The Study discusses in detail the proposed reconstruction of this segment of roadway I to an Urban Standard, including new stonn drainage facilities and the potential replacement CIVil ENGINEERING of existing watennain along the route. Funding sources available for this project include .VIRONMENTAL Ramsey County Tumback Funds, assessments to benefitted properties, Municipal State Aid I iJNICiPAl Construction Funds, Surface Water Management Funds, and Water Department Funding. PLANNING I SOLlDWA$TE If the City Council desires to move forward with this project, timing is very critical. This STRliCTURAL is due to the fact that a major traffic generator for County Road F is the Mounds View SURVEYING High School. The Feasibility Study lays out a project schedule, which would allow I TRAFfiC construction to begin immediately after the 1994/1995 school year ends, and have the T~ANSPORTATION roadway substantially complete, prior to the beginning of the 1995/1996 school year. I E~EC:RICAliMECHANiCAL In order to proceed with this project on this schedule, the City Council needs to consider :t\GiNEERING three actions at your January 9, 1995, City Council meeting. The first action would be to HVAC consider the attached Resolution adopting the Feasibility Study, and authorizing the public I ;OWERDISTRIWT!ON hearing. We have recommended a February 27, 1995, public hearing date. The second SODA action would be to consider the attached Resolution authorizing the preparation of plans and SYSTEM CON'ROlS specifications. In order to have the project ready to begin construction by late Mayor early I June of 1995, it will be necessary to immediately begin work on the plans and specifications. This will also allow detailed infonnation to be available at the time of the I public hearing. A third action the City Council should consider is the attached Resolution, which designates County Road F as a route on the City's Municipal State Aid System. In accordance with the State Legislation recently passed, allowing the Ramsey County I Turnback Program to proceed, the City is allowed to place these turnback roadways on their Municipal State Aid System, above and beyond normal mileage that they are allowed. .ICESIN: This will provide the City the opportunity to utilize Municipal State Aid Construction Funds as a funding source for these improvements. Winkel , Public Works Superintendent City of Arden Hills 1450 West Highway 96 , Arden Hills, MN 55112-5794 , Dear Mr. Winkel: The purpose of this correspondence is to fonnally request permission from the City of Arden Hills , to connect sanitary sewer and water services to the City's utility systems that will serve the Minnesota Anny National Guard (MNARNG) Combined Operations and Maintenance Facility (COMF) located , on what is now the Twin Cities Anny Ammunition Plant (TCAAP) site, The MNARNG COJIAF is currently served by a sewer and water system that is operated by TCAAP ,. and its designated managers, The MNARNG was advised by TCAAP officials that they could not rely on the availability of sewer and/or water services at TCAAP or be assured of what the cost of those services might be in the future due to the declining utilization of buildings located on the I TCAAP site. In September, 1993 MelchertlBlock Associates Inc. (MBA) prepared a study for MNARt'fG which , described a possible connection to the City of Arden Hills utility system, In the preparation of the study engineers from MEA communicated with the City of Arden Hills officials and their consulting engineers as well as other State and County representatives, , In October, 1994 MNARNG commissioned MEA to prepare final construction documents that would accomplish the utility connection to the City of Arden Hills, , The impact of adding the MNARNG COMF to the City utility system will be minimal. For the past three years the COJIAF has used an average ofJO,OOO gallons of water per month. Staff has identified a number of issues that need further review prior to a final re[X)rt to Council. The issues are as follows: . Staff is discussing a connection agreement with City Atto:rney . Filla that will be presented to the National Guard Reserve for approval. The agreement should include future ownership and . rraintenance reS[X)nsibilities. . The pro[X)sed plans indicate that only one jacking would be done . under Highway 96, and that l::oth the sewer and water pipes be installed in one 30 inch casing. Staff proposes that two jackings be done, one each for sewer and water. . . The current pro[X)sal shows a 10 inch water main extended to the National Guard facility. Staff reccmnends that a 12 inch water . rrain be used. This will naximize the amount of available water to the site. . . The proposal also has two options for the sanitary sewer connection. The National Guard prefers option "A" which would . require the sewage to flow into a City lift station in the Karth Lake area. I PAGE 14 I The statement is made, "An existing 12-inch diameter watennain would be extended across Highway 96 and Hamline Avenue and then into the COMF site. The size of the watennain and pressure in the city system would provide adequate fire flow at the hydrant located on the . COMF site." Documentation of the required fire flow should be provided. Also, an estimate of the flow I that can be provided by a single hydrant at the end of a long 12" 0'/10" 0' dead-end should be provided. Unless the buildings have fire sprinkler systems, I have reservations that a long 12" 0'/10" 0' dead-end can provide the required fire flow through a single hydrant. I From past experience with the Lake Johanna Fire Department, it is doubtful that they will be .. willing to accept a single hydrant. However, the number and placing of hydrants is beyond the scope of this review and should be coordinated with them. . If fire sprinkler systems exist in the three buildings, the required fire flow will be greatly reduced. Under this scenario, a 12" 0/10" 0' dead-end may be adequate to provide the required fire flow. I FlGURE 5 (Follows Page 14) I The 4" 10 forcemain is shown to discharge to Arden Hills Manhole #12. This will result in the National Guard flow being routed to an existing lift station in the northeast portion of Arden Hills. The lift station is reportedly near capacity. To avoid capacity problems with this lift . station and to avoid having to pump the National Guard flow, the forcemain should be extended further south along Hamline Avenue. This would result in the National Guard flow being discharged to an existing gravity sewer that runs to the south. Pumping and capacity I problems would be avoided with this approach. . The proposed 4" 10 forcemain and 12" 10 watennain are shown in a single 30" 0' casing across Minnesota Trunk Highway 96. This proposed construction violates Minnesota Department of Health (MDB) requirements for separation distance between a sanitary sewer and a watennain. . Even if the MDH should grant a variance, the proposed construction would make future replacement of either line difficult. Separate casings should be required. .. The proposed lift station location likely results in the least cost to the National Guard. However, it is a poor location if other property is to be served by the lift station. Also, the proposed location is a poor location if Arden Hills is to maintain it because it is on TCAAP I property. 520/053-0306.jllJl I. . I. COST ESTIMATE (Page 16) I The cost estimate includes construction and engineering costs. It does not include either hookup charges or trunk water and sewer charges. On page I of the report, it is stated, "Two I parcels ofland totalling 28.7 acres make up the COMP site." I am not familiar with Arden Hills' development policies. However, if Arden Hills levies trunk sewer and water charges on I an acreage basis, these charges could be substantial. Review comments will be presented on a sheet-by-sheet basis followed by a general overview. .. SHEET NO.1 1. The note "Connect New 10" Watermain to Existing 6" Water Line" is in error. I 2. The 4" 0 forcemain and 10" 0 watermain are shown in a single 30" 0 casing. . Replacement of either of these lines in the future will be difficult. Separate casings or a larger single casing (assuming that the Minnesota Department of Health will approve) should be provided. . 3. The proposed alignment for the 30" 0 casing will have a major impact on the Hamline Avenue/Minnesota Trunk Highway 96 intersection during construction. Alternative . alignments to permit crossing of MTH 96 either east or west of the intersection should be evaluated. . 4. A 10" 0 watermain is proposed. I have serious reservations that a long 10" 0 dead- end can provide the required fire flow unless the National Guard buildings have fire . sprinkler systems. SHEET NO.2 . 1. The proposed lift station location is a poor location for Arden Hills to provide future .. maintenance. A better location would be in the Hamline Avenue right-of-way or just off the right-of-way. Under this scenario, a gravity line would be extended from the proposed lift station location out to Hamline Avenue. That portion of the gravity line off City right-of-way should remain the property of the National Guard and be treated . as a long sewer service. 520/0534.105 .jan I . . I. 2. On a similar note, the 10. fZJ watermain, once it leaves City right-of-way, should I remain the property of the National Guard and be treated as any other water service. 3. Only one (1) existing hydrant is shown. No additional hydrants or branch runs are I shown. Even if the buildings are equipped with fire sprinkler systems, I doubt that the Lake Johanna Fire Department will find this acceptable. If the buildings do not have I fire sprinkler systems, the situation is even that much more unacceptable. MBA needs to coordinate this aspect of proposed construction with the fire department. I GENERAL OVERVIEW 1. The proposed water and sewer extension to the National Guard buildings provides the . City of Arden Hills with the opportunity for over-sizing for the future redevelopment of the TCAAP property. The City of Arden Hills should carefully consider this. I 2.
