TCAAP PROPERTY UPDATE Counc1lmember Probst reported that Arden Hills' request regarding the Twin CJ.ties Army Ammunitions plant property is currently "on hold" waiting a report on availability. He added that in addi ti on to the availability report, an environmental assessment may need to be completed, and it appears to be acceptable for the necessary environmental assessment work to be accomplished under the direction of Arden Hills and Ramsey County. Perhaps the City and County may '"..,lsh to consider directing that task. PARK AND RECREJI.TION UPDATES Counc::~memb~r Pr:Jbst r-ep'Jrted that the Cit~l recently held the "Flower Power" T..1eekend where volunteers help to beauti fy the Cltv with plantings. Probst announced that the Park and Recreation Department is seeKlng :!...nterested volunteers to serve as coaches for the City's baseball program. RESOLUTION 93-33 CITY OF ARDEN HILLS RAMSEY COUNTY, MINNESOfA A RESOLUTION ADOPTiNG FINAL ASSESSMENT ROLL WHEREAS, upon due notice property made as required by law, the Arden Hills City Council has met and heard and passed upon all objections to the proposed assessment for the Street Milling improvement and has determined the amount to be assessed against each individual property as the Council deems just; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Arden Hills, Minnesota: 1. Final assessment roll, a copy of which is attached hereto and incorporated herein by this reference, is hereby accepted and adopted and shall constitute the special assessment against the lands therein named. Each such tract of land in the assessment roll is hereby found to be benefitted by the improvement in an amount not less than the amount of the assessment levied against it. 2. Such assessment shall be payable in equal annual installments, including both principal . and interest, amortized in such amount annually as is required to pay the principal with interest as 8.0% over a period of three years. 3. The owner of any property so assessed, may, at any time prior to certification to the County Auditor of the assessment or the first installment thereof, pay to the City 'Ifeasurer the whole of the assessment on such property, with interest accrued to the date of payment; except that no interest shall be charged if the entire assessment is paid within 30 days after the adoption of this Resoluti9R. Prepayment may also be made after the certification of the assessment or first installment thereof by paying to the City 'Ifeasurer I Auditor the entire amount of the assessment remaining unpaid with interest. In the case of a payment made before November 15, interest will be calculated through December 31 of the next succeeding year. 4. The City Administrator shall transmit to the County Auditor a certified duplicate of the attached assessment roll to be extended on the property tax lists of the County. In March of this year, it was learned that the City's indirect water supplier (city of Saint Paul) would be sellirq water on a dual rate basis (summer & winter) am that rates would be increased to its wholesale customers substantially - 14% for winter water purchases and 24% for summer water purchases. . As each of you work through the budget planning process for the next biennium, there are a number of concerns to keep in mind, The outlook on the economy is not optimistic. National and regional economic . indicators do not predict any significant improvement in the state's revenue outlook for the next two years. In fact, national economic forecasters are more pessimistic than they were just six months ago, Consequently, we cannot anticipate any improvement in the biennial state revenue forecast when the next update is completed in November, To make matters more difficult, the legislature added $320 million more than originally planned for the '94-95 budget. The good news is the adoption of contingency planning authority, reached during the Special Session. The legislature and I reached an agreement that we will cut spending rather than increase taxes if the November revenue forecast deteriorates. If the next forecast indicates declining revenues, it may be necessary to reduce all state general fund and local government trust fund obligations by up to 1 % of their biennial budget amounts. I am writing to you to reaffirm my commitment to this process. I am convinced, and I trust that the Minnesota Legislature agrees, that reducing government spending rather than raising taxes to balance the Minnesota budget must be part of fiscal stability for our state. (April - September) shall be increased from $1.79 to $1.99 per 1,000 gallons. 2. The consumption fee for water sold during the winter months (October - March) shall be increased from $1.79 to $1.89 per 1,000 gallons. 3. The Standby Fees and Minimum Charges shall remain at those levels established by the January 1, 1993 fee schedule.
