time for a planning consultant. Any intennittent use will
be billed and approved by Council.

'I'wo papers have suhnitted information on costs to act as the official
newspaper for 1994.
F=us - $5.61 =1. in.
Bulletin - $5.20 =1. in.
The difference in total cost base:i on 1993 experience is approxilnately $200 a
year.
The experience of the past year(s) by the F=us in the Council meetings, in
the =verage in the papers in articles and in the designation of staff =ntact
has been very good. While the Bulletin has been the official paper f= nany
years, the difference in cost is slight. It is recommended that the F=us be
awarded the official paper status f= 1994 in recognition of the good =verage
and response to the City issues.

RESOLUTION DESIGNATING DEPOSITORIES AND
CORPORATION AUTHORIZATION
THIS IS TO CERTIFY that at a meeting of the City Council of Arden
Hills duly called and held January 3, 1994, the following
resolution was adopted:
RESOLVED, that the First Bank st. Paul, N.A. shall be the
official depository for all funds of the city of Arden Hills for
the calendar year 1994; and
BE IT FURTHER RESOLVED, that the City Treasurer shall from time
to time, ascertain that adequate security as required by the laws
of the state of Minnesota, is furnished by such depository to
protect the City'S deposited funds against financial loss; and
BE IT FURTHER RESOLVED, that checks of this corporation drawn on
First Bank st. Paul, N.A., hereinafter called the Bank, shall be
signed by three of the following officers:

RESOLUTION DESIGNATING ADDITIONAL DEPOSITORIES
FOR INVESTMENT PURPOSES
WHEREAS, Resolution No. 94-01 designates the First Bank St. Paul,
N.A. as the official depository for funds of the City of Arden
Hills for calendar year 1994; and
WHEREAS, it is desirable to invest city funds at the highest
available interest rate;
NOW, THEREFORE, BE IT HEREBY RESOLVED, that effective this date,
the following banks are designated additional depositories for
the sole purpose of investing funds of the city of Arden Hills:

RESOLUTION DESIGNATING BROKERAGE FIRMS FOR INVESTMENT IN
FINANCIAL INSTRUMENTS AUTHORIZED BY STATE STATUTE
CONSISTENT WITH THE FORMAL CITY INVESTMENT POLICY
WHEREAS, Resolution No. 94-02 designates several banks as
depositories for the sole purpose of investing funds of the city
of Arden Hills; and
WHEREAS, it is desirable to invest City funds at the highest
available interest rate;
N~, THEREFORE, BE IT RESOLVED that effective this date, the
following brokerage firms are designated for the sole purpose of
investing city funds in Federal government instruments or in
banks or savings and loan certificates of deposits, or other
authorized investments allowed by state statutes and consistent
with the formal investment policy of the City:

RESOLUTION FOR TRANSFER OF FUNDS BY TELEPHONIC INSTRUCTIONS
WHEREAS, the First Bank St. Paul, N.A. is the depository in which
funds of the city of Arden Hills may be deposited, and a
corporate resolution with respect thereto is presently in effect
authorizing the deposit and withdrawal of funds; and
WHEREAS, the City of Arden Hills desires to add to and supplement
said corporate resolution with the following resolution:
RESOLVED,
1. Anyone of the following persons:

Dorothy A. Person, city Administrator
is authorized on behalf of this corporation to give instructions
by telephone to the FIRST BANK ST PAUL, N.A. , to transfer funds
on deposit with the bank:

I hereby request that the firm of Sanders Wacker Wehrman Bergly, Inc. continue as the Planning
Consultant and Landscape Inspector for calendar year 1994. At this time last year I informed Z
the City that as of January, 1994 my hourly rate will be changed from $60.00 per hour to $65.00
per hour. The rate has not been changed since I began work with Arden Hills in January, 1988.
Therefore, this letter informs you that my hourly rate for 1994 will be $65.00 per hour.
1~ Mark Salzman will continue as Landscape Architect assigned to Arden Hills for landscape
inspections. His rate will continue at $45.00 per hour.

MSA, Consulting Engineers has been pleased to provide engineering services to the City
~:",;\',\iING of Arden Hills the past five years and would once again request reappointment as the City's
Consulting Engineer.
5~,?[;CTURAi We would propose no major changes to our current Engineering Agreement with the City
. SURVEYiNG of Arden Hills. There will be no change in the multiplier of 2.45 times salary costs. This,
I would add, has remained the same for the past seven years. However, since our contract
is structured on hourly billings based on employees' salaries, we do anticipate some minor
~,~A~riC increases in hourly wages. These would be reflective of cost of living increases in the 2.5-
3.5 percent range and any promotional increases. We will, however, maintain the same

We have enjoyed our relationship with the City of Arden Hills over the past five years and

Dear Dorothy:
Please accept my notification of continued interest and request for reappointment to the
positions of Building Official, Code Enforcement Officer and Plumbing Inspector for the
City of Arden Hills,
My services as the appointed Building Official would include'
The administration and enforcement of the Minnesota State Building Code. The review
and issuance of all building permits. The conduction of all inspections as required by the
building code. Inspections pertaining to other sections of the Arden Hills Code of
Ordinances including zoning, signage and landscaping ordinances.
. My services as the appointed Code Enforcement Officer would include'
The investigation and enforcement of violations to the City of Arden Hills Code of
Ordinances. Responding to complaints from citizens and city staff.
My services as the appointed Plumbing Inspector would include'
The review and issuance of all plumbing, sewer and water permits issued in compliance
with the Minnesota State Building Code, the Minnesota State Plumbing Code and the
Arden Hills Code of Ordinances. The inspection of plumbing, sewer and water systems
installed under permit. The inspection of existing plumbing, sewer and water systems
presumed to be in violation of codes or ordinances.
Additional services'
I will provide the City of Arden Hills other services as necessary and requested by
city staff.
I will upon request from city staff provide the City of Arden Hills a comprehensive budget
estimating revenues and expenses of the building department for the next year.
I will provide to the City of Arden Hills a yearly report of building department activities
and all other reports determined necessary by the City Administrator, city staff or myself
. I will continue to coordinate my activities with those of city staff to provide homogenous
services to the City and citizens of Arden Hills.

. Compensation for services'
I request the City of Arden Hills to provide a desk, telephone, materials, staff and
administrative support necessary for providing the administrative needs of the building
department of Arden Hills.
I request the City of Arden Hills to provide liability insurance for the positions.
Compensation for services shall be an hourly fee of$25.00 per hour which would
include unlimited hours necessary to fulfill the requirements of the positions, but not to
exceed approximately fifty (50%) of the total revenue collected from all; plan reviews,
building, plumbing, sewer, water and sign permits. No compensation for mileage would be
charged. Additional compensation for other services shall be at the hourly fee of $25.00
per hour.
Insurance and licenses'
I specifically waive any and all claims to workers compensation insurance and shall
maintain my own insurance for health afId disability.
I shall maintain my own vehicle insurance and shall name the City of arden Hills as an
insured party.
. I shall maintain a current State of Minnesota Class II Building Official Certification and
shall provide a copy of same to the City of Arden Hills for its inspection, upon request.
Termination'
This position may be terminated at will by either party upon sixty (60) days written
notice of intention to terminate by the party desiring termination. This agreement may be
terminated by either party but only for cause and upon sixty (60) days written notice to the
other party.
It has been my pleasure working with you, city staff, the Council and its commissions. I
feel I have provided the City of Arden Hills with the services required and expected of my
many positions. Again I wish to continue to provide these services to the City of Arden
Hills.
