benefi ts.
Trustee Lang recommended that npart-timeG be defined.
Matter referred to Clerk for further details.
League of Minnesota Municipalities
Clerk Lorraine Stromquist read two background shee.~s from the L..M.M.
concerning two proposed resolutions; the first one concerning the vlith=
drawal of the state from real property tax field and the second one
on new sources of revenue for m~nicipal government. The League l'O=
quested Counoil consideration of these proposals and to so inform the
League. Trustee Nethercut moved approval of the proposal to urge the
Legislatul'e to embark on a program of gl'rdual withdrawal of the state
from the property tax field in the shortest possible time and to the
greatest extent possible consistent with the needs of proper financing
of state government; seconded by Trustee Lang; motion oarried.
Mauor Kennedy moved, seoonded by Trustee Crepeau, that the Council
not approve the proposed resolution on new sources of revenues for
munidipal government; motion carried.

Rosevil1e Sewer ~ate Reduction
ll'layor Kennedy informed the lioullc11 that at a joint meeUng between
Arden Hills and llosev111e, hosevi11e has determined to rsductl the
charge to Arden Hills by using a 15% factor instead of .bha 60% fae'Gox'
previously used. Mauor stated that there is no indication at this
time that St, Paul will reduce its rate.

Council authorized Atty, Courtney to drew up a resolution coneerning
this rate reduction as soon as Rosevil1e's resolution is received from
Atty. Bell.
This rate reduction will become effective January 1. 1965; therefo~e,
will appear on the next billing. Clerk requested to send notices
with the next billing.
RAMSEY COUNTy LEAGUE OF MUNICIPALITIES
Trustee Crepeau moved, seconded by Trustee Lang, that the following
Resolution be adopted8
WHEREAS, the Village of Arden Hills is a member in good standing of
the Ramsey County League of Municipalities. and
WrlEREAS. the Village of Arden Hills desires to continue its partiCipation
in the Itamsey County League of Munioipalities.
NOW, 'El:IE:REFORE, BE IT hESOLVEDr
That the Village of Arden Hills hereby designates Mayor D. F, Kennedy
as its representative to the hamsey County League of MU.1icipali ties :fOl:'
the perios of January 1. 1965 to Deoember 31, 1965.
BE IT FURTHER RESOLVED, that the Village of Arden Hills hereby desig=
nates Robert E. Nethercut, Trustee. as its alternate representative
to the :kams ey COUD ty League of' MUI,icipa 11 ties.
Passed by the Village of Arden Hills Council this 4th day of Janu~ry,
1965.
Motion carried.
The matter of paYll1ent of dUes in the amount of qn96.50 and the list
of 1965 appointments to be sent to the League was referred to the Clerk.

restaurant, soft drinks and juke box licenses be granted to Edna
Oehtree for the establishment at 4760 Highway 8, subject to cheCking
by the Police Pept., Fire Pppto and the Village Health Officer;
motion carried.
