RESOLUTION NO. 92-69
RESOLUTION AUTHORIZING APPLICATION FOR RECYCLING
GRANT FUNDS FOR 1993
WHEREAS, the City of Arden Hills is eligible to apply for
$19,449.00 in SCORE recycling grant funds; and
WHEREAS, such funds would assist in continuing and improving the
City's recycling program for 1993.
NOW, THEREFORE, BE IT RESOLVED by the city Council of the City of
Arden Hills, Minnesota, that the City Administrator be authorized
to apply for such grant funds for the year 1993.

On November 2, 1992, Mt'. Scott Larson, 1178 Benton Way, applied f= a
Building Permit (#4644), showing an estimated value of $1,400.00. Upon
review of the suJ:xnitted plans, I found the value for pennit to be
$26,113.05.
My review of the original wilding plans shCMed that the lower level met
the re::lUirements of a story and not as a basement. This re::lUired me to
value the inprovement at $31. 05 a square foot. ('!he valuation deducted
the square footage cost of the basement to a story $44.98 - $13.93 =
$31. 05.) This valuation was met by opposition from Mt'. Iarson.
On subsequent meeting between Mt'. Larson and the City Administrator, Mt'.
Larson has raised the value from $1,400.00, to $6,000.00 and finally to
. $9,000.00 to include additional costs and labor.
Although my valuations have been fourrl to be realistic in prior cases, I
requested that Mt'. Larson obtain three separate bids form legitimate
=ntractors to find a reasonable value of the construction. This again
was met by opposition from Mt'. Larson and this is his reason for
appearing before you.
'!he valuation sheets used are provided by the state of Minnesota and the
International Conference of Building Officials. '!he square footage
valuations have been decreasing, causing me to use the most cu=ent and
lowest square footage costs.

SYBJECT: Determination of Classification of Lower Level and
Valuation at 1178 Benton Way

On November 2, 1992 I received an application for a building
permit to remodel and improve the "basement" at 1178 Benton Way.
My review found the Lower Level to be classified not as a base-
ment but as a story, requiring a higher valuation. This resulted
in a protest by the owner, Mr. Scott Larson.
. After a phone call from Mike Godfrey of the Minnesota Building
Codes and Standards Division, I retreived the original building
plans for the building: which show the lower level to meet the
reequirements of a story and not as a basement. On Thursday,
November 5, 1992 I verified the elevations on the drawings to be
existing at the site.
The submitted plans show improvments to all areas of the lower
level requiring me to revalue the entire story from a basement
to a story.
UBC Sec. 423. "VALUE or VALUATION of a building shall be the
estimated cost to replace the building and structure in kind,
based on curent replacement costs, as determined in Section 304
(a) .
As a practice to provide uniformity in determining valuation,
I follow the recommendations outlined in the "HANDBOOK TO THE
UNIFORM BUILDING CODE" published by the International Conference
of Building Officials of which the City is a Class A member.
"The code defines the valuation or value of the building in
Chapter 4 essentially as the cost of replacing the building in
kind. Also, the valuation includes work such as finish work,
painting, electrical and mechanical work, etc., even though
separate permits are to be obtained for the mechanical and
. electrical trades.

" In order to provide some uniformity in the determination of
valuation so that there is a consistant base for the assignment
of fees, the code directs the building official to determine the
value of the building. To assist in obtaining uniformity, the
International Conference of Building Officials publishes
"Building Valuation Data" in its Building Standards magazine
periodically. Thus, building officials may utilize a common base
in their determination of the value of buildings."
From the Building Valuation Data published in the september-
OctOber, 1992 (current), issue of the magazine:
" The unit costs are intended to comply with the definition of
"valuation" in Section 423 of the Uniform Building Code (TM) and
thus include architectural, structural, electrical, plumbing and
mechanical work, except as specifically listed below. The unit
costs also include contractor's profit, which should not be
omitted."
This method of valuation was used in the determination of value
for the building permit fees at 1178 Benton Way.

as a courtesy to the public, requested an overview of the application of
Case #92-17; Rezoning ani Planned Unit Developnent, Clevelani Avenue,
John Arke1l, be given by the Planner.
Planner Bergly referred to his report dated November 4, 1992, and
explained the Applicant is proposing to constJ:uct a 60-unit housing
project an the Milton property an Clevelani Avenue. The request before
the Conunission now is for approval of the entire POD procedure,
Rezoning, General DevelOJ;lllE!l1t Plan, ani Final Developnent Plan. He
noted the Applicant had a tight deadline to meet following the 10/7/92
meeting to sutmit plan changes for this meeting, therefore, several
handouts on this matter are sutmitted by staff at the meeting this
evening .
Bergly reviewed the following items for consideration by the Planning
Commission and noted the RaID apparently has not yet reviewed this
application ani will also address the stann Water Plan:
1- stann Water Management Plan:
a. A detention pond is propOsed near the entrance to the site to
collect stann water which will be slowly released into the
existing wetlani/water areas on the site.
b. A srrall area of existing standing water is proposed to be
. filled ani a similar sized area will be dredged also in the
rear central area.
c. Look at a positive opening in the north end to allow the
water to flow ani clean the pond naturally.

the developer consider a surfaced outdoor congregating space in

3. The Applicant's lot is located in a small neighborhood with

storage.
4. The Applicant's lot is 20,000 sq. ft., =nsiderably larger than
the 11,000 sq. ft. allowed in the R-2 District so the ratio of the
garage to the lot will be similar to a standard lot with a
standard garage.
5. The Applicant's new home is =nsiderably larger than other homes
in the neighborhood. The larger detached arro.'''''sory J:uilding was
planned as part of the original developnent and to be =nsistent
with the existing Ordinance. The garage is staked out and crushed
r=k base is in place as well as a crushed r=k drive next to the
house. The applicant was unaware of the Moratorium Ordinance .
until he applied for a a building permit for the garage.
6. The proposed garage is needed to house two =llector cars (now
stored in the attached garage) arrl miscellaneous material and

1. That the request for a variance be denied. .
2. That the following considerations be attached to the action as
rationale for denial:
a. That the shape of the lot or the terrain does not prohibit
reasonable use of the property. There are numerous other
lots in the immediate vicinity with similar lot
configuration.
b. '!he original house was designed in a manner to avoid side
lot encroachment, as were many others in the subdivision.
c. There appears to be a possibility of expansion to the rear
that could be done without a variance.
McGraw stated that to grant a variance the Applicant is required to show
hardship. He asked the applicant if there is an identifiable hardship. .
'!he Applicant stated they did not need a 4 foot variance for the entire
length of the illlprovement area, only a portion of the area, clue to the
shape of the lot. The A[:plicant stated there would be no windows
facing the neighbor and the neighbor had no objection to the

Fire Marshal Mike Zustiak and I have reviewed the most recent
plans submitted for the "Cottage Villas of Arden Hills"
development located on Cleveland Avenue, south of County Road
E-2. There are a few issues related to fire safety that we would
like to bring to the attention of the Planning Commission. The
issues are as follows:
l- During the plan review, neither the Fire Marshal nor I
could identify a fire suppression sprinkler system for
the entire complex. It is the opinion of the Lake
. Johanna Fire Department that the entire complex should
be sprinkled.
2. The proposed fire hydrant location does not appear to
be adequate for fire department equipment use. It is
requested that an additional hydrant be installed and
the location of both hydrants be discussed with the
Fire Marshal.
3. The Fire Department is concerned that there is no
access to the rear portion of the proposed buildings
for fire equipment. It is requested that a 10-ton
access road, twenty (20) feet wide, be constructed
around the entire complex. This type of fire access
road has previously been requested and constructed when
development projects have had limited or no access for
fire equipment on the rear portion of the building.

We have reviewed the site plan and grading/utility plan for the above-referenced project and
offer the following comments.
The development consists of construction of a retirement home complex with two garages, an
outside parking area, extension of sanitary sewer and water main from existing utilities in
Cleveland Avenue and placement of stonn sewer.
.
Sanitary sewer work will be connected to an existing S" City sewer in Cleveland Avenue,
. extension of S20 feet of S" sewer, and two manholes. This sewage would drain to the north
toward the Cleveland Avenue lift station. Permit approval from the Minnesota Pollution Control
Agency will be needed for this work.
Watermain work will include connection to an existing S" City watermain in Cleveland Avenue,
extension of S20 feet of 6" watermain, and placement of a hydrant. Permit approval from the
Minnesota Department of Health will be needed for this watermain work.
Stonn sewer work will include 12" and IS" pipe and six catch basins or manholes. Pennit
approval from the Rice Creek Watershed District (RCWD) will be required. We contacted Mr.
Pete Fryer at the RCWO regarding this project. As of this writing, this development plan has
not been received by their office. It is the RCWO's responsibility to approve the methods of
draining stonn water run-off. It appears that run-off will be collected in a new pond to be built
along the west edge of the development. An existing wetland area also borders the development
on the south and west sides,
As with other private developments utilizing municipal utilities, it would be appropriate for the
City Engineer to review construction plans and inspect construction of the improvements. The
costs associated with review and inspection are borne by the Developer and should be specified
in the development agreement for this project. An escrow account to cover all City costs should
also be established. All municipal utilities must be installed in accordance with City
requirements. All pennits must be received prior to construction and a preconstruction
. conference with the utility contractor will need to be held prior to commencing the project.

The wetland filling is proposed to be mitigated by the enhancement of approximately

1977.

The soils primarily consist of a clayey sand fill ranging in depth of 25 to 34 feet
overlying 4 to 5 feet of peat.
17. During construction, erosion and sedimentation control measures will include the
installation of silt fence around areas that have the potential for erosion and all
wetland areas, The new ponding area will be constructed in the early stages of
development so that drainage from disturbed areas can be directed to it.
All disturbed areas will be seeded or sodded and the silt fence shall stay in place
until vegetation is established.

. 18. Water Ouality - Surface Water Run-off
A On the development portion of the site, the run-off rate increases from 4.8 cfs
to 12.8 cfs for a 100 year event. A ponding area is prepared to be constructed
that will detain the run-off from the project so that the rate of run-off does
not exceed the pre-development rate of 4.8 cfs.
The quality of site run-off after development will be improved over the
current run-off quality. The improvement will be obtained by designing the
sedimentation pond at least 4' deep and by controlling the rate of outflow
from the pond to allow adequate time for the settling out of sediment and
phosphorous,
B. The project discharges run-off from the site to D,N.R. Protected Wetland No.
190-W. We do not believe there will be an adverse impact on quality of
receiving water due to the design of the sedimentation pond,

Peak hour (4-6 P.M,) 60
The current ADT for Cleveland Avenue is 3,300 in a North and South direction,
while the current ADT for County Road E-2 is 7,200 in a East - West direction.
The addition of 198 cars per day or an increase of 60 cars during the peak hour
event are not expected to cause adverse traffic problems on either Oeveland Avenue
or County Road E-2,

Dear Ms. Iago:
I am writing to express my opposition to further development of the site at 2020 Thorn Drive, I am
the property owner of 201 g Thorn Drive, the site directly south of 2020. The development of the
home at 2020 Thorn Drive has already greatly exceeded the scale of the surrounding neighborhood
in that it is a two+ story building with an oversized garage. Moreover, poor judgment was used in
. the placemem of this home in relation to the lot and in relation to the existing dwelling at 2018
Thorn, A building of this magnitude both in square footage and visual mass should not have been
allowed to be placed a mere 5 feet from the property line. This alone has substantially decreased the
visibility from the surrounding homes, This single family residency already has a 3 car garage.
Given the large percentage of development on this site, allowing more would only serve to further
decrease the property values in the neighborhood,

Dear Mayor Sather:
Thank-you for your letter of September 22, 1992 concerning the intersection of Snelling Avenue
and TH 51. I am sorry that the City feels there was inadequate opportunity to participate in the
decision to close the median in the above-mentioned area. MnlDOT greatly values public
participation in the decision-making process and we feel that adequate opportunity was afforded
. in this case,
The decision to close the median as-is cannot be revisited. Closing the median was necessary
because of the number and severity of accidents occurring, To reopen the median would
represent a significant public danger, a more significant danger than what results from rerouting
traffic onto lower speed local streets. Reopening the median would also expose MnlDOT to
liability lawsuits, Closing the median was agreed to as a first step until such time as alternatives
could be explored and a mutually acceptable solution developed.
As we have stated, MnlDOT is willing and able to work with the city to explore and develop
alternatives for convenient and safe access to th~ neighborhoods in this area. We strongly desire
to move forward and make progress in meeting your needs. Please have the chair of your
Public Safety and Public Works Advisory Committee schedule a meeting, I suggest that you
invite the city engineer and a representative from Ramsey County, as most alternatives involve
roadways under county jurisdiction,

rates, interim rate of 4.75 to 6.50 percent with a request to go
to 8 to 10 percent. Gas increases 4.5 percent to 6.5 percent on
an interim basis.

contractors f= the cl~ of City Hall. '!he lowest quoted
price is $30.00 per week or $129.00 per m::mth. Previously, the
cost for the cl~ services performed was at $36.00 per week.

CALL TO ORDER/ROLL CALL
Pursuant to due call and notice thereof, Mayor sather called
to order the regular City Council meeting at 7:30 p,m,
Present: Mayor Thomas Sather; councilmembers JoAnn Growe,
Thomas Mahowald, Paul Malone. Absent: Dale Hicks, Also
present were: Parks Director, John Buckley; Clerk
Administrator, Dorothy Person; and Recording Secretary, Shar
Foster.
APPRECIATION OF FLOWER POWER VOLUNTEERS
Parks Director Buckley and Flower Power Representative David
Sand explained that the "Gateway Gardens" project has been
done for four to five years with the help of volunteers who
plant and maintain ten City flower gardens throughout the
. community. They offered thanks and appreciation pins and
certificates, on behalf of the citizens of the City, to all
participating individuals or families listed below. Several
of the participants were present to receive acknowledgment.
The Counci 1 and audience applauded all the volunteers.

CONSENT CALENDAR
Councilmember Malone asked for further clarification on
Consent Calendar items a, c, d, and e,
with regard to item a, Councilmember Malone stated that his
understanding of proposed Resolution 92-67 is that it
requests the Commissioner of Transportation change the MSA
formula in anticipation of potential transferring of
jurisdiction over roadway segments from Ramsey County to
municipalities, He asked if there is any information known
as to which roads may be involved in this transfer.
Administrator Person stated that informal recommendations
have been made, but no formal decisions have yet been made.
She added that several local communities are joining
together in adopting this type of resolution.
with regard to item c, Councilmember Malone asked if it is
known why Ramsey County Sheriff's Office has unexpended
squad funds available. Administrator Person stated their
budget designated a certain amount for replacement of squad
cars, those vehicles were purchased under budget due to a .
joint purchasing arrangement, therefore authorization to use
the remaining funds to purchase emergency equipment such as
squad light bars is being requested. Malone stated there is
a specific vehicle assigned to the City of Arden Hills and
he questioned whether Arden Hills' portion of budget will be
spent on outfitting the Arden Hills' squad. Person answered
yes, that was her understanding.
With regard to items d and e, Councilmember Malone stated he
assumes the 1-ton trucks for the Public Works Department are
just chassis, and he is concerned how Public Works
expenditures will compare to budget, Administrator Person,
referring to a memo from the Public Works Department, stated
these are 1-ton chassis with specifications for dump box,
plow, and salt/sand spreader to be added to each vehicle,
Parks Director Buckley said he believes the cost of the one-
ton trucks are offset by the rodder equipment on a trailer
mount rather than a new chassis mount,
MOTION: Malone moved, seconded by Mahowald to approve the
Consent Calendar and authorize execution of all
necessary documents contained therein. Motion carried
unanimously (4-0),

with the latest updates with regard to the City Hall
referendum issue. She reported that a few phone calls have
been received with regard to this matter as the information
has been dispersed throughout the community, She stated
that the types of comments received urge Council to be as
conservative as possible, advise that other Public Works
facilities may be available, and question where is the best
and most cost-effective site for the facilities.
KEITHSON POND UPDATE
. Administrator Person reported that Keithson Pond work is
expected to be completed within two days working time.
Councilmember Malone commented that it appears Keithson Pond

FINANCE COMMITTEE
Councilmember Malone recalled a recent Finance Committee
report provided to Council and asked if Council had any
feedback/input they would like to forward to the Finance
Committee, particularly with regard to that report. Mayor
Sather commented that the report was very easy to read and
the presentation of information was very well done.
Malone advised that the Finance Committee will be
researching the matter of a storm water utility and will be
reporting on this matter in the near future. Councilmember
Mahowald asked if there will be a meeting to discuss storm
water utility. Malone said it can probably be dealt with at
a worksession. Administrator Person stated that Maier
Stewart and Associates is compiling information with regard
to storm water utilities in other communities, but it may be
unrealistic to anticipate the storm water utility to be in
place by January 1993.
MOTION: Malone moved, seconded by Mahowald, to schedule a
Council worksession on Monday, November 16, 1992 at
4:30 p.m. Motion carried unanimously (4-0), .

Planner Bergly refen-ed to his report dated November 4, 1992, ard ,
explained the Applicant is proposing to construct a 60-unit housing
project on the Milton property on Clevelam Avenue. 'Ihe request before
the Commission roil is f= approval of the entire PUD pr=edure,
Rezoning, General Development Plan, am Final Development Plan. He
noted the Applicant had a tight deadline to meet following the 10/7/92
meeting to suhnit plan changes f= this JOOetin;;, theref=e, several
handouts on this matter are suhnitted by staff at the meeting this
evening.
Bergly reviewed the following items f= consideration by the Planning
Commission ard noted the RaY!) apparently has not yet reviewed this
application ard will also address the stam Water Plan:
l. storm Water Management Plan:
a. A detention pond is proposed near the entrance to the site to
=llect stom water which will be slowly released into the
existing wetlard/water areas on the site.
b. A small area of existing starrling water is proposed to be
. filled ard a similar sized area will be dredged also in the
rear central area.
c. Look at a positive opening in the north end to allow the

would be leveled out if the road is required. Mr. Bergly stated, at the
most the roadway would be 10 feet wide am would be =vered by grass.

'Ihe resident referred to member Carlson' s original question on soil
correction an:i also questioned if the water would run any faster into
. the pond. 'Ihe Architect explained that there are no soil corrections
needed an:i the runoff from the site will not be worse than current
corxlitions . He advised he is not required by storm water regulations to
iIrprove the runoff condition on this site, only to maintain it's
existin1 corxlitions after construction of the l:uilding.
Developer John Arkell spoke about the ptoposed senior housing project

of hames, on-site caretaker, meal program, van/taxi transportation, area

McGraw questioned if the Engineer reviewed the waterflow an:i if any new

Bergly stated the engineer did look at all of the above mentioned items

Bergly reviewed the fin:lings listed in his report:
1. The present Ordinance does not limit the size of such aocessory
bJildings .
2. The 1-"-~ Ordinance, as revised at a recent Planning Camnission
meetin:J, would limit such accessory buildin;Js to a maximum size of
700 sq. ft.
3. The Applicant's lot is located in a small neighbortlood with
smaller, lower value homes, many with considerable outdoor
storage.
4. '!he Applicant's lot is 20,000 sq. ft., considerably larger than
the 11,000 sq. ft. allowed in the R-2 District so the ratio of the
garage to the lot will be similar to a starnard lot with a
staOOard garage.
5. '!he Applicant's new home is considerably larger than other homes
in the neighborhcxxi. '!he larger detached a=essory buildin;J was
planned as part of the original development arx:l to be consistent
with the existin:J Ordinance. '!he garage is staked out arx:l =ushed
rock base is in place as well as a =ushed rock drive next to the
house . '!he applicant was unaware of the MoratoriUlll Ordinance .

sf) and 10 ft. high on the eave line.

the house, and the exterior walls will be lighter than the house

the letter of objection received fran Dana Souther, 2018 'Ihan Drive,
dated November 3, 1992.
Carol Fischer, =-owner of the property at 2020 'Ihom Drive responded to
the letter from Souther by advising Canunission of several neighborhood
. disputes with this person. Fischer noted that the letter did not appear
to be objecting to the garage, but objecting to the overall developnent
of this site.
Zoning Administrator advised Canunission that aocecsory blildi:ng IIIUSt be
setback 10 feet fram the rear property line and 5 feet fram the side
property line in an R-2 district. She noted the plan showed the
setbacks reversed and asked the Applicant if these requirements could be
met for placement of the structure.
OWen Rasl\IUSSeI1 agreed to place the structure 10 feet fram both the rear
and side property lines.
Petersen moved, seconied by Piotrowski, to recornmerxi to Council
approval of Case #92-19, Waiver of the Development Moratorium Ordinance

5. '!he harrlwritten dimensions on the plan do not correspond with the
Certificate of SUrvey d:i1nensions so the exact position of the
house is not known and the requested variance may not be exactly
four feet.
6. It appears that the site con:titions are not unique to this
property. 'lbere are a rn.unber of unusually configured lots in this
subdivision and throughout the City.
Plarmer Bergly recommended the followiIx1 actions: .
1. '!hat the request f= a variance be denied.
2. '!hat the followiIx1 considerations be attached to the action as
rationale for denial:
a. '!hat the shape of the lot = the terrain does not prohibit
reasonable use of the property. 'lbere are numerous other
lots in the iJnmediate vicinity with similar lot
configuration.
b. '!he =iginal house was designed in a manner to avoid side
lot encroachment, as were many others in the subdivision.
c. '!here appears to be a possibility of ~ion to the rear
that could be done without a variance.
McGraw stated that to grant a variance the Applicant is required to show
hardship. He asked the applicant if there is an identifiable hardship. .
'lhe Applicant stated they did not need a 4 foot variance for the entire
length of the ilrprovement area, only a p:>rtion of the area, due to the
shape of the lot. The Applicant stated there would be no windows
facing the neighbor and the neighbor had no objection to the
construction plan.

Dear Mayor Sather:
Thank-you for your letter of September 22, 1992 concerning the intersection of Snelling Avenue
and TH 51. I am sorry that the City feels there was inadequate opportunity to participate in the
decision to close the median in the above-mentioned area. MnlDOT greatly values public
participation in the decision-making process and we feel that adequate opportunity was afforded
. in this case.
The decision to close the median as-is cannot be revisited, Closing the median was necessary
because of the number and severity of accidents occurring, To reopen the median would
represent a significant public danger, a more significant danger than what results from rerouting
traffic onto lower speed local streets, Reopening the median would also expose Mn/DOT to
liability lawsuits. Closing the median was agreed to as a first step until such time as alternatives
could be explored and a mutually acceptable solution developed.
As we have stated, Mn/DOT is willing and able to work with the city to explore and develop
alternatives for convenient and safe access to the neighborhoods in this area, We strongly desire

On November 2, 1992, Mr. Scott larson, 1178 Benton Way, applied for a
Building Pennit (#4644), showing an estimated value of $1,400.00. Upon
review of the suhnitted plans, I found the value for permit to be
$26,113.05.
My review of the original building plans showed that the lower level met
the requirements of a story and not as a basement. '!his required me to
value the improvement at $31. 05 a square foot. ('!he valuation deducted
the square footage cost of the basement to a story $44.98 - $13.93 =
$31. 05.) '!his valuation was met by opposition from Mr. Larson.
On subsequent meeting between Mr. larson and the City Administrator, Mr.
. larson has raised the value from $1,400.00, to $6,000.00 and finally to
$9,000.00 to include additional costs and labor.
Although my valuations have been found to be realistic in prior cases, I
requested that Mr. larson obtain three separate bids form legitimate
contractors to find a reasonable value of the construction. '!his again
was met by opposition from Mr. larson and this is his reason for
appearing before you.
'!he valuation sheets used are provided by the state of Minnesota and the
International Conference of Building Officials. '!he square footage
valuations have been decreasing, causing me to use the most cu=ent and
lowest square footage costs.

Pursuant to due call and notice thereof, Mayor Sather called
to order the regular City Council meeting at 7:30 p,m,

Parks Director Buckley and Flower Power Representative David
Sand explained that the "Gateway Gardens" project has been
done for four to five years with the help of volunteers who
I plant and maintain ten City flower gardens throughout the
community, They offered thanks and appreciation pins and
certificates, on behalf of the citizens of the City, to all
participating individuals or families listed below, Several
of the participants were present to receive acknowledgment,

CONSENT CALEN~AR
Councilmember Malone asked for further clarification on
Consent Calendar items a, c, d, and e.
With regard to item a, Councilmember Malone stated that his
understanding of proposed Resolution 92-67 is that it
requests the Commissioner of Transportation change the MSA
formula in anticipation of potential transferring of
jurisdiction over roadway segments from Ramsey County to
municipal i ties, He asked if there is any information known
as to which roads may be involved in this transfer.
Administrator Person stated that informal recommendations
have been made, but no formal decisions have yet been made.
she added that several local communities are joining
together in adopting this type of resolution.
With regard to item c, Councilmember Malone asked if it is
known why Ramsey County Sheriff's Office has unexpended
squad funds available, Administrator Person stated their
budget designated a certain amount for replacement of squad
, cars, those vehicles were purchased under budget due to a
joint purchasing arrangement, therefore authorization to use
the remaining funds to purchase emergency equipment such as
squad light bars is being requested, Malone stated there is
a specific vehicle assigned to the City of Arden Hills and
he questioned whether Arden Hills' portion of budget will be
spent on outf i t ting the Arden Hills' squad, Person answered
yes, that was her understanding,
with regard to items d and e, Councilmember Malone stated he
assumes the I-ton trucks for the Public Works Department are
just chassis, and he is concerned how Public Works
expenditures will compare to budget. Administrator Person,
referring to a memo from the Public Works Department, stated
these are I-ton chassis with specifications for dump box,
plow, and salt/sand spreader to be added to each vehicle,
Parks Director Buckley said he believes the cost of the one-
ton trucks are offset by the rodder equipment on a trailer
mount rather than a new chassis mount,
MOTION: Malone moved, seconded by Mahowald to approve the
Consent Calendar and authorize execution of all
necessary documents contained therein, Motion carried
unanimously (4-0),

Administrator Person reported that Deputy Clerk Iago has
requested the council schedule a time for canvassing
election results, and has suggested November 4, 1992,
MOTION: Malone moved, seconded by Growe, to schedule a special
Council meeting to canvass election results on November
4, 1992 at 5 p,m, Motion carried unanimously (4-0) ,
CITY HALL REFERENDUM
Administrator Person stated that Council has been provided
with the latest updates with regard to the City Hall
referendum issue, She reported that a few phone calls have
been received with regard to this matter as the information
has been dispersed throughout the community, She stated
that the types of comments received urge Council to be as
conservative as possible, advise that other Public Works
facilities may be available, and question where is the best
and most cost-effective site for the facilities.
I KEITHSON POND UPDATE
Administrator Person reported that Keithson Pond work is
expected to be completed within two days working time.
Councilmember Malone commented that it appears Keithson Pond
work is coming along very nicely.

F~NANCE COMMITTEE
Councilmember Malone recalled a recent Finance Committee
report provided to Council and asked if Council had any
feedback/input they would like to forward to the Finance
Committee, particularly with regard to that report, Mayor
Sather commented that the report was very easy to read and
the presentation of information was very well done,
Malone advised that the Finance Committee will be
researching the matter of a storm water utility and will be
reporting on this matter in the near future, Councilmember
Mahowald asked if there will be a meeting to discuss storm
water utility. Malone said it can probably be dealt with at
a worksession, Administrator Person stated that Maier
Stewart and Associates is compiling information with regard
to storm water utilities in other communities, but it may be
unrealistic to anticipate the storm water utility to be in
place by January 1993,
MOTION: Malone moved, seconded by Mahowald, to schedule a
I Council worksession on Monday, November 16, 1992 at
4:30 p,m. Motion carried unanimously (4-0),

1. ADMINISTRATION -
A. Economic Develooment - Ramsey County and cities are exploring a County-wide economic development plan. This
wonld be financed through adding a percentage (5-10 percent) to any TIF since 1990. Arden Hills has expressed
concern regarding need, taxpayer impact, and administration/governing body of such a plan. They are meeting
November 20 to receive input regarding cities desiring to participate.
B. Winter Cilv & Recreation Newsletters: Newsletters will be mailed 10 citizens during the week of November 16.
2. PUBLIC WORKS -
A. Water Samoles ReQuest _ Additional sites are needed for testing of copper and lead content. Following a review of the
homes most likely to have these chemicals, homeowners will be asked 10 volunteer due to limited home type and age.
3. FINANCE -
A. Fire Deoartment - The Fire Department decreased their 1993 budget by $10,000. Further 1992 bodget changes will be '
reviewed at Monday's Worksession.
