Several residents appoa%'ed with additional info~ation regarding the Myth-
land Club _ formerly known as Edgewatar Motel. They also expressed "their
. interest and concel'O over what the Council was doing in :regard to the olub.

Club stated that the disturbance aftsr one O'clock in the morning plus
personal threats and phone calls W8~e very serioUD and he was insistent

Mr. Czoapaau, Public Safety Commissioner read !'epol'ts made b;V Village
Inspectors of the Mythland Club as attached. Briefly the reports indicats
as followss
1. Walter C. Ilaugh. Heabing Inspector stated that flWOOcs and duct
work in main building was deterio~ated and dirt;v and indicated it
had not been used for a considerable length of timeo Hot platalll
in cabins ware a fire haza~d.
2c Clay Kelley, Building Inspector. has given p~asentowna~s until
August l~ 1961, to clean up trash snd unsightly oonditions on
pr61fdsas 0 .'

3. Winfield WEISt, Plumbing Inspeotor rspo~ts no venting on plumbing.
4. Ed Salverda, Electrioal Inspector has red tagged all electrical
wiring due to faulty oonditions and haa had the elect!'icity

Victo%' Weber reported that the owners are no longe~ soliciting business
publicl;V but that previously salesmen were located in VB.l'ious OOl'S in 'Ghe
oi ty determining what people onted. to go out after "hours. On the spot
these people then WGre sold a membership card to the Myth1e.nd Club for
the cost of $3.00.

The residents or 'the area were informed that if they so desired they should
~ring their complaints to Justioe of Peaoe Court on Wednesday evening.in the
Vlllaf:e Mall at which ti.ne the owners of the Mythland Club will appear 00

On Thursday night. July 13. 1961g the owners will appear in Justice of Peace
Court 00 charges of selling 11quo~ after hours.

Mr. Weber stated that if tha Council found reason to condemn all out build-
ings and small cados. the owners would probably not be content with one
main building. This then would be one way of discouraging thai!' operation.
He further stated that the police cannot go into a buIlding without a search
warrant. To obtain this there l!Iust be proof something illegal is going on 0
Dr. Walsh, Village Health Officer, stated that as long as there waX'e outsida
toilet facIlities the fact that. there was .,no venting of the ins'ide plumbing
was not reason to condemn the buildings. .
The Council is willing to cooperate eve~y way to find avenues to follow in
order to put an end to this undesirable operation. They will knol!1 more
perhaps as to ~at steps to take after the trials on Wednesday Qnd Thursday
night. .

MR. JAII'tES THOMAS - 1655 Valentine Aveo requested the engineer to show a map
or the road plans for the area under discussion. He stated that 'Ghe1B1and
will start four feet (4') from his property line and will be in the shape
ofons-half' diamoild. This will be a barricade to thrcugh t:raffic on
Valentine Ave. and will limit Mr. Tholll9.s's aocsss to his property by Highway
#10 only. He tlU'tfrler states that he has been a resident of Valentln~ lUlls
for ten years and has had no traf'fic problems in that time. He ownal 136 feet
on Valentine Ave. whioh he will not even be able to usa if, this island is
installed but he still will have to pay hont foot assessmen'!; for the road
improvement. He also expressed his concern over the fact that in cutting
out .through traffic with use 01' the island the chlld1'en would probably have;
to go to Highway 1/10 toca tah their school bus. This to M1' 0 Thomas 808ms a
gl'ea tel' problem than that of the traffio going through.
MR. JOE KUDZE - 4073 Valentine Court states that he lins on the opposibs
side of the island which means he would have aocess only by County Rood rlFn
but this fact does not bother him.
MR. ANTONELLO - 4054 Valentine Court states that he can get out either
d11'ection even with the construction of the Island. He is not strongly for
or against the island. He WflS under the impression the island was a com-
.promise s1tuation between the residents who wanted ths road closed altogether
and those who wflnted nothing at all in the way ot an ob~tl'Uct1on. Ha f\.u'thsl'
stated that he felt the roads we.re not originally laid out 1."or thl'ough
traffio and so mayllDe it should be stopped.
MR. ROBERr G. DAVIS, 4060 Valent1ne Court states that hei\ocated on Valentine
Court and will be able to go either way even with the island. However" hG

JOHN MARCHAND, 1695 Valentine Ave. suggestsd that Mr. Kunze i'uns a very f:ine
school but that the sohool children go too fast to and f'l'om sohool using
Valentine Ave. as a oounty road.' . The ohurch tl'affic f:rom st. Johns also
. use this avenue so why not turn it! Qve~ to the county and let it be used
as a county road and have the oountybear expenses on its upkeep.
MRS.Ln,DQUIST, 4030 Valentine court, stated that in the winter When ice
and snow oollect on the streets thei go out on Highway fllO. If they try to
go out by County Road "FD there is a rise by Kunze's home that iaenough
to stall trucks. eto.. thus snarling traffic. She favors leaving out the
island putting up signs to slow traffic or using UNo Thoroughfal'GII signa
Qnd also have a squad car there at heavy traffio times to warn the violators.
JIM TnOMAS~ If:i55 Valentine Court asked if the Council had approached the
county as yet re: putting up signs at County Road Ifp" and Highway #10.
Il\WRENCE KINPORTS. 1645 Valentine Ave. stated that a lot of cars now misa
the turn a t Highway !fl00 because of the construction work and then turn in
to Valentins.Ave to go through to New Brighton. Th~s too. should be straif,ht-
aned out when construction work is completed.
MRS.JADES THOMAS. 1655 Valentine Court states that they have five children
and have lived in Valentine Hills ten years and have always sllowe~ their
children to Cl.'osa the roadao she teels tllere is no thx'ough traffic probllilm.
JIM THOMAS, 1655 Valentine COlU't atated that at the last oouncil meeting h<il
had a.~ked the Villago Attorney for a legal opinion on this and the s'i;torney
stated that the aouncil 1s morally bound to go along with on~ objeoti~n if
1t is sound
MR. KUNZE. 4073 Valentine Court atated that Mr. Thomas livEls way back off
the l'oad but that he li.ves only twenty feet from the road and that 1s why
the traffiO bothers him more. .
MRS. ROY HAWKINSON. 4036 Valentine Court asked if a sign with a speed limit
could be posted. .

MRSo ROY HAWKINSON, 4038 Valentina Court 1s concerned with their ability
to get up the hill in the wintertime if snow is piled up in a t~iangla on
the island thus slowing downthell:' run for the hill.

. When the engineer was asked for his opinion of the island he stated they
were designing the roads to please the residents and it was Q matter of
Ildo you want the island 01' don't you 1".
E. WALIACE WELIS, 4065 Valentine Court stated that he lived between Kunze
and McDonald. Be doesn't like the barricade andhe also doesn't; like the
traffic. He would be in favor of a depression in the road in place of an
island.
MR. JAMES THOMllS * 1655 ValentioG court again expressed his concern 1'0%' the
safety of the ch1ld!l'en. Traffic goes 40 miles per hour on county road "FIl
and 50 miles per hour 00 Highway 1110. He would rather have the school
buses pick them up in front of the11' homes and he would not object to a
depression.

MR. KDJPORTS, 1645 Valentine Court wanted to know if there was going to be
a culvert under the road whioh would interfere with a depression and the
draioage .
KARL BUBAlIDT, read engineer, stated that a depression causee no problem 1n
regard to drainage.

MR. KARL l3ORA'NDT, road englneEll'. stated. when aaked how effective a depl"ess=
ion is, that a depression six inches deap* six feet long slcms traffio down
to 15 miles per hour. If using Q depression the following signs must go ups
1. "No thl."ough traffic"
2. "Bump"
This latter sign must be pos ted fifty feat from the bump on eithaX' side of
the street. Mr. Burandt further stated that to enfol'ce Q speed limit sign
whioh is lower than that set by stste law, a pel'mit must be signed by the
state Highway Board before a publio hearing. Mr. Burandt believes it would
not pass as then groups of villages throughout the state would demand the
same .

MR. KUNZE, 4073 Valentine Court states he would rather cut off the tip of
the island. Be 1s OPPos,ed to a de'prossion.
MR. KIliPORTS, 1645 Valentine Ave. feels that blunting the point of the
island would oause squeaking tires on cars creating undesirable noise.
MAYOR ASHPACH ask for Council aotion. Mr. Stanley Olmen, road commissioner
stated that he was against the lsland, if they have to do something he would
favor a depression whioh would slow up traff1c.
MRS. LINDQUIST asked if depressioo would fill with water and freeze in
wilriJel' as this wouJ.d slow up the run for the hill up 'Valentine Court that
is neoessary. in the winter months.
MAYOR ASHmCH stated that he favOl"s paviog road all the way tlU'Qugnc put 1n
minor dip 1f residents want it, use SlgDS to slow down 01' discourago
traffic. If volume of trafflo still persists curbs or an island can be put
in at a later date.

higher than his driveway and he l1.as not been able to get in his garage for
the past three weeks..' The contraotor was to take care of filling the d:!'ive
but Mro VessEJ7 finally did this h1mself. Now all the dl1't has baen !'emoved
again.
Ml'.. Karl Burandt stated that the,. had to ohange the drainage and stx'eat
pattern at Mr. Vessey's propel'ty because his garage is one foot higher than
nOl'mal.. The road will be (inverted ol'own) with aU watsr !'Unning down the
middle..
Mr.. Vessey also wants to know if the Village of Arden Hills owns the eas/it-
ment in bont of' his house and if so wh:v donlt the,. keep it up. His last
question is about the sewe~o
MR. SHOR'.!.'. engineer stated that aU easements for sews1' work are completed.
The 11ft station has to be put in and be fUnctioning 001'01'8 b~anoh linea
go in. This will probably be 30 c.'lays.
MR. LEBLIE JOHESON of the Leslie JohJ:Ison Heating Company pl'esented plans 0
. STOWE AVE. Ml\.TTER - May01' Ashbaoh reported that he had appeared before the
County Board regarding this matte:!'. Mr. Shol't has advised Mayor Aahbach
to take steps to condemn all of' the Perry addition to make fUll width of
this road.. Mayor Aahbach also stated that the engineers have money in next
year's wdget to put thltu' Oounty Roed BEfa" between New Brighton Rd. and
Highwa7 #10. This will ease traffic th3.'wgh Shorewood and Valentine Hills.
Mr. Short gave fi@res aDd explained plans for bringing the sewer in Sewer
1'rojeot #1. Imp. 113 al'ound Nelson's property instead of across it. The
oonstruction cost wculd be $3.000.00 more to go around Nelson 'a property-
rather than across it. However the cost of easements to go aoross would
be $10,000.00. Crepeau moved. Olman seconded motion tha t change order 64

MR.. KmlNEDY stated that he again had had a call1's: buying a house to be

agreeable with tha oouncil that he would fallow thasama policy as in the past,

MAYOR ASHBACH suggested the engineer write to the Gas Coo with a copy to

WHEREiIS the Commissioner of Highways has prepared plans,
special provisions and specifications for the improvement of a part of
Trunk Highway No. 393 renumbered as Trunk Highway Number 694

within the corporate limits of the Village of Arden [Zilla

WHEREAS said plans and special provisions are on file in
the office of the Department of Highways, Saint Paul, Minnesota, being
marked, labeled, and identified as S.P. 628.5-45 (T.B. 694=393)

WHEREAS said specifications are on file in the office of
the Department of Highways, Saint Paul, Minnesota, being marked, labeled,
and identified as S.P. 6285-45 ('r.B. 694=393)
,
which, together with the Minnesota Department of Highways Specifications
for Highway Construction, dated May 1, 1959, on file in the office of the
Commissioner of Highways, constitute the specifications for said improve-
ment of Trunk Highway Number 393 renumbered as Trunk Highway
Number 694; and
WHEREA.3 copies of said plans and special provisions as so
marked, labeled and ilientified are also
