The meeting was called to order by Acting Mayor Crepeau at 8:10 pomo

complained conoerning a drainage :problem involving their parking
faoilities due to sewer and/or l'oad ,tmprovement projects.

A petition signed by six residents was presented to the Council
against Texaco. Inc. located at Cleveland Avenue and County Road Do
Said petition sta ted that due to no provisions b~' Texac 0, Inc. for

Mr. Howard Vander Wyst. 2020 Glenpaul Avenue and I~s. Melvin
l'I'osher. 2026 Glenpaul Avenue, informed the council that thai:!.'

Also. the bUilding pernlit specified that adequate screening be
planted by Texaco. Inc.. which has not been dons.
Motion by Trustee Olmen that notifioation be given to Texaco. Inco
to initiate immediate action to connect with the storm sewer to
provide Adequate drainage facilities ~ seconded by Trustee Kenneay=

Houle Plat
Trustee Kennedy reported on the ~ublic Hear~ng held ,by the ~lann=
ing and Zoning Committee. July.23~ 1962. ooncerning the Houle Plato
Trustee Kennedy moved the acceptance of the preliminary plat aub=
ject to the recommendations of his oommittee and to the determina=
tion of the Village Engineer ooncerning the drainage e T~uBtl'}e

Sewer Assessment Inquiry
Mr. flaro~d ~hrlstensen. 1238 W. Hip,hway 96~ informed ~la Council
that he had not been notified of the rS-assessment hearing held
July 16. 1962. concerning his property on Hemline Avenus, north
of Lake Josephine (Registei'ed land Survey No. 30). The State
Highway Dept. has Infol'med hin. not to make plans for this pl~opert:r
for a few years due to highway construotiono M~o Christensen
asked for an adjustment on the sewer assessment because of this
condition.
Trustee DImen moved tllat the matter be ~eferred to Banister Ehgihb
eering Co. for ~ecommendation~ seoonded by Trustee Kennedy, motion
Carried ..
Garbage & Rubbish Haulers
MSsrs. Curtis Fritze. Monroe Kronstijdt and Richard Hoffman, res1=
dents of Arden Hills #3. requested the definition of household
refuse and answers to questions regarding the disposition of certain
rubuish. which. in their opinion. should be hauled by the licens~d
collectors. but has been ~efused by them. Said rubbish consisting

of grass clippings, branches. rocks. small amounts of building
material. etc. Of the four licensed haulers in the Village.
Twin City Disposal Service was the only one represented. He
reporten that his service consists of weekly pick ,up of two
30-gal. containers at the cost of $1.25 per month. Any deviation
of the amount picked up is charged accordingly.
Two of the complaints were against Suburban Pick Up.
The Council recomnended that the licensed garbage and rub:'lsh
haulel's in the villare be requested to send a flyer with theh'
next billing to the residents specifying their services. because
of the many inquiries.
The Council was also informed that the.awamp at Ridgewood Road
and Bdgewater Avenue. owned by Axel Newman, is being used to
dump rafuse, which has been refused by the garbage collectors ~
referred to Fred Nixon. maintenance man, to c~ean up this area
to discourage the continuance of this violation. for which there
is a $100 fineg
Dog O~dinance .
La Roy Hetrick. 2030 Glenpaul Avenue. complained of unlicensed
dogs 1n the area. but could not get any action from either the
dog catcher or the Police Dept. TrU1'ltee Crepeau informed him
of a possible misunderstanding. because of a new police officel' <,
referred to Trustee Crepeau.

Village Attol'ney Courtney's Report
Ordinance U3~-Amendment
Motion by Trustee Kennedy that "An ol'dinance a;;jsnding Ordinance
Number 32. relating to the sale of intoxicating liquor, by chang-
ingthe limitation on the number of on-sale licenses which may
be ias ued and by amending the provisions relating to the hours
of sale." be introduced by title ~ seconded by Clerk LOl'ruine
S~omqu1st - motion carried.
Sewer Improvement #5
Clerk Lorraine Stromquist read a letter. dated July 17p 19029
from Rorer Short, Village Engineer, recommending sqceptance,of
Change Order #1 OD the above project and recommending that it
be included in the final estimate to be paid to Peter Lametti
Construction Company.
Motion by Trustee OlIDen that Batimate #2 (Final) be app~oved sub=
ject to an explanation by the Vil1a~e BngineeF,on the effect of
the change orde~ on the total cost of the illiprovet~ntp - seconded
by Trustee Kennedy ~ motion car~iedo
Election Board Laws
Clerk Lorraine Stromquist requested the Vil!ape Atty. to check
for any poss~ble changes in the Election Boal'a Laws.
Easement Inquiry
Trustee Kennedy requested Atty. Courtney to check an easement for
Neil Robinson. 3449 Lake Johanna Blvd.
Zoning & Reoreation - Trustee Kennedy
Truetee Kennedy requested consraeration from the Finance Comr:..ittee
for more money in the playground and recreation budget for 1963
to avoid a possi~1efuture bond issue.
Clerk Lorraine Stromquist requested that the budgets from. the
various depal'tments be in by Labor Day. SepteJl.:~Jer 3. 1902. _
an extension of the preVious date of August 1.
Motion made by Olmen. seconded by Kennedy that Council give final
acceptance and approval to Sanitary Sewer Imrpovement No.5. Carried.

~ublic Works - Trustee Olmen
TrusteeOlmen informed the Council that a letter to Ramsey County
authorizing the ordering of signs by telephone would eliminate
the delay caused by letter writing. The Council surgested that
only one person be author~z~d - referred to Trustee Olmen to
check procedure.
Trustee Olmen ~eported a da~eed culvert on Carlton Drive which
is Cqusing sewer drainage on private property = referred to
Dr. Edw. Walsh, Village Health Officer, to investigate the
source of the sewage and to sign a complaint against the respons=
ible res ident.

Trustee Crepeau moved that the resignation of Patrick Sextonp
Justice of the Peace, be accepted, effective as of July 21, 1902

Polic's Gracer Appoin-tments
Trustee Crepeau reported that Police Officer Ken La Rock-has taken
an indefiniate leave of absence.
Trustee Crepeau moved on recommendatioo of Victor Weber, Deputy
Co~issioner of ~]blic Safety, that ~atrick Sexton aod ~ugene
Abraham be approved for the Police Department ~ seconded by

Sewer Improvement #1 ~ Sewer Connections
Clerk Lorraine stromquISlireported ~~here are three residences
in Sewer Improve~ent #1 which are not connected to the sanitary
sewer system at this t~e. Letters will be sent to them requesting
oonnection by September 30. 1962, according to Section 49 of the
Village ordinanoe, whioh states that connections must be made
