DATE: December 16, 1992 RE: Possible 1993 Street Maintenance Improvements FILE NO: 520-040.10 All streets were re-rated by members of the Public Works Staff this fall. Information was input into the City's Pavement Management Computer Program and lists were generated for streets requiring seal coating, overlaying or reconstruction. The computer ratings and field comments were used to formulate thcse recommendations. In addition, performing the same type of maintenance on streets within the same area generally allows lower bid prices, since the Contractor minimizes his travel time. . Following are lists that Public Works Supervisor Winkel and I developed based on the ratings, field comlTIcnts and group location of streets. We have shown the Iatings and estimated construction costs. For overlay improvements in residential areas, the City assessment policy allows for assessment of 50% of the total project cost to abutting homeowners. The assessment rate in 1991 was $2.82 pcr front foot. We would anticipate a 1993 rate of $3.00 to $3.25. For seal coating improvements, it has been City policy to not assess abutting property owners. We would not recommend a change in 1993 to this policy. The budgctcd amount for 1993 Street Maintenance Improvements is $110,000. We recommend bidding this group, and, if necessary, eliminating Nursery Hill Court, Nursery Hill Lane and Dellwood Avenue to remain within the budget. By eliminating these streels, the estimated cost would be reduced to $99,000. It is far prefarable to plan and notify residents of a potenrial assessment, then delete the work, than it is to receive favorable bids and then add streets, which would require additional public hearings. We recommend that a feasibility study be ordered at the December 28, 1992 Council meeting, for the 1993 Maintenance Improvements. It seems clear that simply reopening the intersection as it currently exists is probably inappropriate given the overall accident record. I suspect it is also politically impossible. I do believe that one of the alternatives being explored by MN DOT offers an effective balance . of improving the safety of tile intersection while at the same time restoring a measure of the convenience and accessibility that our neighborhood lost when the current crossing was closed. The realignment of Hamline and Old Snelling to provide a more perpendicular crossing along with an appropriate four-way stoplight arrangement would restore the intersection to it former utility. In addition to improving the access to our neighborhood and reducing the traffic going west on County Rd. E, it would appear this proposal would offer benefits even the old intersection lacked. for example, it seems to me a properly designed four-way stoplight system could: 1) Temper the current high speed traffic coming off of Highway 694 onto Highway 51. 2) Provide for a left turn onto Highway 51 from Old Snelling. 'Ihe plan for the Public Works facility included sitework ($312,000) arrl the building costs ($1,773,000) for a total cost of $2,165.000. '!he referendum ($2,800,000) included borxling arrl legal costs in addition to some city Hall costs . Listed below are further options for design arrl building costs on the Public Works building. Further details will be discussed 12-21-92 with information from the Architect: . 1) Reduce the building, storage arrl maintenance areas by 10 percent for a total of approximately $2,074,000. 2) Reduce areas by decreasing =ld storage areas by 10 percent for a total of approximately $2,049,000. 3) Reduce area by 15 percent - this option would reduce future space needs for a total of approximately $2,031,000. 4) Use a metal building system (in lieu of precast =ncrete arrl masonry) but use same plan for buildings f= a total of approximately $1,802,000. 5) Use current site, with existing Public Works building used as =ld and miscellaneous storage with minor :improvements, build a Public Works addition next to the current building arrl salt/sand storage arrl site :improvements for a total of approximately $1,725,000, with an additional building for City Hall. 6) Use current site arrl building with :improvements, build sand/salt storage, =ld storage, conply with ADA arrl current codes for a total of approximately $730,000, with an additional building f= City Hall. . . Pursue a lease purchase option - this can be done as soon as necessary with bonds frCBll an HRA. * 4. Direct lease frCBll a lease company, Le. i Northwest National Bank. This is discouraged if costs are more than $1 million - issuance costs would be within levy limits if they return. Information was input into the City's Pavement Management Computer Program and lists were generated for streets requiring seal coating, overlaying or reconstruction. The computer ratings and field commcnts were used to formulate these recommendations. In addition, performing the same type of maintenance on streets within the . same area generally allows lower bid prices, since the Contractor minimizes his traveltime. Following are lists that Public Works Supervisor Winkel and I developed based on the ratings, field comments and group location of streets. We have shown the ratings and estimated construction costs. For overlay improvements in residential areas, the City assessment policy allows for assessment of 50% of the total project cost to abutting homeowners. The assessment rate in 1991 waS $2.82 pcr front foot. We would anticipate a 1993 rate of $3.00 to $3.25. For seal coating improvements, it has been City policy to not assess abutting property owners. We would not recommend a change in 1993 to this policy. The budgcted amount for 1993 Street Maintenance Improvements is $110,000. It seems clear that simply reopening the intersection as it currently exists is probably inappropriate given the overall accident record. I suspect it is also politically impossible. . I do believe that one of the alternatives being explored by MN DOT offers an effective balance of improving the safety of the intersection while at the same time restoring a measure of the convenience and accessibility that our neighborhood lost when the current crossing was closed. The realignment of Hamline and Old Snelling to provide a more perpendicular crossing along with an appropriate four-way stoplight arrangement would restore the intersection to it former utility . In addition to improving the access to our neighborhood and reducing the traffic going west on County Rd. E, it would appear this proposal would offer benefits even the old intersection lacked. for example, it seems to me a properly designed four-way stoplight system could: 1) Temper the current high speed traffic coming off of Highway 694 onto Highway 51. 2) Provide for a left turn onto Highway 51 from Old Snelling. Dear Mayor Sather: I am writing this letter to express my opinion on the recreation sites near the new city hall. I think it would be a great idea to build recreational areas around the new building, as long as we make sure we don't take up too much of the wetlands. I am aware that a rare species of turtle lives near Sunfish Lake. It would be a tragedy if their habitat was destroyed. I appreciate your previous precautions . taken for the turtles during the construction of the ne~ Army Reserve Training Center. It would be nice to have an ecology area near the city hall. There could be a tour through the wetlands for public use. It could also be used for an educational tool for science classes studying the environment. KirkwolW SUBJECT: Relocation of the County Public Works Facility DATE: July 7, 1992 Over the past few years, events have occurred which prompted on and off discussion with several people regarding relocation of . the County Public Works Garage facility. Several cities have indicated a need and desire to secure a remote location to store supplies and equipment. The current facility site, has been rezoned by the City of Shoreview and is now a "non-conforming" use. The current site was one of two or three identified for fur-ther consideration for a Suburban service center and, recently, a suburban. cour-t facility. The impacts of the consolidation effort point to one centralized facility which can be accessed by several agencies for joint equipment use, materials purchase, handling, and storage. Parallel with these activities, the Cities of Moundsview and Ar-den Hills are considering new facilities for their public works functions, and Shoreview is looking at an expanded facility winch will not fit on the cur-rent land available. The Shoreview City Planner, Tom Campbell, contacted the Twin City Army Ammunitions Plant (TCMP) and, after several months, a letter- was received indicating a willingness to discuss possibilities of using current structures' for a combined public works facility. :!:n May of thi s year, I was part of a group that toured those possibilities wi th Me Raymond Rabbett, Property Manager, TCAAP. The building review, to say the lea~t, was not encouraging . because of age, design, and access. The str-uctures ar-e about the same age as the current public.Works building and wer-e designed for- plant manufacture. They have flat r-oofs that requir-e suppor-t columns 12-20 feet apart and, with the exception of one, are not conducive for remodeling to meet our' needs. Further discussion with Mr. Rabbett indicated a willingness on the u.s. Army's part to at least consider the sale or transfer of parcels of land to another government entity such as the County for future public use. Most recently, a transfer of property was accomplished with the u.s. Army Reserve which, I am told, is a different entity than the bL'anch of the . Army which owns and operates the TC.V.P. I have reviewed possible land parcel sites and .have found one which shows pr:omise for further consideration. The location is or) the extension of Hamline Avenue, appr:oximately 1/4 rni le north of T.H.96. This is the locati on whi ch was used by the Army Reserve prior to their new location on T.H.96 and Lexington Avenue. Thi~ 47 acre parcel can have convenient public access without Army security, is relatively flat, and was used in the past for heavy truck parking which indicates relatively stable soils. It is remote from the manufacturing buildings reducing the possibility of soil contamination. The location would be convenient to Moundsview, Arden Hills, and Shoreview for: frequent use, and relatively easy access for less frequent use by Roseville, for example. The dt s'advan tage of thi.s location for municipalities is that it is not the center of each city; therefore, it J:"equires extra . driving .time. out conRidering that 11 municipalities.are within 4 miles of this location, the economy of scale should outweigh these travel costs. 'l'he current Ramsey County Public Works facility is in the wrong location because of land values and the u~banized nature of the location. The cUrrent .facil i ty will also require extensive remodeling in the very near future. 13ecause of this, I am pursuing the relocation possibility further. I will be formally contacting Mr. Rabbett to identify the steps necessary to acquire the land (which I am told could take up to two years) . I have also ini tiated some concept design consider:ations within our own staff. I will also be contacting the nearby cities to get a better feel for their desire to use the facility. We have looked at costs in a broad sense and also methods of handling these costs. It is estimated a new facility including a storage/mechanical, engineering, and administration ~rea will cost $7-9 million. A complete analysis of the needed space will have to be. completed before a ' decision to proceed with construction is made. Financing of this effort could be comprised of County bonds, receipts of land sales for t~IO future asphalt plant sites (Taco Johns and Lexington/county Road E) and or sale of the current . I understand this expands the time frame needed for the suburban court proposal; however, a complete review of the benefits of using the current Public Works site for the courts may make the impacts of the extended time less significant. If the courts elect to proceed . at a different location, it appears the County' will benefit in the future in proceeding with the proposed land acqui si tiona t the TeMP; howeve r , the cvrrent conditions appear (on the surface at least) that it would be beneficial to consider a new facility for Public Works now along with the suburban court proposal. ALTERNATE #3: Original design except that the vehicle maintenance/storage/office is reduced by about 15%, or half of the proposed projected growth. Building and Components: $1.389 .000 (reduced by $136,200 and 3,285 square feet) Total $2,031,000 Comments: Similar to Alternative #1, this alternate is still a good compromise, allurping for some expansion. . . Buildine:/ Addition: $1,351,000 (reduced by $172,000 and 2,190 square feet) Total $1,725,000 Comments: The construction process will be lIWTe cmnpliazted, the public works department will have to operate during construction (and must count on addititmaI dust, noise, inconvenience, dc.), and there will be some down time in telecommunications, eleetriazl service, sturage, gas service and other services. If this is all acceptable, if additional growth on the site is oot required and/or the city hall azn relocate the existing site, and if the existing site is oot as valWlble for other purposes, then this is a money saving option. . . . Site Work: $150,000 Salt Storage: $120,000 Cold Storage: $330,000 Building Improvements: $130.000 Total $730,000 Comments: This option will do little to change operations and services, as the work included is mainly to bring the building up to code and add some additiDt14l cold and salt storage. We should be able to store about twelve to fifteen vehicles and all of the utility and park storage equipment. Thus, while cramped, we should have allTWSt all vehicles under cover with about one-third in heated space. . We can explore additional alternatives and go into more detail at your direction. The above should give you a better perspective of some possibilities. Regardless of the alternative, it would not be prudent to build a structure with only enough space to meets todays needs. Ukewise, if a new building is desired, features such as lifts, hoists and other servicing components should be a part of the design unless they can be simply added later. We shall be prepared to discuss this in more detail at the Monday Council Meeting. Information was input into the City's Pavement Management Computer Program and lists were generated for streets requiring seal coating, overlaying or reconstruction. The computer ratings and field comments were used to formulate these recommendations. In addition, performing the same type of maintenance on streets within the same area generally allows lower bid prices, since the Contractor minimizes his travel time. For overlay improvements in residential areas, the City assessment policy allows for assessment of 50% of the total project cost to abutting homeowners. The assessment rate in 1991 was $2.82 per front foot. We would anticipate a 1993 rate of $3.00 to $3.25. For seal coating improvements, it has been City policy to not assess abutting property owners. I am aware that a rare species of turtle lives near Sunfish Lake. It would be a tragedy if their habitat was destroyed. I appreciate your previous precautions . taken for the turtles during the construction of the new Army Reserve Training Center. It would be nice to have an ecology area near the city hall. There could be a tour through the wetlands for public use. It could also be used for an educational tool for science classes studying the environment. KirkWO~ SUBJECT; Relocation of the Countypul:llic Works Facility DATE: July 7, 1992 Over the past few years, events have occurred which prompted on and off discussion with several people regarding relocation of the County Public Works Garage facility. Several cities have . indicated a need and desire to secure a remote location to store supplies and equipment. The current facility site. has been rezoned by the City of Shoreview and is now a "non-conforming" use. The current site was one of two or three identified for further consideration for a s\lburban service center and, recently, a suburban. court facility. The impacts of the consolidation effort point to one centralized facility which can be accessed by several agencies for joint equipment use, materials purchase, handling, and storage. Parallel with these activities, the' Cities of Moundsview and Arden Hills are considering new facilities for their public works functions, and Shoreview is looking at an expanded facility which will not fit on the current land available. The Shoreview City Planner, Tom Campbell, contacted the Twin City Army Ammunitions Plant (TCMP} and, after several months, a letter was received indicating .01 willingness to discuss possibilities ~f using current structures' for a combined public works facility. In May of this year, I was part of a- group tha1: toured those possibilities with Mr. Raymond Rabbett, Property Manager, TCMP. The building review, to say. the lea~t, was not encouraging because of age, design, and access. The structures are about the . same age as the current public Works building and were designed for plant manufacture. They have flat roofs that require support columns 12-20 feet apart and, with the exception of one, are not conducive for remodeling to meet our"needs. Further discussion with Mr. Rabbett indicated a willingness on the u.s. Army's part to at least consider the sale or transfer of parcels of land to another government entity such as the County for future public use. Most recently, a transfer of property was accomplished with the U.S. Army Reserve which, I am told, is a different entity than the branch of the 'Army which owns and operates the TCAAP. I have reviewed possible land parcel sites and ,have found one which shows promise for further consideration. The location is Ofl the extension of Hamline Avenue, approximately 1/4 mile north of T.H.96. This is the location which was used by the Army Reserve prior. to their new location on T . H . 96 and Lexington Avenue. Thi~ 47 acre parcel. can have convenient public access withou t Army security, is relatively flat, arid was used in the past for heavy truck parking which indicates relatively stable soils. It is remote from the manufacturing buildings reducing the possibility of soil contamination. The location would be convenient to Moundsview, Arden Hills, and Shoreview for frequent use, and relatively easy access for less frequent use by Roseville, for example. The di~advantage of this location for municipalities is that it is not the center of each city; therefore, it r-equires extra driving, ,time. Sut conRidering that 11 municipalities are within . 4 mile. of this location, the economy of scale should outweigh these travel costs. The Current Ramsey County Public Works facility is in the wrong location because of land values and the uJbanized nature of the location. The current .facility will also require extensive remodeling in the very near future. Because of this, I am pursuing the relocation possibility further. I will be formally contacting Mr. Rabbett to identify the steps necessary to acquire the land (which I am told could take up to two years) . I have also initiated some concept design considerations within our own staff._ I will also !:le contacting the nearby cities to get 11 !:letter feel for their desire to use the faCility. We have looked .at costs in a broad sense and also methods of handling these costs. It is estimated a new facility including a storage/mechanical, engineering, and administration area will cost $7-9 million. A complete analysis of the needed space will have to be. completed before a _ decision. to proceed with construction is made. Financing pf thi 5 effort could be comprised of County bonds, receipts of land sales for two future asphalt plant sites (Taco .:rohns and Lexington/county Road E) and or sale of the current publi c Works property, participation by communities for space . The con$truction of the new facility.could be completed within a yea::- from the time a decision to proceed is made and the land acquisition is complete or at least an indication the transaction can be completed. I understand this expands the time frame needed for the suburb,m court proposal; howeve r , a complete review of the benefits of using the current Public Works site for the courts may make the impact-s of the extended time less significant. If the courts elect to proceed 'at a di ffe rent location, it appears the County'will benefit in the future in proceeding with the proposed .land acqui si tionat the TCAAI'; however, the c~rrent conditions appear (on the surface at least) that it would be beneficial to consider a new facility for Public Works now along with the suburban court proposal. After our review we have determined thal: for teasons of age, design, size, and access, this alternative would not provide for our needs and, therefore, I would not anticipate further consideration. You also mentioned a possibility we do wish to consider, which is the acquisition of vacant land or land which contains a structure that is scheduled for demolition. One such parcel is of particular interest to us, and is one which I would like to pursue to a definite conclusion. That parcel is the approximately 47 acre site pr.eviously used by the Army Reserve north of T.H.96 on the extension of Hamline Avenue. This location is of particular interest because of-its pOSSibility of convenient public access, a defined perimeter road, and the availability because of the recent mOVe of the Reserve. 1 would like to investigate two avenues of acquisition: direct property transfer and/or long term lease. Secause the development costs for a new facility .will be in the range of $7-9 million, we need some assurance the land will be available throughout the life of the development. MINUTES CITY OF ARDEN HILLS, MINNESOTA ; WORKSESSION CITY COUNCIL MEETING . , DECEMBER 21,1992 , 4:30 p.m. . CITY HALL CALL TO ORDER/ROLL CALL Pursuant to due call and notice thereof, Mayor Sather called to order the Worksession City Council meeting at 4:30 p.m. Present: Mayor Sather (arrived at 5:30 p.m.), Councilmembers Paul Malone, Dale Hicks, and Councilmember-Elect Beverly Aplikowski. Absent: Councilmembers JoAnn Growe and Thomas Mahowald. Also present were: Clerk Administrator, Dorothy Person; Public Works Superintendent, Dan Winkel; City Accountant, Terry Post; Engineers, Terry Maurer and Mark Graham; and Citizen's Committee members Jean Lemberg and Ray McGraw. Due to the lack of a quorum initially, general review was made of the Pavement Management Program, Storm Water Utility, and T.H. 51. Malone asked the Engineer to review Floral Avenue which contains cracks in the surface. The question was if it is a bigger problem, i.e.; a base soil problem. Terry Maurer will review the situation. Keithson Road residents have asked about the current temporary patching and what long-term plans are being made to address the issue of the road. The Engineer . indicated that the current patching is only a temporary solution and there would be some review of the road base and review the possibility of sealcoating in the future. He indicated further that he and Public Works Superintendent Winkel indicated that compaction is in the area of the utility lines probably due to recent years of a dry spell. The road surface is 5 years old. In Spring, 1993, the Engineer will be reassessing this issue. Storm Water Utility was reported to be worked on. The Engineer indicated that he and the City Attorney are concerned that public information be given prior to any finalizing of a plan. He suggested that information be brought to the January 4, 1993, organizational Council meeting with a tentative hearing in March. MOTION: At the January 25 meeting, the City Engineer will present a draft of the Storm Water Utility with information to be reviewed by City Council anticipating information in the February Newsletter and potentially setting a public hearing in March with possible implementation at beginning of the 2nd quarter in 1993. T.H. 51 - The four options presented by the County were previously reviewed. The Engineers reported that the frontage is the most expensive and possibly not an option due to the wetlands that would need to be crossed. The Engineer had looked at the lighting of the intersection of T.H. 51 and Old Snelling as the most reasonable . alternative. He indicated that MnDOT would be providing 50 percent of the funding with the County and the City providing one-fourth of the funding each unless more issues addressed such as Glenhill Road being connected. MINUTES. WORKSESSION CITY COUNCIL MEETING DECEMBER 21, 1992 PAGE TWO , , . Further discussion took place regarding the impact of this road and the turnback system. Ray McGraw indicated that as an alternative such as a viaduct or overpass be considered. Jean Lemberg and Ray McGraw indicated that the citizens in the area primarily affected during rush hours and that any study on County Road E changes and flow of traffic and volume of traffic should include these time periods. The Engineer will get further information from MnDOT as to the length of time and time of day that the study took place. He indicated that normally the County review is made during a 24.48 hour period. The Engineer also indicated the City will want a Feasibility Study if the Council decides this is the best route. It was suggested that an Informational Meeting be held with the public to get further input and opinions from additional members of the public. The Public President requested that MnDOT's perspective be reviewed in a public meeting with a representative such as Tom O'Keefe and that further information be received from the City Engineer regarding other alternatives. (Mayor Tom Sather joined the meeting at this time - 5:30 p.m.) Further information was discussed regarding the possibility of holding a public meeting on the TH. 51 and Old Snelling crossing. Determination was made that at the January 25 meeting, the City will be prepared to discuss the alternatives. At the December 28 meeting, the City Engineer will request the City to authorize a feasibility study be completed based on the review at the Worksession with recommendations. . The Council identified at the January 25 meeting to review and debate the merits of options at this intersection. At that time, the Council will decide with proceeding with one of the options for further input from the Engineer or they will decide to request from the public at a further date. MOTION: Malone moved, seconded by Hicks, that the City recognize the Pavement Management Plan and request a Feasibility Study during the Monday, December 28 meeting. It was requested that the City Engineer, in January, discuss further the timing of a Storm Water Utility and information for a public meeting to be held in early March. And, at the January 25 meeting, have a public meeting to discuss TH. 51 and Old Snelling public informational meeting regarding options and to request input from the public regarding impact of any of the options and to provide an opportunity to introduce further options. At this time, the Council requested additional information prior to any decision being made regarding whether to proceed and. if so, which alternative to investigate further. The Council agreed that a letter to the School District be written to request their input on any impact on signing of the TH. 51 and Snelling Avenue. . MINUTES. WORKSESSION CITY COUNCIL MEETING DECEMBER 21, 1992 PAGF,. THREE . Discussion followed regarding City Hall and Public Works Facilities options. Options discussed included location site, financing alternatives, and content and design of needs. Mayor Sather indicated he would be reluctant to cash out the PIR Fund through internal payback system in order to provide further financial strength for the City. Malone indicated if PIR Funds are not used, an outside agency may be willing to lease back to the City. City Accountant Post indicated to the Council that on a lease option as a funding mechanism, the cost to the City residents is lower than through a general obligation cost. Further discussion was held regarding the site and contents of the program. The December 21 memorandum from the Architect was reviewed with the Council and the Citizen's Committee agreeing that the program that had been designed for the City Hall and Public Works Facility should continue. Hicks requested further information regarding whether the City owns the building if a lease is pursued and the TCAAP site whether there is a possibility of a lease or with a purchase to be done before the referendum is pursued as an option. Mayor Sather indicated that any lease on the TCAAP property would be a lease purchase program and that TCAAP has indicated they will be agreeing with the concept. The Mayor anticipates that this spring (1993), we will be more certain of the location and that discussions are proceeding in a positive . fashion at this time. The Architect, Jeff Ortel, indicated there are different options for cutting back on the programming space. It was also included in several questions from the community whether a metal building would be sufficient for the Public Works Building rather than precast concrete as is currently anticipated. He indicated that he has proceeded with a metal building. However, there have been negative issues of dents in the wall, being able to hang products and equipment on the wall in a metal building versus a precast concrete building which is more stable building used for those purposes. The Citizen's Committee indicated they have received calls that there is too much cost in , the building per square footage. He indicated that it was not communicated clearly that included in that were site preparation road costs and utilities. Ray McGraw indicated he would prefer to see a second referendum. He believes, generally, in the country there is a more positive outlook. He also indicated that the uncertainty of a location, he has been told, has been a negative factor in the vote of individuals. He stated that several citizens advised him further work be done with Federal officials and other citizens who would know the Federal system. Mayor Sather indicated that several contacts have been made to rekindle relationships with Federal authorities and other local governmental agencies. He indicated that Commissioner of DNR, Rod Sando, has been contacted and has a more clear . understanding of the intent of the northern portion of the TCAAP property from Hamline and Lexington Avenue - it is not intended by the City to be used for their own purposes. However, to hold it open for other issues not related to development of the land for the City's facilities. - , ------ MINUTES - WORKSESSION CITY COUNCIL MEETING DECEMBER 21, 1992 PAGE FOUR \ . Citizen's Committee Members Charlotte McNiesh and Beverly Aplikowski also indicated that they believe the second referendum should be pursued and that the site should be more firm before going to referendum and that the original design should continue to be pursued. The Mayor agreed to followup in early January with further discussion regarding the TCAAP property as a primary option for the location of the City facilities and will report back with springtime for a target date for finalization of the decision regarding City facilities. Review was made of the citizen committee appointments for 1993. The Council indicated that a newspaper ad should be placed. specifically, for the openings in the Human Rights Committee, and any other interested parties for other citizen appointments to other committees. Discussion followed regarding the replacement of Councilmember JoAnn Growe. The Council indicated declaration of a vacancy should be on the Consent Calendar for the December 28 Council meeting. An announcement in the local newspaper should be made with applications to come in at the end of January, and requested Council review at the Worksession meeting of February 8 be held with an appointment by March 1 as a deadline for the Councilmember vacancy. . Discussion was held on the Recreational Vehicle amendments to the Zoning Code. The Planning Commission was asked to hold a public informational meeting as they see fit for the Recreational Vehicle amendments with a deadline for Council review as soon as possible. Public hearings may be held if further changes are necessary. Council Comments. Hicks will not be attending the January 11 and February 22 Council meetings. PUBLIC COMMENTS ALTERNATIVES FOR T.H. 51/SNELLING Jean Lemberg, l401 Skiles Lane, commented that she has learned there has been some public expression of opposition to one of the alternatives for opening the T.H. 5l/Snelling intersection. She said she is aware of many residents who support the opening of the intersection with signalization but have not written letters expressing their support; she asked if Council would like to receive letters from those supporters. Administrator Person reported that recently three letters regarding this issue. Councilmember Hicks commented that he would be interested in knowing the desires of the residents in the area. Councilmember Malone reminded that in earlier discussions of this issue, both sides were represented, so Council is aware that there is not unanimous agreement on this issue. Malone added that when he reviews letters from the public, he views such letters as indicative of the position of the writer{ s) only, regardless of whether the letter may state that the view expressed reflects the view of an entire neighborhood or group. . . Arden Hills Council 3 December 14, 1992 UNFINISHED AND NEW BUSINESS CASE #92-21 - MINOR SUBDIVISION/LOY CONSOLIDATION ~ONTROL DATA SYSTEMS City Planner Bergly explained that Control Data Systems is requesting approval to consolidate parcels which they own and then subdivide the consolidated property into three parcels. He outlined the boundaries of the subject parcel, and boundaries and ownership of adjacent properties. Bergly stated that the lot consolidation/minor subdivision would create parcels A, B, and C. He added that parcel A is the NSP substation, parcel B would be the combination of two parcels into a long, rectangular developable lot (for which there is already a buyer), and parcel C would be an L-shaped parcel which contains the north wing of the control Data Systems building. Bergly stated that the Planning Commission has recommended . approval subject to the applicant dedicating rights-of-way where there are currently easements for abutting streets. He pointed out the location of utility and drainage easements and stated these easements have all been approved by the City Engineer. Bergly said recent State legislation, administered by watershed districts, requires that wetlands be defined, so Rice Creek Watershed District must review and approve wetland easements. He added that the surveyor has revised the subdivision plan and descriptions and has incl uded all the easements as recommended by the Planning Commission, and those changes are included in the plans shown tonight. Bergly explained that conveyance of property is intended and it is recommended by the Planning Commission that the applicant be allowed to submit this to the County for filing as a minor subdivision rather than a plat. Bergly advised that the Planning Commission and staff are recommending approval of Case #92-21 with the following conditions: 1 ) Parcels A, B, and C shall not include the rights-of-way of abutting streets either in the delineation on the subdivision plan or in the legal descriptions, 2) The City Engineer and Attorney review and approve the plan and any conveyance or easement documents prior to filing, 3) Rice Creek Watershed District review and approve wetland . f:.'~s~-:nents , and 4) Park dedication be resolved prior to development of the property. . Arden Hills Council 4 December l4, 1992 Councilmember Malone commented that the City obtains access to park property via a portion of this property; he asked what kind of agreement is in place to allow this access. Jim Bellandi, Attorney for Control Data Systems, explained there was a lease allowing access which has expired. Bellandi stated that he has discussed this matter with City Attorney Filla and the intent is to rewrite the expired 1 eas e to continue to allow City access; he added this is not a controversial issue. councilmember Malone asked if this property is located in an I-I zone; Bergly answered that it is in an I-l zone and he has been assured that the future intended use is appropriate in the I-I zoning district. REVIEW AND APPROVAL OF 1993 BUSINESS LICENSE AND PERMIT FEE STRUCTURE Administrator Person recalled that at the November 30 Council meeting the Council received recommendations from the Finance Committee regarding changes in license and permit fees. Referring to her December 10 report, she reported that staff has reviewed the recommendations of the Finance Committee and concurs with recommendations to change the following license and permit fees: 1) Increase in sign license fees: Ini tial permit fee - from $25 to $50 for 1993. Annual sign license fee - lOO sq. ft. or less from $10 to $20; 10l sq. ft to 400 sq. ft. from $2/additional to $4/additional; over 400 sq. ft. from $2.50/additional to $5/additional. 2 ) Increase the drive-through restaurant fee from $250 to . $300. 3) Increase retail sales license fees from $40 to $50. 4 ) Delete the Rendering plant license fee (obsolete). 5 ) Change the following permit structure: ------- . Person advised that staff has identified the following related items which Council may wish to reV1ew and discuss at a future worksession: - Definition of amusement devices and cigarette machines. - Fire inspection for special events, alarm system installation, building inspection fees, and liquor license and investigative fees. - Institution of City SAC and WAC charges per unit for new construction. - Dog license fee increase. - Possible redefinition of drive-through restaurants to be treated the same as other restaurants and change basis of fee from square footage to hours of operation. - Garage/boutique sales fees. . - Possible change of retail sales license to general business license fee and change basis of fee from square footage to hours of operation. APPROVE CAPITAL EOUIPMENT & AUTHORIZE CITY ADMINISTRATOR TO SIGN PROPOSALS FOR DATA PROCESStNG PURCHASES Administrator Person stated that some time ago the City reviewed the possibility of performing data processes in- house rather than through an off-site data processing service in an effort to provide enhanced and more cost- effective service. City Accountant Post recalled that in budget worksession the matter of in-house versus off-site data processing was discussed. He stated that a determination has been made that there would be a long-term cost savings by performing data processing functions in-house. He added that implementation would require the purchase of necessary hardware and components, and it is anticipated that very moderate additional staffing would be required for . con"ersion, after which existing staff would perform the work. Person reported that three vendors have submitted quotes for the necessary hardware and components, and staff is ------------------ . Arden Hills Council 6 December l4, 1992 requesting authorization to purchase the necessary equipment at the lowest bid for each item. Councilmember Malone asked what would be the cost of data conversion to an in-house system. Post answered that conversion is expected to cost about $500. Councilmember Hicks asked what is the anticipated cost savings. Post stated that after the initial conversion costs, it is expected there would be approximately $15,000 annual savings from not having to pay the outside data processing service which would be realized in l-l/2 to 2 years. Hicks noted that individual items are being recommended for purchase from a variety of vendors; he asked if all items would be compatible. Post replied that the items are all compatible, and the reason for the various vendors is simply to receive the best prices. Councilmember Mahowald asked if the hardware may provide future ability to enhance other processes performed by the City. Post said the equipment would create a network, which would be an additional side benefit. MOTION: Malone moved, seconded by Growe, to authorize the City . DISCUSSION OF OFFER FOR BRUEBERRY LOT As background, Administrator Person recalled that the City 1) Received a request from Edgewater Estates Partner-ship, Inc. to consider selling the lot at the northwest corner of Brueberry Lane and Old Highway 10, ~) Counci 1 advertised the L . property for sale and received no bids from other interested buyers, and 3) Negotiations continued with Edgewater Estates Partnership to arrive at an agreeable price. . Arden Hills Council 7 December l4, 1992 Person reported that the final resul t of negotiation is an off er from Edgewater for a purchase price of $28,500 with the condition that the City incur the cost of removing the existing lift station from the subject property. she added that a 1991 appraisal of the property was $26,000 with the lift station removed. Person noted the advantage of selling the lot would be that the buyer has a good development record with the City and intends to develop the lot consistent with adjacent townhomes development. She stated the possible disadvantage is that removing the lift station may have complications which could result in higher than expected costs to the City. Councilmember Malone commented that the subject property appears to be landlocked and its intended use by Edgewater appears to be the only reasonable use of the land. He added that since there has been no interest expressed by any other buyer, he would be inclined to finalize negotiations with Edgewater. . Councilmember Mahowald commented that in reviewing information as to comparable sales, it appears Edgewater's offer is fair and would allow for the best use of the property. He favored proceeding with the sale as negotiated. Councilmember Hicks commented that Edgewater's offer is $28,500 with no park dedication, and costs for removal of the lift station are to be incurred by the City. He said that in this easel park dedication may not be an important consideration! but he would prefer to sell the property for $25,000 as is I making the buyer responsible to remove the lift station. Person said that arrangement was considered, but the 1991 appraisal of $26,000 assumed the removal of the 1 ift station. Councilmember Growe said this does not appear to be a prime lot and she would be inclined to accept Edgewater's offer. Mayor Sather commented that taxpayers would be better served by selling the property and having it become taxable. He added that continuity of development would also be a plus. . . Arden Hills Council 8 December 14, 1992 Councilmember Hicks asked what the developer is planning to build on the lot. Planner Bergly said he has not seen a proposal, but per code there could be two units. Zoning Administrator Iago reported she has seen a preliminary proposal calling for two units, which is consistent with existing development and consistent with the proposed new zoning ordinance. MOTION: Malone moved, seconded by Growe, to authorize the City Administrator to finalize negotiations with Edgewater Estates Partnership, Inc. for the sale of the lot at the northwest corner of Brueberry Lane and Old Highway 10 for a price of $28,500 with the condition that the City remove the existing lift station from the property and waive park dedication requirements. FIRE MARSHALL Councilmember Malone commented that after reviewing information, he is not convinced of justification for a Fire Marshall and would like to see more background and information on this matter. COUNCILMEMBER MAHOWALD'S FAREWELL Councilmember Mahowald advised that this would be his last meeting as he will be unable to attend the last December Council meeting. He thanked the citizens of Arden Hills for the opportunity to serve as Councilmember, said he hopes residents realize what a good Council and staff serves the community, and stated that he is confident Councilmember- Elect Aplikowski will do a fine job as Councilmember. Mayor Sather thanked Councilmember Mahowald for his valuable service to the City and his friendship to the Council and staff. Information was input into the City's Pavement Management Computer Program and lists were generated for streets requiring seal coating, overlaying or reconstruction. The computer ratings and field comments were used to formulate these recommendations. In addition, performing the same type of maintenance on streets within the same area generally allows lower bid prices, since the Contractor minimizes his travel time. Following are lists that Public Works Supervisor Winkel and I developed based on the ratings, field comments and group location of streets. We have shown the ratings and estimated construction costs. . For overlay improvements in residential areas, the City assessment policy allows for assessment of 50% of the total project cost to abutting homeowners. The assessment rate in 1991 was $2.82 per front foot. We would anticipate a 1993 rate of $3.00 to $3.25. For seal coating improvements, it has been City policy to not assess abutting property owners.
