Specifically, this "parade" is planned to bring attention to the development of the Bethel College/Ogren property. It is my understanding the "parade" will begin I- at Valentine Park, go through the Ramsey County open space and wind its way to Bethel's main entrance. The City has no ordinance preventing this type of" parade". The "parade" will occur between 6:30-7:30 PM. I 3. Keithison Dr.-An entire development enginHred and completed in 1988 suffers flooding alter the drought, requiring condemnation of property for a drain, rebuilding of roadway and special . assessments for all residents. No one is held responsible. Economic Redevelopment.- Where is our business corridor at Ihe south end of Round Lake? It . staned with purchase of the old ADM site and pollution cleanup. We now have over $ 400,000 invested and not one stick of development. What about commercial vacancies and small business suppon for local businesses in other areas of the City? . City Planning- It has been revealed during recent public hearings that Arden hills has done no real comprehensive planning to date. The City's comprehensive plan is merely the penciled in version . of preexisting historical uses. Similarly there is no plan to connect and improve citizen access to the palts of the city separated by major traffic corridors. The City contlnlJ6s to purslJ6 multiunit PUD type developments. to be put up fast in marginal land use areas around the City. The proven . results in the long term from this type of development are; traffic congestion, potential tax increases for additional services such as sewer and water, fire, police, schools, and disruption of sensitive natural areas. .- W CO Rd F Reconstruction- The City plans to tum this road into an Indy 500 raceway for High School studenrs. The City took tfle road back from the County and immediately planned an . enlarged thoroughfare (hat does not meet tfle needs of rhe residents. T1le City would not even allow a two week delay for reconsideration of the plan over Objections of a majority of neighborhood ff1sidents affected by the projsct. The City is using 225,000 of funds from a special Citywide tax on . your water I,ifl for this proiect. Townhomes of Lake Valentlne- A project /hat passed through the planning commission 5-1 over . objections of 50-100 residents. It is proposed to be built upon a questionable piece of land adjoining Lake Valentine that has been rejected for development twice before. Vsry few conditional uses were attached even tflough the developer plans to send runoff from the project into Lake " . Valentine via a culvett that the City will have 10 maintain in the future. No soil tests were made and some of the engineering was presented on stationary of a concrete firm. . The Arsenal-Arden Hills City fathers/mothers are singularly focused on a project to build a City Hall and County Maintenance base on beautiful Sunfish Lake k>catsa at 96 and Hamllns in the Arsenal property. This Lake has been home to nesting Loons and the threatened and rare blandings turtle. Orher plans for the Arsenal include extensive R1 residential devopment. These projects will increase . traffic on 96. Hamline and Hwy 10 already two of the busiest corridors in the City. The City owns property across 96 to the east of the current City Hall but has refused to modify its plans to build mere after being tumed down in a City referendum vote. . Other propertics that are open space should be considered by a separate open space committee for inclusioll in RO based upon there locatioll and value as an arnellity to the City. Holtz I Date: 3/28/95 As a biology teacher at Concordia College, I teach a number of classes I in the outdoors. I also teach classes dealing with environmental issues. Over the 25 years of teaching such courses, it has become painfully obvious to me .- that very few of our current college students and our future leaders have a good understanding of the value of biodiversity and the associated value of habitat. Therefore, it is imperative that students experience first hand as much of I the natural environment as possible. It also behooves us as adults and community leaders to preserve the few remaining natural areas in the metro area. As the metro area continues to increase in population, the pressure on I the existing preserves will only increase and as experience has taught us, such areas can be over used. The TCAAP has a variety of habitats which support a diversity of wildlife I in a setting very accessible to a large population. I am convinced future generations will declare us irresponsible if we pass up today's opportunities to set aside a significant portion of the TCAAP as a nature preserve. ~. . Ve are confident that their experienced project team will help the task force prepare a concept report that I addresses a full range of transportation and community needs. The task force has already identified many issues and concerns for consideration in the study process. To ensure all significant issues are identified and understood the I ~ask force will sponsor a workshop for Council/Board members from the 7 participating communities. The workshop will be held on April 26, 1996, at 4:00 p.m. at the Shoreview Community Center. I The workshop will begin with a brief overview of the task force process/schedule and a summary of issues and concerns previously identified by task force members. The I remainder of the session will provide an opportunity for Council/Board members to identify and articulate new as well as previously identified issues. This Petition I was forwarded to the City trom the State Environmental Quality Board on behalf of the Neighbors of Valentine Lake, Inc. .- What is an EA W? The purpose of the EA W process is to disclose information about potential environmental I impacts of a project. The EA W is not an approval process. The information disclosed in the EA W process has two functions: . (1) It is used to determine whether an EIS is needed; and (2) It indicates how the project can be modified to lessen its environmental I impacts. The EA W process involves four major steps: I (1) The proposer of the project supplies data necessary for the completion of the I EA W to the Responsible Governmental Unit (RGU). (2) The RGU prepares the EA W. I (3) Thirty (30) day public comment period. I I- I , . , 2 -. (4) The RGU responds to the comments received and makes a decision on the . need for an E]S based on the EA W, comments received and the responses to the comments. The RGU and other units of government may require . modifications to the project to mitigate environmental impacts as disclosed through the EA W process. . When is an EA W Required? An EA W is required for any project listed in the "mandatory EA W categories" of the EQB I rules. ]t is staffs' position that this project does not fall under any of these categories and a mandatory EA W is not required. . ]f the preparation of an EA W is neither mandatory nor exempted the City has the option to prepare an EA W. The City may elect this option if it finds that available evidence indicates I that the project "may have the potential for significant environmental effects." Who Prepares the EA Wand Who Pavs for Its Costs? . The proposer of the project provides the required data or information to the City. It is the -. RGU (City of Arden Hills) duty to complete the EA W form. The cost of the EA W will be borne by the developer. The City requires the developer to pay . all associated fees incurred by the City or its consultants as it relates to a project. Staff Recommendation I ]n reviewing the Petition and the issues yet to be resolved on this project, the completion of an EA W presents an opportunity to take a closer look at the site and to better provide more . detailed information about the potential environmental impacts which will assist in the analysis of the project. Your letter confirmed an agreement to cap the TIF reimbursement at the point at which I the per square foot net useable land cost is reducted to $0.60sf. Based on the information previously provided by your fIrm, the attainment of a $0.60 sf net useable land cost has an extremely low occurance probability. In fact, your fIgures indicated the attainment 'of I a $0.97 sf net useable land cost had an extremely low occurance probability. I believe that a $0.90 sf net useable land cost provides Everest with an adequate risk I return factor. I also believe the ability to split any additional potential tax increment provides additional fInancial incentive to exceed a "market less risk return" subsidy level. I In summary, Staff would agree with items (a) and (b) of your proposal and propose a counter offer to items (c) and (d) as follows: I (c) Tax increment to be allocated to the developers documented qualifying redevelopment costs to the point that the net useable land cost per square foot is reduced to $0.90. . (d) Any additional potential tax increment would be split equally between the I City and Everest. Everest's share could only be used to further reimburse it for qualified development costs.
