Special Use Request
Harold Edstrom. Koza Realty Co., inquired as to the status of his request
for a ~pecial use permit for property at 1680 Oak Avenue~ Trustee Kennedy
reported that his Conm1ttee considered the matter and recommended that a
special use permit be o:anted fol.' a three patient rest home..
Motion made by Trustee Kennedy, seconded by Trustee Olmen. that the
rece;..mendation of the 'lanning and Zoning Committee be accepted and that
a special use permit be granted to 1,11'So Alpha Beisswenger for a three
year period for s. three pa tie nt 1'6S t home wi thin the premises of 1680
Oak Avenue, if the property is purchased by Mrs. ~eisswenger - carried9

Parks and Pla~g~OUndS
Trustee Kenne y reported that the ballfield on Tony:Schmidt Park is not
being used, because it is rough and full of ruts. Mr. Olmeo was requested
to contact Dean Anklan to see if Rar"sey County will repair it.
Trustee Kennedy reported thev1l1age prope..ty and County Road F and
Highway #10 is all mud at present time and will require much more devel=
opment before it can be used.
The Villar,e Engineer was requested by the Council to stake out the village
right of way on playground property at County Road F and Highway #10 and
also the remaining village property at Hemline Avenue and county Road E.
Drainage ~ Lake Johlinna Blvdo
Motion by Trustee Kennedy. seconded by Trustee Olmen. that the Clerk
write to Mr. Anklan requesting Ramsey County to install perforated corr-
Ugated metal pipe on the west side of Lake Johanna Blvd. about 2501 south
of County Rend E to co~rect e drainaGe problem - the Village of Arden
Hills to Pay .the cost of such -installation from Sanitary Sewer Noo 2
Construction Fund = carried.

Committee 1s to be established with one member from each village to werve
on theComm1ttee. Motion by Trustee Kennedy. seconded by Trustee Olmena
that Mayor Robert Ashbach be appointed to represent Arden Hills ~ carried.

The Council authorized ~ngineer Short to use his dlscression as to the
extension of the village sewer line at 3240 Lake Johanna Blvd.

stowe Avenue Repair
Clerk Lorraine Stromquist reported a complaint from Calvin Garleys
1870 Stowe Ave. In the condition of Stowe Ave. Trustee Olmen
stated that Stowe is to be r,raded and repaired by the Village until
such ti~e as hamsey County takes it over as a county roadR

Clerk Lcrraine Stromquist presented a map furnished by Peterson &
l'opovich, Bond Consultattts, showing the boundaries of school distr iots e
villages and coun,tias of the ~win City ar!la. l.'r. PopOvich advised
us that additional copies of the map are availajle for villace use.
The Counoil arequested ~e Clerk to 'write Peterson ~ Popovich thBnk=
ing them ~nd to reGuest about 20 copies of the mapo
Village Zoning Maps
Clerk Lorraine S~romquist presented a current zonihg map as drawn
by Banister ~Dgineering COp Atty~ Courtney WaS requested to draw up
a resolution to adopt the new copy of the map. Clerk Lorraine StromQ

Village use!

OLerk L~rraine 8tromQuist read a~tter 6f recommendation from
Engineer Short, dated Afril 13, 1962, regarding the Sabine inquiry
of April 9, 1902. The Clerk requested to inform the Sabines of
work to be done by the Village.
Nazareth Hall Draina~e ~roblem
The Clerk read a .Lett'er from !toger Short. dated April 26. 1962.
regarding the above drainege problem onto Asbury Ave. ~ngineer
Short Was requested to obtain a cost estimate. for the recommended
be~m'oonstructlon along the edge of Asbury Avenue and ~eport to the
Council.

Complaints on cur~ent sewer ~ental rates were received by Mr. Gene
Du Bois and Mrs. Clwrlctte Vratt. The Council is unable to ma~e-any
adjustments under the present systeme

Atty. Courtney's Report

~q courtney reported an offer for road easements from the Per~Y~2
of $4.1008 which a~torney felt to he too high. Referred to the Atty.
to start condemnation proceedings and to aont~nue,withnegotiationso
Minn. Highway Dept. ~ Ins~ection Charges ,
Atty. Courtney felt that he inspection charges made b: the Minne
HighWay Dept. on Permit 60=94=03 and 60~94~04 amount to e29ti.48 are
le@;al and will have to be paid by t):le Village. The Council agreec:i
to release check 110. 1227.1n that amount.
Sewer Pipe. Change
Atty. courtney repo~ted that he and Engineer Short have determined
that it will cost approximately $3,100 to move the sewer pipe under
Sne~ling Avenue near Ros8ville. as ~eq\.!.ested by the Ninnesota Highway
Dept. nmtte~ to be referred by Atty. ~o nmyor Ashbach .to negotiate

COu~cil requested tile Clerk to write a letter to Shoreview requesting
that a joint Committee by the two Villeges be set up to negotiate
a solutIon to the froblem.
