The meeting Was called to order by Aoting Mayor Crepeau at 8:10 p.m.
Roll Call: Present ~ Acting Mayor Crepeau. Trustees Kennedy and Olmen.

Absent - Mayor Robert (Jl.. Ashbac'h
Also Present ~ Mr. Robt. Kerr, member of Zoning and Planning
Committee.
The minutes of the speCial meeting of January 2. 1962. were approved as
amended.
Trustee Olmen's Report
None
Trustee Kennedy's Report
Vi~lage On=Sale Liquor Licenses
Mr. Kennedy reported that he had ta~ked with :~. Courtney. Village Attorney
conoerning the nLmber of liquor licenses available in Arden Hills., He was'
informed that villages with a'population of 2500 = 5000 are permitted four
on=sale liquor licenses; therefore. the village is allowed one more &n=sale
liquor establishment.

Zonin Variance Request = Griffis Inc.

owner of Griffis, Inc., located in Roseville. is not interested In build=
ing at the present tL~e on the site which he requested the Councll to
rezone fromR 2 to Industrial. Said site belng the area bounded by Cleve-
land Ave., Highway #8 and the future FreeWay 35W. request tab:j,ea.
Mr. Kennedy also reported that the Village of New Brighton, which haa
property locatc:d north of Freeway 35W, is interested in improving this
area.

Roseville 24 LAnes. Ino. - Building Proposal
~~. Kennedy reported on a meeting attended by himself, the Arden Hills
Eusiness Promotion Committee, the owners of Roseville 24 Lanes, Ino. aDd
Mr. Jastrow, owner of the proposed building site. The feasibility of
the location, Snelring Avenue - south of Highway #96. WaS discussed.
The Business Promotion Committee recommended another location in the
village, because of the location of the highWays under construction
making acoess to the proposed site inconvenient.
The owners agreed that they would consider other sites in the village.
A future meeting is scheduled.
Liquor Lioense Request
Mr. Haymond Gadwa. .1376 Grantham. St. Paul, informed the Counoil he is
intereeted in locating a supper club and liquor lounge in the villageg
possibly at the oorner of Highways #96 and #10.
Referred to Clerk Lorraine Stromquist have Mr. GadwQ oomplete the neo~ssary
application forms for oonsideration by the Council.

Mr. Crepeau orrered GO attend the above mentioned meeting on Friday.
Janua1',y' 12th at 10 a.m. The Cillunoll suggested that. he request Eng.
Rogel' Short, Bgnister J;:;nglneering Coo to also attend this meeting.
Pay Raises = Clerk and Deput~ Clerk
Mrs. Stromquist moved. secon ad by Mr. Kennedy. that the Clark and
Deputy Clerk hourly rate be raised from $1.75 to $2,00 = oarried.
Publio Relations & Business Development Committee
MrSD Stromquist read the minutes or the Deoember meeting of the above
mentioned oommittee as submitted by Mrs. 1~dgeRitterD Said minutes
inoluded Q request to the Counoil for the proper prooedure for news
releases. Mr. Kennedy moved, seoonded by Mr. Olmen. that proposed
releases be Counoil approved ~ oarried.
Fire Department Contraot
Mr, Crepeau moved. seoonded by Mrs. Stromquist. approval of the Fire
Elroteotion Contract between the Lake Johanna V'olulltee!' Fire Department
and the Village of Arden Rills for the period from January through
June. 1962 - oarriedo

Mr. Kennetty moveda ~~. Oimen seconded. that the claims as presented by
Mrs. Stromquist be approved ~ carried.
Playground Areas
Mr. Kenneth Sparks, 1385 Forest Lane. requested that at least two
reoreational areas' be developed in the Arden Hills #2 area wit~~n the
next twelve months. Mr. Robert Kerr. member of the Planning and Zoning
Committee. and the Council discussed the possibilities and suggested
to Mr. Sparks that he write a letter to the Planning and Zoning Committee
outlining his suggestions.

C1v11 Defense He mbursement
Mr. Crepeau preB3nted a check from the State of Minnesota. Department of
Civil Defenseg in the amount of $132.50 of which $60.00 is to be retained
by the village, $60.00 to be paid to the Twin City Arsebal and $12.50 to
be paid to Minneapolis Ronaplell. This reimbursement is for village
participation in t~ Civil Defense warning system.
Civil Defense InsUl'anoe
Mr. crepeau reporued that on the recommendation of Mr. Hiteg village
insurance agent. that the Arden ,Hills , Civil Defense be insured by
the Mutual Service InSU1'ance Company - referred to Clerk for payraent of
premium.
1656 lake Johanna Blvd. ... Open Trench
l\'J).'. crepeau reporte., he !'!ad tallted wlth Mr. Lee Stevenson of the above
address concerning an open trench on,his property. Mr. crepeau informed
the Council that Mr. Stevenson would finish his sewer connection as soan
'BS the weather' permitted h1J:n to do 1'10 '0 no nuisance at this time.
1910 Grant Road... Publio Nuisance
The Councll WaB lnl'ormsa Dy Kenneth La Rook, Police Officer. that
Mr. Edward Galla, 1910 Grant ROod, has not complied with the Council's
request that he connect to the sewer system by December 10,1961.
Mr. Crepeau moved, seconded by Kri. Stromquist, that this mattar be
referred to Mr. courtney, Village Atty., to write a f~m letter to
Mr. S~6fl. Carried.

concernsd with the construction of an en cast iron sewer across the

sewer service to the residents in the Cummings Lane arSQ at a cost 0.1'

Lake Johanna Rink p Warming House
The Counc1J. approved the payment of a bill from the Home Gas Co..
New Brighton. for bottle gas for the warming house.
Mr. Fred Nixon volunteerea to be responsible for controlling the heat
at' the warming house. The Council agreed that the Police Department
be responsible for locking the place at night.
