Motion made by Ml'. Crepeau, seconded by Mr. Olmen to approva the minutes
of the Counoil mse1i1ngs~ of August 3. 1961 and August 28. 1961. Oal'r180.
SPECIAL USE PERMlr - Mrs." David Blain. 1896 Jerrold Ave.. requested a
speoial use pe~1t to operate a florist shop 1n the basement of her hom@,
at this address. Motion made by Mr. Crepeau, seconded by Mrs. Stromquist
to issue this peEmit for one rear. with the possibility of extension of
time. Carried. Trustee Kennedy took no part in the discussion and
abstained from voting on the matter.
DRAINAGE PROBLEM .. Mt'. Richard Kiene. 1516 Arden Place. Inf01'llled the
Council that drainage facilities had been installed through his property
but theI'e wers no easement rights on h1~ propl5lrty plan. M1' 0 Burandt has
examined this location.. May(ll' Ashbaoh ~e.fe1'.l'ed the problem to Mr. Olman
suggesting he confer with Mr. Bhrandt.
KARLl3URANDT REPORT ~ llJl.:NISTER El'lGlNBERING CO 0 Road Improvements #4 and

is being made to ma toh the roads with the driveways wi thin 3 ft.. but 1n
soms cases 5 ft. are required.

Mro Kennedy. seconded by Mr. "Olmen that the above ohange order be
acoepted. Carried.
Mr. Burandt Info1'Jlled the council that the cost involved in this change
order would p'l'obably be $500.00 for" Improvement #4, more than $500.00 for
Improvement #3 Bnd, as yet. not Bny for improvement #5.
SIE!.!S COURT GRADE CHANGE - MoUon made by Mr. Olmen. seconded by Mr.Kennedy
tha t the grade cnanges as presented by plans from Mr. Burandt. be accepted.

the Village Fisaal Agent, intends to make an appearanoe at this Counoil

to enable ~. Popovich to start work on the asssssment roles.

Counoil 200 ft. on the wast side of Tony Scl1midt Park is the ooly pal't
to possibly benefit from the sewer improVement. There is no sewer rontal
charge from Rosevl11e On Improvement #2 ori this property. I'll!'. Short
recommended we assess the County for the 200 ft. rather than assessing on
an aoreage basIs. Referred to Mr. PopOVich.
MRo CREPEAU'S REPORT - Mr. Wetterlund. 3424Sand(flen Road, has reques'Gsd
sewer cOnnection Which involves an easement which is .in litigation.

NEW STATE HIGHWAY IAW - SQUAD CARS - Mr. C!'epeau informed the. Gouncn of
iii new law which requ11'es the Village to purchase a new squad car after
50,000 driving miles and 50,000 idling miles. Referred to Lo1'rain6

ROAD SIGNS ON IMI'ROVED ROADS - Concern wes shown by the Council relating
to the many ch1ldl'en now USing the improved st1'eets as play areas. Mr.
Crepeau !'eported that in 1960 there were 13 fatalities in o~ village
compared to none so far this year. Referl'ed to Mr. Courtney to check
with the Highway Department on village 1'0ad slieed limit slgns. A
resident at ':1.399 W. FlO!'al D1'ive requested a 'Dead End" sign. Refe1'1'ed
to Mr. Olmen.

HEAVY LOADS ON IMPROVED STREETS - Motion made by Mr. Kennsdy. seconded by
Mr. crepeau authorizing Mr. Olman to have a letter of liability signed by
the Contractor responsible for the over the load limit vehicles. The
contraotor then assumes tlm charge for any repair work on the road caused
by his vehicles.
GAS MAIN SERVICE - Mrs. Stromquist reported the Northern States l'owar Co.
requests permission to install gas service at the following addresses: 3414
N. Snelling Ave., 1385 Forest Lane and 1851 Gramsie Road. It was agreed to
approve the requests subjeot to Mr. Short, Village Engineer.
NORM'S TEXACO STATION - Mrs. Stromquist received a check from above for
~4.B2 for work done by the village for which there is no record. Mrs.
Stromquist to cheok with' them.
DE WrrT EASEMENT - IMPROVEMENT t. - ~s. Stromquist read a letter from ~ro
Courtney stating the t1tle on t s property was not marketable. Motion by
Mr. Crepeau, seoonded by Mr. Olmen that the oheck for the easement be
written and held by the Clerk until the title is cleared.
NEW LAWS FOR MtJIICIPALIT~ - Mr. Richard Jones, District Representa ti va
sent literature conoerning above. Copy to be passed around to Council
members.
. BUILDING CODE ClJANGIiS- M1's. Stromquist informed the l,;ouncll that the
Village or Hoseville has made considerable ohanges in their building code.
The Villages of Arden Hills and Roseville have used the same building code
up to this time. Mr. Kennedy suggested buying 20 building oode books
consisting of ten of their obsolete books which we will continue to use at
least until June, 1962 and ten of the new building oode books for study
purposes 0 Mr. Kennedy'also suggested forming a oommittee consisting or
professional men and our Village Inspectors to study the revised code.

TRANSFER OF LICEBSE - Motion made b1 Mr. Olmen, seconded by Mr. Kennedy
that. subject to inspection. Edward Roitenberg, 14400 Moonlight Hill Road
Hopkins, Minn. be permitted to take out the necessar1 licenses to operate
aMarge and Bugo's business plaoe.
DEPUTY CLERK APPOIlllTMEET = Motion made by Mrs. Stromquist. seconded b1
Mr. Kennedy that Florence Honan be appointed Deputy Clerk. Carried.
IMPROVEMENl t3 EASEMENTS - Motion made by Mr. Kennedy. seconded by Mr.
Crepeau, tha easements No. 3024 and 3031 be exeouted. Carried.
TWIN CITY ARSENAL SEWER HOOK-UP ... Referred to Mayor Ashbach to oheck
with U. 5. Goverment for extension for another year.
. VILIAGE BUDGE! ..; Mrs. St.r~uist informed the Council of the finance
meeting for the Village Budget which will be held during the last week
of. September. October 9. 1961 was set for the Public hearing on the Budget.

no ~1r~ stat10n be constructed in this area; beoause of tne difference of
opinions in the layout of the several owners.
Mayor Ashbaoh was exoused at 10:30 p.m. Aoting Mayor. Mr. Crepeau.
presided at the meeting until adjoUl'mnent.
SEWER ASSESSMENT ~ IMPROVEME~;TS #3. 4. and 5 c Mrs. Stromquist presented
the "ounc1~ with the l'eSo~utions !'rClDl. Mr. l'opovioh. The Counoil agreed
not to act on these resolutions in the absenoe of' Mr. Popovich.
Mr. Popovioh was delayed at a pJ.'evious meeting longsr than antioipated.
The Council agreed to meet with b1m OD Tuesday. Septembs%' 12. 1961 at
8:00 p.m.
