The following state regulations apply to the
transient merchants, hawkers, and peddlers.
TRANSIENT MERCHANTS
Transient merchant is defined as any person or corporation,
acting as either principal or agent, who engages in, does, or
. transacts any temporary and transient business, either in one
locality, or in traveling from place to place, selling goods,
wares, and merchandise; and who, for the purpose of carrying on
such business, hires, leases, occupies or uses a building,
structure, vacant lot or railroad car for the exhibition and sale
of such goods, wares, and merchandise. (M.S. $329.099). Before
engaging in the business of a transient merchant, the person or
corporation must obtain a license from the Ramsey County Auditor
(M.S. $329.l0 and $329.11). In order to obtain the license, the
transient merchant must pay a license fee and post a bond (M.S.
$329.11) . In addition, the transient merchant must satisfy some
state tax requirements and file the appropriate permits with the
County Auditor (M.S. $329.11) .
Although the transient merchant regulations seem to be broad
in their scope, they contain a section which excludes a number of
sales activities from the licensing requirement. Individuals or
corporations who make sales to dealers in the usual course of
business; or who display samples and take orders for future
delivery; or who hawk their merchandise on the street or peddle
their merchandise from vehicles, baskets or packs carried on their
backs; or who are public officers selling goods, wares, and
merchandise according to law; or who are bona fide assignees or
receivers appointed by the state of Minnesota selling goods, ware,
and merchandise for the benefit of creditors; or who sell or peddle
the products of a farm or garden occupied and cultivated by

themselves are excluded from the transient merchant licensing
provisions (M.S. S329.l4).
City Councils have the power by ordinance to restrain, license
and regulate auctioneers, transient merchants and dealers, hawkers,
peddlers, solicitors, and canvassers (M.S. S329.l5 and S4l2.221,
Subd. 19) . The state regulations which apply to transient
merchants are in addition to those which are adopted by local units
of government.
HAWKERS AND PEDDLERS
The terms "hawkers" or "peddlers" are not defined by state
regulations. However, those terms have generally been interpreted
by the Minnesota Supreme Court. A hawker or a peddler is a person
who does not have a fixed place of business; travels from place to
place; carries the goods offered for sale and not merely samples
thereof; sells merchandise at the time it is offered for sale and
does not merely enter into a executory contract for future sales;
delivers goods then and there; and makes sales to consumers and not
dealers. A person who is engaged in the business of a hawker or a
peddler must obtain a license from the Ramsey County Auditor (M.S. .
S329.02 and S329.03). The applicant is required to pay a fee but
is not required to post a bond (M.S. S329. 04).
As in the case of transient merchants, certain activities of
hawkers and peddlers are exempt from the licensing requirement.
People who sell or peddle the products of a farm or garden occupied
and cultivated by themselves are not required to obtain county
licenses (M.S. S329.08).
Cities also have the right to regulate the business of hawking
and peddling (M.S. S329.06 and S412.22l, Subd. 19) . The state
regulations are in addition to any of those adopted by a local unit
of government.
CITY CODE
The activities observed in Arden Hills from time to time which
seem to fit within the state definitions of transient merchant,
hawker or peddler, consist of individuals or corporations selling
merchandise on corner lots; or from temporarily rented'space; or by
traveling door-to-door. Sales on outdoor lots by transient
merchants fit the City's definition of an open sales lot. An open
sales lot is land used or occupied for the purpose of buying and
selling goods, materials or merchandise, and for the storing of the
same under the open sky prior to sale (AH Zoning Ordinance Section
I(D)(105). Open sales lots are not listed as a permitted or special .
use in the Arden Hills Code. However, pursuant to Section

V(C)(1)(b)(2), such uses might be treated, in the City's
discretion, as a special use.
Those individuals who rent temporary space wi thin buildings in
order to sell goods or merchandise would also satisfy the state
definition of a transient merchant. As such, they must comply with
state regulations and with any regu1a~ions adopted by the City. In
addition, the City should evaluate 'the location in which the
activity is occurring and determine whether it is allowed in that
particular use category by the zoning code. The rental of a motel
room for retail purposes may not comply with the definition of
hotel/motel (Arden Hills Zoning Code Section I(D)(63).
Individuals who solicit sales door-to-door satisfy the state
definition of a hawker or a peddler. They should comply with the
state regulations and would also have to comply with the
regulations adopted by the City. The Courts and/or Attorney
General Opinions have indicated that the business of door-to-door
solicitation cannot be prohibited but it can be regulated because
it has the potential of becoming a nuisance. If the particular
activity involves interstate commerce, it cannot be burden by
additional local tax.
. CONCLUSIONS
The City has the authority to regulate the business of
transient merchants, hawkers or peddlers but cannot impose a
regulation which is an unreasonable burden on a transient merchant,
hawker or peddler who is engaged in interstate commerce. Imposing
licensing fees has been determined to be an unfair burden on those
engaged in interstate commerce. However, the City may require
transient merchants, hawkers, and peddlers to register with the
City and conduct themselves in a manner that does not create a
nuisance.
Please let me know in which direction the City wishes to
proceed on this matter or if you wish to have a draft of sample
regulations relating to transient merchants, hawkers and peddlers.
Some of the cities surrounding Arden Hills have such regulations.

Ordinance #290 (attached) delineates considerations for appeal of a stonn
water utility charge. Alpo FoodsjLiv-a-Snaps has appealed their charge -
letter attached.
See 28-166-inclicates a fee will be reduced if it is shown that a parcel
retains all or a portion of the rainfall it receives. It is reduced by a
percentage equal to that percent of the parcel which produces no external
runoff. A fee reduction of 20% or greater must be demonstrated.
Per See 28-170'appeals are heard once a year by Council for the upcoming year.
On or before October 1 the Council reviews the delir:quent charges for
certification to the Oounty Auditor (See 172).
. See 171 - A 10% penalty is charged for unpaid acrounts.
This first year, the Council may wish to hear the (1) appeal received on
September 27 at its regular Council meeting.
Also attached is a form which may be forwarded to an appellant of SWM to
provide a basis for the appeal. This form is based on similar appeals fram
nearby cities.

Dear Ms. Person:
Reference - Surface Water Management utility Rates.
We received our "water bill" for the period of April 1, 1993
to June 30, 1993 for a total of $962.72. Included in this amount
was SWM utility charge of $337.06.
I have a copy of the resolution covering this charge that was
passed and adopted on March 8, 1993. I understand the need and the
. purpose for the additional funds, however, my question relates to
the land use designation that indicated "Limited and General
Business B-1 and B-2 - 50.75 per acre". "Undeveloped Property (any
zoning) 5.97 per acre".
I would appreciate it if someone would look at our property.
Topographically our land is situated so that 90% of the run off
goes across our property into designated wetland areas. I think
that if our property were all black top there would be different
conditions for surface water management.
We are being charged for 100% of our property area as if it
were 100% black toppen, I think a portion of ou~ p~operty should
be undeveloped property.
Please advise your thinking on this.

AN ORDINANCE ESTABLISHING A SURFACE WATER MANAGEMENT UTILITY
The Arden Hills City Council ordains that Article V and its subdivisions are hereby added to
Chapter 28 of the Arden Hills City Code to read as follows:
Article V. Surface Water Manangement Utility
Division 1. Generally
SECTION 28-162 GENERAL OPERATION:
The Municipal Surface Stonn Water Runoff system shall be operated as a public utility
(hereinafter called the surface water management utility), pursuant to Minnesota Statute
Section 444.075, from which revenues will be derived subject to the provisions of this
Chapter and Minnesota Statutes.

SECTION 28-163 DEFINITIONS:
A. Utility Factor. The utility factor is defined as the ratio of runoff volume, in
inches, for a particular land use, to the runoff volume, in inches, for a 1/3 acre
residential lot, assuming a 2" rainfall and Soil Conservation Service (SCS) "Type
B" soil conditions.
B, Surface Water Management Fee. The surface water management fee is defmed
as the quarterly charge developed for each parcel of land pursuant to City
regulations and zoning classifications and shall be established by City Council
resolution.
C. Ouarterly Surface Water Management Utility Budget The quarterly surface water
management budget is the estimated quarterly expenditures for planning and
inventories, capital expenditures, personnel and equipment and operation of the
surface water utility, in accordance with established City policy. This budget
shall be established from time to time by City Council resolution.
SECTION 28-164 ESTABLISHMENT OF FEES
. Surface water management fees shall be established by City Council resolution. The following
steps are taken to determine the quarterly fee to be charged to each property:

3 a) A calculation is made of the total area, in acres, of property zoned R-1, R-2, R-3,
. R-4, I-I, 1-2, B-1, and B-2 within the City.
b) A determination is made whether each individual property within these zoning
classifications is developed or undeveloped.
c) The total number of developed acres of property within these zoning
classifications is calculated.
d) The total acreage of developed property roned as R-1, single family residential,
is divided by the total acreage calculated in step c. This yields the percentage of
total developed property that is zoned R-1.
e) The City Council establishes, by resolution, the quarterly budget for the revenue
to be generated.
1) The portion of the quarterly budget to be charged against properties zone R-1 is
calculated by multiplying the percentage found in step d, by the budget amount
in step e.
g) The rate per acre for property zoned R-1 is calculated by dividing the revenue for
R -1 properties in step f. by the total acreage of developed properties found in step
c. This rate is the basis for all rates charged to any other zoned properties within
. the City.
h) The volume of storm water runoff is calculated for all properties zoned R-1, R-2,
R-3, R-4, I-I, 1-2, B-1, and B-2. The methods used for these calculations follow
the U. S. Department of Agriculture Soil Conservation Service guidelines for soil
types common to Arden Hills. A curve number is chosen for each zoning
classification, which is an approximate measure of the percentage of impervious
surface on the property, The volume of runoff for each zoning classification is
the calculated using the following equation.

i) The runoff value calculated in step h. for R-1 properties is considered the base
rate. The runoff value for each of the other zoning classifications is then divided
by the base rate to yield a utility factor for each zoning classification, This utility
factor is a measure of the additional runoff created from the property as compared
. to a single family lot. The utility factors for each zoning classification are listed
in the following section of this ordinance,

j) The rate per acre for all zoning classifications, except R-l, are calculated by .
[ multiplying the utility factor found in step i. by the base rate determined in step
g.
SECTION 28-165 FACTORS FOR DETERMINING FEES FOR VARIOUS LAND USES:
The utility factors for various land uses used to determine the surface water management fees
are assigned as follows:

SECTION 28-166 ADJUSTMENT OF FEES
The City Council may adopt policies, by resolution, for adjustment of the surface water
management fees. Infonnation to justify a fee adjustment must be supplied by the property
owner, Surface water management fees will be adjusted under the following conditions:
a) Revision of Quarterly Surface Water Revenue - The estimated expenditures for the
management of surface water shall be revised at a frequency specified in the
ordinance. The fees will be adjusted accordingly and will follow established City
procedures for this adjustment of utility (water and sewer) rates.
b) Changes in Developed Conditions of Parcels
c) Stonn Water Retention - If it can be demonstrated that an individual parcel retains
all or a portion of the rainfall that it receives, the surface water management fee
will be reduced by a percentage equal to that percent of the parcel which produces
no external runoff. A fee reduction of 20 percent or greater must be
demonstrated.

. SECTION 28-167 UNDEVELOPED LAND
Undeveloped properties, without regard to zoning classification, shall be assessed at one-half the
rate, charged to developed property zoned as R-l:
SECTION 28-168 EXEMPTIONS
The following land uses are exempt from the surface water management fee:
(a) Public Right-of-Way
(b) Lakes
(c) Parks
SECTION 28-169 MAILING STATEMENT OF CHARGES
Statements for the preceding quarterly Surface Water Management service shall be mailed to
each customer pursuant to the same procedures as listed under Section 28-57 of this code.
SECTION 28-170 FEE APPEAL
. If a property owner or person responsible for paying the surface water management fee believes
that a particular assigned fee is incorrect, such a person may request that the fee be recompute.
Appeals will be heard by Council once a year in accordance with the schedule established for
credit applications, in established City policy.
SECTION 28-171 PENALTIES FOR DELINQUENT PAYMENTS OF FEES
A penalty equal to 10% of the amount due shall be added to accounts not paid in full on or
before the 1st day of the second month following the filling periods and to each quarterly billing
thereafter until the amount of the delinquent account plush accrued penalty is paid in full or
otherwise certified to the Ramsey County Auditor as a delinquent account.
SECTION 28-172 ANNUAL CERTIFICATION OF DELINQUENT ACCOUNTS
Each year the City Administrator shall prepare a list of delinquent surface water management
service charge accounts, including accrued penalties thereon, in the form of an assessment roll.
On or before October 1 of each year, the City Council shall review the delinquent surface water
management service charge assessment roll and adopt an appropriate resolution directing that
the assessment roll be certified to the Ramsey County Auditor as a lien against the premises
. served and directing the Ramsey County Auditor collect the assessment a part of the ensuing
year's tax levy, all delinquent surface water management service charge assessments shall bear

interest, at a rate determined by the City Council, from the date on which the delinquent surface .
water management service charge assessment resolution is adopted until December 31 of the
following year.
Effective Date, This ordinace shall become effective the day following its publication.

WHEREAS, the City has added Sections 28 - 162 thru 28 - 171 to the Code of Ordinances,
establishing a surface water management utility, and;
WHEREAS, the revised code requires the City Council to establish by resolution, from time
to time, the rates to be charged for the Surface Water Management Utility;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Arden Hills,
Minnesota:
1. The quarterly charges, by land use, within the City shall be as follows:

RE: RAMSEY COUNTY FUNcrIONAL CONSOLIDATION
Dear Ms. Person:
Please consider this correspondence to be a summary of the meeting held at the Arden Hills City Hall
on Friday, September 10th, regarding the Ramsey County Functional Consolidation Study. Those in
\ attendance included you, Dan Winkel, Thrry Maurer from Maler Stewart & Associates, TIm Mayasich ,
. : and Paul Kirkwold from Ramsey County. The purpose of the meeting was to determine whether ot
not there was room for negotiation between the City of Arden Hills and Ramsey County on the amount
of work to be undertaken by Ramsey County priot to turning back roadways to the City. After lengthy
discussion, Paul Kirkwold agreed to consider a proposal which would include the following conditions:
l. On any of the roadways proposed to be turned back from Ramsey County to the City of Arden
Hills, the City could undertake a reconstruction of the roadway to meet current Slate Aid
I standards. If a reconstruction project were undettaken, Ramsey County would agree to
I participate in the cost of construction in accordance with their current funding participation
j policy. The one item contained in Ramsey County's participation policy which they would not
assist in is the cost of design and construction engineering. They would expect that the City
fund all engineering costs associated with any construction.
2. They would allow the City a window of opportunity of approximately 10 years within which
time all roads proposed to be turned back must be reconstructed if the County is to participate
in this cost. At the end of a 10 year period of time, any roadways which are earmarked for
turn back and have not been reconstructed would be brought to levc~ 90 with either a seal coat
or recycling, and turned back to the City.
3. The City would be responsible for the ongoing maintenance of the roads to be turned back at
one of three trigger points. These would be as follows:
. a. The point in time that a reconstruction project is undertaken and completed.

Arden Hills for the purpose of putting all tumback roads on the City Slate Aid system.

In an effort to relate this proposal to an actual roadway project, we have estimated the total
reconstnlction cost of County Road F from the New Brighton-Arden Hills border to Snelling Avenue.
This is one of the roads proposed in the Functional Consolidation Study for turnback from the County
to the City. The total length of this road is approximately 0.92 miles. We have estimated the
reconstnlction cost, including improvements to the storm drainage system, to be approximately
$1,000,000. Based on the County's cost participation policy, the City could expect the County to
participate to an extent of approximately $650,000. Based on bringing this particular roadway to level
90, the estimated cost was $149,900. Therefore, you can see that in this particular case, this proposal
would provide for additional funding from the County to the City in the amount of $500,100. The
City could expect the design and field engineering services to be in the range of 16% to 20% of the
construction costs or approximately $180,000. Once placed on the City's Municipal State Aid system,
the City's cost would be MSA fundable.
. Ramsey County still has a great desire to have County Road F from Lexington Avenue to Hamline
Avenue turned back from the City to the County. As you are aware, this would facilitate their ability
to improve County Road F primarily in the City of Shoreview but spilling over into the City of Arden
Hills, utilizing County State Aid dollars. If the City were in agreement to some type of policy as
described above for the overall functional consolidation, it is possible that the City could immediately
ask for one of the County Roads to be turned back in exchange for County Road F going from the City
to the County. There would be adequate mileage in the City's Municipal Slate Aid system to put a
roadway immediately onto the system. Mr. Kirkwold indicated at our meeting that the County was
unable to take the tumback of County Road F between Lexington and HamHne from the City to the
County without some reciprocal turnback from the County to the City. The reason for this is the
County does not have adequate County State Aid mileage available to put an additional roadway on
their system. If the City does not agree to proceed with some type of agreement on the overall
functional consolidation, the County is prepared to downscale their County Road F project as it affects
the City of Arden Hills, in order to proceed with this project in 1994.
I hope that this summary of our meeting is helpful in presenting this topic to the City Council. I will

As you requested, we have completed a survey of neighboring communities on
their transient merchants ordinance. Included in this survey were Mounds
View, New Brighton, Roseville, Shoreview, White Bear take and Vadnais Heights.
For the most part, each of these communi ties has an ordinance which allows
transient merchants/peddlers to sell their wares. However, it is clear that
each city has their 0lI/l1 approach for resporxting to these requests.
'lhe only CCIllUTIOn section of each community's ordinance was in allowing
residents of the state to sell fruits, vegetables, dressed meats or other farm
products . This is in a=rdance with Minnesota State Statute 329.08, which
states that persons may sell or peddle the products of the farm or garden
occupied and cultivated by themselves. A number of the cities did place
restrictions on location and safety.
. 'lhe response to requests from non-profit/for profit organizations was varied.
Same communities do not recognize any differences between the two types,
others do not allow for-profit requests at all. The most interesting
approach was in White Bear take. 'lhey require both profit and non-profit
groups to wear an identification sticker issued by the City. Two different
types of stickers are used which make it clear to a resident which type of
organization the peddler represents. 'lhe key is to keep the residents
intorned of their rights.
'lhe last activity that we fourxl. to be of some benefit is the completion of a
crllninal background check. A number of the cities with their 0lI/l1 police
deparbnent require this criminal check before any permit can be issued. In a
number of occasions, these communities have denied or revoked a permit due to
past criminal activity. This check has deterred same applicants from
proceeding with the request.
A number of the cities also have a small fee required with the permit.
Similar to the criminal check, this has proved a deterrent in some cases.
Of the cities we =ntacted, Shoreview, Mounds view and White Bear Lake clearly
had ordinances which would address the issues/=ncerns of Arden Hills.
Regardless of the ordinance adopted by the City, we should consider placing an
article in the Newsletter which explains the rights of a homeowner in
responding to peddler/transient merchants. Staff will also be working on the
. development of a more detailed set of procedures to outline the process for
reviewing these requests.

REFURBISHING PROJECT
Dear Ms. Person:
. I would like to take this opportunity to briefly update you on the current status of the Water
Tower Refurbishing Project. The Fernwood Street Water Tower Refurbishing Project involves
recoating of the interior wet and dry surfaces and all exterior surfaces of the water tower. The
project also includes some minor structural repairs and replacement of several deteriorated tank
appurtenances. The general contractor on the job is Odland Protective Coatings with Maier
Stewart & Associates, Inc" providing structural and coating inspection.
! Odland Protective Coatings has completed approximately 90% of all interior wet and dry
I recoating, has completed all of the structural repairs, and has installed all new tank
I appurtenances, They have completely primed all exterior tank surfaces and are currently
rerigging equipment to apply the exterior finish coats. MSA is very pleased with OPC's progress
to date, quality of work, attention to detail, and safety. OPC has taken the necessary steps to
protect Cellular One's transmission lines and ground facility.

Tim Odland (foreman and president of Odland Protective Coatings) envisions completing the
project by mid to late October with favorable weather conditions. He has chosen to submit the
first request for partial payment toward the end of October. MSA will prepare a pay estimate
for City approval at the October 25th Council meeting.

at 7:34 p.m, Administrator Person reported that appropriate
notice of this hearing was published in the New Brighton
Bulletin on September 22, 1993. Note was made that this
restaurant is no longer in business, and second and third
quarter 1993 liquor license fees were not paid.
Public comments were invited; there was no response. The

the Arden place Drainage Improvement, Councilmember Malone
noted that bids came in considerably higher than estimated.
Administrator Person concurred and stated that Consent
Calendar items "e" and "f" can be tabled if Council desires,
however, affected residents are hopeful that the project can
begin soon. Counci 1 consensus was that there should be no
further delay. Person stated that assessment hearing notices
reflecting revised project amounts will be mailed out to
affected residents on September 28, 1993,
MOTION: Malone moved, seconded by Aplikowski, to approve the
Consent Calendar and authorize execution of all necessary

UNFINISHED AND NEW BUSINESS
CASE #93-l6 - SIDE & REAR YARD VARIANCE
ROBERT & BARBARA LECHNER
l151 EDGEWATER AVENUE
Community Planner Coordinator Fritsinger stated that the
Lechners are seeking a side and rear yard variance for the
construction of a new detached garage on their residential
property at 1151 Edgewater Avenue.
Fritsinger explained that the subject property is located in
an R2 District in an area of older lake cottage type homes.
He reported that the .P 1 anning Commission reviewed this case
and found that the size of the subject lot is nonconforming in
that City Ordinance requires approximately ll,OOO square feet
of area and this lot consists of just over 6,000 square feet.
Fri tsinger noted that the old garage had only a one foot
setback, however, the placement of the new garage will be
shifted slightly to allow for at least a two foot setback. He
. added that the option of an attached garage was considered but
rejected due to concerns relative to lighting and ventilation.
Fritsinger reported that the Planning Commission recommended
approval of the requested variance.
MOTION: Malone moved, seconded by Probst, to grant a variance to
side and rear yard setback requirements, for Robert and
Barbara Lechner, to allow the construction of a new
garage on their property at l151 Edgewater Avenue, with
a two-foot setback, on the basis that:
- The small size of the subject property presents a
practical difficul ty in putting the property to
reasonable use under conditions allowed by the City
Ordinance, and
- The proposed garage wi 11 lessen the existing side
and rear yard setback nonconformity.
Motion carried (4-0).
RAMSEY COUNTY SHERIFF'S DEPARTMENT
UPDATE AND INTRODUCTION OF DEPUTIES
Commander Bergeron of Ramsey County Sheriff's Department
stated that the purpose of his visit this evening is to
communicate with the Council and to introduce the personnel
. providing 1 aw enforcement servi ces to the City of Arden Hi 11 s.

Arden Hills Council 4 September 27, 1993 .
Bergeron exp 1 ained that the Ramsey County Sheri ff' s Department
is attempting to implement community policing methods within
its contract cities, and as a means of accomplishing that
goal, they are working to establish closer relationships
between deputies and the cities they serve.
Bergeron reported that the Sheriff's Department, assisted by
grant money, is presently working with the University of
Minnesota on a program for stricter enforcement of regulations
for tobacco (and possibly alcohol) sales.
Bergeron further reported that the Department has recent I y
implemented Computer Aided Dispatch (CAD), which is proving to
be an effective tool in information retrieval and analysis.
Each of the following deputies were introduced and presented
a brief personal background of themselves: Lieutenant Dan
Votel; Deputy Barry Vaughn; Deputy Bob Pavlak, Jr.; Deputy Jim
Ericksen; Deputy Greg Engfer; Deputy Jon LaRoque. Bergeron
noted that Deputy Evelyn Pedersen also serves Arden Hills, but
is absent due to hospitalization. .
Commander Bergeron invited Council questions/concerns.
In response to Council inquiry regarding how information is
conveyed amongst deputies, Bergeron explained that deputies
keep a log and information is shared at shift change, in
addition to deputies personally meeting with one another.
Councilmember Malone invited suggestions from the deputies as
to how the City can clarify or improve the enforceability of
City ordinances, Lt. Votel stated that whenever ordinances
are initiated or amended, the Sheriff's Department appreciates
being informed. Bergeron stated that in the near future all
Ramsey County Sheriff's Department contract cities can expect
an invitation to work with the Sheriff's Department regarding
local ordinances pertaining to tobacco and alcohol sales.
Deputy Engfer asked if the City wishes to have the "no
overnight on-street parking" rule strictly enforced. He
stated his belief that strict enforcement provides enhanced
security for a community by deterring property damage, auto
thefts, burglaries, etc, He added that when there is an
obvious reason for overnight street parking (such as driveway
seal coating) he does not enforce the rule,

Administrator Person said there is a system for special
requests for overnight parking privileges. A suggestion was
made that ci ti zens be frequentl y reminded, perhaps through the
City newsletter or other sources, as to parking rules and
procedures for special requests. Council consensus was to
strictly enforce the "no overnight on-street parking" rule,
with sensitivity to special requests. Deputies commented that
they are accommodating when special overnight parking requests
are received. Bergeron added that to simplify the overnight
parking request process, residents need only make a phone call
to the City or directly to the Sheriff's Department,
Council thanked the Sheriff's Department for this visit, and
invited them to forward any suggestions for improving City
Ordinances.
DISCUSSION REGARDING STAFF SPACE NEEDS
Administrator Person acknowledged the fact that the City has
postponed changes to the current City Hall site in
anticipation of a new City Hall, but recognized that such a
. move may not occur for quite some time into the future. She
reminded the Council that working space and storage space
needs at the current City Hall building have been inadequate
for quite some time and are now at the point where they must
be addressed.
With regard to working space, Person explained that the small
amount of space avail abl e to accommodate City employees has
created cramped working quarters, and physical separation of
areas such as the Parks and Public Works Departments. She
commented that the current layout is cumbersome and illogical,
and creates problems relative to effective communication and
confidentiality concerns.
With regard to storage space, Person stated that although
staff has attempted to reduce records storage, Government
Records and Retention guidelines demand more storage space.
Person identified the following options to addres.s space needs
and the anticipated advantages/disadvantages of each option:
1. Rent temporary office space off-site.
- Estimated to cost $1,000 per month
- Not conducive to effective communications
- Current Council Chambers not disturbed

2. Lease a modular unit to connect to existing city Hall.
- Estimated to cost between $225 and $250 per month
for a l2' X 60' unit
- May present difficulty in meeting ADA requirements

3.A. Remodel current City Hall space by adding two office
enclosures, enclosing work space for three offices, and
a conference room.
- Estimated to cost $15,000
- Would use current counci I Chamber space; Council
meetings would need to be conducted elsewhere
- Addresses noiset traffic, layout, improved
productivity and storage needs
3.B. Remodel current City Hall space by minimal changes
utilizing existing offices and partially enc1 osing
existing Council counter area.
- Estimated to cost $2,000 - $3,000
- No conference room (except Public Works lunchroom)
- Noise and traffic factors not addressed
- Would use current counci I chamber space; Council .
meetings would need to be conducted elsewhere

Administrator Person commented that her preference is option
3A as it could best address concerns and make optimum use of
available space. She noted that contact has been made with
the City of New Brighton and they are graciously willing to
provide the use of their Counci 1 Chambers for Arden Hills
Council and other large meetings,
Councilmember Malone commented that the City Hall is a
designated polling place; he asked how that matter would be
addressed if the present Council Chambers were used as
proposed in options 3,A, and 3.B. Suggestions were made as to
possible replacement polling locations,
Councilmember Probst stated that he has discussed this matter
with staff, and while he supports action to improve the
situation, he realizes that concerns regarding anticipated
cost and new meeting and polling places must be addressed.
Councilmember Ap 1 ikowski suggested yet another opti on of
purchasing a modular unit rather than leasing it, which could
be less expensive in the long run,
Mayor Sather commented that the City has not done a good job .
accommodating the space needs of its employees, He added that
some work spaces are smaller than most typical residential
closets, He said he would be amenable to moving Council and

other large meetings to alternate locations rather than delay
employee accommodations any longer. He noted that the
proposed options would make the situation tolerable, but by no
means lavish. He expressed concern that the City has an
obligation to meet at least the minimum working conditions
that other businesses in the City are expected to provide for
their employees, He voiced his preference for option 3.A. and
his support to begin remodeling as soon as possible.
Councilmember Malone commented that while it would be
convenient to maintain the existing Council Chambers, it
appears that doing so does not make the best use of space, He
added that it would be somewhat embarrassing for Arden Hills
to have to conduct its meetings at another City's facilities,
but he is pleased to hear that such arrangements are possible.
MOTION: Sather moved, seconded by Malone, to authorize staff to
proceed, as quickly as possible, with Option 3.A. for the
remodeling of the current City Hall to address work and
storage needs, and to pursue the option of conducting
Council and other large meetings at the New Brighton
. Council Chambers. Motion carried unanimously (4-0).
Council consensus was that a new location for Council and other
large meetings should be arranged to begin the first part of
November, 1993. Councilmember Malone reminded staff to make
necessary arrangements for cable TV televising of meetings.
COUNCIL COMMENTS
TCAAP UPDATE
Councilmember Probst reported that he and Administrator Person
met recently to begin making arrangements for three public
meetings regarding the Twin Cities Army Ammunitions Plant
(TCAAP) property, He stated that the first meeting would be
an informative meeting with a question and answer format, the
second meeting would encompass surrounding communities for
discussion and update, and the third meeting would include
environmental interests,
Probst added that there has been a great deal of
misinformation dispersed with regard to the TCAAP property,
and the purpose of the meetings would be to correct that
situation. He added that he has been working with the City
newsletter editor to improve coverage of TCAAP matters.

NEWSLETTER REMINDER
Councilmember Aplikowski reminded the Counci 1 that the next
City newsletter is expected to go out the end of November or
earlier; she asked that newsletter articles be promptly
forwarded to Community Planning Coordinator Fritsinger.
PUBLIC WORKS/SAFETY COMMITTEE UPDATE
Councilmember Aplikowski reported that Commander Bergeron of
the Ramsey County Sheriff's Department attended the last
Pub 1 i c Works/ Saf ety Commi t tee meeting and presented a detai 1 ed
analysis of crime and public safety issues. She further
reported that the Public Works/Safety Committee is in the
process of reestablishing its goals.
FINANCE COMMITTEE MEMBER RESIGNATION
Councilmember Malone announced that the Finance Committee
recently regretfully accepted the resignation of Chairperson
Sandra Shrewsbury. staff was directed to seek candidates to .
replace that vacancy.
PLANNING COMMISSION PACKETS
Councilmember Malone commented that recently Planning
Commission packet information has not been forwarded to
Council. Staff took note and assured this would be corrected.
STREET TURNBACKS
Councilmember Malone reported that Public Works Superintendent
Winkel and City Engineer Maurer are currently negotiating
street "turnbacks" with Ramsey County. He noted that the
primary issue which still needs to be resolved relates to the
condition of the streets involved.
PEDDLER ORDINANCE
Councilmember Malone asked staff for an update regarding work
being done on the Peddler Ordinance, Administrator Person
reported that the Peddler Ordinance is expected to come before
Council in January or February in ample time to address
peddling activity which typically greatly increase in late
spring and early summer,

"SHARE YOUR CHAIR" MONTH
Mayor Sather and Councilmember Probst drew attention to a
letter soliciting support for the "Share Your Chair" campaign
being sponsored by Firstar Bank in support of Goodwill
Industries and the Easter Seal Society, whereby citizens are
encouraged to donate unused wheelchairs and walkers to be used
by those in need of that type of equipment.
MOTION: Sa ther moved, seconded by Probst, to adopt Resol ution
#93-48 proclaiming the Month of October 1993 as "Share
Your Chair" Month. Motion carried unanimously (4-0).
FINANCIAL REPORTING
Councilmember Malone reported that the Finance Committee is
seeking Council's input as to the format for future monthly
financial reports. He commented that what has been suggested
is a format of less overall detail each month and emphasizing
the tracking of "patterns" of expenditures and revenues.
. Councilmember Probst commented that the suggested format may
be helpful in making the figures more meaningful and
clarifying the "big picture". Mayor Sather concurred and
added that perhaps more detail can be presented quarterly
rather than monthly.
FUTURE WATER SERVICE
Councilmember Malone commented that the Finance Committee has
begun to seriously consider how best to address the concern
for the City's water needs at the time the current water
servi ce contract wi th the City of Rosevi 11 e expi res. He
encouraged Council to consider this matter for later
discussion.

Dear Commander:
We are concerned parents and staff members of Valentine Hills Elementary School
and as such drive regularly in the area of Old Highway 10 and County Road E2
before school during the hours of 7:00-8:00 a.m, and after school between the
hours of 3:00-5:00 pm,
With alarming regularity we have been subject to life-endangering, careless
driving, There have been many, many narrowly avoided collisions caused by high
speed, reckless maneuvers such as passing multiple cars, sudden braking,
screeching, skidding and passing and turning without signaling, The speeds
. involved are up to 70 mph, In addition, motorists regularly speed by the front of
Valentine Hills School at speeds in excess of 45 mph, apparently oblivious to the
students present and the need for reduced speed and caution,
.
Unfortunate ly, this is not random driving conduct. We are subjected to it
regularly, multiple times each day and want it stopped now! We are aware that
there are youthful, Inexperienced drivers going to and from Mounds View High
School and Bethel College, We need this stopped to head off the serious accidents
which seem certain to follow with this hazardous driving,
Please consider increasing your visibility in 'lnd patrols of this area, We also
believe that adding multiple traffic control devices would help in this vicinity
including:
1. Flashing signals in front of Valentine Hills School
2, Three-way stop signs at the corner of Old Highway 10
and County Road E2

Minnesota law authorizes a statutory city, in making a special
assessment, to exercise its discretion to defer the payment of that
assessment for any homestead property owned by a person 65 years of age
= older or retired by virtue of a pennanent and total disability for
whom it would be a hardship to make the payments.
A statutory city electing to defer special as,=~srnents shall adopt an
ordinance = resolution establishing standards and guidelines for
detennining the existence of a hardship and for det~ the
existence of a disability, but may determine hardship on the basis of
exceptional and unusual circumstances not covered by the staOOards and
guidelines where the determination is made in a non-discriminatory
manner and does not give the applicant an unreasonable preference or
advantage over other applicants.
. '!he homeowner shall apply for deferment of special assessments on forms
prescribed by the Ramsey County Auditor. Where the deferment is
granted, the Auditor shall record a notice with the Ramsey County
Recorder setting forth the assessment amount. '!he taxing authority may

'!he option to defer special assessment payments shall terminate and all
amounts accumulated, plus interest, shall become due and payable in any
of the following instances:
l. Death of the owner, provided that tl)e spouse is otherwise not
eligible for the benefits;
2. Sale, transfer, or suJ:division of the property or any part
thereof;
3. If the property loses its homestead status;
4. If the taxing authority deferring the payments determines that
there would l:e no hardship to require :immediate or partial
payment.
An owner may appeal an assessment to district court under MS statutes,
Sec. 429.081, by serving the appeal notice to the Mayor or City
Administrator within 30 days from adoption of the as!':~<srnent and filing

pay the entire amount, with accrued interest to date of payment, to the

RaIr1sey County Auditor the entire amount remaining unpaid with interest.

Backqround
For approximately the past twelve months, city investment decisions have
been influenced by the possibility that short term funding would l:e
needed to begin an estimated $1,200,000 new city hall construction
project. '!he timetable for this funding need is dependent upon the City
. ao;ruiring a suitable bJilding site.
In 1992, Council chose a site on the TCAAP property as the most
desirable building location. It was originally believed that either
through legislative, or "lease with Option" means, construction could
CCllIU11el1ce within twelvemonths. As Counci1member Probst has recently
reported, the original timetable perhaps was overly optimistic and that
a two to three year timetable is more realistic in dealing with the Army
to obtain "City Hall" TCAAP property.

deviation from the City's adopted investment policy. Specifically,
in=easing the stake in !llUtual fund investments from the =ent
$600,000 level to about $1,300,000 would result in this category
representing approximately 30% of the City's entire investment portfolio
as compared to the 15% category maxiImIm referenced in the policy.
Assuming that interest rates are returning to historical levels and not
those seen in the Seventies and Eighties, Money Market yields may be in
. the 2.50% - 3. 00% range in the next three years. '!he $700,000
invesbnent could generate approxilnately $60,000 in Money Market earnings
over the next three years.
An invesbnent in a quality, short-term govermnent security !llUtual fund
mayl:e expected to approximate five-year treasury returns or about 5%. A
$700,000 invesbnent in this option could generate approximately $110,000
in earnings over the next three years.
Reauest for Interiln Deviation
'!his estimated return premium for asstnning greater risk, while still
maintaining liquidity, seems appropriate for an interiln (through 1996)
period. I believe that this investment option prudently balances
risk/reward considerations and is likely to result in a smaller PIR Fund
contribution when the project begins.

VHEREAS, the United States Department of Justice has recently
implemented a competitive grant program called the Police Hiring
Supplement Program ~hose goals are to increase the number of la~
enforcement officers, improve the long-term ability of la~ enforcement
agencies to engage in community policing, and improve public safety
through innovative crime prevention; and
VHEREAS, the Ramsey County Sheriff's Department provides public
safety service on a contract basis to several cities located north of
St. Paul, Minnesota, ~hose combined population exceeds 70,000; and
VHEREAS, there is a gro.ing need throughout these cities to add
s.orn la~ enforcement officers to develop and coordinate neighborhood
crime prevention programs and target certain high crime areas .ithin
these cities through community oriented policing; and
VHEREAS, local funding is currently not available to address these
needs due to significant increases in public safety expenditures in
. recent years to add investigators .and other police personnel to address
community needs; and
VHEREAS, current staffing levels for police officers are
significantly below the national and state standards for law enforcement
agencies.

regarding a neTJ competitive grant program being offered by the
United States Department of Justice called the Police Hiring
Supplement Program. The Program's goals are to:
-increase the number of s',;orn la',; enforcement officers,
-improve the long term ability of la',; enforcement agencies to
engage in community policing, and
-improve public safety services through innovative crime
preven"Cion.
Of the 5150 million that is available in gran"Cs, 575 million is
. dedica"Ced to ci"Cies ",i"Ch populations of less -chan 150,000. Any
, funding received may be used to pay for SOZ of the salary and
fringe benefi"Cs of ne",ly s.orn officers for a period of up "Co
three years.
If a gran"C application is submitted, i"C mus"C be done by the
Ramsey County Sheriff's Department. During the last fe", ",eeks,
representatives of the cities that contract ;lith the Sheriff's
Deparw~ent have met on tvo occasions to discuss a potential grant
application. At the last meeting, the general consensus of the
group .as to submit a grant application for the addition of tvo
deputies. The first deputy ",auld be added in mid-year 1994 and
Itould serve as a crime prevention specialist .ith overall
responsibili~f for developing and coordinating a comprehensive
crime prevention program for residents and businesses. A second
deputy .ould be added in 1995 and Itould be scheduled to tlOrk.
during peak times and be targeted at certain high crime areas
.ithin our communities. This deputy .ould be trained in a
community-oriented policing approach to address particular
problems "'ithin these areas.
Although the exact cost to the City has not been precisely
determined, it is anticipated that adding these tvo positions
.ill result in an overall increase in expenditures for police
services for Shoreviev of about 2-37. in 1995. This increase is
exclusive of any cost of living or inflationary adjustments to
. the overall cost of police services. Ho.ever, if this grant .ere
not a17ailable, the cost of adding tvo additional deputies "'auld
most likely exceed 57..

. In exam~n~ng ~hecher ~o apply for ~his gran~, represen~acives
from che Sheriff's Office and the concract ci~ies looked at ~he
aC1:ual policing needs ~ithin the contract cicies. The addicion
of deputies to develop and coordinace a crime prevencion program
and york during the peak call periods have been considered the
last fey years, but not implemented because of budget constraints
and higher priority needs. These positions ~ould most likely be
considered yithin the next fey years, even if the grant monies
yere not available.

Ramsey COWlty Sheriff's Department. It is hoped chat the grant
can be submicted by eicher the Round 1 deadline of October 14,
1993 or che Round 2 deadline of November 1, 1993. The Sheriff's
Department is receiving technical assistance yith the grant
applica~ion from che County Administrator's Office.
RECOIlHENDATION
It is reconunended that ~he Ci~y Council adopt the a~tached
resolution supporting the Ramsey County Sheriff's Department
submittal of a grant far the Folice Hiring Supplement Program.

A RESOLUTION ORDERING THE IMPROVEMENT
IN THE MATTER OF THE
1993 ARDEN PLACE DRAINAGE IMPROVEMENT PROJECT
WHEREAS, a public hearing relating to the 1993 Arden Place
Drainage Improvement project was held before the Arden
Hills City Council after ten days mailed notice and
two weeks published notice of the hearing was given;
and;
WHEREAS, the city council has duly considered the Feasibility
Report and those matters presented at the public
hearing by those persons desiring to be heard on the
matter;

A RESOLUTION ADOPTING THE FINAL ASSESSMENT ROLL
IN THE MATTER OF THE
1993 ARDEN PLACE DRAINAGE IMPROVEMENT PROJECT
WHEREAS, upon due notice properly made as required by law, the Arden
Hills City Council has met and heard and passed upon all
objections to the proposed assessment for the 1993 Arden place
Drainage Improvement project and has determined the amount to be
assessed against each individual property as the Council deems
just;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Arden
HillS, Minnesota:
1. Final assessment roll, which is listed below, is hereby accepted and
adopted and shall constitute the special assessment against the lands
therein named. Each such tract of land in the assessment roll is
hereby found to be benefitted by the improvement in an amount not less
than the amount of the assessment levied against it.

2. Such assessment shall be payable in equal annual installments,
including both principal and interest, amortized in such amount
annually as is required to pay the principal with interest as 8%
. over a period of three years for assessments less than $500 and five
years for assessments equal to or greater than $500.
3. The owner of any property so assessed, may, at any time prior to
certification to the county Auditor of the assessment or the first
installment thereof, pay to the City Treasurer the whole of the
assessment on such property, with interest accrued to the date of
payment; except that no interest shall be charged if the entire
assessment is paid within 30 days after the adoption of this
Resolution. Prepayment may also be made after the certification of
the assessment or first installment thereof by paying to the City
Treasurer/Auditor the entire amount of the assessment remaining unpaid
with interest. In the case of a payment made before Nove~er 15,
interest will be calculated through December 31 of the next succeeding
year.
4. The City Administrator shall transmit to the County Auditor a
certified duplicate of the attached assessment roll to be extended on
the property tax lists of the County. Such assessment shall be
collected and paid over in the same manner as other municipal taxes.

Dear Dorothy,
I am glad the City of New Brighton is able to extend the use of its Council Chambers to
your City Council on a temporary basis. I think wopetation and "neighborliness", as you
put it, arc essential management practices.
I thought it might be helpful to put a few of our terms of agreement, for use of the building.
in writing.
. l. Your Council will use our Council Chambers on the second and last Monday of each
month beginning in November 1993.
2. Your Planning Commission will use our Council Chambers on the fllst Wednesday of
each month begiMing in November 1993.
3. You will let us know if there arc any changes in those meeting dates as soon as
practical so that we can record them in our space use calendar.
4. Until the end of December 1993 we will have staff to open and lock up the building
for your meetings. After that we will need to make other arrangements. This will
probably be as simple as giving you a key.
5. You can use our cable equipment for taping and broadcasting your Council meetings.
Please make arrangements directly with Andre Batte to hire him or have him train
your employee(s). You can reach him by leaving a message on his voicemail at 794-
5503.
6. You can use the employee lunchroom to prepllfc coffee for your meetings. Feel free
to clear out a space in one of the cupboards for your supplies.
. 7. All of our offices will be locked. You will have access to the restrooms, employee
lunchroom, and the atriumllobby.

Dear Ms. Person:
My wife, Patricia, and I have recently entered into a contract with the McGuires to
purchase the property at 1553 Arden Place West. We will close on this sale October 26.
I would like to respectfully offer the following objections to the proposed special
assessment for the 1993 Arden Place Storm Sewer Improvement:
. l. The recommendation does not include using the recently created Storm
Water Utility Fund or City funding. Both are appropriate.
2. The design of the original storm sewer constructed in the 1960's was
deliberately or negligently under-sized.
3. The City has failed to maintain the storm sewer, exacerbating today's
problem. Money saved by the City in neglecting maintenance annually
must be spent now to replace it.
4. City Attorney Filla reported at the September 28, 1992 City Council
meeting that in 1982 the City approved the lot split creating 1553 Arden
Place. He further stated this was based on the advice of the then City
Engineer that the lot was buildable and that no drainage problem should
be created by development of the new lot. My position is that the City's
eagerness to have the land developed to expand the tax base precluded
appropriate detailed engineering study of the drainage situation in that
area.
5. Further negligence by the City in assessing potential post development
drainage problems is demonstrated by issuing a building permit to Bauer
Construction on November 13, 1989. The City at that time could have
. again prevented development or caused the developer to take action to
eliminate drainage problems in that area.

6. I do not believe that the natural terrain of this lot or the long established
drainage patterns in that area have been altered by the construction of this
house.
To sum up, I believe the project should be undertaken soon. I object to the special
assessment of 1553 Arden Place and that of the neighbors. I believe the City has the
responsibility to fully fund this.

Since I am unable to attend the Council meeting on October 12, I wanted to let
you know my thoughts at this time re: Arden Place Drainage project.
1. It appears that everyone who is a contributor to this problem of runoff
would benefit from this project. If the water would not go dCMnhill, it would
stay puddled in their yard. 'Iheref=e each property should pay some amount,
even if it is only a minimal of a few hundred dollars. In this scenario, it
would seem that the McGuire property (1553 Arden Place) should pay 50% of the
total project cost, with the city and remaining property owners paying the
remainder .
2. a. In the event that the Council is convinced that there is no public
benefit generated to this project, I suggest the city should keep an eye on
this area. 1993 was very unusual with the amount of rain that we had and
several areas experienced problems, that in the past had never before had
. problems. '!he City should observe this area for perhaps 3 years, or so.
2. b. In the event that it is determined this is not a project for the City,
certain property owners may want to continue pursuing a drainage project at
their own cost and time.

At the Council meeting of October 12, the Council's input will be requested
regarding these informational meetings.
Beginning November 1, the City Council and city staff will meet with Arden
Hills residents to provide updates on the attempt to secure a TCAAP location
for the city Hall/Public Works facilities, as well as, receive conunents from
the residents.
Monday, November 15 - the anticipated audience will primarily l:e citizens from
surrounding COll1ll1\lI1ities and the discussion will focus on the City's attempt to
secure a location for these facilities, and cooperation from other communities
to secure the location.
Monday, December 6 - '!he city will act as a facilitator for a discussion with
. envirorunental groups. '!he City will identify its' limited needs and will
receive CCllIU11el1ts from interested groups on any short term and long term uses.
In ilTplementation of press releases, working with the media, a question/answer
article, COll1ll1\lI1ity article and flyer, the Council may wish to contact Kate
Huebsch for her assistance. Her cost to provide technical and professional
assistance and overseeing all project items would l:e $1,950.

benefit to certain properties, this assessment hearing scheduled for 8:00 pm
can be closed with a decision made on specified property owners. For those
properties where the Council anticipates a different assessment than
originally thought be staff, the Council can set a new hearing date
(addressing the specific property location or locations).
To comply with notification and advertising requirements, the next scheduled
public hearing could take place on November 8, as the earliest possible
Council meeting date.

. 2. EZ Recycling contract - Attorney Filla reviewed this contract and
approved it. Mr. Filla indicated that we may want to consider changing
the section of our code which limits our options in regard to fees for
recycling . However, this comment would not affect the agreement as
written. A provision was added that addresses those concerns expressed
by the City Council at their last meeting. This provision would allow
the city to open the contract for negotiations if any significant
changes were made to the recycling program.
3. Attached is a listing of the bid results for a new Skid-street loader.
The st. Joseph's Equipment bid for $26,900 less $25,200 for the trade in
was low bid and met minllnum specifications. The final cost is l:elow the
budgeted amount which was $28,000 less $15,000 for trade in.
4. Greenpeace is requesting permission to canvass door-to-door in Arden
Hills during the month of October. Normal canvass times are between
5:00 pm and 9:00 pm Monday through Friday. No weekend canvassing
requested.

Clambers for our Council and Planning Commission meetings. '!he Attorney
is currently reviewing this agreement. Please advise Dorothy if you
have any conunents or concerns. Also attached is a copy of a letter sent
to the City of New Brighton Council on behalf of the Mayor and our
Council.
4. Attached is a copy of the recannnendations for the 1994 Legislative
Policy program from the AMM's five standing cornrnittees.
5. Attached is a graph outlining the trend in the reduction of water
purchases due to the reduction of use of water.
6. Mr. Filla has advised the City that the Consent Decree with Oak Grove
Sanitary Landfill Site Trust has not yet teen filed with the Federal
District Court. Some additional amendments are occurring which will not
involve the City of Arden Hills. When those matters are completed, the
Oaks Grove Trust will file the document. '!he city's interest
obligations l:egan with the filing of the proposed Consent Decree with
the Federal District Court. The City's payment obligations begin after
a review period when a Federal District Court Judge actually signs the
. Consent Decree. '!he review process will be at least ninety days and can
be longer. '!here is nothing that we can do to prevent interest from
accruing in l:etween the time that the Consent Decree is filed and the
time that it is signed by a Federal District Court Judge.
7. '!he City Council is invited to attend a legiSlative cornrnittee meeting of
the RCLlG. The meeting will be on Monday, October 11 at 12: 00 noon at
Bigelow's Tavern in the Sheraton Midway Hotel. This corrnnittee is l:eing
re-grouped for various purposes such as the Gun Violence Task Force
Report; the Metropolitan Mosquito Control District legislation; and
update and review of the Ramsey County legislation package for 1994. If
you are unable to attend this meeting rot are interested in joining the

8. '!he League of Minnesota cities invites you to their regional meeting
being held on October 21 at the Park Inn International, 1501 Freeway
Blvd, Brooklyn Center. The program will begin at 2:30 pm, social hour
will begin at 5:00 pm with dinner at 6:15 pm. If you would like a copy
of their itinerary, please let me know.

issues relating to the Fernwood street Water Tower Refurbishing project.

1. Ingerson Park shelter has teen completed pending minor landscaping
