March 9, 1993 File No: 520-030-10 Mr. Tom O'Keefe Minnesota Department of Transportation Room 705 Transportation Building 395 John Ireland Boulevard St. Paul, MN 55115 RE: TRUNK HIGHWAY 5110LD SNELLING AVENUE INTERSECTION IMPROVEMENTS Dear Mr. O'Keefe: This letter is intended as a summary of our phone conversation earlier today regarding me above referenced project. - The City has been told, on numerous occasions, that the construction of a signalized intersection on Trunk Highway 51 to serve Old Snelling Avenue is a viable altemative that me State would review and consider for financial participation. An outline of me local initiative project development process was provided and discussed, with the City Council choosing to move forward with preparation of a feasibility report and preliminary layout. It is our understanding from you, however, that a difference of opinion exists between the MnDOT Planning Section, who views the signalized intersection as a viable option, and the MnDOT Traffic Section who may not view it as an option. We further understand that an internal MnDOT meeting is set for March 25, 1993 for the Planning and Traffic Section to further discuss tlris matter. It is unfortunate mat the City has been told that a signalized intersection is an option, and tlJat tlris was relayed to the numerous residents interested in tlris issue. The possibility of tlris work was presented at an overflow-crowded meeting at City Hall on January 25, 1993. Another public hearing to further discuss a possible signalized intersection will be held on March 29, 1993, The anticipated crowd at tlris meeting has forced the City to move the meeting location to the Mounds View High School Cafeteria at 7:30 p.m. We encourage MnDOT to determine once and for all, if the signalized intersection improvements are an option that would be considered for financial participation. In October of 1992 the city authorized A.E.C Engineering to do a complete survey ani inspection of this tower . 'Ihe tower was =iginally erected in 1968 ani has had only min= interior painting done since that time. The exterior was last painted in 1981. 'Ihe A.E.C. report indicates that it is definitely time to make major changes ani updates to this tower. I have diSC"lSsoo this with other eI'Y,}ineers ani public works superintendents who indicated that these kinds of repairs may be . expected after a 25-year service life. In the future we will do a certiIied inspection of both towers every three to five years. 'Ihe A.E.C. report describes interior ani exteri= concerns including that of lead based paint. The interior wet coating above the high water nark ani exterior dry coating need to be painted within the next one to two years. Both of these areas currently have a lead based paint that should be removed as soon as is possible. The interi= wet coating below the high water nark ani also the interior dry coating need spot repair ani limited area replacement within one to two years. The interior area below the high water nark is not a lead based paint. Also, the interi= dry coating does not appear to be a lead based paint. The entire exterior surface is a lead based paint, ani should be replaced a=ding to Federal ani state regulations. The report also indicates that there are structural repairs that also need to be completed. We have some severe failure of some coated areas within the interior bowl of the tower. Soo\e of the structure support steel may also have to be replaced. During the inspection, a =nstruction deficiency was found, where the roof rafters are not connected to the tank shell. 'Ihis definitely needs to be =ected with the installation of gusset plates to connect the two. 'Ihe inspection report also lists some interior options that should be completed ani may help to extend the life of the tower SUPJXlrt structure ani also the coated, or painted areas. 'Ihe exterior of the tower has a lead based paint ani needs to be removed using a screen that would prevent paint from contaminating the surrounding areas. - It was also recommended to add two hinged roof manways to comply with a.S.H.A. confined space entry requirements. The aircraft warning light ani bracket also need to be updated. A neN tank vent is also recomrnencled. io- . , , - - . - March 12, 1993 Page 2 'lbe tower does not have cathodic protection. 'lbe cost of a subnerged system would be in the area of $7,000 - $8,000. I believe that with more freqUent inspections to check for potential problems, that a cathodic protection would not be J'l'=I'l.,n at this t:il!le. 'lbe A.E.C. report estimates that to repair all of interior ani exterior structure problems ani suggested updates, including spot paintin:r of some of the interior, ani paintin:r the entire exterior, the cost could be a~tely $253,000. To completely sandblast ani paint the entire interior of the tower would add an estimated $48,000 to this project. '!he total then would be approximately $300,000. '!he 1993 water bJdget includes $125,000 for the interior stIucture repairs ani also paintin:r the interior of the bowl within the tower. I have discussed this with City Ao:ountant Terry Post, who stated that the cu=ent water fund is still payin:r for the new water tower, ani may not be able to ~t all of the estimated repair costs for the old tower. Additional funding will be needed from the P.I.R. account, or another source if we are to do all of the interior structural repairs. However, after reviewin:r the A.E.C. report it would be my recomrnerx:lation that we look at doin:r the entire project all at one t:il!le. Though the City would have lower . costs this year, we would then have to pay additional engineer fees, contractor m:>bilization fees, ani an additional down t:il!le for the tower next year. If the financin:r can be approved this year we should proceed to do the entire project this fall. '!he bids could be let this sprin:r, with completion of work in the fall. SUBJECT: update on Sidewalk Cl~ InfODlllltion The City of Arden Hills has approximately three miles of public sidewalks. 'lhese include the west side of both Lexington Avenue and Hamline Avenue from Highway 96 to County Road F, and also County Road E fran Lexington Avenue to SIlellin:J Avenue - both sides of the road. '!he Parks Trails consist of about five miles. The average width varies fram six to nine feet f= all of these walkways. I have contacted various landscapin:J CCll1p1mies to solicit prices for cleaning the public sidewalks. Commercial I.aOOscape is tryin] to view the sites and - offer a price. Birch Ia'WIl Care does not have the proper equipnent and is not interested. Collander's I.aOOscape will also try to inspect sites and forward a price. I have also talked to Sh=eview, Roseville, and New Brighton representatives. All three of these cities are currently plowin] and maintaining city walkways and paths. Shoreview has agreed to plow our sidewalk on r.exi.ngton Avenue fram Highway 96 to County Road F. '!he estimated cost for each occurrence should be between $25 and $35. '!he cost could go up with more extreme weather and snow conditions. 'Ihe quoted price is for a nonnal 2"-4" snowfall, and does not include return trips to clean up each time that the county plows Lexington and deposits snow back on the sidewalk. Three years ago Shoreview purchased a special aU-wheel drive machine that is used specifically to maintain walkways. 'lhe machine cost about $40,000 with attachments. Today the same machine would cost between $50,000 - $60,000. '!he attachments include a 6-foot wide vee-plow, snowblower, and sweeper. 'lhe vee-plow is used f= nonral, 2"-4" snowfalls. '!he blower is used for any heavier conditions. Shoreview has approxbnately 40 miles of walkways to maintain. Under nonnal conditions usin:J the vee-plow, the walks can be cleaned in about ten hours. If the snowblower has to be used, the process may take two - three t:i1nes longer . Shoreview stated that they may be willin] to :f!roVide plowin] service f= Lexington Avenue, but probably not the rest of the walkways. New Brighton has two different machines that they use. Both are similar to Shoreview's and cost between $45,000 and $50,000. New Brighton cleans about 11 miles of walkways. If toth machines are available to use, the project - takes about four hours. New Brighton was not interested in cleanin] our walkways. '!he Public W=ks Superintendent stated that they could not guarantee service in a timely manner. Roseville also has a machine similar to Sh=eview' s and maintains approxbnately 30 - 35 miles of sidewalks and walkways. Roseville does not pay . - Page 2 update on sidewalk Cleanin3' Information overtime to clean sidewalks, so the normal cleanin3' for them takes two or three days. All three of the cities contacte:i described the same conclitions am. circumstances that are encountered when keeping the sidewalks clean. The specific attachments all have limitations am. should be used for certain corrlitions. The vee-plow works best for nonnal conclitions, am. is the fastest way to clean the walkways. The snowblcmers are used for heavier corrlitions am. the process will take much longer. The blower also causes many residents to call am. c:anplain about sncM blown onto their yards. Another CXlllllOOI1 concern voiced by all three cities is that the sidewalks never seem to be clean. Every time the city plows or the County plows go by, the sidewalks need to be cleaned again. All three cities voiced some frustration trying to keep the walkways as clean as possible. The positive side is that by cleanin3' the walkways, the residents will have a clean walk that can be used for walking or jogging am. it provides for this activity to take place off the roadway, where walking or jogging could be much more dangeroUs. Same of the =ent equipment that we have could possibly be used. We did . clean a short section of Lexington Avenue last week using the Massey-Ferguson tractor. The bucket is a-feet wide am. was used to push snow the best way possible. I contacted L - Z Company, who stated that they !'lOW have a 9-foot vee-plow that they could attach to the front bucket of this machine for $2,350. This may work when cleanin3' most of the current walkways am. trails that we have. The smaller sidewalks of COunty Road E lNOIlld be a little tougher to do. A Bobcat loader could be purchased with all of the attachments for $35,000 to $40,000. This smaller size machine lNOIlld work much better for all of our applications. The machine could also be used during the rest of the year for many other functions. The larger size Massey tractor would have some difficulty cleanin3' the Parks Trails until we could do some tree trilllming . The current machines that the other three cities are using cost in the range of $50,000 - $60,000. It should also be noted that we have corrlitions in some areas where the snow would actually have to be reIroVed and hauled away due to the lack of storage space. 'Ihese areas are prilllarily along Hamline Avenue, where we have a short distance between the back of the =b and retaining walls that were constructe:i to maintain the integrity of the local properties. This would be a labor intensive activity that would take a little longer to camplete. I will be available at the council work session if lOClre questions should o::nne up. Mayor of the City of Arden Hills Council Members: Beverly Aplikowski Dale Hicks Paul Malone Dennis Probst Subject: RV Ordinance The last proposed ordinance. which was presented to the citizens during a meeting with the Planning Commi....ion. still is not a fair ordinance. In my case. as owner of a 34' motorhome. the ordinance would call for a Special Use Permit. This is costly and, I understand. difficult to obtain, but. whether obtained or not. it requires a great deal of effort on the part of a number of people. I feel that this requirement is unnecessary. I feel it demonstrates harassment. The recommendation of a Variance would demonstrate a more fair attitude and would accomplish the same results with far less effort and expense. . Enclosed is a petition signed by all of my neighbors on both sides of the street of the block where I live. You will see that my neighbors have no problem with my parking my motorhome in my south side-yard, as I have for five years. Furthermore. I strongly recommend that the discriminatory reference to length be stricken completely because all motorhomes are approximately the same height and width (give or take a few inches) and the length really doesn't have anything to do with it. I have reviewed the list of complaints since 1988 and those complaints do not reflect any ~ problem with the parking of RVs. So, I would like answers to questions previously posed by people attending the two previous meetings with the Planning C(lmmi....ion. 1. How did the desire to place further restrictions on RV parking on ones own property come to light? 2. Has there been a legitimate complaint? H so. what were the circumstances? How was it bandied? Why wasn't it resolved under a nuisance ordinance? 3. Why should Arden Hills bave such a restrictive and unfair ordinance - an ordinance so harsh and so much more restrictive than the ordinances in - neighboring communities. . Pa&e Two The proposed ordinance portrays an arropnt, dictatorial exhibition of power, without consideration for the real effect of such restrictions on a Jal'l!e Dllmber of people. There are variables offered in the proposed ordinance for Iakeshore property owners due to lot confIgurations, topography, etc. However, no variables are offered to the non-shore property owners with lot conf'lgI1I'Iltions and topographies mlllcing it impossible to meet the proposed specirlcations. As I have stated before, it is simply not practical to store very expensive motorhomes, trailers and boats away from one's care and protection. It's expensive, too. Apartment dwellers have a different set of problems. We, the citizens of Arden Hills, make up the City and the City is a reflection of manner in which we keep our homes, yards, gardens, recreations equipment, etc. Let's be realistic and come up with an ordinance that works for all people rather than satisfying the imagination of a few. ~~ . f02.9 ~L2.eu., . . . . This motorhome bas been parked there regularly since 1988 and has created no problems.
