Within the packet the Council will find a brief summary I of issues related to the 1996 proposed budget. Due to the fact the copy machine broke down, a full detailed budget will not be available .- until meeting time. b. Investment Policv Within the packet the Council will have the current investment policy I along with a revised policy recommended by the Finance Committee. c. Water Meter Renlacement I The Finance Committee has been studying the financial alternatives for the replacement of municipal water meters. A brief description of . the various types of meters is included for Council review. d. Gatewav Business District I Staff would like to begin some base line discussions on the development of the Gateway Business District. The memorandum from Mr. Ringwald outlines some of Staff s thoughts. In addition, I . expect to briefly review conversations and concept plans by HOM Oak and Leather. I 2. Nim-Al!enda Items a. I Thank you for requesting information on the fundamental process and benefits of the TouchRead System. You're in good company when considering the I TouchRead system. Many of your neighbors will attest the many benefits of the Sensus Technologies TouchRead System. They include among the nearly 1500 national accounts: Andover, Apple Valley,- Cottage Grove, Eagan, Eden Prairie, I Hastings, Inver Grove Heights, Maple Grove, - New Brighton, Richfield, Shoreview(handhelds only), St. Louis Park, and Stillwater. Those accounts marked by the ** are communities that have previously entrusted WaterPro I Supplies Corporation with managing a complete meter changeout program. We have the ability to install a system-wide TouchRead system in three months with no interruptions to normal city activities. WaterPro remains the only local I- company to manage complete meter changeout programs in this state and beyond! I What is a Generator Type Meter Svstem? Currently, your system is comprised of "generator type meters." A generator I based system is one in which the register on the meter sends low voltage pulses to a remote collection device mounted on the outside of the building. The pulses advance the numerical wheels inside the remote device and then are read by I meter readers through the plastic window on the face of the remote. The readings are then manually written into meter route books and returned to the utility office for manual keyboard entry into the computer for billing. This I technology was introduced in 1964 by Sensus Technologies, Inc;. Problems inherent in the generator meter are: I - The system is very mechanical and subject to a high degree of maintenance. I -The utility relies on a "secondary" source for its billing information. The secondary source being the remote device. As the system weakens with age and weather, the remote reading can and will I begin to differ from what is actually being counted on the meter register. The difference without fail benefits the customer. I- Result: Lost Revenue! I --- ~ I , I- In 1992, Apple Valley Supt. Neal Heuer mailed 10,700 survey cards to all the water customers in the city. The customers were to return the cards with the . reading found on the meter itself inside the home. These readings were then compared to the readings found on the remote devices. There were 3,887 cards considered to be valid responses and the results calculated were astonishing as . well as costly. They are: -The generator type meters that were being installed would fail at . the same rate as the older meters in the system. In effect the water dept. was only perpetuating the situation and could not expect a . solution to this problem by continuing to install generator type water meters. . -The data demonstrated that a minimum of 18,151,000 gallons of unbilled water had been distributed throughout the system! At today's rates, this is a lot of money! I "the complete report is available upon request. Apple Valley is installing only the Sensus Technologies TouchRead meters . throughout the system. Generator meters are seeing no further development and will not be incorporated into any future centralized meter reading technologies such as Phon Read or RadioRead. .- What is TouchRead? . TouchRead - A product of Sensus Technologies, inc. that automates the process of reading utility meters (water, gas, electric) utilizing absolute encoder register technology connected to a remote mounted sensor. Absolute Encoder I Technology addressed the problems of the generator based system by eliminating the generator principle entirely. No longer are pulses being transmitted to a remote device and counted. I How it works - Using inductive couplings in the remote sensor and reading gun, a reading is taken from the register. To read the meter register with a Touchgun I connected to the handheld data collection device, you would press the trigger on the reading gun. When the trigger is pressed, power from the handheld device is sent through the remote touchpad down the wire directly to the meter where I the encoder register is powered and the actual positions of the wheels of the register are interrogated and sent back up the wire to the handheld. No possibility exists where you can get an incorrect reading because the "secondary . source" has been eliminated. Along with the reading, the register identification is also transferred back to the handheld thereby eliminating the possibility of ever posting the wrong reading to the wrong account. The power-up and transfer of I register data takes less than one second. .- . ---..----- - I I. When using the Sensus Solid State Interrogator SSI (handheld) unit, one must use the Sensus Technologies Auto Read Software - STARS software. STARS is I a PC based software that communicates between the SSI and the customer billing program to upload utility meter reading routes and download the day's meter reading data. STARS has the configuration capability to interface to either I a customer's PC based billing program or a customer's main frame billing program. STARS also has the capability to produce customer selected management reports. The STARS software has been successfully interfaced to I your software billing vendor Banyon Data Systems several times in other utilities in Minnesota. Policy: I It is the policy of the City of Arden Hills (the City) to invest funds in a manner which will provide the highest investment return with the maximum security, while meeting the daily cash . flow requirements of the City and conforming to all state and local statutes governing investments of public funds. . Scone: This investment policy applies to all financial assets of the I City. These funds are accounted for in the city's Comprehensive Annual Financial Report and include: Funds: I General Fund Special Funds I Debt Service Funds Enterprise Funds Obiective: I The primary objectives, in priority order, of the City's invest- ment activities shall be: .- Safety: Safety of principal is the foremost objective of the investment program. Investments of the City shall be undertaken . in a manner that seeks to ensure the preservation of capital in the overall portfolio. To attain this objective, diversification is required in order that potential losses on individual securities do not exceed the income generated from the remainder I of the portfolio. Risks and Prudence: I This policy recognizes that risk is inherent in the investment world. Investment risks can result from issuer defaults or market price changes. The Minnesota Statutes governing I permissible investments is designed to control risk to some degree. The Treasurer is expected to display prudence in the selection of securities, as a way to minimize default risk. No individual transaction shall be undertaken which jeopardizes the total capital I position of the overall portfolio. In the event of a default by a specific issuer, the Treasurer shall review, and if appropriate, proceed to liquidate securities having comparable credit risks. I Investment officers acting in accordance with written procedures, the investment policy, and appropriate state regulations shall be relieved of personal responsibility for individual I credit risk or market price changes, provided that reasonable action is taken to control t . adverse developments and all reporting requirements as stated herein are complied with. I Ethics and Conflict of Interest: I Officers and employees involved in the investment process, or in reviewing same, shall refrain from personal activity that could conflict with proper execution of the investment program, or which could impair their ability to make impartial investment decisions. I- Employees, investment officials, City Council and members of the Finance Committee shall disclose to the City Council any material financial interest in brokerage firms or other financial institutions that conduct business with the City, and they shall further disclose I any large personal financial/investment positions that could be related to the performance of the City's portfolio. Employees and officers shall subordinate their personal investment transactions to those of the City, particularly with regard to the time of purchases and I sales. Delel:ation of Authoritv: I Authority to manage the City's investment program is derived from M.S. 412.141. (Treasurer's Duties) and M.S. 471.56 (Municipal Funds). I Management responsibility for the investment program is hereby delegated to the I Treasurer who shall, on behalf of the City Council, establish written procedures for the operation of the investment program consistent with this investment policy. In the absence of the Treasurer, the City staff so designated in the procedure shall exercise the same I authority, with the exception of extending maturities. Gateway Business District (GBD). The following outline is presented to facilitate preliminary discussion on the extent of City involvement in the development of the GBD. I 1. Baseline Site Information The updating of the infrastructure requirements, particularly the traffic component is of I critical importance. The pending improvements of Highway 96 and the interchange at Interstate 35W and Highway 96 should be dovetailed into the GBD planning process. The identification of environmental constraints, such as; wetlands, floodplain, and shoreland I- areas should also be identified. Also, the need to update the estimated acquisition, relocation and demolition costs should be reviewed. Lastly, the inclusion of the Indykavitz and Vaughn properties into the GBD should be discussed. I 2. Visioninl! After a careful review of the development constraints and opportunities have been I completed, it may be appropriate to review the vision for the GBD. If a modification of the vision is contemplated, then the involvement of the Planning Commission may be appropriate if the modification may result in changes to the zoning ordinance. I ~ DeveloDment Options J. The next step may include an analysis of the development options for the GBD, such as; I the preparation ofa Request For Proposal (RFP), City development of the GBD, allowing market forces guided by the zoning district standards to develop the GBD, or a combination of the above. I 4. Horn Oak and Leather I Staff has been discussing development options with representatives ofHom Oak and Leather. Hom Oak and Leather wishes to construct a protype corporate office, retail, and warehouse facility on the Naegele Property. They have presented staff with a concept I plan which develops the site, but strives not to preclude other development scenarios from occurring in the GBD.. Schacht ( SCHACHT ) Subject: Cleveland Avenue Bridge I From Paul Kirkwold: I Last night, a fire damaged the Timber bridge on Cleveland Avenue, over the railroad tracks. This is the high structure you can see I from the freeway (I-35W) looking east, just south of the County Road E2 interchange. Our initial thought was that the fire was set by vandels or a I . I?arty under the bridge. We are followin'] though with an 1nvestigation by the Fire Chief and the New Br~ghton Police. We are unsure of the structural damage at this time and have I closed the bridge to traffic. A detour is provided using New Brighton Road. Should the damage be severe enough to require repair, we will weigh the repair cost with the life remaining on the structure. The department has in it's plans to replace it I next year. A contract for consulting services, to do the design work, is scheduled for County Board consideration on August 22. I I'll keep you posted on changes as they occur. CITY OF ARDEN HILLS, MINNESOTA I COUNCIL WORKSESSION MINUTES THURSDAY, AUGUST 17, 1995, 4:30 PM I Call to OrderlRoll Call I Pursuant to due call and notice thereof, Mayor Probst called to order the City Council Worksession at 4:35 PM. Present: Councilmembers Paul Malone, Dale Hicks; City I Administrator, Brian Fritsinger; City Accountant, Terry Post; Park/Recreation Supervisor, Cindy Walsh; Public Works Superintendent, Dwayne Stafford; Administrative Assistant, Shirley Evenson. I Councilmembers Susan Keim and Beverly Aplikowski were absent. I Adopt Agenda Motion: Mayor Dennis Probst moved and seconded by Councilmember Hicks I to adopt the August 17, 1995 Worksession agenda as submitted. Motion carried unanimously (3-0). I- Agenda Item #3a. a. 1996 Budget Discussion I City Administrator, Brian Fritsinger and City Accountant, Terry Post discussed the 1996 budget. Discussion topics included market valuation, market valuation appeals, General and Special Revenue Fund, operating departmental budgets and I capital budget plans. It was suggested that the revenues generated in the Community Services Fund be I used within the commmunity for smaller projects that deal more directly with the residents. I In 1996, the City newsletter, "Town Crier", will be published on a bi-monthly (six per year) basis and the quarterly recreation brochure costs will be shown in the Program Fund in order to better match revenues. I It was suggested that preliminary approval of the 1995 levy payable in 1996 be placed on the August 28, 1995, agenda. I b. Review Investment Policy I Mr. Post, City Accountant, indicated that the City's past Piper Fund investment raised issues as it did with a number of other communities. He indicated that mutual funds are an investment tool the City should not participate in due to risk I- factors and the inability to "ladder" City investments because of no stated maturity dates. Mayor Probst indicated that we should not become too restrictive, I I , I. . which may prevent us from taking advantage of more investment options. I c. Water Meter Replacement The Council unanimously agreed that the replacement of water meters should I proceed. Mr. Post outlined some of the advantages of such a program. It seemed the consensus was to go ahead and authorize Staffto prepare a Request For Proposal (RFP). The residents will most likely be charged for a portion of the I meter replacement program. d. Gateway Business District I Mr. Kevin Ringwald, City Planner, shared plans and specifications regarding the Horn/Oak proposal of the property that Everest Development had failed to I develop. After extensive discussion by Council, Mayor Probst suggested that the piece of property perhaps be tied to the TCAAP Plan with the Liveable Community Act playing a large part in the final decision. I Arden Hills and Ramsey County will share the cost of a Traffic Study tied to the development of the Gateway project. I e. Miscellaneous Ie Staff was directed to place on the August 28,1995, Meeting a recommendation for a Special Council Meeting on September 18, 1995. CITY OF ARDEN HILLS MEMORANDUM I DATE: August 16, 1995 I TO: Brian Fritsinger, City Administrator I FROM:@:Jrerrance Post, City Accountant SUBJECT: Revisions to City Investment Policy I I Backl!round The City of Arden Hills adopted a formal Investment Policy on April 8, 1991 by Resolution 91- 29. This policy resulted from collaborative efforts of the City Treasurer, the Citizen Finance I Committee, and the City Administrator. A major thrust of this new policy was to allow for diversification of investment types as I permitted by Minnesota Statute. In theory, this diversification would allow for maximization of yield within the safety parameters of Minnesota Statute permitted investments. .. Subsequent Experience Treasury investment decisions have complied with the Investment Policy. However, one permitted investment category (non-money market mutual funds) has raised questions as to I appropriateness. This was the one element of the portfolio that was difficult to ladder because of the lack of a maximum maturity. In addition, the City's recent experience with the Piper Government Income Portfolio has demonstrated the higher risk/rewards associated with this type I of investment. Finance Committee Inl;)ut I During 1995, the Finance Committee has had discussions regarding reexamining the City's existing Investment Policy. The discussion themes were to simplify the existing policy, limit investment alternatives, and generally emphasize safety over yield considerations. I Draft Revised Policy A copy of a revised Investment Policy is enclosed for your review. The revision incorporates I many of the suggestions of the Finance Committee. Specifically, the following changes should be noted: I I. Limiting investment options to government and agency issues. This makes the Investment Policy more restrictive than the scope permitted investments allowed by Minnesota Statute. I 2. Eliminating non-money market mutual funds as an investment option. ~ , Specifically excluding mortgage backed securities from the portfolio. J. I I . . I. CITY OF ARDEN HILLS DRAFT INVESTMENT POLICY I Policv: I It is the policy of the City of Arden Hills (the City) to invest funds in a manner which will provide the highest investment return consistent with the maximum security, while I meeting the daily cash flow requirements of the City and conforming to all state and local statutes governing investments of public funds. I Scone: This investment policy applies to all fmancial assets of the City. These funds are I accounted for in the City's Annual Financial Report and include: l. Funds: I General Fund I Special Revenue Funds Debt Service Funds Capital Projects Funds I- Enterprise Funds Obiective: I The primary objectives, in priority order, of the City's investment activities shall be: I Safety: Safety of principal is the foremost objective of the investment program. Investments of the City shall be undertaken in a manner that seeks to ensure the preservation of capital in the overall portfolio. I Liquidity: The City's investment portfolio will remain sufficiently liquid to enable the City to meet all operating requirements which might be reasonably anticipated while still I remaining cognizant of yield. Return on Investment: The City's investment portfolio shall be designed with the objective I of obtaining a market rate of return throughout budgetary and economic cycles, taking into account the City's investment risk constraints and the cash flow characteristics of the I portfolio. Through investment laddering techniques, the portfolio shall attempt to outperform the benchmark two year Treasury Note rate. I I- I I I I. Risks and Prudence: I This policy recognizes that risk is inherent in the investment world. Investment risks can result from issuer defaults or market price changes. The Minnesota Statutes governing I permissible investments is designed to control risk to some degree. The Treasurer is expected to display prudence in the selection of securities, as a way to minimize default risk. No individual transaction shall be undertaken which jeopardizes the total capital I position of the overall portfolio. In the event of a default by a specific issuer, the Treasurer shall review, and if appropriate, proceed to liquidate securities having comparable credit risks. I Investment officers acting in accordance with written procedures, the investment policy, I and appropriate state regulations shall be relieved of personal responsibility for individual credit risk or market price changes, provided that reasonable action is taken to control r . adverse developments and all reporting requirements as stated herein are complied with. I Ethics and Conflict of Interest: I Officers and employees involved in the investment process, or in reviewing same, shall refrain from personal activity that could conflict with proper execution of the investment program, or which could impair their ability to make impartial investment decisions. I- Employees, investment officials, City Council and members of the Finance Committee. shall disclose to the City Council any material financial interest in brokerage firms or other financial institutions that conduct business with the City, and they shall further disclose I any large personal financial/investment positions that could be related to the performance of the City's portfolio. Employees and officers shall subordinate their personal investment transactions to those of the City, particularly with regard to the time of purchases and I sales. Dele~ation of Authoritv: I Authority to manage the City's investment program is derived from M.S. 412.141. I (Treasurer's Duties) and M.S. 471.56 (Municipal Funds). Management responsibility for the investment program is hereby delegated to the I Treasurer who shall, on behalf of the City Council, establish written procedures for the operation of the investment program consistent with this investment policy. In the absence of the Treasurer, the City staff so designated in the procedure shall exercise the same I authority, with the exception of extending maturities. No person may engage in an investment transaction except as provided under the terms of this policy and the procedures established by the Treasurer. I I- 2 I I . I. Authorized Financial Dealers and Institutions: I The City of Arden Hills will conduct its investment transactions with I) linancial institutions located in the State of Minnesota that are designated as depositories by the I City Council and 2) only brokers and dealers of government securities that report directly to the New York Federal Reserve Bank. The City will conduct its investment business with the most reputable lirms. I At the first Council meeting of each year, the Treasurer shall offer to the City Council a list of financial dealers and institutions to be authorized in an appropriate resolution, to I provide investment service. Authorized and Suitable Investments: I r . The Ci ty is empowered to invest only in securities which are permissible under Minnesota Statute Section 475.66. These securities include Federal Debt, Mutual Funds, State and I Local Debt Banker's Acceptances, Commercial Paper, Guaranteed Investment Contracts, Mortgage Blocked Securities and Repurchase and Reverse Repurchase Agreements. However, the intent of this policy, with the sole exception of permissible securities held in I money market funds, is to lirnit the City's investments to Federal Debt obligations. I- Federal Debt: Government bonds, notes, bills, mortgages, and other securities, which are direct I obligations or are guaranteed or insured issues of the United States, its agencies, its instrumentalities, or organizations created by an Act of Congress, excluding mortgage backed securities defmed as high risk as defined by MN Statute 475.66 Subd. 5. I Diversification: I Assets held in the investment portfolio shall be diversilied to minimize the risk ofloss resulting from over-concentration of assets in a specific maturity (maturities shall be staggered in a way that avoids undue concentration of assets in a specific maturity sector), I a specific issuer or a specific class of securities. Single transactions in the excess of $1 million require prior approval of the City Council. Investment target goals by security category will be 15% in cash or cash equivalents 65% of fixed rate instruments and 20% in I zero coupon instruments. I I I- , J I I I. Maximum Maturities: I To the extent possible, the City will attempt to match its investments with anticipated cash flow requirements. Unless matched to a specific cash flow, the City will not directly invest I in securities maturing more than five years from the date of purchase. At any point, no more than 50% of the portfolio will be invested in maturities greater than I three years. Internal Control: I The City shall continue its annual process of independent review by an external auditor. This review will provide internal control by assuring compliance with policies and I procedures. Internal control is the City's responsibility and such internal control r. procedures will be established and maintained throughout the year. I Performance Standards: I The investment portfolio will be designed to obtain a market average rate of return during budgetary and economic cycles, taking into account the City's investment risk constraints and cash flow needs. I- Reporting: I The investment reporting function shall include requirements for: budgetary reporting, interirn reporting, internal reporting and annual reporting. I Budgetarv Reporting: As part of the annual budget, interest income shall be estimated for all funds based on a I cash flow forecast. This forecast shall take into account the historical pattern of inflows and outflows of cash and any other pertinent factors affecting cash flow. The budget document shall explicitly state the assumptions of the cash flow forecast and the assumed I interest rate for the entire investment portfolio. I Interim Reporting: The investment portfolio of the City shall be provided to the Council along with the I Budget versus Actual reports monthly. The portfolio shall be sequenced by maturity date and shall state the type of investment, cost, rate and yield percentages and shall indicate an annualized rate of return based on the daily interest strategy or anticipated variances from I the investment income budgeted. '\nnual Re1)ortioll': I Within 90 days of the end of the fiscal year, the Treasurer shall submit a written comprehensive annual report on the mvesnnent program and investtnent activity. TIlls I report shall summarize the investtnent strategies. describe the portfolio in t=s of securities, marurities, risk characteristics and other features. TIlls report shall explain the total invesnnent return and compare the return with budgetary expectations. TIlls report I shall contain a detailed comparison of total rate of return with other benchmarks. r Benchmarks for comparison may include; the Minnesota Municipal Money Market Fund. I treasury bill rates that are indicative of a strictly passive investment strategy or any other index that may be deemed appropriate. And finally, the report should contain a discussion of the outlook for interest rates and the economic trend for the upcoming year, investtnent I strategies to be implemented and budgetary expectations for investment income. Investment Policv Adootion: I. The City's investment policy shall.be adopted by a resolution of the City Council. The policy shall be reviewed on an annual basis by both the City Council and the Treasurer and I prior to becoming effective, any modifications made thereto must be approved by the City Council.
