(4-0) OA'IH OF OFFICE Mayor Sather administered the Oath of Office to Clerk Administrator Gary Berger and Treasurer Frank Green. mNSENT Malone moved, seconded by Mahowald, to approve the CALENDAR Consent Calendar and authorize execution of all necessary documents contained therein: a. (4-0) Council1nember Hicks arrived at 5:05 p.m. PUBLIC <XlMMENTS Jean Lemberg, 1401 Skiles lane, appeared before COlmcil to discuss the proposed median closing from Trunk Highway 51 onto Old Snelling Avenue. Lemberg expressed her displeasure that no attempt was made to notify area residents of the closure of the median and that the only notification was the installation of a sign in this area. I.emberg reviewed infonnation she received from MnOOI' relating to traffic counts arrl accidents at this intersection. She expressed concern that the closure will increase traffic along County Road E and questioned if the bridge located at the County Road E exit is sufficient to handle the increased traffic. I.emberg also questioned if closure of the intersection will hamper emergency vehicles and delay Police and Fire service to residents in this area. I.emberg suggested signalization of this intersection would be a more effective method of controling traffic and accidents at this location. She distributed a map of the area which outlined existing conditions at this intersection and along County Road E. Phil Fable, 2634 Glenarden Court, briefly explained the intersection was reviewed . in 1972 arrl MnDot detennined the intersection should not be changed. He noted that in 1984, MnOOI' again studied the intersection and altered the intersection to its =ent configuration. He advised there have been three fatalities at this location since the alteration of the intersection. -- . . Minutes of the Arden Hills Regular Council Meeting, 1-2-92 Page 2 MEDIAN (Cent' d) Fable stated he does not believe closing this median is . the best solution; suggested the entire intersection be closed for traffic traveling in both directions. Fable referred to ==espondence he received fram Skip Humphrey which endorses closing the entire median to traffic. Council1nember Hicks questioned the rationale for closing the median only for northbound traffic. Mary Bieringer, MnDO:r District Traffic Engineer, advised. that MnDO:r would prefer to utilize the least restrictive method to =ntrol traffic at this time; indicated further review of the intersection may determine full closure at a later date. Council1nember MahCMald reminded residents that the roadways being discussed. are not under City jurisdiction, one is a state highway and the other a Ramsey County roadway. He noted that Council must rely on the judgement of the state traffic engineers to determine what method will be most effective to control traffic at this intersection. MahCMald also noted that the letter fram Skip Hurrphrey, suJ::mitted by Mr. Fable, does not actually =ntain language which endorses closure of the median. May= Sather suggested further review of the median closing should be =nducted in the Spring, after the median closure has been in place for a few months and prior to any permanent closure being installed at this location. . 'lhere was discussion relating to the bridge overpass at County Rbad E. Mayor Sather indicated that the City has on several occasions requested the bridge be =nsidered by Ramsey County in their Capital Improvement Plan. Brad lemberg, 1401 Skiles Lane, stated his displeasure that residents did not receive sufficient notice of the closing of the median. He advised. the traffic =unts provided by MnDO:r were taken prior to the upgrade of Iexington Avenue and the =nstruction of the new Target store in Shoreview. He reviewed information relating to a=idents which have occurred in the north bound lane of Highway 51 and at the ramp on County Road E. lemberg noted that the three semaphores along County Road E are not effectively coordinated. lemberg noted that Arden Hills previously refused signalization at the Old Snelling intersection and the state then installed the semaphore at Lydia Avenue. He suggested MnDO:r install a coordinated flashing warning light along the north bound lane of Highway 51 to reduce traffic speed, and realign and install signalization at this intersection. He further suggested an up-tcKlate study of traffic =nditions be completed prior to closing the intersection. George Rosene, 3445 Glenarden Court, stated he initially favored closing the intersection. He indicated his preference would be the installation of a baIricade to close the Snelling access onto Highway 51, thus =eating a dead-end street. . ----------- . MEDIAN (Cont'd) Jean Ie.mberg advised that during her discussion with representatives from Bethel College she found that Bethel was not informed of the closure of the median. She advised that Bethel representatives expressed a preference f= the installation of a serraphore at this location. George Roscoe indicated he would not favor the expenditure of funds for the installation of a serraphore at this location. Mayor Sather stated the expenditure for signalization of the intersection would utilize all existing MSA funds, and costs may exceed the existing funds. He suggested the installation of the t:errp:Jrary barricade would provide an opportunity for MnOOI' to review traffic issues relating to this intersection, prior to the installation of a permanent structure at this location. CouncilInernber Hicks stated that discussion of the intersection and public safety ccncerns was held in September 1991 and a request from the City was forwarded to MnOOI' to review the accident situation at this intersection. He noted that nonnally the state does not act this quickly on a traffic study. Hicks noted that Council was advised of the closure in early December and did not have ample opportunity to advise residents. He ~lained it does not appear that closing the median is a sufficient method of resolving the problem, although the closure will provide additional tilne f= the state to review the situation. There was further discussion relating to MnOOI' review of this intersection based . on the number of severe accidents, optional methods studied to reduce the number of accidents at this location and statistics provided by the District Traffic Engineer. Mary Bieringer advised the state reviewed signalization of this intersection as part of the study, however, the traffic voll.ll1\eS did not warrant signalization. Brad I..embel:g ~ressed ccncern relating to the increased traffic on the County Road E bridge which may =eate public safety hazards. Mayor Sather agreed and noted that Council has discussed the matter with Ramsey County traffic engineers several times in the past. Council =ed that the t:errp:Jrary closure of the median will provide additional tilne for MnOOI' to review this matter, while providing a reasonable solution to the problem as a terrq:>orary measure. No formal Council action was taken on this matter. RES. #91-73; Mayor Sather advised this matter was tabled from the ADOPI'ING 1992 12/20/91 Council meeting, due to questions posed by J3U]X;E!' Counci1members relating to the document. Clerk Administrator Berger advised he related the questions to the City Accountant and she has requested this matter be tabled to a future meeting. He indicated the Accountant is assembling the information for presentation to Council. . '!here was discussion regarding the presentation of the depreciation schedule in the b.Jdget document. Council noted that the previous budget documents have not presented the information in this matter. It was suggested that the city Accountant notify Council when proposing a change of this nature. Clerk Administrator Berger advised Jean Lemberg should be added to the Public Safety/Works Carmnittee. He stated the other committees have been updated to include interested residents. Hicks moved, seconded by Gr=e, to approve the 1992 City Appointments as proposed, addinJ resident Jean Lemberg to the Public Safety/Works Carmnittee. Motion =ied unanilrously. (5-0) Council concurred ,to direct staff to notify all committee members of their appointment/reappointment to the various citizen committees. Councilmember Hicks requested a letter of thanks to those members not seeking reappointment and suggested a special letter of thanks be sent to Dorothy Zehm, PlanninJ Cormnission member, for her length of service and dedication. -. (5-0) CDUNCIL <X:M1ENI'S RFP' S i ARCHITECl'S Clerk Administrator Berger reported that he has . received information fram several architectural firms, in response to the RFP's f= the new city Hall facility. He offered to draft selection =iteria for Council utilization in reviewinJ the proposals and requested direction as to Council preference for processinJ the proposals. . RFP'S (Cont'd) After discussion, Council concurred to direct the Clerk Administrator to develop selection criteria for approval at the next Council meeting. staff was further directed to review the proposals and select eight (8) proposals for suhnission to Council for review. Council determined four or five finalists would be selected from the eight proposals suhnitted by staff f= the purpose of scheduling interviews to discuss the architect proposals. ZEDS SIGN Council1nember Malone advised the Zeos Sign is not in compliance with Sign Ordinance regulations; suggested the company be cited for operating without a rosiness license, since no license should be issued prior to the sign operating in compliance with the ordinance. Mayor Sather advis€ct that the retail manager of Zeos notified the Building Official the sign is <:XlI1puter driven and when the conputer is not functioning, the sign may not be altered to comply with the regulations. Council concurred to direct the Building Official to enforce the sign regulations. MISCELUlNIDUS Council1nember Hicks reported on various meeting dates. He noted an invitation fran Roseville area schcx>ls to attend a meeting on 'Ihursday, January 30, to develop a directory of youth related groups and activities. . MEDIAN CWSING Council1nember Hicks noted that it may be beneficial to request the MrlllOr Traffic Engineer to attend a future Council meeting to discuss the median closing and bring updated information on traffic COlU1ts. Mayor Sather agreed it may be appropriate to schedule an informal meeting with residents regarding this matter. Council =n=ed to direct the Clerk Administrator to =ntact Mary Bieringer from MnOOI' to appear in April, prior to the permanent =nstruction of a barrier in the median, to discuss this matter. SCHED. WKSESSION Malone moved, seconded by Hicks, to schedule a Cormcil Worksession meeting on Tuesday, January 21, at 4:30 p.m., to discuss goals and objectives with Department Heads Gary Berger, John Buckley and Dan Winkel. The =ent smoking policy as provided for in the February 23, 1987 minutes (see attached), designates the Public Works Building and Administrative Offices as smoke free, while the Council Chambers is designated as one-half smoking and one-half non-smoking. staff would like to propose that all City-owned buildings and vehicles flOil be . designated as entirely smoke free. There are several reasons for the proposed change. The first reason is that the majority of the staff at city Hall are nCM non-smokers. 'Ihe =ent designated smoking areas are comrocm areas which all city employees must use and the non-smoking employees find this quite offensive. There have been numerous complaints from staff regarding the smoking in the Council Olarobers (which also serves as staff lunchroom) and the restrooms. There have also been several complaints from the various volunteer cormnittees which meet at City Hall in the evenings. Secondly, staff has been exploring changing health insurance providers due to complaints received from staff in regard to the =ent health administrators. Group Health is looking very favorable and has agreed to offer the city employees a 5 percent diSCOilllt on the rates if the City would designate a smoke-free workplace. 'Ihe majority of the staff is in favor of this diSCOilllt. 'Ihird, the article attached on the Mounds view No-Smoking Policy which was recently adopted and published in the "The Focus" on December 31, 1991, wrote the follCMing: "The City Council approved the smoke-free Policy last week marking one of the last few cities to do so." . The City Administrator of Mounds View was also quoted as having said, "The maj=ity of cities in the metro area have enacted similar policies... SUch action is lI\Ore the nonn than the exception. " ~" . . SIIIOke Free Policy Page 'IWo 'Ihe proposed administrative Policy would pennit SITDking outside at the entrance of city Hall and on the grounds of all public buildings. If Council would so choose, smoking cessation classes could be offered to city employees to help them with the transition to a smoke free envirornnent. 'Ihe American Lung Association offers classes in Roseville at a cost of $65.00 which includes 8 classes over a 8-week period. Each class is 2 hours in length. 'Ihe payment f= the classes could be accorrplished two ways; first, the city could pay the full cost of the classes f= the employee = second, the employee could pay the full costs and later be re:i1lll:ursed by the City for all or partial costs upon campletion of the program. 'Ihe City Accountant proposes that the employee pay the full =t of the classes. 'Ihe city then could reimburse one-half of the initial cost to the employee upon successful attendance by the employee at all 8 meetings. ('Ihe Lung Ass<x:iation does keep attendance records of all the classes and could verify this for the City). 'Ihe City =uld also choose to re:i1lll:urse the remaining one-half of the cost if the employee quits smoking for an entire year. (Again, the Lung Ass<x:iation does follow up with all the class attendees and could verify this for the City) . . CUrrently, the City has a potential 4 employees who may want to take advantage of these classes. A $300 =ntingency was b..Jdgeted for 1.992 in the travel and =nferences line item within the administrative area of the General Fund. 'Ihese funds would be available if any staff members are successful in campleting the smoking cessation classes. Section 3 of the administrative policy refers to disciplinary action. violations of the Smoke Free Workplace Policy should be reported to the immediate supervisor of the violator. 'Ihe supervisor would then investigate and issue appropriate disciplinary action if necessary. Any violations of this policy will be recorded in the individual's personnel file. CITY OF ARDEN HILLS RAMSEY COUNTY STATE OF MINNESOTA RESOLUTION NO. 92-08 RESOLUTION DESIGNATING ALL CITY-OWNED BUILDINGS AND VEHICLES SMOKE FREE EFFECTIVE FEBRUARY 29, 1992 WHEREAS, the city of Arden Hills recognizes the importance of providing a safe, healthy, and productive environment to those who work or visit the city; and WHEREAS, in recognition of the 1975 Indoor Clean Air Act and the nation-wide trend to establish smoke free public buildings, the City has determined it to be in the best interest of staff, residents and visitors to city-owned buildings that all city- owned buildings and vehicles to be designated Smoke Free.
