- RESOLUTION 92-01
RESOLUTION DESIGNATING DEPOSITORIES AND
CORPORATION AUTHORIZATION
THIS IS TO CERTIFY that at a meeting of the City council of Arden
Hills duly called and held January 2, 1992, the following
resolution was adopted:
RESOLVED, that the Norwest Bank Minnesota, N.A. shall be the
official depository for all funds of the City of Arden Hills for
the calendar year 1992; and
BE IT FURTHER RESOLVED, that the City Treasurer shall from time
to time, ascertain that adequate security as required by the laws
of the state of Minnesota, is furnished by such depository to
protect the city's deposited funds against financial loss; and
BE IT FURTHER RESOLVED, that checks of this corporation drawn on
Norwest Bank Minnesota, N.A., hereinafter called the Bank, shall
be signed by three of the following officers:
Thomas R. Sather or Tom Mahowald
Mayor Acting Mayor

BE IT FURTHER RESOLVED, that the said bank is hereby authorized
and directed to honor and pay any checks so drawn as above set
forth, whether or not such checks be payable to the order of one
of the foregoing persons either in his individual or official
capacity or deposited to his individual credit, and whether or
not such signatures are followed by the title or office of the
person signing.

WHEREAS, Resolution No. 92-01 designates the Norwest Bank
Minnesota, N.A. as the official depository for funds of the city
of Arden Hills for calendar year 1992; and
WHEREAS, it is desirable to invest City funds at the highest
available interest rate;
NOW, THEREFORE, BE IT HEREBY RESOLVED, that effective this date,
the following banks are designated additional depositories for

RESOLUTION DESIGNATING BROKERAGE FIRMS FOR INVESTMENT IN
FINANCIAL INSTRUMENTS AUTHORIZED BY STATE STATUTE
CONSISTENT WITH THE FORMAL CITY INVESTMENT POLICY
WHEREAS, Resolution No. 92-02 designates several banks as
depositories for the sole purpose of investing funds of the city
of Arden Hills; and
WHEREAS, it is desirable to invest city funds at the highest
available interest rate;
NOW, THEREFORE, BE IT RESOLVED that effective this date, the
following brokerage firms are designated for the sole purpose of
investing City funds in Federal government instruments or in
banks or savings and loan certificates of deposits, or other
authorized investments allowed by state statutes and consistent
with the formal investment policy of the city:
Piper, Jaffray and Hopwood, Inc.
Piper Capital Management, Inc.
Merrill, Lynch, Pierce, Fenner & Smith, Inc.
- Shearson Lehman Hutton
BE IT FURTHER RESOLVED that the City Treasurer is authorized to
take whatever actions are necessary to make investments at the
aforesaid brokerage firms and to ascertain that adequate
security, as required by the laws of the State of Minnesota, is
furnished by the issuing bank or savings and loan to protect the
City'S deposited funds against financial loss; and
BE IT FURTHER RESOLVED that no collateral be required for Federal
government instruments since these investments are backed by the
full faith and credit of the United States government.

RESOLUTION FOR TRANSFER OF FUNDS BY TELEPHONIC INSTRUCTIONS
WHEREAS, the Norwest Bank Minnesota, N.A. is the depository in
which funds of the City of Arden Hills may be deposited, and a
corporate resolution with respect thereto is presently in effect
authorizing the deposit and withdrawal of funds; and
WHEREAS, the City of Arden Hills desires to add to and supplement
said corporate resolution with the following resolution:
RESOLVED,
1. Anyone of the following persons:
Frank C. Green, Treasurer
Tammy W. Swanson, Deputy Treasurer
Gary R. Berger, Clerk Administrator
is authorized on behalf of this corporation to give instructions
by telephone to the NORWEST BANK MINNESOTA, N.A. , to transfer
- funds on deposit with the bank:
a. to other accounts of this corporation with the bank; or
b. to other accounts of this corporation with other banks.
2. The bank is authorized to act on such telephonic
instructions received by it from anyone who represents
himself to be any of the above-named persons whether or not
his voice resembles the voice of such person.

Dear Mayor and council Persons:
I am very pleased to respond to your request for information on our
new firm. It's new in the sense that our previous firm was started
in 1909.
Last December lst, Wehrman Bergly Associates merged with the firm
of Sanders and Associates, Inc. The name of the new firm is a
blend of the two former names with the addition of IIWackerll
(pronounced "Walker") . Principals of the new firm are Bill
Sanders, President i Larry Wacker, Vice-President/Treasurer and John
Bergly, Vice-President/Secretary. Keith Hehrman, my partner and
associate since 1960, turned 65 in August, 1990, and has spent this
last year in transition to retirement, making sure all of his
projects and clients are well-served.
Hith our staff of nine, consisting of seven landscape architects,
one planner (myself) and one clerical, we continue to provide the
same range of planning and landscape architectural services
provided by our firm throughout it's history. Over the past decade
our old firm was becoming more involved in planning for developers,
while Sanders and Associates, Inc. was perhaps more involved in
downtown business district improvements and streetscapes. Both
firms have always been leaders in the area of park/recreation/open
space planning and design and that emphasis has not changed. We
are also landscape and site planning consultants to a number of
private clients, architectural and engineering firms and
developers.
Mark Salzman will be responsible for landscape inspections in Arden
Hills and will assist in reviewing landscape plans. Mark's hourly
billing rate is $45.00.
I'll attach my resumel along with thos,e of Bill Sanders, Larry
Wacker and Mark Salzmani a list of projects we've been working on
this past year and a brief description of the firm.

Our firm has served as Planning Consultants to Arden Hills since
1974 and I have been your Planner since January, 1988. Previous to
. that time, I consulted with - Orlyn Miller on many Arden Hills
projects over the lO years he was your planner from our office. So
we have provided continuity through changes in Planning
Commissions, City Councils and staff personnel. I have enjoyed my
work with you both on the professional and personal levels. Please
let me know if there is anything I can do to strengthen our working
relationship or to make your decision making easier.
Please call me if you would like clarification or need other types
of information and thanks for reminding me that you would like to
know more about our new firm. Please rest assured that you will

the calendar year 1992; and

to time, ascertain that adequate security as required by the laws

WHEREAS, Resolution No. 92-02 designates several banks as
depositories for the sole purpose of investing funds of the City
of Arden Hills; and
WHEREAS, it is desirable to invest city funds at the highest
available interest rate;
NOW, THEREFORE, BE IT RESOLVED that effective this date, the
following brokerage firms are designated for the sole purpose of
investing City funds in Federal government instruments or in
banks or savings and loan certificates of deposits, or other
authorized investments allowed by state statutes and consistent
with the formal investment policy of the City:

I am very pleased to respond to your request for information on our
new firm. It's new in the sense that our previous firm was started
in 1909.
Last December 1st, Wehrman Bergly Associates merged with the firm
of Sanders and Associates, Inc. The name of the new firm is a
blend of the tI.;o former names with the addition of IIWackerll
(pronounced "lvalker") . Principals of the new firm are Bill
Sanders, President; Larry Wacker, Vice-President/Treasurer and John
Bergly, Vice-President/Secretary. Keith Wehrman, my partner and
associate since 1960, turned 65 in August, 1990, and has spent this
last year in transition to retirement, making sure all of his
projects and clients are well-served.
with our staff of nine, consisting of seven landscape architects,
one planner (myself ) and one clerical, we continue to provide the
same range of planning and landscape architectural services
I provided by our firm throughout it's history. Over the past decade
our old firm was becoming more involved in planning for developers,
while Sanders and Associates, Inc. was perhaps more involved in
downtown business district improvements and streetscapes. Both
firms have always been leaders in the area of park/recreation/open
i space planning and design and that emphasis has not changed. We

are also landscape and site planning consultants to a number of
private clients, architectural and engineering firms and
developers.
Mark Salzman will be responsible for landscape inspections in Arden
Hills and will assist in reviewing landscape plans. Mark's hourly
billing rate is $45.00.
I'll attach my resume, along with thos,e of Bill Sanders, Larry
Wacker and Mark Salzman; a list of projects we've been working on
this past year and a brief description of the firm.

1974 and I have been your Planner since January, 1988. Previous to
. that time, I consulted with. Orlyn Miller on many Arden Hills
projects over the 10 years he was your planner from our office. So
