The meeting w~s called to order by Mayor AShbach at 8:00 p.m.

The minutes of the regular Council Meeting of July 3D. 1962. were

Perron-Fyten Matter
Illrs. Edward Fyten. 1137 Ed[ewater Avenu@, requested toot Mr. .Perl'on
not be obligated to reimburse her the $40~OO as required by the
Village. She informed the Council that the charge Was a misl1ndel'p
standing and that Mr. Perron was not liable. Requested granted.

Drainage ,Problem ,

Assn.. requested the oleaning of a ditch which runs through 10'GS
13A and 13B. which is owned b: the Association and which contains
lake access. This ditch oarries surface water and is from 18" to
2' deep and'over 200' in length. ~"r. Bai"tho stated that it is a
mOSquito bl'eeding area and a danger area fol' children. He :a1so
request'ed fl'ee fill dirt fol' lot 13B.
Mro Bartho infol'med the Council that the Association would like to
widEmand lessen the depth of this ditch to enable the construction
of a lagoon. lJayor Ashbach offered to consult with the Coun by on
the cleaning of the ditch and suggested that Mr. Bartho get an esti=
mate from a private c9otractor on the lagoon project after the ditch
has been clea~ed.
John Kelley ~ Sewer Connection Problem

Rezoning Petition
Mr. Krannall',., presented a plat of 21 lots bordering 'H'b Avenue
North & NewBl'ighton ROp-d and reQuested an amendment to the
zoning ordinance to allow him to construct double bungalows and
multiple dwellings. Referred to Clerk to arrange a preliminary
joint meetln~ witn ~enreBeQtation from Arden Hills and New Brighton
to discuss the bounds!'ies and sewer feasibility prior to initiating
an amendment to the zoning ordinance~

Kenneth SparkS. 1385 Foreat Lane, suegested tl~t consideration be
given to the plant~ng of trees on village boulevards.
Mro Sparks also requested an increase in the recreation budget for
next year.

explained the above as being a credit of $300.00 on the flnal est=-
imBte because of the elimination of gravel on the streets because of
immediate roadwork to be done in the area.

Hiehway #96, is justified as this property will revert back to the

Proposed Fire Department Contract
Trustee Olmen informed the Council of a meeting on a proposed
five year fire ooverare budget. Said meeting WaS attended by
representatatlon from Arden Hills, Shol'eview and North Oaks.
The Fire Dept. ueeds $19,500 tne first year and ~;21.000 the neldl
four years _ the Villages to be as~essed aocording to valuation
for this fund. This would raise Al'den Hill's share from :1)3.500
to $7,000 per year.
MAyor Ashbach felt that the Twin City Arsenal valuation should
not ~e included as they have their own fire protection. The
r~yor also sugrested consideration be given to tl~ disposition
of fire dept. equipment should the volunteer fire department
dissolve.
Referred to Clerk tQ obtain the percentage of Valuation fov the
Twin City Arsenal.
Referred to Ma"or Ashbaoh to consult \'ith the involved VillaGes to
attempt an adjustment considering the Arsenal.
John Och - Drainage Problem
Trustee Olmen lnt'ormed the Council of a oomplaint from John Och.
3253 Lake Johanna Blvd., 'of the culvert from his driveway being
removed by the County and water now standing on his driveway.
Referred to Trustee O;J.men to accompany Mr. Och to confer with
Mr. Berthiaume of the Hiebw:ay Dept. as tne othe~ culverts on
the Doulevard are in plaoe.

Department of Highways, Saint Paul, Minnesota, being marked, labeled, and

consent is hereby given to any and all changes in grade oocasioned by the
oonstruotion of said Trunk Highway Number :393 renumbered as 'l'rulIk Highway
Number 694 in aocordanoe with said plans and special provisions.
