July 31.196:l The meeting was called to order by acting Mayor Crepeau at 8:03 pemo ROLL CALL; l'1'esent - Crepeau, stromquisto Olmen. Kennedy arrived at 8:35 pom. Mrs. Stromquist seconded a motion to adopt the mii3U tam 01: the regular council. meeting of July 10. 1961. Carried, MR. BURANDT of Banister Engineering Co. presented plans showing a proposed grade lowering on Siems Ccurt as requested bJ the residents in this area. This would oreate addi1l10nal costs ot $2500.00 :for earth moving, Thers will be substantial readjustment to t1'ont ;yards. Mr. Burandt sugges ted the. t the village might piok up the cost of landscaping one of the yarde whioh will requ.11'e abollt $700.00 worth of l'e-landsoaping. Mr.. Olmen m0118dD Mrs . Arden Hills Plumbing Inspeotor spoke on behelf of Sam Da BruzziD Sewer Contl"aotori whose sewer license had not been renewed 1n Arden Hills because 01' inste. ling a seWer at the property of Eugene GazelkaD 354'.1, North Snelling. whioh had not been approved. Mr. Da Bruzzi installed this sewer in April and it was not according to local ordinanoe. The Gazelkaa said they were going to build an addi tion on to the baok of their house. The sewer installation then would have been under the house and according to local o1'.dinance. However. a sbort time ago they pl't the addition on to the frolfilt of their house anll would not permit Mr. Da Bruzzi to oome back and correct the installation. In the meantime no pe1'm1ts have been issued to him beoause this job cannot yet be approved. Mr. West reoommended that the counoil approve the issning of a license to Mr. DB Bruzzi and gi ve him permits to do work in the village siDce he is 1II11ling to go baok to correot his work but the Gazellms will not permit him to do so. Mr. West also recanmended that the Village AttorDGY oheok into this inoident to determine what oan be done with the home ownsi' to oorreot this situation. Mrs. StrClllquist moved. Mr. Olmen seconded that Suburban Piping be re-isauad their lioense to operate in Arden Hills. MR. WARREE BRENNAE. owner and developer of 65 aorss of Indus.trial land on Kowalski Road from Lexington OD the West toward Hamline Ave. proposed to establish a grade on this road and l'eg1'ade it himself and hoped the council would do the 1'8sW'faclngo Matter referred to Olmen who should authorize the Village Engineer to establish a grade and also the cost of sUl'facing the whole of Kowalski road f1'OJ!lLexingtol'l West to Hamline Ave.. . Since the operation is on the ordinance property which is under the ju:rls= diotion of the Federal Government. l~. Vinoent Courtney. Vi11ar,e Attorney will confer with the corps of engineers to see if they will put pressure on enforcing the village request to cease their night work. MR. JERRY COLEMAN. 5186 North Lexington. another spokesman for the group of Shoreview residents. who appeared protesting the disturbance of the Arsenal Sand and Gravel. Inc.. asked if the Council had given a permi t to operate. It was explained to him that this company caD operate without a permit if operating With permission of the Federal Government as they own the mineral rights. Arsenal Sand &: Gravel did come to the Council asking roI' permission to expand. Counoil refUsed. MR. ALlAN VESSEY, 3280 take Johanna Blvd. asked about having the dirt I'eplllCed at the cor~er of the north end of Lot 19. The grader of the Lametti Construction Co. removed this dirt and "the traffio has addopted the cornel' as a roadwayU. Referred to Roger Short who asked to meet Mr. Vessey at his home to eo over the problem with him. ^' RESIDENT at 2030 Thom Dl'lve appe~red uking about the old buildings on the . Arthur E. Thom property. A letter dated July 10. 1961 !'rom Arthur Eo Thorn stated that he had found the buildings on this property beyond repair and that they should be burned down and destroyed. Mr. Courtney explained to the residents that if the village goes in by abatement action the cost is assessed to the property ownerD He feels that r~D Thom wants to take care of thia himself. BANNISTER ENGlmlERINO REPORT: Mr. Roger Short submitted tha three estimates on work done so far by the J~ W. Craig Co., Road Contractors for Improvement 3. 4~ and 5. He also submitted the ownership description on the Perry property to Attorney Vincent Courtney. The Nelson matter at present stands with ~~. Nelson agreeing to the lower= ingof the road and installing of the sewer if it goes on the two north lots of his property. Referred to Vincent Courtney who will draw the contracts for the Nelson easements. Dr. Dunn. who 1s building south of V. A. Swanson. wanted to know if he could be excused from hooking on to the sewer. The council discussed the possibility of en equity from the village in a O8se such as this where a home owner has more costly arrangements to make and inconvenience because of the lesser accessibility of the sewer to him than other residents. .
