I. ACITON NEEDED BY CITY OJUNCIL:
A. <DNSENT CALENDAR ITEMS:
No. 4.e. regarding Designation of Official Newspaper for
1993.
'Ihe official designation for Newspaper is New Brighton
Bulletin. 'Ibis rec:amrnenjation is based on being the low
bidder and having previous experience with the City.
B. UNFINISHED AND NEW BUSINESS ITEMS:
No. 6.A. regarding Approval of City Appointments.
Enclosed is a tentative list of Connnittee Members of
the Citizens to be appointed. One applicant, Marty E. Rye,
is interested in serving on the Planning Connnission (letter
attached) . Due to no interest shown in any of the Human
Rights positions, 4 vacancies will be existing in 1993.
Council may want to appointment Mr. Rye as an alternate to
. the Planning Coromission for 1993.
II. INFORMATIONAL ITEMS:
a. Resolution on 1993 Corm:lensation for Union and Non-Union
EmPlovees : Typically, the Council approves a resolution
on compensation f= Union and non-Union employees at their
first meeting in January. At this ti1ne, negotiations are
ongoing and, therefore, no rec:amrnenjation is being forwarded
to Council.
b. Public Works - Rem:lval of Contaminated Soil from the
Underground storage Tank.
lab results are being obtained so that the exact
amount of disposal of this property can be taken care of.
An initial review of use of outside contractors versus
inside contractors to remove any contaro:inated soil shows
that the outside contractor would be better able to remove a
large volume in a shorter time, and they have c:orrpleted PCA
approval requirements as a verrlor.
It does appear this is the most cost effective option.
'!he city's limitations are Sl1'aller truck size, higher hourly
cost of staff time, and truck depreciation. Initially, it
appears the outside removal company is the best option.

Typically, the Council approves a resolution on compensation f= Union and
non-Union employees at their first meeting in January. At this time,
negotiations are ongoing and, therefore, no recommendation is being
forwarded to Council.
b. Public Works - Removal of Contaminated Soil from the Underground storage
Tank.
lab results are being obtained so that the exact amount of disposal
of this property can be taken care of. It is also being reviewe::l. to what
degree should the City crew be directly involved and the reIroval of the
positives of an outside crew remove the properties there share volume that
they are able to remove within shorter time. Another positive is that the
City would have to go through the process of being approved by PCA to
become a certified company for this purpose. The larger independent
~ies also are able to remove approximately, in one or two days, of
removal with the lrnowleclge of the best burn site that is available. The
bid =ntractor indicated that there is approxiltlately 250-300 yards that
need to be removed due to contamination. It appears upon initial review
that it would not be cost effective for the City to remove, due to smaller
trucks, staff time, and depreciation of trucks in addition to the City
having to be approved through a PCA approval process as a certified remover
of this soil and to insure the proper treatment and disposal. Initially,
due to some of these factors, it appears that staff would reconnnend removal
. by the outside vendor that was approved previously. It also appears the
reimbursement by the Petro ftmd, it may be very possible the City will
=llect 90 percent of the actual cost of removal.

In the upcoming year, it appears that departments will be m::>re specialized and
areas of economic devel"'l""""L/redevelopment, planning, environmental and
public infoJ:1l1ation will be demanding a higher level of time commitJnent by the
City. I also would like to further develop Department Head management skills.
For these reasons, the I recanunend the Administrator backup to be rotated
amo~ the Department Heads on a weekly basis.

. RESOLUTION 93-01
RESOLUTION DESIGNATING DEPOSITORIES AND
CORPORATION AUTHORIZATION
THIS IS TO CERTIFY that at a meeting of the City Council of Arden
Hills duly called and held January 4, 1993, the following
resolution was adopted:
RESOLVED, that the First Bank st. Paul, N.A. shall be the
official depository for all funds of the City of Arden Hills for
the calendar year 1993; and
BE IT FURTHER RESOLVED, that the City Treasurer shall from time
to time, ascertain that adequate security as required by the laws
of the State of Minnesota, is furnished by such depository to
protect the City's deposited funds against financial loss; and
BE IT FURTHER RESOLVED, that checks of this corporation drawn on
First Bank St. Paul, N.A., hereinafter called the Bank, shall be
signed by three of the following officers:
Thomas R. Sather or Dale Hicks
Mayor Acting Mayor
Dorothy A. Person or Terrance R. Post
. City Administrator Treasurer
BE IT FURTHER RESOLVED, that the City Administrator is authorized
to use a signature stamp at such time as it becomes necessary for
Mayor Thomas R. Sather or Terrance R. Post, Treasurer.
BE IT FURTHER RESOLVED, that the said bank is hereby authorized
and directed to honor and pay any checks so drawn as above set
forth, whether or not such checks be payable to the order of one
of the foregoing persons either in his individual or official
capacity or deposited to his individual credit, and whether or
not such signatures are followed by the title or office of the
person signing.

RESOLUTION DESIGNATING ADDITIONAL DEPOSITORIES
FOR INVESTMENT PURPOSES
WHEREAS, Resolution No. 93-01 designates the First Bank st. Paul,
N.A. as the official depository for funds of the City of Arden
Hills for calendar year 1993; and
WHEREAS, it is desirable to invest city funds at the highest
available interest rate;
NOW, THEREFORE, BE IT HEREBY RESOLVED, that effective this date,
the following banks are designated additional depositories for
the sole purpose of investing funds of the city of Arden Hills:
Minnesota Municipal Liquid Asset Fund (4M Fund)
Piper Jaffray Money Market Fund
Norwest Bank Minnesota N.A., Prime Value U.s. Government Fund
Shears on Lehman Brothers, Inc. Express Daily Dividend Fund
BE IT FURTHER RESOLVED, that the City Treasurer is authorized to
take whatever actions are necessary to make investments at the
. aforesaid depositories and to ascertain that adequate security,
as required by the laws of the state of Minnesota, is furnished
by such depositories to protect the city's deposited funds
against financial loss.

RESOLUTION DESIGNATING BROKERAGE FIRMS FOR INVESTMENT IN
FINANCIAL INSTRUMENTS AUTHORIZED BY STATE STATUTE .
CONSISTENT WITH THE FORMAL CITY INVESTMENT POLICY
WHEREAS, Resolution No. 93-02 designates several banks as
depositories for the sole purpose of investing funds of the city
of Arden Hills; and
WHEREAS, it is desirable to invest city funds at the highest
available interest rate;
NOW, THEREFORE, BE IT RESOLVED that effective this date, the
following brokerage firms are designated for the sole purpose of
investing City funds in Federal government instruments or in
banks or savings and loan certificates of deposits, or other
authorized investments allowed by state statutes and consistent
with the formal investment policy of the City:
Minnesota Municipal Money Market Fund (4M Fund)
Piper Jaffray, Inc.
Shearson Lehman Brothers, Inc.

BE IT FURTHER RESOLVED that the City Treasurer is authorized to
take whatever actions are necessary to make investments at the
aforesaid brokerage firms and to ascertain that adequate
security, as required by the laws of the state of Minnesota, is
furnished by the issuing bank or savings and loan to protect the
city's deposited funds against financial loss; and
BE IT FURTHER RESOLVED that no collateral be required for Federal
government instruments since these investments are backed by the
full faith and credit of the United States government.

RESOLUTION FOR TRANSFER OF FUNDS BY TELEPHONIC INSTRUCTIONS
WHEREAS, the First Bank st. Paul, N.A. is the depository in which
funds of the city of Arden Hills may be deposited, and a
corporate resolution with respect thereto is presently in effect
authorizing the deposit and withdrawal of funds; and
WHEREAS, the city of Arden Hills desires to add to and supplement
said corporate resolution with the following resolution:
RESOLVED,
1. Anyone of the following persons:
Terrance R. Post, Treasurer
Dorothy A. Person, City Administrator
is authorized on behalf of this corporation to give instructions
by telephone to the FIRST BANK ST PAUL, N.A., to transfer funds
on deposit with the bank:
. a. to other accounts of this corporation with the bankj or
b. to other accounts of this corporation with other banks.
2. The bank is authorized to act on such telephonic
instructions received by it from anyone who represents
himself to be any of the above-named persons whether or not
his voice resembles the voice of such person.
3. The bank is authorized in its sole discretion to refuse to
honor telephone instructions and to insist upon written
instructions signed by anyone of the persons named in
paragraph 1 of this resolution.

Dave Carlson informed me that there may be an impending vacancy on
the Arden Hills Planning Commission and suggested that I let you know
of my interest in serving on the Commission. Although I currently
. live in Shorevie'...., I expect to move into a new house at 3377 North
Snelling Avenue in Arden Hills during the third week in February.
I have enclosed an abbreviated resume that summarizes my work
experience and education. I am somewhat familiar with the activities
of a Planning Commission because I have been employed in the past as
a land use planner on work involving preparation of master plans,
zoning ordinances, and subdivision codes for counties and
municipalities. I also have considerable experience in environme~~a:
planning and impact analyses.
