Ml'. Oluten reported that he and Mr. Karl Bul'andt of Banister Engineering Co. had met with MR. ViSSEr at h1a,pl'Op8rty on the C01'ner of Sandeen Road and Lake Johanna Blvd. lI'll'. Vessey had complained previously that this 001'1383.' was badly tom dOWb.. It was agreed that they wouJ.d make a personal appointment with the superintendent of the road const1"Uction crew and ask b1m to keep the Ol'emJ away from tbis 001'1381".. " Mr. Vessey asked Mr. Oluten at this time 1f it would be possible for him to buy a portion of the village owned draioage easement next to bis pl'opel'ty. T~s easement is pie shaped - 50 ft. wide tapering to 15 feet wide at the lake. With the road improvement the oulvel't at this point will be taken out and the Elasement 11111 no longeX' be' needed for dt'8inage purposes. Mr. Vessey wauld like to build a gaX'age on a portion of this land and teal' down bis othe3.' gs:rage w111ch is lower than the street and always gives trou bll'). Olmen stated that a resident had called h1m cOlllplaining about the proposed drainage of a pond 11'.1 Road Imp. #3 through a storm sewer. Tha resident claimed tl:1is pond WBS sp~1ng fed and the village" had no right to dra1n it. Mayor Ashbach saId the village cnsted t111s pond when they put 11'.1 the original road. Matter to be referred to village attorney. Mayor' Ashbach suggested to Mr" Lund that the surplus dirt could be dumped at tl:118 spot, leveled off and improve this location. Mayor Ashbach asked for oouncil suggestions as to disposition of dirt from Glen Arden Road. It 8S suggested tha t some be used at playground area remaining on County Road E - also County Rd. F and High.way #10 needs m01'S dirt. Olmsn reported that a ditch is be1ng built around the playground at County Rdo F and HighWay #10 ~om the storm sewe~ 80 that it comea out at the road drain. He aieo stated that the area west of Lake Johanna could use excess d11't behind the f11-e harn. Mr. Crepeau stated that he and Mr. Olmen went over the Siems Court projeo1; and now ha'IYB the sewer problem there fairly well straightened out. A fn easements may have to be changed involving no legal action - no major ohanges - merely a ohange in the lins.. The storm sewer will be changed to go through Helseth's property.. Mr. Crepeau sugrested that Mr. Helseth be given re11ef of approximately $100.00 on his assessment as he has givsp 1'l'ee easements to the village for both sewer and storm sewer and since ' his property is low he will need f1 pump to pump up to the sewer 0 This relief on assessments w1ll help defray extra cost to him of the pump. MR. PERRY asked whoee responsibility 1t was to open up the culvert which goes under County Rd. E towards the lit't station. Mr. Olmen stated that this was a county road and they were responsible, unless the culvert was plugged up during village construction work. Matter was referred to Mr. Olmen. Mr. Crepeau asked the clerk to write a letter to SHERIFF KERMIT HEDMAN, stating tha Arden Hills police force would oooperate in patrolling village roads dUl'ing the labor day weekend. CLERK'S REPOR'!' - Latter da'ted August 11. 1901 to Vincent Courtney from Mrs. Stromquist regarding costs incurred at pay ground property; Mrs. Strol,1quist asked if the council knew of any other oosts that should ba included. Mayor, Ashbach suggested that if'th3re is a penalty faT.' paying off the bonds ahead of t1ms ,that cost should be inoluded. ' The council also felt the costs should beg! ven 1n the form of a lump sumo' This was left to the deeis ion of the attorney. The area a.t County Road F and Highway 10 was again disoussed. Mr. Olmen suggested th!'!t a little league coaoh or someone like Mr. Harmon, recret;d;~ 10nal director of Mounds View school be called for suggestions as to how to layout this area properly for a ball field. Mr. crepeau says that th~ neighbors would like to put up a fence - have certain Dights assigned. A letter. was read from Roger Short dated AUgust 10, 1961, 1'19: application from Northwestern Bell telephone Co. to place and maintain a buried telephone oable on Dunlap stoHe recommended approving app1Ioation and sending a lette~ from the village clerk suggesting that the placing o~ the cable be delayed until the rough grading of Dunlap stl'eet has been completed. Mr. Crepeau moved. Mr. Olmen seconded motion that village approvE! North- west Bell Telephone application and letter be sent as suggested by the Village engineei' 0 Motion carried. , .'
