Fritsinger regarding this grant application and proposal.
Also, he has enclosed a copy of the resolution to proceed
with this granting process.
4. Recording Secretazy Seroces - The firm, Titre Savers, Inc.
has sul:mitted a proposal provide recording secretarial
services for the Council Meetings beginning October 10.
TI1ey assign one person to attend all meetings with another
in place for a backup. Ruth McLaurin is the individual who
will l::e assigned to take the Council minutes for the City of
Arden Hills. For the rrcnths of October and November, Ruth
will also l::e doing minutes for the Planning Ccmnission.
Titre Savers' fee is $21. 00 /Meeting Hour and $9. 2S/per
trans=ibed page; they will provide us with a diskette so
that we can make imrediate corrections. The hourly and
page fees are the similar to those charged by Shar Foster.

They have contracted with several other cities, including
St. Anthony, East Bethel, and Lino Lakes to narre a few.
Enclosed, please find copies of infomation that was
provided in the Tirre Savers introduction packet.
It is recarrrended that Council authorize the Administrator
to sign the contract with Tirre Saver for secretarial
services for Council rreetings.

Contract. ACSI has requested that the City consider an

change in rates for the disposal of cats or dogs and rates
per special calls. The increased rate proposal is presented

your consideration. Terry Post has provided a rrerro to you
in your Council packet fran the ~ of September 25.
IV. UPDATES :
A. 1994 Paverrent Managerrent Prcgram Up:late - Dan Winkel, Public
Works SUperintendent, has provided a rrerro updating the Council on
the 1994 Paverrent Management projects. _
B. 10-18-94 Worksession Items:
a. Update fran Everest - Property owners at Round Lake
have given the City minirral or no responses. Everest
is expected to request an extension.
. b. Dale Noyed, President of Advanced Risk Managers -
Mr. Noyed will present his services as a risk manager

party, evaluate and reccmrend the test insurance
providers for Auto, 0000, e=rs & emissions and
property & casualty. Previously, the City has
obtained quotes fran an agent, Bill Hite.
c. Cable Services - City Cable Representative, Dave
Sand will upjate the Council on the latest cable
legislation/atterrpts at legislation and the future
trends with cable.
d. Perry Park Update - Cindy Severtson Walsh will present
info:rnation for discussion. An item of discussion is
the possibility of fund raising for the Perry Park re-
developrent . The Park & Rec O::mnission has been
working on this idea since last SllIlIrer.

. WORKSESSION MINUTES FOR SEPTEMBER 21, 1994
CALL TO ORDER:
Mayor Probst called the worksession to order at 4:34PM.
ROLL CALL:
Mayor Dennis Probst; Counci1members Malone, Hicks and Aplikowski; City Administrator
Dorothy Person; Community Planning Coordinator Brian Fritsinger; Public Works
Superintendent Dan Winkel; Park and Recreation Director Cindy Severtson; and Recording
Secretary Kim Moore-Sykes. Guest: Jim DePietro, Sales Manager for 1212 Red Fox Road.
ADOPT AGENDA:
MOTION: Councilmember Malone moved and Councilmember Hicks seconded a motion to
move Item d. before Item c. in order to allow Guest DePietro to make his
presentation and to approve the revised agenda. The motion was approved (4-0).
UNFINISHED AND NEW BUSINESS:
City Administrator Dorothy Person distributed a financial update from the City Accountant Terry
. Post. She informed the Council that Huebsch Ink will be raising their rates to print the
community newsletter.
Administrator Person updated the Council of the municipal candidate filing.
PUBLIC WORKS/SAFETY COMMITTEE REPORT:
Arnold Delger of the Public Works/Safety Committee presented a report on Sidewalk and Trail
maintenance. In his report, he discussed the committee's recommendations on snowplowing,
asphalting and dry plowing. Once these recommendations have been finalized, they can be
presented at a Council Meeting.
FUTURE CITY HALL FACILITIES SITES:
There was discussion regarding the possibility ofrelocating the City Council meetings from New
Brighton and relocating City Hall/Public Works facilities. Mr. Jim DiPetro, Sales Manager of
1212 Red Fox Road answered questions and presented information on this location as a possible
site for relocation. There was discussion regarding the needed upgrades for public works and
storage should the City choose it as a site for the City Hall facilities. Some concerns about size,
possible code violations, expenses associated with needed upgrades, renovations, accessibility
and parking were voiced.
. A decision was made to continue this discussion until December, 1994. The Council felt that by

that time, there would more information regarding the disposition of a TCAAP location and a
more informed decision could be made then about future City Hall facilities.
COMMUNITY NEWSLETTER:
Earlier in the meeting, the City Administrator reported to the Council that Huebsch Ink was
increasing their rates. As a result of this information, there was discussion regarding the future
of the newsletter. There have been concerns regarding the timelines of the items due for a
quarterly newsletter and if the newsletter is interesting enough to read. Council discussed other
options/ideas to having a community newsletter.
Some ideas included new resident packets, annual mailing of community information, or to
continue with the newsletter in a changed format. Council decided to continue discussion until
early 1995. Residents will be advised in the next newsletter that it is the last one; none will be
produced in 1995 until further review has been completed.
MOTION: Councilmember Malone moved and Councilmember Hicks seconded a motion to
adjourn the Worksession. The motion was approved (4-0).
The meeting was adjourned at 7:27PM.

RESOLUTION NO. 94-46
RESOLUTION HONORING EAGLE SCOUT ANDREW ST. SAUVER
WHEREAS, the Arden Hills City Council recotgnizes that the highest rank awarded by the Boy
Scouts of America is the rank of Eagle Scout and;
WHEREAS, Andrew St. Sauver of Arden Hills has completed the requirements for the rank of
Eagle Scout by earning 35 merit badges, planning and directing a major community
project and serving in a troop leadership position and;
WHEREAS, Andrew St. Sauver distinguished himself by participating in a landscapping project
at a community church whereby they cut down a dead tree, planted shrubs and
flowers, and finished the project with decorative rock and wood chips and;
WHEREAS, Andrew St. Sauver earned not only the traitional merit badges of the Boy Scouts
but chose such elective badges as Animal Science, Art Aviation Backpacking,;
. NOW THEREFORE, BE IT RESOLVED, that the Arden Hills City Council, on behalf of
Council, Staff, and all the citizens of Arden Hills, express the sincere gratitude and
congratulations to Andrew St. Sauver for attaining the rank of Eagle Scout and for his dedicated
service to the Community.

RESOLUTION PROCLAIMING THE MONTH OF OCTOBER
AS TOASTMASTER MONTH
WHEREAS, the City of Arden Hills wishes to recognize the efforts
and accomplishments of Toastmasters International; and
WHEREAS, Toastmasters International is the largest non-profit
world-wide organization dedicated to communication and
leadership excellence; and
WHEREAS, Communication and leadership skills are vital skills
insuring the continued growth of individuals and
business in the United States and throughout the world;
and
WHEREAS, There are over 5,000 members in some 250 clubs
throughout the State of Minnesota; and
. WHEREAS, Toastmasters in Minnesota businesses, schools,
communities, and organizations are dedicated to helping
people improve their communication and leadership
skills throughout the State;
NOW THEREFORE, BE IT RESOLVED that the City Council of the City
of Arden Hills, Minnesota hereby proclaim the month of October,
1994 to be Toastmaster Month.

SUBJECT : 1995 Score Grant
Attached is resolution No. 94-48 which authorizes application to
Ramsey County for 1995 Recycling Grant Funds. The City has typically
used these funds to assist in its recycling prcgram.
The $19,326 is a slight reduction frc:m 1994 when our share of the
grant was $19,408. Staff I1.Ulld reccmnend that the City Council
approve and adopt Resolution No. 94-48 for the ptllpOSe of subnitting
the S=re Grant application to Ramsey County.

RESOLUTION AUTHORIZING APPLICATION FOR RECYCLING GRANT FUND
FOR 1995
WHEREAS, The city of Arden Hills is eligible to apply for $19,326.00 in SCORE recycling
grant funds; and
WHEREAS, Such funds would assist in continuing and improving the City's recycling program
for 1995.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Arden Hills,
Minnesota, that the City Administrator be authorized to apply for such grant funds for the year
1995.

SUBJECT : Electric Penni.t Fees
Attached is the proposal frcm Metropolitan Inspection Service, Inc.
which includes the proposed rate increases. Recently, you and I
discussed these changes and the irrpact on Arden Hills.
I have reviewed this proposal with Mr. Gunnar Pettersen and Dave
Kriesel. They have assured me that the ma.jority of these costs are
related to changes in the state code. Mr. Pettersen has also
indicated that the fees for these permits have not changed in the past
6 years.
. The contract we have with Metropolitan Inspection requires us to pay
the firm 80 peroent of each permit. The proposed increases would not
be a direct cost to the City but passed through to the property
owner/contractor.
It appears that the City will also experience similar increases in our
building code fees. No increases are plarmed in the foreseeable
future frcm our Heating &. Mechanical Inspector. The proposal fran
Metropolitan Inspection Service, Inc. is proposed to be effective
January 1, 1995.
You may wish to have this placed on the City Council agenda for
discussion. No fOrrrBl action on the contract or fee st:ructure is
required by the City until the end of the year_

Re: Electrical Pennit Fees
Dear Dorothy:
. It has been more than six years since the fees for electrical permits were increased.
During the same period, our expenses for wages, taxes, utilities, rent, insurance,
transportation, and many other expenses to run the business have increased substantially.
The electrical code has also added many new requirements that must be checked for
compliance. To protect the city and ourselves against lawsuits, we have initiated
additional record keeping. At the time of Fmal inspection, we record the number of
circuits, type of equipment, and areas wired. This is to protect us if an owner adds
improper wiring without a permit and inspection, and later daims the wiring was there
when the Fmal inspection was made.
The average fee we received, per permit, for electrical permits taken out in 1993 was
$28.30. Permits for remodeling and new construction require multiple inspections for
rough-in(S), service, and Fmal. In addition, reinspections are often required to confum
code violations have been corrected.
As a rule, homeowners are not home during the day and inspections often must be
scheduled to meet the owner at a specific time to gain entrance to the house.
Homeowners often do not complete wiring within the allowed 18 months and one or
more letters are mailed to get the job completed.

than two rough-in inspections and the final inspection per dwelling. Additional
inspections are at the reinspection rate.
(E) Maximum fee on an apartment building shall not exceed $35.00

. (G) In addition to the above fees:
(1) A charge of ~ $3.00 will be made for each street
lighting standard.
(2) A charge of $3:00 $4.00 will be made for each traffic signal
standard. Circuits originating within the standard will not be used
when computing fees.
(H) In addition to the above fees, all transformers and generators for light, heat, and
power shall be computed separately at $6,00 $8.00 plus 3Gt 40~ per KV A up to
and including 100 KV A. 101 KV A and over at ~ 30t per KV A. The maximum
fee for any transformer or generator in this category is $60.90 $80.00.
(1) In addition to the above fees, all transformers for signs and outline lighting shall be
computed at ~ $7.00 for the first 500 V A or fraction thereof per unit, plus
5G; 70~ for each additional 100 V A or fraction thereof.
(J) In addition to the above fees, unless included in the maximum fee filed by the
initial installer, remote control, signal circuits, and circuits ofless than 50 volts
. shall be computed at ~ $5.00 per each ten openings or devices of each
system plus ~ $3.00 for each additional ten or fraction thereof.
(1<) In addition to the above fees, the inspection fee for each separate inspection of a
swimming pool shall be computed at $29.ee $25.00. Reinforcing steel for
swimming pools requires a rough-in inspection.
(L) For the review of plans and specifications of proposed installations, there shall be a
minimum fee of $125.00 $150.00 up to and including $30,000 of electrical
estimate, plus 1/10 of 1% on any amount in excess of$30,OOO to be paid by
persons or firms requesting the review.
(M) When r.einspection is necessary to detennine whether unsafe conditions have been
corrected and such conditions are not subject of an appeal pending before any
court, a reinspection fee of $IS.0fJ $22.00 may be assessed in writing by the
Inspector.

(N) For inspections not covered herein, or for requested special inspections or
. services, the fee shall be $2El.OEl $30.00 per man hour, including travel time, plus

(0) For inspection of transient projects, including but not limited to, carnivals and

A like fee will be required on power supply units at each

As you know, our anirmJ. control agency, Animal Control Se:rvices, Inc.,
has recently obtained contracts from several of our neighl::oring
cities. Included in these contracts are White Bear Township, Arden
Hills, Little Canada, Shoreview, North Oaks and Vadnais Heights.
Under this new contract, the Ramsey County Dispatch office will be
invol vecl in =tacting ACSI.
The new contracts have allowed ACSI to make sorre changes in its 1994
rates. The City of Arden Hills has an existing contract with ACSI
. that operates through Decerrber 31, 1994. ACSI has asked the City to
reconsider its contract for an extension through Decerrber 31, 1995.

Within the contract, you should note that there are two other changes.
The fees for diS]Xlsal of cats and dogs will increase by 50c in 1995,
and ACSI is opening its CMn kennel in White Bear Lake. All irtpJUI1ded
animals will be taken to this new kennel.
In analyzing the statistics for ACSI, if the year-to-date statistics
were applied to the new rates, the cost to Arden Hills would have
. resulted in a $7 increase. The change in the fee structure is rrore of
an adjustrrent which reflects ACSI' s increased presence in this area,

and the resulting efficiency to respond to calls.

This agreement made this 1st day of OCTOBER, 1991, by and between Animal
Control Services, Inc., a Minnesota Corporation, hereinafter referred to as
"ACSI": and the City of Arden Hills, a Municipal Corporation located in the
County of Ramsey, and the State of Minnesota. hereinafter referred to as
"City". witnesseth:
In consideration of the covenants and agreements hereinafter set forth, it is
mutually agreed by and between the parties hereto as follows:
1. This agreement shall be effective as of October 1. 1994. and shall
continue in effect until. December 31. 1995, unless cancelled pursuant to
Paragraph 15.
2. "ACSI" agrees to patrol the public streets of the "City" in a vehicle
especially designed for the transportation of small animals, in accordance
with "City" ordinances and a schedule agreed upon by both parties. The vehicle
shall have proper identification displayed on two sides. "ACSI" further agrees
to insure. service, and maintain said equipment.
. 3. "ACSI" agrees that patrolling shall be done by competent personnel
trained in the handling of animals,.Said employees shall perform their duties
only while in proper uniform and shall wear identification as to indicate
employee'S name, title. and place of employment.
4. Ihe "City" shall authorize "ACSI" to apprehend and retain dogs, cats
and/or issue citation tags for violations of the "City" Ordinances. However,
"ACSI" will not invade the private property contrary to the wishes of the
owner of said property nor forcibly take an animal from any person without the
approval and assistance of a regular officer of the "City".
5. In addition to the regular hours of patrolling referred to, "ACSI"
agrees to maintain one (1) vehicle for standby service to attend to cases
outside regular patrol hours at the specific request of the "City' s" Police
Department. "ACSI" shall respond immediately to any call involving a bite case
or injured animal reported through the Police Department.
6, "ACSI" represents and agrees that all animals impounded shall be kept at
j'HlITE BEAR KENNEL, 1283 HA'l"10NED RD, w1UTE BEAR TOWNSHIP, MN "ACS I" agrees
and warrants that all animals impounded shall be kept in a comfortable and
humane manner for a period required by the "City" Ordinance. It is mutually
agreed that "ACSI" may temporarily board at an emergency facility if access
and/or treatment is not immediately available at the contract facility.
7, At the time that an animal impounded under this contract is reclaimed,
ACSI" or its agent shall collect the impounding fee and boarding charges as
. provided by "City" Ordinance." ACSI" shall furnish monthly reports to the
"City" as required as to the service or services rendered in connection with
each animal impounded. All impounding fees and/or any other penalty fees
--
collected by "ACSI" or its agent shall be remitted to the "City".
. 8. In the event an animal impounded and boarded by order of the "Cits"
Health Officer or placed under quarantine by ruling of the State Board of
Health. said animal shall be boarded as required by said order or ruling. At
the end of such period. the "City" releases flU of its interest,right and
control over said animals which may then be disposed of at the discretion of
"ACSI" . In the event that any dogs, cats, or other impounded animals are
unclaimed after five (5) days, they shall become the property of "ACSI" and
may be disposed of or sold at their discretion. All proceeds from the
disposition of such animals may be retained by "ACSI" including any proceeds
received from any animals disposed of in accordance to Minnesota Statutes
35.71.
9, The "City" shall fumish to "ACSI" any special forms or receipts
specified in the Ordinance and "ACSI" shall keep records of all animals
impounded together with a description of the same.
10. "ACSI" shall assume liability for all harm to animals due to its
negligence or that of its agents in not properly caring for the same, and
agrees to defend any lawsuits anslng therefrom. "ACSI" shall defend,
indemnify. and hold the "City" harmless including its officers, employees, or
agents from any and all claims, suits, losses, damages, or expenses on account
of bodily injuries, sickness, disease, death, and property damage including
injury to animals and the result of, or alleged to be the result of "ACSI"
animal control operations. Upon request, "ACSI" shall provide the City" proof
. of public liability insurance including comprehensive automobile liability in
an amount of at least $500,000.00 per each claimant and $1,000,000.00 per
occurrence.
11. The "City" agrees to pay "ACSI" for services in the performance of this
contract as follows:
A) Price per hour - per vehicle for scheduled patrol based on (4) hours of
patrol per week for actual time in service

deemed necessary may be charged to the owner upon reclamation of the animal.
. 14. "ACSI" agrees that during the period of this contract it will not,
within the State of Minnesota, discriminate against any employee or applicant
for employment because of race, color. creed, sex, national origin. or
ancestry and will include a similar provision in all subcontracts entered into
for the performance hereof, This paragraph is inserted In the contract to
comply with the provisions of Minnesota Statutes 181.59.
15. Either party hereto may cancel this contract after sixty (60) days
written notice thereof to the other party.

You should recall that during 1993 the City undert=k several
activities frcm a safety and welfare perspective at 1863 Grant Road.
At that time, the property owner was placed in a nursing hotre.
Over the last several rronths, staff has attempted to have the "junk"
located on this lot rerroved. These items included vehicles, tractors,
tires and other miscellaneous trash. Efforts to have the owner's son
rerrove these items have teen ineffective.
Attached you will find co=espondence frcm Attorney Miller on this
. property. He has indicated two methods of handling this nuisance. In
discussing this with Dave Kriesel, we feel that the notice to abate
approach would be TIDst appropriate action prior to tawing these
vehicles.
We have discussed this with the Ramsey County Sheriff, who will issue
the actual "tow" notice, and have been authorized to store these
vehicles at the Ramsey County ItTTfOUI1d Lot. In order to undertake this
process there will I::e sore cost to the City. Dave has researched the
potential costs to the City for this undertaking. It will cost $65
per tow and $15 per day for storage. The overall costs to the City
will be approximately $500-1000.
MN State Statute allows the City to conduct a sale irrmediately upon
illTflOundment due to the age and condition of the vehicles.
If the applicant does not claim the I::elongings, the City can dispose
of the property and recoup serne of its costs through a public auction.
The City can also assess the costs against the property.

Because of the potential public involvement with this case, staff

pr=eeding. The City continues to receive calls aJ:out the status of

Dear Dave:
As you are aware, there has been little activity regarding the
above-referred to property over the past several months. Recently,
I drove past the property to view it to see if there have been any
changes. It did not appear to me that any changes have taken
place. It's my understanding that Lawrence Rust, the son of Mr.
. Rust, was going to take some steps to remove the "junk" and keep us
apprised of the results of his efforts to do so. We have not heard
from him and evidently, he has been unsuccessful in removing the
junk. I have tried a couple of times to give him a call regarding
this matter. Both times, there has been no answer at the phone
number which we were given.
It would be appreciated if you could inspect the property in
the near future and determine whether or not any of the vehicles
have been removed and if there are any additional vehicles which
are on the property. For ease of reference, I have faxed along a
copy of an inventory of the vehicles which was previously prepared
by you.
There are two possible methods of handling the vehicles. One
is pursuant to Minn. Stat. 5l68B dealing with abandoned vehicles,
While it is not entirely clear, it appears that the statute would
be applicable in this case. Procedurally, the City would first
have to make the determination that the vehicles were "in an
inoperable condition such that [they have] no substantial potential
for further use consisent with [their] usual functions." Next, the
City would remove the vehicles from the premises, notify the owner
of the removal after which time the owner would have the
opportunity to redeem the vehicles, or allow the City to dispose of
them pursuant to public auction. (The process is a little bit
more complicated than that described, although the above is a fair
. summary of it.)

The second method would be to commence a civil action to abate
the nuisance. The commencement of such an action should be
preceded by the Notice to Abate referred to in Section 16-4 of the
Arden Hills City Code. I have prepared such a Notice and have sent
a draft of it along with this letter. It would be appreciated if
you would review the Notice as to its factual accuracy and make a
determination of whether or not there are any other violations of
the City Code resulting from the condition of the property. If so,
(and assuming that any such violations constitute a nuisance), they
should be listed on the Notice as well. (Depending on the response
to the Notice to Abate, we may decide to forego the commencement of
a civil action and simply proceed to remove the property pursuant
to statute and/or ordinance.)
On a final matter, it is my understanding that Lawrence G.
Rust is currently in a nursing home. I do not know whether or not
a guardian has been appointed. I note in the file that you were in
contact with someone from the County regarding his welfare. I f you
have any information about whether or not a guardian has been
appointed, please let me know. Any such guardian would have to be
the person who receives notice of the abatement.

Due to the recent wet weather the prc:gress on the 1994 pavement
projects has slowed a bit. The current activity on all of the
reconstruction streets is sed and black dirt restoration. It is
anticipated that the sod =rk will te done by the end of next week.
All of the iron (rranholes and gate valves) have teen raised in
preparation for the final lift of blacktop. The final lift will te
ccmpleted after all other restoration items have been done.
. Staff has also had a few driveway issues that needed to te taken care
of. Due to the changes made in the grade of the new streets, a number
of driveways have a steeper slope =tpared to tefore the project. 'TIle
norrral slope of a driveway is not to exceed eight to thirteen percent.
Changes have been rrade to reduce the grade to meet specifications.
The contract lists Octol:er 15 as the corrpletion date for all work on
the 1994 projects. At this time. I do not telieve that all work will
be ccmpleted prior to that date. should the projects not be corrplete
by October 15 the contractor will be subjecl: to pay $300 dollars for
each consecutive calendar day until final completion of the job.

As you are aware, the consolidation of roadway jurisdictions is now entering
. the implementation phase. The first major State to County jurisdiction
change is the turnback of State Trunk Highway 96 from State Trunk Highway 61
to Old State Trunk Highway 8. The segment is 8,45 miles in length and
traverses seven municipalities: City of White Bear Lake, White Bear
Township, North Oaks, Vadnais Heights, Shoreview, Arden Hills, and New
Brighton. The official date of jurisdiction change is December 1, 1994.
Municipal Concurrence
Municipal concurrence to the turnback and inclusion to the County State Aid
Highway system is needed prior to transfer execution. Attached is the
suggested resolution format. Please submit for consideration and adoption
at your earliest convenience,
Trunk Highway 96 Task Force
Trunk Highway 96 is an important transportation element in northern Ramsey
County. Municipal support and participation will play an indispensable role
in identification of issues, solutions, and improvements for this corridor.
Ramsey County is committed to facilitate the development or plans vhich
address community needs as well as core transportation issues.
Ramsey County is currently vorking to establish a Trunk Highway 96 Task
Force to spearhead the public involvement process and assist in development
of a concept report and related planning documents for desired roadway

YHEREAS, the Minnesota Department of Transportation and Ramsey County have
entered into a Memorandum of Understanding which provides for the consolidation
of roadway jurisdictions in Ramsey County; and
YHEREAS, the Memorandum of Understanding includes a consolida tion plan,
prepared in conjunction with municipalities of Ramsey County; and
YHEREAS, the consolidation plan provides for the turn back of State Trunk
Highway 96 from State Trunk Highway 61 to Old State Trunk Highway 8 to Ramsey
County; and
YHEREAS, Ramsey County intends to accept the jurisdictional change on
December 1, 1994, and will place the 8.45 mile segment on the County State Aid
Highway system; NOY THEREFORE BE IT
RESOLVED, the City Council of the City of concurs wi th the
establishment and designation of the turnback segment of State Trunk Highway 96

\1 Introduction II
Since 1985, TimeSaver Off Site Secretarial (formerly Northern Counties Secretarial
Services - NCSS) has been providing a wide variety of office support services to
individuals and businesses. We're word processing specialists who provide professionally
prepared documents. We also work closely with clients to make suggestions about format
and style to assure it is flawless, pleasing to the eye, and contains proper use of bold
print, italics, bullets, etc.
TimeSaver's secretarial support services are used by more than 150 companies and
corporations throughout the metro area. We are an economical alternative to temporary
help, full-time or part-time employees, especially for companies that do not want to invest
in additional equipment, furniture and office space.
Of special interest to municipalities is our recording secretarial services. TimeSaver has
. developed a special niche market for supplying recording secretaries to municipalities,
private corporations and volunteer organizations. This service is especially attractive to
clients who do not wish to become involved in the time consuming procedure of replacing
and/or retraining recording secretaries.
TimeSaver designates a primary secretary for each account who then, if needed, is able
to retrain a new secretary in the future. This system has been successful because it
provides the client with consistent, long-tenn services without added expense in the event
of employee turnover.
TimeSaver is currently responsible for providing recording secretaries to nme
municipalities (Anoka, Blaine, Brooklyn Center, Champlin, Coon Rapids, East Bethel,
St. Anthony, Shorewood and Victoria), the Lower Rum River Watershed Management
Organization, and one volunteer organization. In October, we will begin taking minutes
for the Lino Lakes Planning Commission and North Anoka Arena Committee. Desired
minute content varies for each client, ranging from minutes that are alnwst verbatim to
summary minutes. Samples of meeting minutes are available upon request.
Because of TimeSaver's extensive municipal experience, our staff is familiar with
municipal meeting procedures, topics of discussion, use of language, motions, etc. Our

CALL TO ORDER:
Mayor Probst called the worksession to order at 4:34PM.
ROLL CALL:

Superintendent Dan Winkel; Park and Recreation Director Cindy Severtson; and Recording

ADOPT AGENDA:
MOTION: Councilmember Malone moved and Councilmember Hicks seconded a motion to
move Item d. before Item c. in order to allow Guest DePietro to make his
presentation and to approve the revised agenda. The motion was approved (4-0).
UNFINISHED AND NEW BUSINESS:
. City Administrator Dorothy Person distributed a financial update from the City Accountant Terry
Post. She informed the Council that Huebsch Ink will be raising their rates to print the
community newsletter.
Administrator Person updated the Council ofthe municipal candidate filing.
PUBLIC WORKS/SAFETY COMMITTEE REPORT:
Arnold Delger of the Public Works/Safety Committee presented a report on Sidewalk and Trail
maintenance. In his report, he discussed the committee's recommendations on snowplowing,
asphalting and dry plowing. Once these recommendations have been finalized, they can be
presented at a Council Meeting.
FUTURE CITY HALL FACILITIES SITES:
There was discussion regarding the possibility of relocating the City Council meetings from New
Brighton and relocating City Hall/Public Works facilities. Mr. Jim DiPetro, Sales Manager of
1212 Red Fox Road answered questions and presented information on this location as a possible
site for relocation. There was discussion regarding the needed upgrades for public works and
storage should the City choose it as a site for the City Hall facilities. Some concerns about size,
possible code violations, expenses associated with needed upgrades, renovations, accessibility
. and parking were voiced.
A decision was made to continue this discussion until December, 1994. The Council felt that by

that time, there would more information regarding the disposition of a TCAAP location and a
more informed decision could be made then about future City Hall facilities.
COMMUNITY NEWSLETTER:
Earlier in the meeting, the City Administrator reported to the Council that Huebsch Ink was
increasing their rates. As a result of this information, there was discussion regarding the future
of the newsletter. There have been concerns regarding the timelines of the items due for a
quarterly newsletter and if the newsletter is interesting enough to read. Council discussed other
options/ideas to having a community newsletter.
Some ideas included new resident packets, annual mailing of community information, or to
continue with the newsletter in a changed format. Council decided to continue discussion until
early 1995. Residents will be advised in the next newsletter that it is the last one; none will be
produced in 1995 until further review has been completed.
MOTION: Councilmember Malone moved and Councilmember Hicks seconded a motion to
adjourn the Worksession. The motion was approved (4.0).
The meeting was adjourned at 7:27PM.

Arsenal will open its gates
As part of its Watebable Wildlife Program. the
Twin Cities Army Ammunition Plant (TCMP)
. will open the wildlife portion of its properlY to the
public for twO days of informal walking and
biking on Saturday, Oct 8, and Sunday, Oct 9.
This event is sponsored by TCAAP in
cooperation with POSE (Preserve Open Space
Environment), the cities of Arden Hills and
Shoreview, and the MinnesOUl Audubon Council.
Additional metro-area organizations have been
invited to co-sponsor the event.
Approximately four miles of roads on the
eastern portion of TCAAP will be opened fm
public access from 9 a.m. to 3 p.m. The roads and
trails open to walking will take visitors past
Sunfish Lake, along an unimproved portion of
Hamline Avenue, and around portions of
TCAAP's former outdoor firing range

located at Hamline Avenue and Highway 96 or
me soumern boundary of TCAAP (see attached
map). No bicycles. skates or pets are permitted on
the facility.
